Five Iraqi childrenkilled by bomb in

northern city MosulBAGHDAD, 23 Sept— At

least five children werekilled and two others in-jured on Monday when abomb hidden in a streetstall near the northernIraqi city of Mosul, localpolice said.

According to the police,the incident took placearound 6:30 pm(1530GMT) when the childrenwere playing near their

homes in the town ofHammam al-Ali, some 20kilometres south ofMosul.

The children were agedbetween seven and nineyears old. The twowounded were in criticalcondition and had beensent to Mosul for special-ist treatment, according toa local doctor.

WASHINGTON, 23 Sept—As of Monday, 22 Sept,2008, at least 4,169 members of the US military havedied in the Iraq war since it began in March 2003,according to an Associated Press count.

19 hurt in vehicle attackin Jerusalem

JERUSALEM, 23 Sept— A man driving a black BMWplowed into a crowd of people at a busy Jerusalemintersection Monday evening, leaving 19 people hurt,an Israel Police spokesman told Xinhua.

Among those wounded, there were 15 soldiers andfour civilians, said Micky Rosenfeld, adding that no-body was killed in the vehicle attack.

All the victims sustained minor to moderate inju-ries and had been rushed to hospital for treatment. Thedriver was shot and killed by armed civilians, accord-ing to the police.

The perpetrator was not immediately identified, butRosenfeld said that according to the vehicle number,the car was from a village in East Jerusalem.

Gunman opens fire atschool in Finland, 9 dead

HELSINKI (Finland), 23 Sept — A gunmanopened fire at a vocational school for adults inwestern Finland on Tuesday before shooting himself,police said. Finnish media reported nine peoplewere killed and the gunman was wounded.

The shootings began just before 11 am localtime as about 150 students went to class in Kauhajoki,180 miles northwest of Helsinki. Witnesses saidpanic broke out as the hooded gunman entered theschool and began firing.

Jussi Muotio, superintendent of the Kauhajokipolice, confirmed that several people had beenwounded but could not immediately confirm thedeaths. “The incident is over now,” Muotio said.

The shootings happened almost a year afteranother gunman killed eight people and himself at aschool in southern Finland, an attack that triggereda fierce debate about gun laws in this Nordic nationwith deep-rooted traditions of hunting in the sub-Arctic wilderness.

2 bombs hit Baghdad,killing 1, wounding 7

BAGHDAD, 23 Sept—Two roadside bombsapparently targeting Iraqi security forces struck separateareas of Baghdad on Tuesday, killing at least onecivilian and wounding seven others, Iraqi officials said.

The first explosion occurred about 9 am in northernBaghdad as a police patrol passed through the area, butit missed its target and hit a civilian car instead, woundingfour people, a police officer said.

BEIJING, 23 Sept — Venezuelan PresidentHugo Chavez arrived in Beijing Tuesday to meet withtop Chinese officials, state-run media reported.

Chavez is in China for meetings with PresidentHu Jintao, along with other “relevant state leaders,”according to the Xinhua news agency.

China removes 7,000 tonnes oftainted milk from retail outlets

BEIJING, 23 Sept— A total of 7,074 tonnes of tainteddairy products have been removed from retail outletsacross China, State Administration for Industry andCommerce (SAIC) said in Beijing on Tuesday.

They included 4,246.7 tonnes of milk powder and1,562.1 tonnes of liquid milk products contaminated withmelamine, SAIC statistics showed.

Up to Tuesday, 2.18 million inspectors from industryand commerce departments across China visited 6 milliondairy firms. The country has received 310,000 complaintsof tainted milk products and replaced 614.5 tonnes of milkfor customers.

Milk powder laced with the industrial chemicalmelamine has led to nearly 13,000 Chinese infants beingadmitted to hospital, 104 in a serious condition with kidneystones and agonizing complications. Four have died in pastmonths

The chemical, which was added illegally, makesthe protein content of milk appear higher than it actually.

Meanwhile, Agriculture Minister Sun Zhengcaisaid he would “battle” merchants blamed for sellingadulterated milk to dairy companies, acknowledging theproblem extended far beyond infant formula.

Sun singled out local “milk stations,” which collectfresh milk from farmers and sell it on. Their operators havebeen blamed for adding nitrogen-rich melamine to sub-standard or watered-down milk, fooling quality checksmeasuring protein, also rich in nitrogen. Many wereunregistered and unregulated, he said.

Dr Shigeru Omi, director of the World HealthOrganization (WHO) on Sunday said that China is nowtaking the issue “seriously” and has launched very intensiveinvestigation.

Recently, Gao Qiang, an official of Chinese HealthMinistry, said that the contaminated Sanlu baby milkpowder in connection with the country’s hundreds ofinfant kidney stone cases was only sold on the Chinesemainland and Chinese Taipei. “None of the milk powderwas exported to other countries or regions,” Gao said at aPress conference.—Internet

BEIJING, 23 Sept —Chinese Ministry of Com-merce (MOC) on Mondayordered its local agenciesto step up quality super-vision efforts targeted atexport-oriented foods,dairy products, medicines,toys and furnitureproducts.

VIENNA, 23 Sept — The InternationalAtomic Energy Agency (IAEA) hasfound no trace of nuclear material inSyria’s Al-Kibar so far, but it wouldcontinue sampling in this area toanalyze, said Mohammed ElBaradei,IAEA director general, in Vienna onMonday.

ElBaradei also pointed out at anIAEA council meeting that Syria has notprovided IAEA supplement informationso far about its related nuclear activi-ties as requested.

Syrian Al-Kibar. Then Israel claimed thatSyria was developing nuclear weaponsin that area, but Syria keeps denying thefacility is for nuclear activities. There-fore, IAEA began probing Syria and re-quired further explanation about it.

ElBaradei also noted on the councilmeeting Monday that IAEA can not makesure so far whether Libya is involved inactivities of nuclear weapon developmentin the country. Do not derail the democratic processKo Thayar

I had a complete picture of the incidents clarifiedat the press conference only after watching them onTV and reading the newspaper. Although I had watchedthe news of the press conference on TV, I did not getit. Only after I read the whole story inserted in thenewspaper with documentary photos and tables, wouldI be informed well. NLD members got involved in theterrorist scheme that cost many casualties of innocentpeople. At first, I did not believe my eyes. But, theconference proved the story true because that disclosedthe incidents with profound evidences.

NLD recruited and sent people to the explosivescourse in the border and some NLD memberscommitted bomb blasts. Officials concerned managedto expose the bombers, otherwise the culprits kept oncommitting terrorist acts. I was shocked to the corewhen I learnt facts about the cash incentives and theplots designed to commit inhumane and ruthless acts.Is it their politics? Is terrorism means a correct solution?

NLD is giving only lip service that what it isdoing now is to introduce democracy and serve theinterests of the people. But, in practice, what it isclaiming is in contrary with what it is doing. Up tonow, it has done nothing beneficial to the nation andthe people.

After taking over State duties unavoidably, thegovernment launched programmes to transform thenation from the old system into democracy, as aspiredby the people. In order to satisfy the people’s wishes,it fulfilled necessary requirements such as restorationof security, peace and stability, tasks for nationaldevelopment and introduction of the market-orientedeconomic system. So far, almost all theinfrastructures have been built. At the same time,the government is implementing the State’s seven-step Road Map for transition to democracy. Allthe measures it is taking are designed to pave theway to democracy. It is required to wait for acertain period for a brighter future, and to taketime to achieve such a noble goal. However, it istaking longer than it should be, in that regard. It isbecause of the disruptions by anti-government groups,not because of the government. Due to NLD, forinstance, the National Convention launched in 1993was adjourned in 1996.

NLD’s acts were intended to hinder the ongoingdemocracy process. The programmes were beingimplemented in accordance with the agreementreached between the government and the politicalparties including NLD. When the convening of theNational Convention was in full swing, it showed itspessimistic attitude. Making unreasonable demands,NLD representatives turned their back on the NC oftheir own. That had adverse effects on the interests of

the nation and the people. In consequence, the processtook longer unnecessarily. It hindered the governmentfrom carrying out the process in compliance with thepeople’s desire. It is safe to say that NLD gave priorityto its own interests, rather than public interests.

