The project goalThe project goal was to connect regional politics to the regional economy and regional education and training in permanent organisational management structures, to build “regional triangles” in all partner regions.

Four working steps

First step (2010) – Analyse and predict economic needs As a first step, the transnational project partner network carried out surveys in the partner regions. These surveys were the basis for developing an “ET-Inventory” that defined what skills citizens will need to lead a successful vocational life and be skilled for new jobs as well as being informed about the economic situations in their regions.

Second step (2011) – Prepare and provide trainingAs a next step and based on the evaluation of “ET-Inventory”, the ET-struct partners developed learning / training modules to train and re-train regional workforces. These modules were posted on a project learning platform called “ET-LearnTrain”. The modules were divided into two types:

1. A trans-national eLearning module with the overall title: “Entrepreneurship in Booming Sectors in CENTRAL EUROPE” consisting of ten sub-modules, which was jointly developed by the partnership for a trans-national target group aged between 15 and 20. The working language is English.

2. Also, each partner region developed their own Regional Modules in blended learning i.e. online and on-site in the national language directed at a specific regional target group and a specific economic sector based on the results of the regional surveys (”ET-Inventory”).

“ET-LearnTrain” went online in September 2011. After this, the platform was evaluated by the Lower-Silesian project partner from Walbrzych (PL). Professional feedback was given to the whole partnership so that it could improve the trans-national eLearning module: “Entrepreneurship in Booming Sectors in CENTRAL EUROPE”. Also the partner regions were provided with feedback so that they could improve their Regional Modules.

The whole development process of “ET-LearnTrain”, the evaluation process, the technical information, as well as the management guidelines were documented in a Management Handbook called “ET-Academy” so that other regions not involved in the ET-struct project could develop similar platforms.

Third step (2012) – Implement regional triangles As a third and important step, ET-struct developed a Joint Policy Guidelines Action Plan called “ET-Strategy and Action”, which sets out the conditions needed for the implementation of the main project goal: to connect regional politics to the regional economy and regional education and training in permanent organisational management structures (“regional triangles”). Basically, this document has two parts:

The Joint Policy Guidelines Action Plan is a blueprint describing the steps that a region needs to take to establish a regional ET-Management triangle. Based on this blueprint, the second part of the document describes the regional ET-Management triangles that were established in the ET-struct regions.

“ET-Strategy and Action” looked into the organisational, legal, financial, and personnel aspects of the implementation of regional ET-Management triangles in the ET-struct regions. In this context, it is a useful tool that can be used by other regions to implement similar management structures.

Fourth Step – Make sustainableAn essential part of the regional ET-Management triangle concepts was the question of sustainability.

After project lifetime, ET-struct will have gone through all the steps that will be necessary for the effective functioning of the regional ET-Management triangles, i.e. the methodology needed to carry our regional labour market/education and training surveys and the evaluation required to predict changing needs. Furthermore, ET-struct will have tried and tested the methodology that is necessary to develop learning and training modules to train and re-train workforces based regional labour market/ education and training surveys and the evaluation required to predict changing needs. And finally, ET-struct will have developed a methodology how regional/territorial management triangles can be implemented and sustained. This has to be sustainable. Each of the regional ET-Management triangle concepts described how this will be possible in its region.

ET-struct wins CENTRAL EUROPE Photo Competition 2012!The CENTRAL EUROPE project ET-struct has won the photo competition “Take a closer look at CENTRAL EUROPE”. The challenge was to try and tell the story of a project in a single picture and as a result many good ideas were received.

Stuart Simpson, ET-struct coordinator, collected the 1st prize on behalf of the project for their “Before and after ET-struct” photo at the CENTRAL EUROPE Annual Conference in Halle/Saale on 23 May 2012.

ET-struct – the strategic catalyst!On 28 November 2012 at the last ET-struct Event in the House of the European Union in Vienna, representatives from the fields of Education and Training, Economy and regional Politics met to discuss the results of ET-struct. Project partners presented their implemented management structures - very different and specific in the regions.

ET-struct is and was a success story for all the project partner regions. The results show how a project can make an impact to be a catalyst for implementing change.
