Specific objectiveAll children in Ranga Reddy district and Nalgonda district freed from child labour and the elimination of child labour in other parts of India supported

About 150,000 parents will be involved most of them belonging to the scheduled caste and backward class community living below poverty line or at the edge of poverty, migrantfamilies, landless labour and so on.

MVF proposes to achieve concrete results in ensuring that no child works and every child attend fulltime formal school in 20 mandals of Rangareddy and Nalgonda districts. The number of children covered (about 180,000) is large enough to show the impact of the entire programme not only on children’s rights but also on spin offs like favourable work conditions for adults and increase in wages; intra household division of work that respects women;

active participation by stakeholders in local bodies on all issues concerning the poor including children’s rights; reduction in child marriages of adolescent girls and related maternal mortality and infant care.

Dalit Development Project (DDP) is in line with the poverty reduction strategy through the related aims of improving women's productive capacity, fight against uneven community empowerment and social and gender discrimination. Dalit is the lowest cast and is therefore particularly hit by poverty and low level of education. DDP aims at improving the living conditions of the Dalit Community in a sustainable way in 4 Panchayatareas. This is to be achieved through improving i) their understanding of their problems and build capacity to s o l v e them, ii) economic and social situation of women iii) economic situation of Dalits and iv) their living conditions.

The activities include i) Formation of Self Help Groups (SHGs) and Women's Groups (WG) and imparting them training and inform a t i o n on legal issues related to women's and Dalits' rights ii) establishment of small credit systems, Income Generating Programs (IGP), and revolving funds to enable them to "have a bank at their doorstep" and avoid using moneylenders, iii) Construction and renovation of 165

In the Call for Proposals launched for India 2010 under the NSA-LA thematic programme, the overall objective was to promote integrated water management as a vital element for poverty reduction and sustainable economic development, with the priority population groups being those suffering the highest levels of poverty and socio-economic exclusion, and with a geographic focus of Backward Districts of the Backward Regions Grants Fund (BRGF) published on the website of the Ministry of Panchayati Raj, Government of India (which by inference would benefit Dalits the maximum, among others).

Specific objective(s) of the 6 sub-projects:

To ensure 100% enrolment and mainstreaming in schools in the selected 10 villages through day care centre facilities for the below five years children and supplementary educational facilities.

To initiate eco activities that enable coastal Dalit women to save on their expenses and live a healthier life, thereby expanding the green cover in every target village.

To provide educational support to the Dalit children through supplementary education centres, vocational training and increase their awareness through community based activities.

To improve school enrolment in formal education, through bridge course foundation schools and lobbying with brick-kiln owners; To increase awareness on human rights, health and hygiene with a special focus on children.

To increase the motivation of selected community members, schoolteachers, local governance members and trade unionists and capacitate them towards child labour eradication, through appropriate training inputs and knowledge sharing.

To ensure free, compulsory, primary education to all children in the age group of 10-18 years in the selected blocks of Kadayam & Kallakad and to create awareness to community members of the 19 Blocks of Tirunelveli District on eradication of child labour, within a period of two years.

7) Title: Elimination of Child Labour through Universalisation of Elementary Education (ONG-PVD/2003/020620)

Status: Project period from May 2002 to January 2006 (CLOSED)

Project Description:The main objective of the project is to guarantee full enjoyment of all children’s rights, to create an environment free of child labour, to ensure good quality and accessible education through formal schools up to the 10th grade, and to realise a consensual culture in support of education and against child labour, in Ranga Reddy and adjacent districts of Andhra Pradesh (India).

The project has the following specific objectives: The overall objectives realised in all 14 Mandals of the Rangareddy District, and extend

activities to the adjacent districts of Nalgonda, Mahboobnagar, Karimnagar, Khammam and Adilabad.

Increased numbers of children -in particular young girls and children involved in child labour who continue or re-enter the existing school system.

Children encouraged and stimulated to return to school, in particular those involved in child labour.

Continuity in school attendance for pupils passing from elementary education to higher grades (upper primary and middle classes), therewith consolidating and providing follow-up to the results obtained in the first phase of the project.

An increased community participation through SECs and Gram Panchayats in ensuring accountability of children's retention in schools.

A raised awareness and action-oriented commitment to combat child labour and promote elementary education among the decision-making and influential actors (government bodies, elected representatives, parents, village committees, teachers, teacher unions, NGOs and community based organisations).

A raised awareness also under the general public about the urge to eliminate child labour through education.

Enhanced capacities of organisations and bodies involved in children's rights protection, including MVF's own capacities.

A well trained and strengthened volunteers to advocate successfully for the elimination of child labour and for the promotion of elementary education and initiate actions to this effect.