When it knew that its acts to disrupt the NationalConvention did not work, it tried to prevent the Stateconstitution from being approved. It deceived thepeople through “Vote No” and “No Vote” campaign.It accused that the constitution was undemocratic, itwas formulated by the handpicked representatives andit was designed to prolong the government’s rule. Thegovernment is working hard to introduce enduring anddispline-flourishing democracy. The presentconstitution bestows all due rights on the peopleand prevents unnecessary consequences that cantrouble the nation. It is the most appropriate oneaccording to the prevailing conditions of the nation.It takes a period of time for the government to achievethe processes, and it is imprudent to hand over powerirresponsibly. An enduring constitution is a must forthe future of the nation. No one should hinder theprocess. The reason of why NLD was trying to disruptthe process for drawing an enduring constitution wasthat it would not be in a position to form a governmentas it wished, and to seek own interests at expense of theinterests of the nation; there would never be a puppetgovernment that would dance to the tune of its alienmasters; and the people would be further consolidated.Sometimes, I doubt if they are doing politics with ownviews and opinions, but it is out of the question. It isbecause alien visitors frequent the headquarters of theparty. Very often, they bring packets and largeenvelopes together with them into the headquarters.

Now, the State constitution has been adopted withthe approval of the people. The people realize that theconstitution is the most suitable and the safest one forthe nation. They believe that a democratic nation canbe built up only through the present constitution, sothey voted for it. However, NLD said it did not recognizethe constitution and would be opposed to the electionsto be held in 2010, thereby showing absolute disregardfor the desire of the people. Democracy is based on thedesire of the majority. Its words and deeds are incontrary with each other. The results mean that thepeople are in support of the ongoing process; it is themost appropriate programme; they call on thegovernment to keep on carrying out the programme; andthey have given mandate to the government.

The party is reiterating matters on the 1990 election.The number of remnant NLD representatives-elect isvery small. Of the NLD representatives-elect, someare serving their prison terms, some have resigned,some have changed themselves to independent

representatives-elect, some absconded to the border,some have passed away, and some have been expelled.The number of the remnant representatives-electdoes not meet the quorum for a parliamentary session.The previous elections were held more than 18 yearsago. According to the international procedures, theterm of a parliament is about four or five years. So, theprevious election results have expired for long.Sticking to the old results is nonsense.

But, that may be meaningful for the party.According to the approved constitution, they have nofuture. There is no unity of the members in the party.The people do not accept their acts. None of their actsyields good results. They have nothing to do, in thiscase. They are demanding for recognition of oldresults. I would like to advise them to act accordingto the mandate the people have just given. Maybe,they will enjoy some fruitful results. Otherwise, theirhope will dwindle away. They have politicalexperience to some extent. If they apply theirexperience, it will be beneficial to the people. If theydo something positive, that will serve the interests ofthe nation to a degree.

They are demanding a dialogue, which has beenoverdue long. They were given opportunities for adialogue long ago. They walked out of the NationalConvention, giving lame excuses. They should nolonger attempt to get rid of the results of the NationalConvention. The results came out only afterdiscussions held by many representatives, not by anindividual or few persons alone. It is too late to ask fora dialogue and to make some amendments to theconstitution. The National Convention was held byrepresentatives, and the constitution was adoptedwith the approval of 92.48 per cent of the entirepeople. That is to say discussions alone are notenough to amend it. Necessary amendments can bemade in accordance with the procedures when needarises in future. That point is enumerated by theconstitution, but only with the law will necessaryamendments be made.

Now, they should have given up makingunreasonable demands. The present mandate of thepeople is the only way they can choose. Thegovernment will go on following the procedures inaccordance with the people’s mandate. Thegovernment has announced publicly that it willsee to the State’s seven-step Road Map; it will holdelections in 2010; it will not stand any attempts todelay the process; and it will continue to implementthe process in accordance with the people’s wishes.

It took longer than it should to complete theNational Convention in the past. Now, they arehatching plots to disrupt the process. And theyshould cease misleading the people intomisunderstanding the process through demands andobjections. They should no longer destroy stabilityand peace, for which the people are in favour. Theyshould have stopped hatching plots designed todestroy the peaceful life of the people, and to getthem into crises. They should no longer prevent thenation from making good headway in the democratictransition process. They are exhorted to join handswith the people in the drive for transition todemocracy in a peaceful way. Now, the goal ofdemocracy is in sight. It is visible very clearly, notdimly. In conclusion, I would say do not make thedemocratic process deviate from its path.

