Dear readers!

The SARD III Project (Support to Further Sustainable Agriculture and Rural

Development), which is funded by the European Union; has operated in

Turkmenistan since September 2016. From the beginning, the project has

supported the country’s Ministry of Agriculture and the Union of Industrialists

and Entrepreneurs in developing private sector Agriculture. The project

engages with forward thinking entrepreneurs in all sectors of the agricultural

value chain; primary producers, processors and operators in both domestic

and export markets. It operates by providing technical assistance to

Turkmenistan’s livestock (including milk, meat, poultry and fish), fruit and

vegetable (including field and greenhouse production) sub-sectors in the

overall agricultural sector.

The project’s activity programme is very much aligned with the Turkmen

Government’s policy for the overall Agricultural sector which identifies private

sector operators as best positioned to help the country achieve its potential in

these key subsectors in terms of production and sales of top quality agri-food

products, capable of supplying both the domestic market as well as competing

successfully on export markets. To this end the project has engaged in a programme Arthur Russell (SARD III Project Team Leader)

of activities focused not only on production, but also on food safety and quality. This means working directly with Turkmen operators across the

country, helping them meet international certification standards, which will help Turkmenistan achieve its undoubted potential as a competitive

producer and exporter of quality food products.

This newsletter is designed to give a short description of the project’s work over the past year. We acknowledge and appreciate the support we

continue to receive from our counterparts in the Ministry of Agriculture and the Union of Entrepreneurs.

We wish our counterparts, as well as the entrepreneurs with whom we work all the best for 2020.

SARD III is fostering expertise on food quality and safety standards

The ISO 9001:2015 “Quality Management Systems - Requirements” is the

most popular standard in the series of ISO standards, and many companies

require technical support to properly implement this standard in their

production. To address this need, the European Union funded project

“Support to Further Sustainable Agriculture and Rural Development - SARD

III” organized two weeks of trainings January 7-11 and January 21-25 on

ISO9001 “Quality Management Systems” standard for local consultants

and specialists of the local enterprises.

Twelve local aspiring consultants and specialists interested in becoming

food safety experts and QMS consultants with experience participated in

the training, conducted by the experienced ISO9001 consultant, Gulistan

Gafurova. Upon completion of the eight-day training, participants took a

written test. Those who passed the test received ISO9001 Exam Passing

Certificate issued by SARD III.

The training was part of SARD III activities aimed at increasing

competitiveness and exports of local food producing and processing

enterprises through the support for updating food safety and quality practices

and capacity.

Food Safety Experts from the Ministry of Health of Turkmenistan attend the ISO22000:2018 training

The European Union funded Project “Support to Further Sustainable

Agriculture and Rural Development in Turkmenistan – SARD III”

organized “The Food Safety Management System according to ISO

22000:2018” training course on 12-15 February 2019 in Ashgabat,

Turkmenistan.

The training’s target audience included food safety specialists and

inspectors of the Ministry of Healthcare and Medical Industry of

Turkmenistan, members of the Union of Industrialists and

Entrepreneurs of Turkmenistan, food safety management system

consultants and specialists of food testing laboratories. The main

objective was to train the specialists in food safety management

system in accordance with the internationally recognized

ISO22000:2018 food safety standard.

The course was conducted by the experienced ISO 22000 “SGS

Turkmen” Subsidiary Enterprise Trainer, who elaborated on the

methodology of development and implementation of a food safety

management system. Participants analyzed key food safety hazards and

control measures, discussed issues of verification and improvement of the

food safety management system, and studied practical approaches of the standard implementation. During the practical exercises, participants worked

in groups to review cases related to the potential hazards that can compromise food safety in enterprises.

SARD III Supported Apple Farming and Cultivation Training Promotes Horticultural Output

February 22, 2019, Dowletli County, Lebap Welayat,- It is a bright, warm day in Dowletli county and the orchards of “Yunus Dayhan” Enterprise are

being prepared for a spring pruning. This day is the Apple Pruning and Seasonal Preparation Training day for “Yunus Dayhan” Enterprise in a remote

village of Lebap welayat.

