An award shallbe made for an outstanding scientific research paper. An award shall be made to young scientists not exceeding the age of 32 at the time of nomination. Normally, only one paper should be submitted by each candidate. Workers in all fields of air pollution science (i.e. air pollution physics and chemistry, air pollution transport modelling, air pollution control, etc.) shall be eligible. Awards may be divided between two or more co-authors provided that all meet the other criteria for granting of the award. Only papers that have been published in scientific journals will normally be eligible for consideration. Papers published in languages other than English will be eligible for consideration if accompanied by a full translation in English. Only papers published during the three year period immediately preceding the year in which the nomination is made will be eligible for consideration. Papers that have previously won international prizes will not be ehgibfe.

Members of the Selection Committee serve as the assessors; each assessor should allot a mark to each paper which should be a digit in the range 0 (lowest) to 5 (highest). The evaluation should be based on the following: significance of topic, novelty of ideas and methods, value of results and quality of presentation, with equal weight being assigned to each of these sectors. The candidate receiving the highest aggregate marks becomes the award winner. If two candidates tie for top place then an additional baliot decides who becomes a winner; in this case each assessor has one vote. There shall be no award if the Selection Committee considers that none of the papers submitted is of sufficiently high standard. The Executive Committee, at its yearly meeting, approves the nomination made by the Selection committee.
