Europe is facing an urgent need for sizeable power generation and infrastructure investments over the next decade – an estimated one trillion euro by 2020. Will critical investments be realised in time? Can the industry keep its promise of carbon-neutral generation by 2050? What are the challenges / risks? What role do governments play? How can public acceptance be gained? These, and other questions, will be debated in a two-day EURELECTRIC conference focused on “delivering investments to meet Europe’s energy and climate needs” in Stockholm, Sweden on 13-14 June*.

Do Markets Still Have a Role?
The challenges confronting the industry on the path towards a low-carbon energy future are numerous, but the sector can and will deliver if the policy framework is right. Crucial in this regard is the need for a European perspective. With 27 different national approaches and systems when it comes to supporting renewable energies or CHP, with in addition a variety of national taxes and levies, and with EU ETS timescales that fail to align with long pay-back timescales for remunerating low carbon investments, the regulatory framework for large-scale investments is not encouraging. A greater European focus, greater coherence between environment and energy policy and a much more consistent market-orientation is what is urgently needed to move towards a harmonised European energy market. EURELECTRIC executives will use this occasion to debate the question “do markets still have a role?”.

Investment Prospects and Governance Issues
There is a recognised need within Europe and globally for massive investments in energy infrastructure in the next decade. However, a key challenge
for European policy-makers will be to ensure a stable and predictable regulatory regime to incentivise the needed investments in Europe – in
power generation and high voltage transmission infrastructure, storage and demand side measures. The session includes two parallel panel discussions: one on the overall investment climate and key challenges
facing the industry and one on investment in renewables and its specific challenges.

The 2030 DSO Vision
The long-term vision for smart grids is clear, but turning it into reality is quite a different story. The emergence of
renewables, distributed generation and electric vehicles demand an infrastructure that actively integrates the actions of generators,
consumers and parties that do both. There are several hundred projects already under way in Europe and this “mini” EURELECTRIC
DSO event aims to provide some insight into lessons learnt and experiences gained. Smart grids clearly require smart regulation to realise their full potential, and panellists will thus focus on what policy changes
are required at EU and Member State level to prepare the European distribution grids to take on the upcoming challenges for the
benefit of customers and society as a whole.
Session I
2050 Vision: Getting from Promise to Practice
Against the background of EU and international roadmaps and strategies for a low-carbon economy by 2050, EURELECTRIC will set out the industry’s commitment to concrete actions as laid down in its 2009 CEO declaration. The theory is however being met with a number of conflicting and incoherent policies and regulation that are slowing down the process. Speakers and panellists alike will outline the need for functioning markets and strong political leadership, above all, in the move towards a low-carbon energy economy. The session will thus set the scene for debate on the main theme of the conference: appropriate governance, appropriate investment.

EURELECTRIC. Mr. Josefsson is also the President of the German-Swedish Chamber of Commerce, Chairman of Burntisland Fabrication Ltd – Scotland, Chairman of Green Circle Bio Energy Inc – Florida, Deputy Chairman of AP3 (Third Swedish National Pension Fund), member of the Supervisory board of the South African energy company Eskom Holdings Ltd and member of the Supervisory Council of the Robert Bosch GmbH. Mr. Josefsson is a member of the UN Secretary-General’s Advisory Group on Energy and Climate Change. Mr. Josefsson is also holder of several patents in the field of radar technology and honorary professor at the University of Cottbus, Germany.

Executive Director International Energy AgencyNobuo Tanaka took over as Executive Director of the IEA on 1 September 2007.
Mr. Tanaka began his career in 1973 in the Ministry of Economy, Trade and Industry (METI) in Tokyo. He has extensive national government and international experience in energy and other fields within METI, the Embassy of Japan in Washington D.C. and the Paris-based Organisation for Economic Co-operation and Development (OECD) as Director for Science, Technology and Industry. Mr. Tanaka, a Japanese national, has a degree in Economics from the University of Tokyo and an MBA from Case Western Reserve University, Cleveland, Ohio.
Fulvio CONTI
Vice President of EURELECTRIC CEO and General Manager of Enel SpAFulvio Conti is CEO and General Manager of Enel SpA, the major Italian energy group since May
2005. He joined Enel Spa in 1999 as CFO. Previous positions covered: GM and CFO of Telecom Italia, GM and CFO of the Italian national railway (1996-99), CFO of Montecatini (1991-96) and subsequently in charge of finance at Montedison-Compart, overseeing the financial restructuring of the group. Fulvio began his career in 1969 with the Mobil Oil Group, where he held a number of executive positions in Italy and Europe. He sits on the Boards of Directors of Barclays (since 2005), AON (since 2007) and the National Academy of Santa Cecilia. He is also Vice-President of EURELECTRIC.

Special Global Adviser, Climate Change and Sustainability Yvo de Boer was the Executive Secretary of the United Nations Framework Convention on Climate
Change from 4 September 2006 to 1 July 2010. He has since been working for accountancy firm KPMG. Prior to joining the UNFCCC, Mr de Boer was Director for International Affairs of the Ministry of Housing, Spatial Planning and Environment of the Netherlands. He was in charge of international policy, both in the context of the European Union, as well as involving broader international cooperation. Mr de Boer also served as Deputy Director-General for Environmental Protection in the same Ministry, as Head of the Climate Change Department and has worked in the fields of housing and public information. He focused mainly on the climate change negotiations both before and after the signing of the Kyoto Protocol. Mr de Boer also worked for the United Nations Human Settlements Programme (UN-HABITAT) earlier in his career.

Executive Officer. Dr Teyssen is member of the Board of Management of E.ON since 2003. In 2008 he became Vice Chairman and since May 2010 he is Chief Executive Officer (CEO) and Chairman of the Board of Management. He held several executive positions in PreussenElektra AG, HASTRA AG and AVACON AG. He joined E.ON Energie in 2001 as a member of the Board of Management and was from 2003 till 2007 Chairman of the Board of Management.

Carbon Research. His research has been ranked Number 1 by the benchmark Energy Risk survey of global commodities investors in 2010, 2009, and 2008. Prior to specializing in carbon emissions, Mark gained 10 years’ experience as a financial analyst covering the European power industry, and worked prior to that as an academic at London University. Mark is a British Citizen and holds a BA (First-Class Honours) in Modern Languages and Economics from Sheffield University, an MPhil from Cambridge University, and an MA from London University. Mark is based at Deutsche Bank’s Paris office.

to this, from Nov. 2003, he held the position of Group Chief Financial Officer, RWE npower.Before joining RWE npower, he was Vice President Corporate Controlling and Development at RWE Net AG in Dortmund and from Feb. 2003 was also responsible for Organisational Development. Before that, he held several senior positions at RWE Energie AG in different parts of the energy value chain. His last position before the merger with VEW Energie AG was Head of Controlling business unit grid in Essen.In addition to his role at RWE npower, Volker Beckers is Deputy Head of the Executive Commercial Management Committee at BDEW, a member of the Advisory Board of EUCERS & was a member of the Finance & Economics Group at EURELECTRIC until 2010.

of the International Energy Agency Coal Industry Advisory Board and chairs the ScottishPower Academic Alliance.Prior to joining the WCA, he worked with the UN Environment Programme, where as Chief of Partnerships & Public Affairs, he created a public-private partnership programme for the Basel Convention on Hazardous Wastes.He has received Awards for his environmental work from Australia (2001: “significant and sustained contribution to the achievements of Environment Australia”); the USA (2003 EPA Stratospheric Protection Award); and the UN (2007 Montreal Protocol Outstanding Contributors Award).

Director, Pöyry Management ConsultingStephen Woodhouse is a Director with Pöyry Management Consulting. He is an expert on energy market reform, ranging from policy design to
commercial strategies for market participants; the economics of transmission and interconnection and market regulatory policy; with a focus on the liberalised European electricity and gas markets. He directs Pöyry’s multi-client projects investigating the market implications of intermittent generation, and is working on other aspects of renewable integration and smart energy initiatives.