In a newly established apple orchard, SARD III Project short-

term international engineer agronomist Mr. Mustafa Alkan

cuts off extra branches from the apple trees planted three

years ago. He is mentoring a group of Yunus Dayhan field

specialists and explains why and at which points the

branches of a tree should be pruned to encourage strong

and more robust branch to grow for a proper shape of an

apple tree and for a better yield. The farmer and field

workers listen to Mustafa and watch the process

carefully.

Mr. Yunus Abdullayev is the owner of the farm and one of

the participants of the training today. His enterprise

was one of the first enterprises in the country to

express interest in close cooperation with the SARD III

Project and in the current training. The field training

sessions have equipped Mr Abdullayev with the knowledge

and skills to understand and implement new apple farming

and cultivation techniques and to increase productivity and

productive lifespan of the apple tree varieties new to the country. He

has also learnt about preventative measures required for pest control he can take to protect his orchard.

During the visit of Mr Alkan to Turkmenistan SARD III has also organized visits to “Altyn Gul” enterprise in Seydi town in Danew county of Lebap welayat,

as well as to horticulture enterprises in Kaka and Baherden counties of Ahal welayat, where Mr Alkan worked with the farmers on addressing the issues

specifically related to correct pruning of dwarf and semi-dwarf varieties of apples to increase productive lifespan of the trees, development of fertiliser

application and pest control programmes, as well as preparation of the fruit trees for the new growing season.

SEMINAR – IMPROVING THE LIVELIHOODS OF SMALL SCALE LIVESTOCK PRODUCERS THROUGH INTRODUCTION OF BEST

HERD MANAGEMENT AND VETERINARY CARE PRACTICES On April 2 and 3, the European Union funded project “Support to Further Sustainable Agriculture and Rural Development in Turkmenistan (SARD III)” conducted a two-day workshop on calf diseases, veterinary care and herd management issues in the Olimpiya Hotel of Ashgabat, Turkmenistan. Mr. Philip Chamberlain, the SARD III Project short-term international veterinary specialist on farm animals, and Mr. David Pepper, the SARD III Project expert, presented international best practices in the areas of calf diseases, effective breeding and veterinary care, and livestock sector management and development. The target group of the seminar consisted of 25 veterinary and other farm specialists of the livestock enterprises – members of the Union of Industrialists and Entrepreneurs of Turkmenistan from all velayats of the country. All of the participants received Turkmenistan Dairy Farming Handbooks, prepared by the SARD III experts, at the end of the seminar. During his visit to Turkmenistan, Mr. Chamberlain together with the SARD III Project’s experts, David Pepper and Farhat Orunov, worked with the livestock enterprises in Akhal and Mary velayats on addressing the issues related to calf health and proper veterinary care, in particular, on reducing the losses of calves of the newly introduced breeds of Holsteins and Simmentals - from scour and other health and management related issues.

“Lead Auditor of Quality Management System based on ISO 9001:2015 (IRCA)” course

The European Union funded Project SARD III organized a five-day April 18

– 23 “Lead auditor of quality management system based on ISO

9001:2015 (IRCA)” course. The course was held within the framework of

the “Support to Further Sustainable Agriculture and Rural Development

in Turkmenistan – SARD III” Project.

The training’s target audience included specialists of the food-testing

laboratory of the Union of Industrialists and Entrepreneurs of

Turkmenistan, specialists of the GS1 National Organization of

Turkmenistan for Barcodes, and quality management system auditors

and senior consultants. The main objective was to train the specialists and

establish a cadre of food safety management system (FSMS) and food

quality management system (QMS) specialists and consultants to bring

their practices up to a level that would allow certification of their FSMS

and QMS.

“SARD III is focused on private sector agriculture engaging with all

stakeholders in the agro-food value chain”, said Arthur Russell, Team Leader, SARD III Project, when addressing participants at the beginning of the

course. “Food Safety is a vital element and has a crucial role to play in helping Turkmenistan’s agro-food value chain achieve its true potential in terms of

competing successfully with and thereby reducing the level of imports of food that can be successfully and competitively produced here in Turkmenistan

and longer term competing on export markets where Turkmenistan has unique advantages”.

The training course has the status of an IRCA Approved Course and was conducted by the qualified trainer and QMS auditor approved by IRCA. IRCA

(International Register of Certificated Auditors) is the leading professional body for management system auditors. Participants analyzed management

processes based on ISO 9001 QMS, discussed audit variations and evaluation processes, and studied audit planning and techniques. Upon completion of

the course, participants took a written final exam. Those participants who pass the final examination will receive the Lead Auditor of Quality Management

System based on ISO 9001:2015 certificate issued by IRCA.

SARD III provides support to local dairy enterprises Effectively addressing dairy sector challenges in Turkmenistan is the

ambition of the European Union funded Project “Support to Further

Sustainable Agriculture and Rural Development in Turkmenistan -

SARD III”. The Project provides technical support related to dairy farm

management, breeding and feeding improvements, milk production

and veterinary related issues to medium-scale farmers and

smallholders in the dairy value chain. It also enhances linkages

between Turkmen and international companies to present best

farming practices and good examples of technologies to Turkmen

farmers and to create market linkages between the Turkmen farmers

and international dairy companies. This article summarizes visit of the

international short-term expert of the SARD III Project, who arrived to

Ashgabat to work with the relevant specialists and dairy technologists

of “Zamana” enterprise and other dairy enterprises to assist and train

them to set up pilot production of condensed milk and hard cheese for

domestic market.

Mr. Arne Fokdal, SARD III international short-term Danish expert, specializing on dairy processing, with over 50 years of experience in the field. Mr. Fokdal

has provided consulting and training services in more than 28 countries in Africa, South America, Europe, and Asia.

In terms of partnerships, SARD III experts have supported “Zamana” dairy farm since January 2018, when the SARD III Project helped Zamana to purchase

200 straws of sexed semen of two high merit Holstein bulls from Cogent. In a series of missions since 2018, SARD III short-term international experts have

provided advice to “Zamana” farmers on total farm management best practices and techniques. The experiences of “Zamana” farm is becoming a wider-

known example for Turkmen farmers and entrepreneurs.

Mr. Fokdal reflected on what was learned from the visit to the dairy enterprise. Whereas he expects more development, he said “Zamana” enterprise’s dairy plant is equipped with a set of suitable processing lines of enough capacity that enable them to not only increase the volumes of production, but also to diversify to other processed dairy products.

Workshop on Market trends in the European

market for home decoration and home textiles

On June 20 and 21, the European Union funded project “Support to

Further Sustainable Agriculture and Rural Development in Turkmenistan

(SARD III)” conducted a two-day workshop on key factors influencing the

success of potential exports of home décor and home textile products

to Europe. Mr. Cornelis Bronk, the SARD III Project short-term

international expert on the EU market for home decoration and home

textiles, presented best marketing strategies, current trends, consumer

preferences, and logistics cost and price parameters of importing home

décor and textile products in the EU.

The target group of the seminar consisted of entrepreneurs – members

of the Union of Industrialists and Entrepreneurs of Turkmenistan,

specialists from the Union of Industrialists and Entrepreneurs of

Turkmenistan, and consultants who specialize in promoting Turkmen

products abroad. All of the participants received handout materials

covering market trends in the EU market for home decoration and home

textiles, prepared by the international expert, at the end of the seminar.