2. Nepal:

A. Projects related to Caste Based Discriminations in Nepal supported under the European Instrument for Democracy and Human Rights (EIDHR)

Background:

Caste-based discrimination is being practiced in Nepal for more than 250 years. Discrimination is prevalent in all social, economic, cultural and political sphere of the society. Discriminatory Practices are in the form of untouchability, not having/poor access to different social, cultural and even in economic matters, poor representation in the political and decision-making processes, etc. As the caste-based discrimination has been practiced since a long, the so-called high caste people in some areas of the country still consider the discriminatory practices as granted and those discriminated communities (popularly known as "Dalit") sustain it for being unable to defend.

Some statutory initiatives have started even during Panchayat era (during the King's autocratic rule until 1990) thereby declaring the practices/behaviour of untouchability illegal. Additional institutional efforts have been made in this respect after 1990. However, in reality there has not been any significant change in terms of discriminatory practices; under-representation and rights violations. In the latest situation number of initiatives, tools and mechanisms developed including the international instrument against racial and caste-based discrimination to which Nepal has is a party; constitutional and legal provisions in place and the efforts of different stakeholders have helped in changing the situation.

Number of efforts initiated and carried out by different non-state actors and the international community have contributed significantly in reducing the discriminatory practices, increasing representation, and also the level of awareness and sensitisation. Formation of various national mechanisms for the promotion and protection of human rights, empowered communities and close attention are some significant means to bring some changes in the situation. The situation now seems quite improved at the macro level. Significant representation of Dalit communities in the Constituent Assembly is also referred as a good achievement. However, at the micro level and even at the decision-making level the situation is quite poor.

The EU is continuously providing support on Dalit issues in Nepal. These supports range from political and technical to financial ones. Financial support is channelled through the thematic budget lines, primarily the EIDHR, NSA (including NGO co-financing) and various other regional instruments and the issues are also dealtat the level of bilateral cooperation.

In addition, at the Headquarters level, AIDCO E4 is conducting a civil society mapping study in Nepal (final version due December 2010), which discusses among other things the role of Dalit organizations in promoting peace building and access to education in the country, and provides recommendations on how to support such organizations. The findings of the study will be disseminated among Asia EU delegations, EC geographiccoordinators and desks for the Asia region, to promote further inclusion of Dalit issues and organizations in development programming and policy dialogue.

Even though the human rights projects in specific and other projects in general have prioritised the Dalit issue, this document has enlisted the EIDHR projects that have focused on Dalit issues:

B. Programme Under Bilateral Cooperation:

Projects in education addressing the issues of Dalits and discrimination on the basis of work and descent (Nepal):

In the School Sector Reform Plan (SSRP) there are special scholarships for Dalit children; Dalits are given priority in the recruitment to teaching positions, and an equitable representation in the SMC and other committees is a requirement. The Delegation of the European Union to Nepal has also provided grant funding to four projects in inclusive education. Although none of the projects is specifically taregeted to the discrimination/Dalit issues, all of them address caste discrimination overall and working towards access and inclusion for all children, including girls, children with disabilities and Dalits.

C. Projects Under the Instrument for Non-State Actors:

Voluntary Service Overseas (VSO), in partnership with Aasaman, Community Support Association of Nepal, Nepal National Dalit Social Welfare Organisation, and Dalit Welfare Organisation, has launched the project "Promoting quality and inclusive education for out of reach children in Nepal" (DCI-NSA PVD/2009/216-475), with the overall objective to improve the quality and inclusion of education for out-of-reach children from the most marginalised and disadvantaged communities in 72 schools in three target districts of Nepal. The EC has provided a maximum of EUR 700,000 (61.12% of the total eligible cost of the action) in grant funding. Project implementation started on 1 March 2010, for the total duration of 51 months.

Naulo Ghumti Nepal has been implementing the project "Enhancing the capacity of school aiming to provide quality educational opportunities for all: Special focus on poor and marginalised communities in Western Terai districts" (DCI-NSA PVD/2009/216-441) with the overall objective to bring improvement in school education system by creating a positive learning environment through the joint efforts of concerned stakeholders aiming to increase school enrolment, reduce drop out rate and create proactive participation of all students in learning activities with special focus on vulnerable, marginalized and minority groups. Project implementation was launched on 1 January 2010, for the total duration of 60 months. The EC has awarded a grant of a maximum of EUR 652,422, constituting 90% of the total eligible cost of the action.

Karnali Integrated Rural Development and Research Centre (KIRDARC) has launched the project "Access to education for vulnerable and marginalised groups in Karnali" (DCI-NSA PVD/2009/216-469) with special focus on 3-14 years children, particularly girls, Dalits, ethnic groups, differently able, orphans, HIV/AIDS and conflict affected, and ultra poor of communities who lack access to quality education up to grade five. The overall objective of the project is to promote access to and quality education in Karnali zone contributing to ensure education for all – especially for vulnerable and marginalized groups, social inclusion and child protection. The project has been under implementation since March 2010, for the total duration of 54 months. The EC has provided a maximum of EUR 626,727 in grant funding, constituting 90% of the total eligible cost of the action.

