Estrella Village was formed in July 1998. The Village is a thriving area that spans from downtown to the Salt
River and the base of the Estrella Mountains. Over the past 50 years the area has been a hub for industrial,
commercial and agricultural development. In recent years the redevelopment of agricultural and vacant
land has created a thriving and growing residential community to complement the existing employment
base. There remains older residential neighborhoods in need of attention, large expanses of industrial and
warehousing activity, and dairy and agricultural operations. It also has an ample supply of undeveloped
land, large parcels, natural and scenic amenities, and excellent transportation access.

ESTRELLA VILLAGE | LOOKING FORWARD
LOOP 202 SOUTH MOUNTAIN FREEWAYFor the largest project in State history ($1.77 Billion), ADOT partnered with a private developer (Connect
202 Partners) to design, build, and maintain the South Mountain freeway for 30 years. The design, build,
maintain (DBM) delivery model is an innovative approach used nation-wide to efficiently reduce the
cost to taxpayers without sacrificing quality.
Upon completion, the developer will be responsible for maintaining the freeway and ensuring the safety
of the traveling public for 30 years, which results in the developer constructing a freeway with the
highest possible quality.
What does this mean for the public? In short, it means ADOT’s partnership with Connect 202 Partners
will result in taxpayers receiving a freeway that will be open to traffic within three years (November
2019), as construction will occur concurrently in four segments. ADOT will deliver the South Mountain
Freeway three years sooner through this innovative delivery method.