Managing Director, Rothschilds Utilities Advisory PracticeStephen Vaughan is Vice Chairman of European Utilities at Rothschild. He joined Rothschild in 1988
and worked on the UK electricity privatisation. Since then he has
advised on mergers and acquisitions in the energy utility sector, predominantly in continental Europe. He advised British Energy on its sale to EDF. Prior to Rothschild, he worked for six years as a nuclear engineer. He graduated in Physics from Oxford University.
Frank-Detlef DRAKE
Vice President Corporate Research & Development RWEDr. Frank-Detlef Drake is a Vice President of RWE AG and responsible for Corporate Research and
Development. He joined RWE in 2002 as a Vice President in RWE’s power generation business. From 2005 until early 2008 Dr. Drake was a Managing Director in RWE’s international gas business. From 1995 until 2002 Dr. Drake was a management consultant with McKinsey&Company in Düsseldorf, where he was elected Partner in 2001. He worked extensively in the energy and in the chemical industry, helping clients in strategic, operational and organisational issues. Dr. Drake earned his Ph.D. at the Universität Hannover and holds Master’s degrees in Mechanical Engineering both from the Universität Hannover and from the Solar Energy Lab of the University of Wisconsin, Madison (USA).
Oluf ULSETH
CEO of Energy Norway Mr Oluf Ulseth is Chief Executive in the Norwegian electricity industry association Energy Norway. Prior to joining Energy Norway he was Senior Vice
President, European Affairs in Statkraft AS. Mr Ulseth has served as Deputy Minister and State Secretary in the Norwegian Ministry of Petroleum and Energy, as well as in the Ministry for Trade and Industry. Mr Ulseth previously worked in financial services, having had several positions within Storebrand ASA including EVP Strategy. Mr Ulseth holds a MSc in Economics and Business Administration from the Norwegian School of Economics and Business Administration (NHH). Mr Ulseth is the Vice Chairman of the Energy Policy and Generation Committee as well as chairing the Steering Committee on the Renewables Action Plan in EURELECTRIC.
Alberto POTOTSCHNIG
ACER DirectorAlberto Pototschnig, an economist and econo-metrician by training, is the first Director of the European Agency for the Cooperation of Energy
Regulators, established pursuant to Regulation (EC) no. 713/2009. Before joining the Agency, he was a Partner in Mercados EMI, an international consultancy specialising in the energy sector, where he served as CEO and Deputy Chairman. He previously served as Director of Electricity Regulation in the Italian Energy Regulatory Authority (AEEG), as the first CEO of the Italian Electricity Market Operator and as adviser to the Italian Government. Since 2004, he has been an adviser at the Florence School of Regulation, where he regularly teaches on energy regulation.

He spent four years as an economic analyst working on demand forecasting and strategic business plans for a group of French owned water companies in the UK before joining the EIUG in 2000. He is a Board member of IFIEC Europe (the International Federation of Industrial Energy Consumers), the government’s Business Energy Forum, Ofgem’s Environmental Advisory Group, and a Fellow of the Energy Institute

CEO of European Wind Energy AssociationChristian drafts EWEA’s direction, vision and long-term strategy in collaboration with the President and the Executive Committee. He is responsible
for implementing the organisation’s goals and reporting EWEA’s strategic output to the Board. and holds an MSc in Pollution and Environmental Control. He also has an MA in Environmental Law and a Diploma in Accounting and Finance. Having joined Powergen in 1993, he originally worked in various technical & environmental roles, before moving into corporate strategy and development. Following E.ONs acquisition of Powergen, he moved to E.ON AG headquarters in Düsseldorf where he became Vice-President, Corporate Development. From 2006-2007 he led E.ON’s Group Carbon Strategy, and following completion of this project he was appointed as Managing Director for Europe on the Board of E.ON Climate & Renewables in July 2007.