Rural Reconstruction Nepal (RRN) has been awarded a grant of a maximum 534,674 euro, i.e. 90% of the total eligible cost of the action, for the project "Education for vulnerable and marginalised children in Nepal" (DCI-NSA PDV/2010/216-571). The overall objective of the project is to contribute towards achieving the goal of inclusive education for closing the 'access gap' of most vulnerable communities and population groups, with the target groups being under-privileged school-aged children mostly representing Tamang, Dalit and other ethnic families, and children of marginalized and vulnerable population. The project has been under implementation since 1 March 2010, for the total duration of 48 months.

DALIT MAHILA SANGH ASSOCIATION (Feminist Dalit Organisation) is carrying out the project- Equal access of Dalit women to health services (CRIS contact DCI-NSAPVD/2008/161787). Project covering 4 districts (Bardiya, Dailekha, Surkhet and Kapilbastu) of Nepal has started on 1/1/2009 and will continue till 1/1/2014.

Overall objective of the project is to ensure a better future for vulnerable Dalit women by improving the access to basic health services in Dailekh, Surkhet, Barbiya and Kapilbastu districts of Nepal.Specific Objectives of the project are: to protect the health human rights of Dalit women in general, and in particularly affected by conflict and victimized by caste discrimination in the selected districts, through a comprehensive program of Dalit health personnel development, health service support, primary health care, water and sanitation and advocacy, linkage and networking.

Estimated results:

1. Trained and empowered Dalit women, socially excluded people and staff of local government’s health institutions to work as an accountable community health worker and health personnel at community level. (200 Dalit Women Health Workers, 20 Dalit Women CMAs, 15000 Dalit Women 500 Non Dalit Women, 200 government public health center staffs trained. And 1000 Dalit and 2000 non Dalit children will get the primary health education)

2. Improved obstetric and pediatric health services, bring the visible and positive impact on the lives of vulnerable Dalit women, men and children at community level. (At least 20000 Dalit and non-Dalit people will be benefited from health camps, more than 2000 Dalit men and women will done the planning, 200 water tubes and tap repair and installed, 200 Pit- Latrine toilets installed.)

3. Established a functional networking at community level for right based advocacy and linkage for

making the access of Dalit women and their families in health services at community level. (At least 20 Dalit Civil Society Networks and 12 PHCs, 4 FEDO District Chapters strengthened, at least 900 local dalit activists, target groups, civil society network members, officials and members from govt and non govt trained)

D. Projects Under the Instrument for Food Security:

Improving food security condition of socio-economically excluded Dalit communities in mid and far-western regions of Nepal

Introduction:DanChurchAid (DCA), a Danish International Development and Humanitarian organization has its presence in more than 35 countries across the globe. The organisation provides humanitarian assistance, development aid including food security programmes, support on advocacy for Right to Food and Food Aid through various initiatives of the Danish government and back donors such as EU and ECHO through their funded programme and projects. DCA has been working in Nepal since 1984 through local partners and since 2008; has its own country office under the DCA South Asia Regional Office, New Delhi.

In response to the global food crisis, the European Union Food Facility was established in 2008 as the chief European Union initiative to address the food crisis in developing countries. DCA has received grant funding from this Facility to implement the project namely “Improving Food Security Condition of Socio-Economically excluded Dalit Communities in Banke, Kailai, Doti and Accham Districts of Far and Mid Western Regions of Nepal”. This project is designed to improve the food security of Dalit communities through an integrated approach that reduces the impact of rising food prices on household level food insecurity. This includes measures to address immediate household food availability, increasing the agriculture productivity, other livelihood options and advocacy initiatives for long-term governance of the agriculture sector.

Objectives: The overall objectives of the programme is to augment food security and livelihood conditions of small land holder Dalit farmers at household level in order to mitigate the negative impact of the volatile food price in Far and mid western Nepal.

Specific Objectives are: Increased agricultural productivity of small landholder Dalits farmers through improved and

diversified agriculture techniques and evidence based best practices. Strengthen livelihood of the small Dalit farmers through livestock and agro-based support initiatives

for increased income to mitigate negative effects of rising food prices. Increased effectiveness of safety net programmes of govt. and International Organizations (IOs) in

terms of increased access to food of vulnerable and landless Dalit communities.

Project duration: 18 months starting from January 2010 to June 2011

Project budget: Euro 1,200,000 (approximately Nepalese rupees 120,000,000).

Target groups/beneficiaries: 9000 Dalit households (450 Dalit farmers’ groups- 54000 populations, and approx. 60,000 community members as indirect beneficiaries)
