The third plenary round of the negotiations on the EU-Armenia Association Agreement took place in Yerevan on 15 December. The delegation representing the European side was chaired by the chief negotiator Mr. Gunnar Wiegand, the Director of the Directorate for Eastern Europe, Southern Caucasus, and Central Asian Republics, Directorate General for External Relations of the European Commission. Ms. Karine Kazinian, the Deputy Minister of Foreign Affairs of Armenia was representing the Armenian side. At the press conference held after the session Ms. Karine Kazinian mentioned that the agreement is not being discussed as a whole, but by the negotiation chapters to form the core of the future Association Agreement.

The negotiations on eight chapters have been provisionally closed. The chapters include the spheres of science and technologies, protection of consumer rights, audio-visual services and mass media, cultural cooperation, civil society, statistics, youth affairs, education and requalification.

The future Agreement will lead to the political association and economic integration of Armenia and the EU. Mr. Gunnar Wiegand highlighted the involvement of not only the foreign ministry, but also other ministries and state bodies in the negotiation process as an important progress.

Mr. Gunnar Wiegand also informed about the European Commission’s foresight to receive a mandate enabling to start the negotiations on the EU-Armenia visa facilitation in the beginning of 2011 and to have them completed by the end of the year.

On 26 November the EU and Armenia signed a Memorandum of Understanding and a Framework Document on the Comprehensive Institution Building Programme (CIB). The Memorandum was signed by the National Coordinator of the Programme, Minister of Economy Nerses Yeritsyan and the Head of the EU Delegation to Armenia Raul de Luzenberger.

“With this signature we start a new phase, which is one stage above the previous type of relations. Now, on the basis of this agreement we need to draft together reform programmes for the key institutions. Our aim will be to support these structures, to strengthen them, so that they can lead to the type of reform that will allow Armenia to have an Association Agreement with the EU. You must believe that changes are possible. We can only offer our support, but it is your process”, marked Raul de Luzenberger.

The signed document obliges both parties to cooperate fully and effectively on three principal reform challenges: preparing for negotiations, negotiating and implementing the Association Agreement; supporting reforms on justice, freedom and security; preparing for negotiations on a deep and comprehensive free trade agreement. In 2011-2013 within the scope of the CIB programme the EU will allocate €32 million to Armenia.

“Human Rights and Democratisation”

Master's Programme for Armenian students A “Human Rights and Democratisation” Regional Master’s Programme

supported by the European Union will start in the Centre for European Studies in Yerevan. The Master's programme was officially launched with an agreement, officially signed by the EU Delegation to Armenia and Yerevan State University (YSU) on 7 October.

The programme is funded by the European Initiative for Democracy and Human Rights and will be implemented in Armenia, Belarus, Ukraine and Moldova. According to the YSU rector Aram Simonyan the Master’s Programme will attract a lot of students within the YSU. He also commended the educational activities of the Center for European Studies.

The two-year Master’s Programme intends to promote regional integration, boost democracy, rule of law, good governance and protection of human rights in the participating countries through courses on human rights and democracy. Exchange programmes for tutors and students, as well as educational visits to the EU institutions are envisaged.

“Human rights are at the centre of the EU’s external action and the work of the newly established European External Action Service. We defend and promote human rights in all aspects of our work”, said Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy, on 10 December, when the world celebrates Human Rights Day.

The EU and Armenia are engaged in an official dialogue on human rights. On 7 December 2010, the second round of the EU-Armenia Human Rights Dialogue was held in Brussels. It included discussions on the national human rights legislation, the judicial system, freedom of association and assembly, freedom of expression and the media, elections, freedom of religion, the rights of prisoners and the fight against torture and the cooperation between Armenia and the EU in international organisations.

Apart from bilateral dialogue, the EU provides support to human rights defenders as a key element of the EU human rights policy in its external action. EU diplomatic missions organise annual meetings with human rights defenders, and can provide support to national institutions that protect human rights. One important example in Armenia is the support that the EU has provided to the Office of the Human Rights Defender. This has been done through different assistance tools including a Twinning project and the EU Advisory Group. The HRD office also benefits from an action on effective protection of human rights through the HRD's Institute as a National Preventive Mechanism in accordance with the Optional Protocol of the Convention against Torture (OPCAT). The general objective is to promote the role of the office as the National Preventive Mechanism on torture both at national and international levels.