During his visit to Turkmenistan, Mr. Bronk together with the SARD III Project’s Team Leader, Arthur Russell, and Project’s specialists, Vepa Myalikgulyyev

and Viktoriya Frolova, worked with the entrepreneurs who specialize on production of traditional and modern Turkmen handicraft made of camel wool,

silk, textiles, wood and other materials in order to assess the prospects of potential exports to the European market. During his meetings with

manufacturers and potential exporters in Mary and Ahal velayats, the expert made recommendations on further development of design, branding,

marketing and pricing of Turkmen products.

According to the expert, Turkmen products have good chances of export success in the European Union countries. Particularly great prospects will open

up when producers combine their efforts to create a single collection of Turkmen products to promote them through specialized trade shows, for

example, those that are held annually in Frankfurt and Paris.

Studying Spanish experience in water resource management in agricultural crop production sector

15 July - 19 July 2019: The European Union funded Project “Support to Further Sustainable Agriculture and Rural Development in Turkmenistan (SARD III)” held a study visit to Spain for specialists of the State Committee on Water Resources Management and other relevant agencies of the water sector in Turkmenistan. The study tour was organized jointly with the UNDP Project “Energy Efficiency and Renewable Energy for Sustainable Water Management in Turkmenistan” funded by the Global Environment Facility.

The visit was hosted by the University of Cordoba, which offers world-class education and training in agricultural engineering. The key themes discussed during the study visit were on effective use of irrigation water.

“The aim of the study tour was to familiarize specialists from Turkmenistan with the agricultural practices in Spain with the focus on sustainable agriculture, planning and efficient use of water resources. Special attention was paid to rational distribution and use of irrigation water in the hottest province of the country Andalusia, which has a similar climate to

Turkmenistan,” explains SARD III Project expert Farhat Orunov.

During the study tour, experts from Turkmenistan were introduced to modern methods of measuring or estimating crop water consumption status for irrigation, the system of water distribution between farmers, regulation of water supply for irrigation of crops, as well as to activities undertaken by the water users associations in this region. Furthermore, specialists from Turkmenistan were familiarized with the work of experimental farms, where the entire process of energy supply of irrigation systems and irrigation of crops is based on the use of solar energy.

The programme of visit also included meetings with representatives of the Spanish companies Lama, Irritek Iberia, Valmont – manufacturers of irrigation equipment, SBH Company involved in construction of innovative irrigation systems. The guests from Turkmenistan engaged in close discussions with the senior technical personnel of the above organizations and were familiarized with the most up-to-date in-house developments of irrigation equipment for drip irrigation and sprinkling, filtration systems for irrigation water, devices and sensors for irrigation control and water distribution systems.

SARD III Project Promotes Technical Training for National Food Lab Specialists

Riga, Latvia, 19 August – 23 August 2019: The European Union funded

Project “Support to Further Sustainable Agriculture and Rural

Development in Turkmenistan (SARD III)” held a study tour to Riga,

Latvia for the food laboratory managers and specialists of the Public

Health and Nutrition Center of the State Sanitary and Epidemiological

Service of the Ministry of Health and Medical Industry of Turkmenistan

and for the specialists of the private sector food safety laboratory “Hil

Standart”.

The study tour was organized by the Institute of Food Safety, Animal

Health and Environment “BIOR” (Latvia). Representatives of the

Institute familiarized specialists from Turkmenistan with scientific and

laboratory activities of the Institute, and ensured practical and

theoretical training of Turkmen experts focused on the international

standard ISO 17025 requirements for testing laboratories.

During the study tour, specialists from Turkmenistan were introduced

to laboratory operation processes, namely, chemical and

microbiological testing of food products, and quality control of laboratory

activities. Study tour participants were assigned to different laboratory

divisions based on their specializations to ensure success and efficiency of the training.

Experts from Turkmenistan expressed particular interest in the expertise of BIOR laboratories utilized for up to date development of food testing methods

and conducting of inter-laboratory comparison tests to ensure the accuracy of laboratory tests.

The programme of visit also included meetings with the representatives of the University of Latvia and the Latvian accreditation body “LATAK”.

