    REPORT FOR THE MEETING BETWEEN EUROPEAN UNION AND UGANDA SCOUT ASSOCIATION ON

    15TH SEPTEMBER 2010 AT EU DELEGATION OFFICES IN KAMPALA

    The meeting started at 11:20am on Wednesday September 2010.

    Welcome Remarks by H.E. Jose Soler

    H.E Soler welcomed the Uganda Scout Association delegation to the EU recognizing that this was the

    first time for the Scouts to pay a courtesy visit to the EU. He informed the Scouts team that the EU wasinterested in knowing more about what the Scouts are doing thereby leading to how the EU would

    support Uganda Scout Association to educate young people to play a constructive role in their society.

    Presentation about Uganda Scout Association

    The Uganda Scout Association presentation was led by Moses Engadu and contributions were made by

    other team members. The key programmes included:

    y The SMS Social Monitoring System which has been developed by Uganda Scout Association tobe used among other things for Election monitoring during the 2011 General Elections;

    y The SMS system and the programme is called Amani (A Swahili word meaning Peace) andtargets Rover Scouts (aged 18 30) and Scout Leaders (teachers) community based reporters

    (peace ambasadors);

    y Amani involves, an initial training of 8 peace ambassadors (4 scouts leaders and 4 rover scouts)from all the 116 districts who will then be required to recruit other 8 others peers to form a

    patrol (a group of 8 scouts). Starting in October, each of the Scouts recruited will too be

    expected to recruit 8 others in the coming month. Our estimate is that by January 2011, Amani

    will be having over 500,000 Peace Ambassadors reporting by SMS from all the communities in

    Uganda.

    y Uganda Scout Association requested EU with about Euros 25,000 to be able to host the SMSplatform and acquire the necessary infrastructure and SMS charges to start off the SMS Social

    Monitoring;

    y A part from the Amani SMS Social Monitoring System, the Scouts also presented theirprograms on environmental conservation, climate change and value based education as well as

    disaster responses and management among others such as the Bududa mudslide and tree

    planting campaigns. The Scouts also presented its street children programme that aims provide

    a non-formal education and support for street children thereby facilitating a sustained re-

    integration of these children into their respective communities. Some of the street children have

    been able to go-back-to-school and are now working at the Uganda Scout Association

    headquarters. A

    Presentation from the European Union

    y The First Counsellor was happy about the values that the Scouts had presented on the first visitto the Delegation's offices. He also added that the Scouts shared the same values that they

    support as the EU delegation to Uganda.

    y The First Counsellor explained about the role of EU in the country stating that the role of the EUwas to accompany the Government of Uganda and not to impose its programmes or projects on

    the Government.

    y The First Counsellor also emphasized that working with the young people is an important wayof work for the EU in any country because first the young people are the leaders and future for

    Uganda. He informed the Scouts team that EU is working with Government of Uganda in the

    areas of Road Infrastructure and Agriculture. The EU also provides direct budget support to the

    Government and as such requires some form of accountability.

    y The First Counsellor also informed the team that EU also works directly with Civil Society inareas such promotion of human rights and de-mining e.t.c. He however noted that all EU funds
