Europe fou!ded upo! faith i! the Europea! idea is !ow i! the east
(starti!g at the Polish-3er$a! fro!tier", while the Europe of rules a!d
regulatio! is i! the west2.his dise!cha!t$e!t, this se!se that the E& is
re$ote, u!respo!si*e, u!represe!tati*e, corrupt, a!d i! decli!e, elderl)
a!d haggard, a gra!d$other5, !o lo!ger fertile a!d *i%ra!t, as Pope
6ra!cis rather u!galla!tl) put it,7is, %elie*e, fed %) the perceptio! that
the E& does !ot care to seek the co!se!t of its co!stitue!t peoples .he
E& has repeatedl) ig!ored the popular will i! $e$%er states i! order to
pursue the orthodo8) of e*er closer u!io! 9 $o!etar), :scal a!d
political ;ece!trali'atio! has %eco$e a heres), rather tha! a legiti$ate
political argu$e!t4#he! the people get the a!swer wro!g, the) are told