The EU actively supports Armenia’s reforms in the field of human rights and democratisation through the European Instrument for Democracy and Human Rights (EIDHR). This instrument aims at promoting democracy and the rule of law as well as at development and consolidation of the respect for human rights and fundamental freedoms. In addition to significant funds committed for EIDHR global calls for proposals, the EU allocates around € 600,000 per year specifically to Armenia within the Country Based Support Scheme.

On 25 November ten new EIDHR projects on democracy and human rights were signed with civil society organisations in Armenia. They will be implemented by local NGOs and will concentrate on reforms related to issues including child labour, rights of people with disabilities, women empowerment, domestic violence, healthcare awareness, independence of the judiciary, criminal justice, and strengthening trade unions.

Reform of education and training programmes has been a long-term EU objective. The EU has supported VET reforms since 2003 with a Tacis project and budget support. The European Training Foundation (ETF) also works to support the reform of vocational education and training (VET) in Armenia in order to make it more relevant to the needs of the labour market.

The ETF is an agency of the European Union, established in 1990 and located in Italy, which works with non-European member states. In 2009 the ETF launched an innovation and learning project on “Education and Training for Economic Competitiveness” specifically targeting VET reforms in Armenia. The ETF works mainly with the Ministry of Education, the

Ministry of Labor and the Ministry of Economy, with regional governors and education departments. College management boards have been established in all VET colleges to strengthen the social dialogue and disseminate the results of the competitiveness project carried out in 2010 in Lori and Tavush regions.

Within the framework of this project, in October 2010, the ETF supported two stakeholders’ workshops in the marzes of Tavush and Lori to discuss key findings of a survey on education as a tool for promoting competitiveness and economic cohesion. Ms. Milena Corradini, the ETF Country Manager for Armenia, was in Yerevan to participate in these seminars. She shared her views about ETF contributions and future plans with us:

- As a Country Manager for Armenia, what do you consider as the first and the foremost issue in the educational system of the country?

- First of all there is an issue related to the quality of education and training, which is of importance for the country. The first problem is quality, then transparency, mobility between high schools and vocational schools, between high schools and universities. Education is a very difficult subject. It is not like building a bridge. Education takes time. You need to start changing the curricula, the subjects, training the teachers. You need to see what is the impact of students on the labour market with a new system. You need to monitor the mechanism. It is difficult not only in Armenia, but also in European countries and needs more resources. Reform of education is a difficult issue everywhere you work, not only in Armenia.

- What visible changes can you see throughout your work in Armenia?- The visible changes are the windows, replaced in the schools, the heating system

working in the schools, the roofs, repaired in the schools. These are the most visible ones. 12 pilot VET colleges have been selected to receive EU financial support and they are located in all the marzes. It is more difficult to assist the content or the quality of education.

- Young people leaving schools face difficulty finding jobs. How does the ETF see tackling the problem?

- There should be better cooperation between employers and companies in Armenia. Education and training is important, but at the same time, there should be economic development as well. It is necessary to attract foreign investors to Armenia and create tools on credit lines for people, who are willing to establish small and medium-sized companies; there should be capital to invest in companies and in the business.

- What other projects are you going to implement in Armenia? - We continue working on vocational education and training. Next year we will

focus on social partnership, quality, institution building and improving the qualification framework. We will continue to work with the Ministry of Education and with social partner institutions in the regions.

New perspectives for cooperationThe first EU-Armenia “Sub-committee meeting on energy, nuclear safety, transport and environment” took place in Yerevan on 19 October. John Kjaer, the Head of Unit "Ukraine, Belarus, Moldova and Southern Caucasus", Directorate General for External Relations on the EU side, noted that establishment of this new subcommittee is a sign of the increasingly closer relations between the EU and Armenia, adding that it is a good opportunity for experts to exchange experience. The agenda of the subcommittee concentrated on regional energy cooperation and nuclear safety and security issues, including steps towards the decommissioning of the Medzamor nuclear power plant, as well as sustainable energy alternatives. Measures for safe and secure power grids and the need for modernisation of the electricity and natural gas transportation network were other topics. The importance of regional cooperation and opportunities for improvement of water quality, waste management and environmental protection were also stressed during the sub-committee.