on nuclear project management – and responsible for civil engineering of nuclear plants in Germany and Eastern Europe. He has since held the following positions: representative of Siemens Power Generation in Brussels, responsible for EU Energy and Environment Policy (from 1999-2001), representative of Siemens Power Generation in Berlin, responsible for national and EU Energy Policy (from 2002-2004), head of Enterprise Communications department of Siemens Power Generation (from 2004-2007). Until 2008, he was responsible also for Public Affairs for Siemens Power Generation and Power Transmission & Distribution. Since July 2008, he heads the department of External Innovation Cooperation of Siemens Energy.Mr Willnow is member of the EU Technology Platform Zero Emission Fossil Fuel Power Plants (ZEP) and chairs the task force of Public Communications. Welcome Cocktail in the Vasa Museum
Swedenergy, ABB and Fortum invite all delegates to a Welcome Cocktail that will convene in the Vasa Museum. The Vasa ship sank in the middle of Stockholm harbor in 1628 and remained in the water during 333 years! In 1961 the ship was lifted and reconstructed during 17 years. The ship is now disposed in the impressive Vasa Museum.
The cocktail starts at 20.00 with buses departing from each hotel at 19.30.

A new urban district – Stockholm Royal Seaport – is developing in eastern Stockholm by the Royal National Urban Park. Here, modern architecture and environmental thinking is being combined, creating a new vibrant district for sustainable living, business and recreation. ABB, the leading power and automation technology group, will work on a joint development project with the Nordic utility Fortum to design and install a large-scale smart grid in the new district of the city of Stockholm. The R&D project will test the concept of a flexible, low-emission power network in the Stockholm Royal Seaport area as part of a larger initiative to cut emissions in the Swedish capital by two-thirds by 2020. It is one of 16 global projects supported by the Clinton Climate Initiative Program for sustainable urban growth with a focus on sustainable and efficient generation, transmission and distribution of power. The Drottningholm Palace has been the present Royal Family’s permanent residence and is on UNESCO´s World Heritage list. It is the most well-preserved royal castle built in the 1600s in Sweden and at the same time is representative of all European architecture for the period. The combination of the exotic Chinese Pavilion pleasure palace, the palace theatre and the magnificent palace gardens make a visit to Drottningholm a unique experience.Influenced by French prototype, the palace was built by architect Nicodemus Tessin the Elder by commission of Queen Hedvig Eleonora. A number of royal personages have since then left their mark on the palace.

The tour starts with a guided pedestrian tour through the old town, Gamla stan, in Stockholm. Gamla Stan is one of the largest and best preserved medieval city centers in Europe, and one of the foremost attractions in Stockholm. This is where Stockholm was founded in 1252. All of Gamla Stan and the adjacent island of Riddarholmen are like a living pedestrian-friendly museum full of sights, attractions, restaurants, cafés, bars and places to shop. Gamla Stan is also popular with aficionados of handicrafts, curios and souvenirs. The narrow winding cobblestone streets, with their buildings in so many different shades of gold, give Gamla Stan its unique character. Even now cellar vaults and frescoes from the Middle Ages can be found behind the visible facades.Carl Milles is one of Sweden’s most famous scuptors. Millesgården is Carl and Olga Milles’ artist’s home on the island of Lidingö. The art gallery exhibits modern and contemporary art. Next door is Annes Hus, the couple’s home during the 1950s with intact decor from Svenskt Tenn. In the Millesgården’s sculpture park, famous works by Carl Milles are set on terraces and in fountains. The sculpture park also provides a beautiful view over Stockholm and the harbor entrance.After a nice lunch at Millesgården we’ll make a final stop at Svenskt Tenn, an interior design shop located on Strandvägen in Stockholm, Sweden. It was founded in 1924 by Estrid Ericson, who recruited Josef Frank to the company 10 years later. Together they created the elegant and boldly patterned personal interior design style that continues to pervade the collection to this day.

Gala Dinner in Stockholm City Hall
The City Hall of Stockholm, which is the main symbol for the capital of Sweden, is one of the most well known buildings in Sweden. After twelve years of construction overseen by architect Ragnar Östberg, the building was inaugurated on Midsummer’s Eve in 1923. More than 8 million bricks were used in the building of City Hall. The City Hall Tower, topped by three crowns, the Swedish national coat of arms, rises 106 meters above the edifice. The most famous event that takes place in City Hall is the annual Nobel Banquet on December 10 every year in the Blue Hall.This is also the venue for a number of ceremonies and award presentations as well as a number of official receptions and events including State visits as well as guests invited by the City’s political leaders.From the City Hall, the City of Stockholm is being governed.