Dairy Farmers Trained on feeding and feed management On August 27 -28, the European Union funded Project “Support to Further Sustainable Agriculture and Rural Development in Turkmenistan (SARD III)” conducted a two-day workshop on proper feeding and nutrition of dairy cows at the Sport Hotel of Ashgabat, Turkmenistan. Mr. Ben Braakman, the SARD III Project short-term international animal nutrition specialist, and Mr. David Pepper, the SARD III project expert, presented international best practices in the areas of proper nutrition and scientific feeding of dairy cows. The target group of the seminar consisted of 28 veterinary and other farm specialists of the livestock enterprises – members of the Union of Industrialists and Entrepreneurs of Turkmenistan from all velayats of the country. All of the participants received Turkmenistan Calf and Heifer rearing handbooks, developed by the SARD III experts, at the end of the seminar. During his visit to Turkmenistan, Mr. Braakman together with the SARD III Project’s experts, David Pepper and Farhat Orunov, worked with the livestock

enterprises in Akhal, Lebap, and Mary velayats addressing the issues related to proper dairy cows feeding and feed management, in particular, on farmers’

dairy cattle nutritional requirements (and how to meet these) to increase dairy production.

“Good livestock feeding is a feed management process that requires knowing what quantity and quality of feeds will sustain a cow’s nutritional levels for

the efficient milk production. In order to increase the productivity, dairy cows must be fed with the right kinds and quantity of feed at the right time”,

explained Mr. Braakman during the seminar to the participants.

At the end of the training session, the farmers expressed their appreciation for gaining the knowledge needed to help them meet the nutritional needs

of their dairy cows, and thus increase their milk productivity as well as efficiency.

A One-Day Seminar on Effective Use of Irrigation Water

30 August 2019: The European Union funded Project SARD III and UNDP Project

“Energy Efficiency and Renewable Energy for Sustainable Water Management

in Turkmenistan” jointly with the Ministry of Agriculture and Environmental

Protection of Turkmenistan and State Committee for Water Management of

Turkmenistan have organized a one-day seminar on water-saving irrigation

methods in agriculture. The seminar was held at the capital’s Yyldyz Hotel.

The goal of the seminar was to review and discuss the Spanish study tour

experience, which was organized for water sector specialists from

Turkmenistan on 15-19 July 2019.

The target group of the seminar consisted of specialists of the State

Committee on Water Resources Management and other relevant agencies of

the water sector in Turkmenistan from all velayats of the country, as well as

researchers from the institute “Turkmensuwylymtaslama".

During the workshop, UNDP project experts and “Turkmensuwylymtaslama”

specialists spoke about Spanish experience in developing the water saving

irrigation system to contribute to climate change resilience. Furthermore,

participants of the seminar discussed irrigation planning of crops in

Turkmenistan, effectiveness of various types of seepage-control lining for irrigation

canals, and UNDP activities at the Green Polygon research site.

At the end of the seminar, all participants were engaged in discussions of the observations, conclusions and practical solutions drawn from the Spanish

study tour experience. The participants have also discussed perspectives and possible practical application of the experience in accordance with the

climatic conditions of Turkmenistan.

SARD III Supports Visit of Turkmen Entrepreneurs to the EuroTier Exhibition

On September 2-4, 2019, the European Union funded project “Support to Further Sustainable Agriculture and Rural Development (SARD III)” supported visit of the officials and dairy and beef member enterprises of the Union of Industrialists and Entrepreneurs of Turkmenistan, accompanied by the experts of the Project, to the EuroTier Animal Farming Exhibition in Abu Dhabi, UAE. The EuroTier is the world’s leading trade fair for livestock professionals

and animal production, which gathers the most prominent and key

industry players from around the world. The event serves as an ideal

platform for farmers, cooperatives, processors, associations,

agricultural businesses, ministries and other institutions from the

AgriFood Business sector as well as industry professionals and experts

to come together and discuss industry trends, local and regional sectoral

needs, challenges and appropriate solutions in the livestock business.