Global warming poses grave health threat toAsia- Pacific

MANILA, 23 Sept— Global warming is expected topose grave challenges to Asia Pacific region in years tocome, a senior World Health Organization (WHO)official warned Tuesday.

Rather than orbiting

smoothly around theplanet, as had been theprevious assumption, theparticles tend to aggregatein denser clumps, theysaid. As a result, the massof material in the ringscould be three timesgreater than thought.

The fragments also givean indicator of the rings’age, because they are re-duced by repeated orbitalcollision over time, andby impact from meteor-ites, which also producedust. Saturn’s rings couldbe “billions of years old,”compared with a previousestimate of around 100

million years, said leadresearcher Larry Espositoin a Press release.

He added it was un-likely that Saturn wouldbe the lone planet in ourgalaxy to have huge rings.

Overweight childrenand teenagers may beat elevated risk ofdeveloping chronicheadaches, a new studysuggests.

The good news,researchers found, is thatweight loss may, in turn,cut headache frequency.

The study, whichincluded 913 childrenand teens with headachecomplaints, found thatas the children’s bodymass index increased,so too did the frequencyof their headaches.

Body mass index, orBMI, is a measure ofweight in relation toheight. Studies of adultshave suggested a linkbetween BMI andchronic headache, withsome indicating thatobesity may be a riskfactor for chronic dailyheadaches.

Little, however, hasbeen known about therelationship betweenweight and headachesin children.

The current study, ledby Dr Andrew D Hersheyof Cincinnati Children’sHospital Medical Centre,involved patients seenat one of seven USpediatric headache cen-tres.

The researchers as-sessed 913 children andteenagers and then fol-lowed a subgroup for upto 6 months.

Of the whole studygroup, 17.5 percentwere overweight orobese, while another 33percent were at risk ofbecoming so.

S Korean nominated to headWHO Pacific region office

MANILA,23 Sept—Dr Shin Young-Soo of theRepublic of Korea was nominated Monday as the newdirector of the World Health Organization (WHO)Western Pacific regional office to take over outgoingDr Shigeru Omi of Japan, who will retire next yearafter serving 10 years on the post.

The Regional Committee for the Western Pacific,WHO's governing body in the Region, nominated DrShin at its annual meeting held in Manila September22-26.

Dr Shin, 64, is currently Professor at the Collegeof Medicine at Seoul National University. Dr Shin hasmade significant contributions to health-relatedorganizations at global, regional and national levelsduring his three decades of public service, WHO saidin a Press release.

Dr Shin is expected to take up the new post on 1February, 2009.

The outgoing Dr. Shigeru Omi, 59, has served twoterms as the WHO Western Pacific Regional Officechief. He assumed the post in 1999 and was reelectedin 2004.—MNA/Xinhua

ISLAMABAD, 23 Sept – The Pakistani Adviser toPrime Minister on Interior Rehman Malik Mondaysaid the suicide blast outside the Marriott Hotel inIslamabad was targeting political leadership.

"The suicide blast was aimed at targeting politicalleadership but the government foiled the maliciousdesigns of the terrorists by changing the venue of"Iftar" dinner hosted by Speaker of the NationalAssembly from the Marriott Hotel to the Prime MinisterHouse," Malik said while talking to media persons atthe Chaklala Air Base near Islamabad.

Two suicide bombers rammed an explosive-ladendumper into the gate of the Marriott Hotel, killing 53people and injuring 266 others on Saturday.

Prime Minister Yousaf Raza Gillani earlier saidthe blast targeted the Parliament House and PrimeMinister House.

Spread of Hepatitis E virus inN Uganda reduces by 50%

KAMPALA, 23 Sept — The fight against an outbreakof the deadly Hepatitis E in war-ravaged northernUgandan has made substantial progress as the numberof new cases and deaths are declining by half, anofficial said here on Monday.

Stephen Malinga, Uganda's Health Minister, toldreporters that since the six-million-US-dollaremergency response was launched in late July, thesituation in Kitgum District, where the virus struckfirst late last year, has much improved.

“Only two new deaths were recorded in the weekending 14th September, bringing the cumulativenumber of deaths to 124, indicating a case fatality rateof 1.5 per cent,” said the minister. That is quitereasonable in any epidemic," he added.
