Not specifically focused on Climate Change issues but as :

Stress on water resources link to CC : in ACP countries the impact of climate change on hydrological cycle are causing to face increasing difficulties in efficiently managing scarcer and less reliable water resources generating critical water-related challenges, from access to water and sanitation, to environmental and human security

There is an increasing need for improving Water Resource Management, water governance and sustainable access to water and sanitation

• EU Water Framework Directive of 2000: overarching legislation that aims to harmonise existing EU water policy.

• EC Communication and Council resolution of 2002: Water management in developing countries policy and priorities for EU development cooperation.

• EU Water Initiative of 2002: Policy instrument to bring together stakeholders. Platform for a continuous dialogue with partners. Africa-EU Partnership on water affairs and sanitation launched in 2002 as part of EUWI.

• Water – a focal sector of the EU Consensus for Development of 2004

• The Hungarian Presidency of the EU has promoted a strengthening of the role of water in EU development policy, which is under preparation

with a focus on inclusive growth and sustainable development.

• In May 2011, EU Development Ministers have endorsed the recommendations :

o To better integrate the role of water in EU development policyo To strengthen the policy and implementation framework o To revitalise the EU Water Initiative

• Conclusions of the EU Environment Council in June : o calls for a strengthened policy and implementation framework for water

management in developing countries o recognise the inter-linkages between water and other sectors of

development policy

A new strategy for EUWI

ACP-EU Water Facilityunder the 10th EDF (1)

Endowed with €200 million, the specific objectives of Water Facility are:

To help achieve the water and sanitation MDGs which is to halve by 2015, the proportion of people without sustainable access to safe drinking water and basic sanitation

To contribute to improving water governance and management of water resources and to the sustainable development and maintenance of water infrastructure

3 main activities :

Water, Sanitation and Hygiene (WASH) : focus on MDG in rural and peri-urban areas open to NGO, local authorities & international organisations

Twinning Partnership projects : focus on water governance and water resources managementopen to Water operator suppliers, water authorities & public actors

Pooling Mechanism :enhance private sector participation – blending grants/loansopen to Member States Development Agencies and banks

promotion for the MDGs (1)

o Call for Proposal of 118 M€ to address the 1st objective + additional contribution of 12 M€ provided by Spain

o The purpose of the Call was to provide funding for:

Water & sanitation basic infrastructure and hygiene promotion projects, focusing on the most vulnerable and needy in rural and peri-urban areas, promoting the use of small-scale appropriate technologies, and leading to improvements in health, education & socio- economic development.

o one step callcall (concept noteconcept note + full applicationfull application submitted together)

o Size of the grants : 0,5 M€ to €2,5 M€ maximum 75% of the total eligible costsProject duration : 36 to 60 months

o Evaluation Results : 536 proposals received 67 projects selected for financing (including 6 from Spain contribution) : 129 M€

Strong involvement of local partners :- on average 2 local partners per selected project - 43 M€ (of a total project cost of 150 M€) will be channelled/managed via local partners

1st Call for Proposals: Expected Results

Indications are that about 3.3 million people will directly benefit from access to safe water.

Of these 3.3 million, some 2.8 million will also directly benefit from access to improved sanitation.

7 million will benefit from hygiene promotion.

About 40% of the abovementioned end-beneficiaries are children under 15 years of age.

Development in the ACP Water & Sanitation Sector“ (1)

o Call for Proposals of 40 M€ to address the second objective of the Water Facility.

o The purpose of the Call was to provide funding for:

Partnership projects (North-South and South-South)

to develop capacity in the ACP water & sanitation sector by transferring expertise and knowledge from

water & sanitation utilities, local authorities and other

Pooling Mechanism : Promote medium-size investment projects to increase access to W&S

o Fund of 40 M€ to address the first objective of the Water Facility

o The purpose is to provide funding for:

Achieve a leverage effect on private finance/loans by supporting PPP projects

Promote medium-size investment projects (10-50 M€) leading to increase access to water and sanitation services for the most vulnerable and needy in ACP rural and peri-urban areas.

o Size of the grants : 1 M€ to 5 M€10-15% of the total, maximum 25%Project duration : limited to end 2017

o Timetable : launched : May 2011deadline for Full Application submission : 31st dec. 2012

Near future for the Water Facility

Coming soon : a new Call for Proposals (WASH)

o funds 14 M€ at this moment but additional funds expected.