The Agenda of the Exhibition offered Turkmen delegation an

opportunity to experience innovations along the whole animal livestock

chain. Over the course of several days, the members of the delegation

took part in most exhibition programs offered by the organizers, including

animal breeding, feeding, and new technologies in the area of milking, processing, cooling, marketing, equipment and veterinary related issues.

During the Exhibition, members of the delegation explored specific requirements related to quality, safety and halal standards of the UAE and other GCC

markets, learnt about latest and advanced technologies on livestock production business, explored the current situation in the regional livestock market,

market trends and developments as well as opportunities for the Turkmen livestock producers to become viable players in the region.

Export Promotion Seminar in Ashgabat

On October 9-11, 2019, the European Union funded Project

“Support to Further Sustainable Agriculture and Rural Development

in Turkmenistan – SARD III” co-hosted a seminar on “Export Practice

and Procedures for New Exporters” in partnership with the

European Bank for Reconstruction and Development. This three-

day seminar was an opportunity for new exporters to enhance their

knowledge in development of concrete export strategies and access

to foreign markets. A purpose was to improve participants’

understanding of export opportunities for SMEs, to introduce steps

for a company to undertake in order to export successfully, as well

as use the acquired knowledge and skills in exporting goods and

services abroad and entering new markets. The audience was

composed of Turkmen entrepreneurs, business and export

managers from all velayats of the country. Leading the seminar was

Mr. Jonathan Ian Walden, international trade and facilitation

expert, specializing on all elements of international trade, transport

and supply chain, with over 30 years of experience in the field.

The sixth meeting of the Steering Committee of the SARD III

On 16 October 2019, Ashgabat, representatives of the Ministry of

Agriculture and Environmental Protection of Turkmenistan, Union of

Industrialists and Entrepreneurs of Turkmenistan, Ministry of Finance and

Economy of Turkmenistan, and the members representing the SARD III

Project gathered at the Sixth Steering Committee Meeting organized within

the European Union funded Project “Support to Further Sustainable

Agriculture and Rural Development in Turkmenistan – SARD III”. The event

took place at the capital’s Yyldyz Hotel and it aimed at introducing the

progress within the project and exchanging information and

recommendations among involved counterparts.

Opening remarks were delivered by the Chairman of the SARD III Steering

Committee Mr Kerim Saparov and by the Head of Cooperation Section of the

European Union Delegation to Kazakhstan Mr Johannes Stenbaek- Madsen.

Team Leader of the SARD III Project in Turkmenistan Mr Arthur Russell

highlighted that the Steering Committee was created in the framework of the

European Union funded project “Support to Further Sustainable Agriculture and Rural Development in Turkmenistan – SARD III”. “Its members include

public institutions and SARD III representatives that work on development of sustainable agriculture, rural development and institutional support to the

rural agro sector. Steering committee is an important tool for coordination between relevant stakeholders and the project team”, - said Mr Russell.

In addition, the presentations were delivered by the SARD III specialists, who spoke about the current state and future plans of the SARD III project and

its activities in Turkmenistan, including ongoing technical assistance to dairy, potato-growing sectors, ISO 17025 trainings for experts and specialists of

the Public Health and Nutrition Center of the State Sanitary and Epidemiological Service of the Ministry of Health and Medical Industry of Turkmenistan,

support to export promotion activities for Turkmen enterprises.

The participants of the Steering Committee highlighted the importance of the SARD III Project, gave their high rating to the actions taken by the project

and discussed the plans. The attendees have highly appreciated the project performance with Arthur Russell, Team Leader of the SARD III Project, sharing

his very positive impressions of the project thus far. SARD III Steering Committee members discussed next steps for implementing the SARD III activities

and agreed on action points to be taken up by the SARD III Steering Committee members and all other stakeholders involved.
