Ways to mitigate limited access to data entry: Ø Check your polling station results Ø Check any computer printouts ü Transparency Ø Do you and agents/observers have ‘reasonable access’ Ø If not is this due to lack of space or a deliberate attempt to stop you from observing? Ø Do party agents and citizen observers have the same access to the process as you? ü How are problems dealt with? Ø Are there specific procedures if the results do not reconcile? Ø Are these followed consistently? Ø If there is a recount or materials are opened is the process transparent? ü Security of materials Ø Is the chain of custody between the end of counting and arrival at the tabulation center adequate? Ø Is there transparency for party agents and observers? ü Recording of results Ø Is the process orderly? Ø Do officials understand the procedures? Ø Are results recorded accurately? ü Anomalies Ø What types of problem have you witnessed (if any)? Ø How are they dealt with? Ø Have any complaints been submitted? How many? Ø Have any recounts been ordered? Ø Record numbers of each type of problem ü Transparency Ø Are party agents and observers able to enter the data entry room? Ø Do they have access to all aspects of the tabulation process? ü Unauthorised personnel Ø Who are they? Ø Are they interfering in any way? Ø Have they been asked to leave? ü Communication of results Ø How are results sent? Ø Is it secure? Ø Are results announced publicly? ü Display of results Ø Are results displayed publicly Ø How? Ø Are they broken down to polling station level?
