2. Introduction

National technical rules are one of the obstacles when implementing ERTMS, the break through program from the ERTMS coordinator therefore aim to reduce the National technical CCS rules to the max; this was also stated as priority action from Commissioner Bulc. The task will be performed by the European Agency for Railways (Agency).In order to discuss the NTR with the MSs concerned they have to be published/known to the Agency. In accordance with the Decision 2011/155/EU, MSs should publish the list of rules in the National Reference Document (NRD). The published NRDs are made available in the Reference Document Database (RDD) (link ) , the relevant control command part can be found there in chapter 12. The actual situation concerning NTRs published is the following:

Moreover, several MS have not yet published their rules and/or are still in internal discussions.Actually, the RDD cannot distinguish between the different ETCS baselines; this situation makes it extremely difficult for Applicants striving to get authorisation for their RS in order to provide railway operation in a MS.

The aim of this document (accessible via the Agency’s website) is to be (for the transitional/consolidation period) the central information point concerning ETCS and GSM-R NTR related too:

Actually, there is no ETCS train operation possible. The ETCS trackside equipment installed is B2.

Greece has notified two national rules concerning the SS RS related to the open points “Characteristics of sand applied to tracks” and “Use of magnetic / eddy current brakes”.

B2 and B3 “Availability”. A national rule concerning the closing of this open point is on study.B2 “ETCS DMI”. No national rule foreseen at the moment.B2 “braking aspects”. B2 trains braking capability programmed at ETCS EVC´s rely on the safety assessment performed by the RU´s and the rolling stock manufacturers for every authorization. No packet 203 needed at infrastructure level at the moment. Length of the MA and release speed value is designed/calculated by the IM taking into account the typical braking caractheristics of rolling stock, depending on the type of line and the foreseen traffic (i.e. High Speed, Freight, mixed traffic). There are engineering rules covering this topic.

Actually there are 10 rules available; 4 are agreed by the Agency, for one the Agency do not agree (transition to ASFA – no STM available) and 5 are under discussion mainly for clarification.

None of the rules (except the ASFA transsition where no STM is available) have directly impact on B3 on-board functionality, several of them are optional.

30. United Kingdom (UK), national rules

The UK has four mainline railway systems; the largest is the ‘GB mainline network’, effectively that part of the mainline railway managed by Network Rail. The other three mainline railway systems are Northern Ireland Railways, High Speed 1 (otherwise known as the Channel Tunnel Rail Link) and the Channel Tunnel.


The UK publishes the list of National Technical Rules on the UK Government Department for Transport website:

All of the National Technical Rules currently notified are for the GB mainline network and all are in the category of ‘Railway Group Standards’ (RGS). All Railway Group Standards are freely available on the RSSB website:
