Workforce Development Grant

You may apply for financial assistance towards the cost of Early Years, Childcare and Playwork courses leading to a vocational or vocationally related qualification or accreditation at level III and above.

It is essential that you read this guidance carefully before committing yourself to any course of study and that you ensure that you meet all of the set criteria for eligibility.

You may only apply for funding if:

• Currently employed in a non-maintained Ofsted registered early years & childcare provision within Lincolnshire (part or full-time)

• Working as a Ofsted Registered Childminder within Lincolnshire

Workforce Development application forms are available from all local FE Colleges and Training Agencies. Completion of the application form does not guarantee funding for your course – you must meet the above criteria.

For those wishing to attend colleges outside of Lincolnshire or distance learning, a letter of sponsorship should be sought from Sue Otter, Birth to Five Service on 01522 587576

PLEASE NOTE:

• Applicants, or their employers, are responsible for paying a contribution towards the training, directly to the training provider at the time of course enrolment (£75 – level 2, £100 – level 3, £125 - level 4 and 10% for level 5 and above) funding may be available from other sources for level 2 qualification and this should be investigated first (if you are under 19 years of age, in receipt of benefits, have less than 5 GCSE’s, or this is your first level 2 qualification)

• Lincolnshire County Council have set a limit of what a candidate can claim for each qualification per financial year (£600 – level 2, £800 – level 3, £1000 – level 4, with no maximum amount currently for level 5 and above as this is the target audience for this financial period)

• Level 3 Transitional Units, for those wishing to transfer from Playwork to Early Years and visa versa, are financially supported in exactly the same way as the level 3 description above, provided this does not exceed £500 per candidate in any financial year

• Those candidates wishing to complete the EYFS modules, as an opportunity for CPD, will be required to pay 50% of course fees, with the remaining 50% to be paid by LCC

• Lincolnshire County Council will only fund applicants to pursue a qualification that is higher than a level already held (in the relevant field)

REMEMBER:

• We can only reimburse you for fees you have paid yourself if you supply us with the original invoice and receipt for payment.

• All applicants are required to complete audit / monitoring forms sent out from Lincolnshire County Council, as requested, failure to return these forms may affect your funding

• Lincolnshire County Council reserves the right to reclaim a percentage of course costs if you leave before completion

What is Train to Gain?

Degrees

Degrees are higher education qualifications that help you develop a thorough understanding of a subject. There are several different types and a vast number of subjects to choose from.

• A bachelors degree (sometimes known as an ‘ordinary’ or ‘first’ degree) can lead to a qualification such as a bachelor of arts (BA), bachelor of science (BSc), or bachelor of medicine (MB). Depending on the subject you choose, it normally takes three or four years to complete full-time

• Foundation Degrees combine academic study with workplace learning. They are broadly equivalent to the first two years of a bachelors degree

• They provide a route into university or college for a broad range of students from many different backgrounds

• Higher (also called postgraduate) degrees, diplomas and certificates usually require that you already have a bachelors degree. They lead to qualifications such as master of arts (MA) and master of science (MSc)

• Higher National Certificates (HNCs) and Higher National Diplomas (HNDs) are work-related courses provided by higher education colleges and further education colleges. They are available in a wide range of subjects from accounting to video production

ualificationsCWDC INDUCTION TRAINING

NEW TO THE CHILDREN’S WORKFORCE?

The CWDC induction training is an induction training programme for those who are new to the children’s workforce. It has been designed by the Children’s Workforce Development Council (CWDC) and is delivered and recognised nationally. The training has been adapted to meet the needs of those who are new to the Lincoln-shire children’s workforce.

Who is it for?

The induction training is designed for all those who are new to working within the Children’s Workforce.

One of the most effective aspects of the training is that practitioners from a range of agencies attend the train-ing together and therefore have the opportunity to network, learn more about the work of other organisations and gain an understanding of the wider children’s workforce.

There are up to 40 available places on each round of training.

Module 1 - Principles, values and legislation Module 2 - Understanding children and young people’s development Module 3 - Building relationships and communicating with Children, Young people and their Families Module 4 - Keeping Children and Young People Safe from Harm Module 5 - Integrated working

How much does it cost?

The training at present has been funded by Lincolnshire County Council and CWDC and is therefore free to all participants.

Level 1 – Award in Getting Started in a Pre-school Setting

Course Aims

To gain the basic knowledge required to participate effectively in a pre-school setting

This practical course offers a perfect introduction to working in a pre-school. The course also provides you with the opportunity to plan your future involvement in the childcare learning and development sector

You will learn: • How pre-schools are organised • How to create a safe working environment, where children can be cared for and can learn • How to work effectively as part of a team and support children’s learning

There will be: • Initial Assessment at the beginning of the course to support the needs of the students • Assessment through a short multiple choice test at the end of the course

Note: It is strongly recommended that you work or volunteer in an early years setting for the duration of the course

Level 1 - Introduction to Playwork – Induction Standard

This course meets the Ofsted requirements for those working in holiday playschemes and can act as a step into playwork or a basic awareness of working with older children for those who have some early years experi-ence

NVQ Level 2 in Children’s Care, Learning and Development

CACHE Level 2 qualifications provide a stepping stone to Level 3 qualifications. They show that you have a good knowledge and understanding and the ability to perform various well-defined tasks with some direction and guidance.The knowledge and skills that you learn are applicable to the following jobs, where you will be working under supervision: • Nursery Assistant • Pre-school Assistant • Playgroup Assistant • Crèche Assistant

What entry qualifications do you need?

There are no formal entry qualifications

The CCLD Level 2 is made up of 7 units, (6 mandatory and 1 optional unit). You need to complete all 7 units to achieve the full certificate

Mandatory Units:

• Contribute to positive relationships • Help to keep children safe • Support children’s development • Use support to develop own practice in children’s care, learning and development • Prepare and maintain environments to meet children’s needs • Support children’s play and learning

There is a large choice of optional units to choose from, your assessor will be able to help you choose the most appropriate units according to your job role

How will you be assessed?

An approved assessor will visit you in your workplace to assess your practical competence, knowledge and understanding. You will need to submit a portfolio to show your competence in all areas of the qualification

Level 2 - Certificate in Pre-school Practice

This course will establish good practice in working with colleagues and parents to provide all children (0-7) with the best possible start in life.

Three Core units • Supporting play and learning in the pre-school setting • Understanding and supporting the development of pre-school children • Providing a safe, secure and stimulating environment in a community-based pre-school setting

One of two Specialist Optional Units • Supporting children with disabilities or special educational needs and their families in the pre school

setting • Participating in effective teams in community based pre-school settings

Initial Assessment at the beginning of the course to support the needs of the students

Tutor Assessment : 180 hours with tutor

• One written assignment for each of 4 units which is marked to grading criteria • Students must achieve a pass grade for each unit to be awarded the qualification

Level 2 Certificate in Playwork

Course Aims

• Principles & values of playwork • Ways in which Playworkers relate to, support and safeguard children & young people in play settings • Creating and rescourcing inclusive & challenging play environments • Legal and managerial roles • Roles within the Local, Public and Professional community • Reflective playwork in practice

Level 3 - Diploma in Home-based Childcare

All registered childminders are required by law to undertake basic training in childcare (this requirement is fulfilled by completing and passing Unit 1 of the DHC). However most parents prefer their childcarers to hold a Level 3 qualification, you can gain this by completing and passing all five units of the Diploma in Home-based Childcare.

Who is this course designed for?

Anyone over 16 years old who is either working as a home-based childcarer, or who is planning to begin work as a home-based childcarer can take this course.

What topics are covered by this course?

• Unit 1 Introduction to Childcare Practice (Home-based) • Unit 2 Childcare and Child Development (0-16) in the Home-based Setting • Unit 3 The Childcare Practitioner in the Home-based Setting • Unit 4 Working in Partnership with Parents in the Home-based Setting • Unit 5 Meeting Children’s Individual Learning Needs in the Home-based Setting

By successfully completing all five units you will gain the CACHE Diploma in Home-based Childcare

NVQ Level 3 Children’s Care, Learning and Development

CACHE Level 3 qualifications are designed to provide the knowledge and understanding for candidates who wish to work in a supervisory position. They must have the ability to complete tasks and address fairly complex problems. This is an appropriate level for people who want to go to university, work independently, or supervise and train others (in some areas).

The qualifications can be used in a variety of environments including daycare and classroom settings. They are suitable for workers who will be working unsupervised in the following job roles: • Nursery Officer in Charge • Pre-school Leader • Crèche Leader • Childminder • Senior Playworker/Co-ordinator • Special Educational Needs Supporter • Nanny

What entry qualifications do you need?

There are no formal entry qualifications, but significant experience within a childcare setting is necessary

The CCLD Level 3 is made up of 9 units, (5 mandatory and 4 optional units). You need to complete all 9 units to achieve the full certificate

Level 3: Diploma in Pre-school Practice

Course Aims

To study the theoretical knowledge and practical skills required to administer and organise a pre-school setting. The course also aims to provide insight into the challenges of leadership in a pre-school setting.

Three Core units • Understanding and promoting the development of pre-school children • Providing learning communities for pre-school children and their families • Making the pre-school setting a supportive and safe environment

One of three Specialist Optional Units • Supporting parents with literacy, numeracy and language needs in a pre-school setting • Working with children with disabilities and special educational needs and their families in a pre-school

setting • Working in a parent-managed pre-school setting

Playwork NVQ Level 3

Course consists of: 5 mandatory units & 4 optional units

Developed by Lincoln University as a collaborative venture with Children’s Links, Connexions, Social services and CfBT - level 4 equivalent and the first year of a degree pathway

The entire degree is being developed on the Common Core of Skills and Knowledge which have been identified for all those working in childcare.

It is envisaged that it will encourage multi-agency working by multi-agency learning with practitioners from early years, foster care, social work and connexions advisers all learning in the same group.

The programme is delivered over 4 terms, one evening a week

The CACHE Level 4 qualification reflects the ability to identify and use relevant understanding, methods and skills in complex and non-routine situations. It also develops understanding of different perspectives or approaches within an area of study or work.This level is for people working in technical, professional, management or developmental roles. The qualifications are equivalent to Certificates of Higher Education.Level 4 is suitable for the reflective practitioner and management roles in education or childcare settings.

What entry qualifications do you need?

There are no formal entry qualifications, but significant experience as a manager or advanced practitioner in a childcare setting is necessary

Course Content

This level 4 qualification contains 4 mandatory units and a total of 5 optional units. In order to acheive the full NVQ you must undertake all 4 mandatory units plus 5 optional unit of your choice, a total of 9 units.

Level 4 - Certificate in Early Years Practice

This is a vocationally-oriented qualification which will enhance your existing role and give your career a boost. It takes account of the training needs of a wide range of practitioners working in a variety of early years education and care settings.

This certificate is for those who want a qualification in early years practice either in its own right or as an interim qualification towards the Foundation Degree in Early Years (G01), BA Early Years (B51) or BA (Hons) Childhood and Youth Studies (B23) or any other degree that includes early years practice courses.

Planning your studiesDuring your studies, you have to be working directly with young children in either a paid or voluntary capacity in a relevant setting. This should be for the minimum of five hours a week in order for you to complete the work-related assignments within the courses. You and your employer will need to complete a permission agreement form confirming the above requirements before you begin studying.

Early Years Foundation Degree – Open University Distance Learning

DescriptionThis Foundation Degree consists of 240 points, 120 at undergraduate Level 1 and the remaining 120 at undergraduate Level 2

This degree is suitable for experienced practitioners working directly with young children (0-7 years and 11 months) in a range of care and education settings. It will provide knowledge and skills required for working with children in these settings.

Planning your studiesThe degree includes a specialist vocational component, which is underpinned by broad-based academic learning. You must be a current practitioner in the field with at least two years experience and you should be able to verify your experience, skills and knowledge. Foundation Degree in Early Years Care

The Foundation Degree in Early Years aims to provide students with the appropriate knowledge and understanding necessary for them to work and demonstrate competence at Senior Practitioner level across a range of Early Years Care and Education settings.

You will study 20 units to complete the Foundation Degree in various topics, such as:

• Understanding the child • The curriculum 0-8 years • The importance of play

In addition, you will study professional units such as:

• Professional practice • The reflective practitioner

The course is delivered using a variety of methods. There are formal lessons, lectures, group discussion, seminars, learning clubs, research and on-line activities.

Assessment is through assignments, presentations, research projects, observations and on-line discussions.

Students need a practical placement of at least two days a week (with under eight year olds) and a mentor in this setting, this can be a voluntary placement.

HOW LONG WILL IT TAKE

The Foundation Degree will take three years to complete on a part-time basis. This programme is designed to be flexible. Attendance will be required on Thursdays 1.00-9.00pm over 24 weeks for each year.

ENTRY QUALIFICATIONS

Students applying for this programme should hold a Level 3 Child Studies qualification and have a miniumum of one years post-qualifying experience. Mature students with no formal qualifications but with a wealth of experience working in an Early Years setting may apply.Also, you must have two days placement in an Early Years setting with an appropriate mentor.

WHERE COULD IT LEAD

Foundation Degree Arts (FdA) in Early Childhood Services

The Foundation Degree Arts (FdA) in Early Childhood Services is a 2-year degree focusing on the educational, social and health aspects of childhood (0 to 8 years of age). The degree also offers a part-time route taken over 3 or 4 years and is one of a number of degrees offered at the university college under Early Childhood Studies within the School of Culture, Innovation and Education.

The programme is specially designed to build upon the existing knowledge of students who hold, ideally, level 3 qualifications and with a minimum of 2 years post qualifying work experience. The FdA will provide opportunities to continue in work whilst you learn, build on existing skills and to widen the participation of the early year’s care and education workforce including those from backgrounds of health and social care, social work, education and childcare; working within the remit of children’s services. The programme is designed to integrate academic and work-based learning appropriate for a range of early childhood services. Successful completion of the FdA provides a progression route into a BA(Hons) Early Childhood Studies, offered at the college.

The Foundation Degree in Families, Parenting and Communities is offered on a part-time basis. This course is a new initiative from De Montfort University and Grantham College and incorporates a one year course - University Certification in Continuing Education (UCCE).

Tutor Training

Have you ever thought about training to teach adults?

The purpose of the City and Guilds 7303 scheme is to provide an introduction for those people who wish to train or teach. It is a qualification that will equip a wide range of trainers, facilitators and teachers with the necessary skills to support learners.

Teaching adults is a specialist area, adult learners have very varied backgrounds and life experiences, they may hold degrees or have left school early with very few qualifications.

Teachers of adults need particular skills that are different to those working in a school or with young people on vocational training. Teachers recognise that adult learners are generally coming to courses because they have chosen to be there, and because the learning is relevant to their lives at the time.

City and Guilds 7303 (C&G 7303) is a stepping stone award and replaces the C&G 7302 and micro-teaching element of the old Certificate in Further and Adult Education Teaching (7307 stage 1).

C&G 7303 introduces candidates to delivering training and is ideal for trainers in commerce, industry, public and voluntary sectors or HM forces, who might not have had the opportunity to build up any teaching hours.

The C&G 7303 award is suitable for those who work, or want to work, as - • teachers/trainers/tutors in the lifelong learning sector and adult/community education • trainers of personnel in commerce, industry, public and voluntary sectors or HM Forces • technicians and support staff in further and adult education • part-time teachers in further and adult education provided they are qualified in the subject they intend

to teach by virtue of holding an appropriate professional qualification or employed in a training/teaching role. What constitutes an appropriate qualification is at the discretion of the training provider.

Assessor and Verifier Awards

These awards have been developed to support candidates in the process of becoming competent and effective assessors and verifiers in a variety of learning situations.

Qualification

The qualifications are accredited by nationally recognised awarding bodies. Candidates work through the distance-learning course materials at their own pace, and at times convenient to them.

Assessor Award

The course consists of two units covering the following areas:

• Unit A1: Assess candidates using a range of methods This unit looks at the role of the assessor using a range of methods, how the assessor contributes to internal quality assurance systems within an organisation and providing effective feedback to learners • Unit A2: Assess candidates’ performance through observation This unit looks at how the assessor uses observation to assess candidates, how to plan assessments and providing effective feedback to learners Verifier Award The verifier award involves one unit • Unit V1: Conduct internal quality assurance of the assessment process This unit looks at monitoring, reviewing and evaluating the internal assessment process and carrying

Early Years Professional StatusThe Government aims to have an Early Years Professional in every full day care setting by 2015 and one in every Children’s Centre by 2010.

The Children’s Workforce Development Council (CWDC) believes that it will be the role of the EYP to lead the Early Years Foundation Stage.

To achieve EYPS a practitioner will have to demonstrate that they meet 39 Standards across the 0-5 age range.

Pathways to Early Years Professional Status

There are 4 Pathways to achieve EYPS:

Validation Pathway - 4 months part-time (6 _ days contact time and one study day) • To access this Pathway an individual must be a graduate working in an eligible setting.

Short Extended Professional Development (EPD) Pathway - 7 months part-time (including validation) • To access this Pathway an individual must be a graduate working in an eligible setting.

Long EPD Pathway - 16 months part-time (including validation) • £4000 funding available for eligible settings. • To access this Pathway an individual must have a minimum of a Foundation Degree or equivalent.

Full Pathway - 12 months full-time • £5000 bursary. • To access this Pathway an individual must be a graduate.

Eligibility and CWDC Funding

To access the EYPS training/assessment programme on the Validation, Short EPD or Long EPD Pathway applicants must work in an eligible setting.

1. The EYPS programme is fully funded and the setting will receive funding for supply cover if the applicant’s setting is: private, voluntary, independent, a Children’s Centre, designated Children’s Centre or Family Centre.

2. The EYPS programme is fully funded for staff supporting Early Years settings employed by Local Authority, FE or HEI.
