The combined and collaborative approach to find a telecommunications solution that would deliver much needed cost and efficiency savings materialised when AdEPT Telecom contacted Pembrokeshire County Council to explain the ESPO Telecom Framework (contract 7). THE ESPO TELECOM FRAMEWORK (CONTRACT 7) The new Framework offers the lowest ever prices for line rental and call charges, including calls to mobiles reducing by over 50%, compared to the previous framework. It is available to all public sector bodies including schools nationwide. AdEPT Telecom PLC are the sole recommended supplier of landline calls, lines, ADSL, broadband, super-fast fibre broadband and SIP trunks, under the ESPO Telecom Framework. AdEPT has demonstrated its clear credentials to deliver low cost solutions that will enable public sector businesses to meet their operational and financial obligations. After reviewing the Framework and conducting a cost- benefit study of the offering, Pembrokeshire County Council agreed the contract with AdEPT Telecom. The handling of the changeover from BT was a key challenge overcome by the AdEPT-ESPO solution. THE OUTCOME Pembrokeshire County Council are now saving over £100,000 a year, with no hardware changes and no ‘technology refresh’ costs to impact on their capital budgets. As well as dramatically reducing direct costs, there have been reductions in administration and both operational and management costs. There has been no negative impact on services to the public either. The Council and AdEPT are now examining other potential efficiency savings and operational benefits. THE REQUIREMENT

After having the assistance for their previous arrangement, Brunts Academy required the assistance of a broker to help them identify the most appropriate and cost-effective insurance ready for the new school term.

THE SOLUTION

Brunts Academy used the national public sector Insurance Services framework agreement (RM958) following a recommendation from another Academy.

Developed collaboratively by the Pro5 consortium and GPS, the framework offers a range of options and suppliers to cater for the varying needs of different public sector establishments and it aims to deliver value for money through combining insurance spend.

THE RESULTS

Aon (the chosen broker) conducted a detailed analysis of Brunts Academy’s portfolio to determine their requirements, which included reviews of the sums insured and levels of excess. This resulted in a tailor-made solution in line with Education Funding Authority (EFA) requirements.

By using the framework, Brunts Academy saved 70% on broker fees (when compared to the previous year) and around 30% on the previous insurance premium.

Overall this meant they achieved a total saving of 36% on the previous arrangement (broker and premium) and they did not need to apply for the top up allowance from the EFA as they had done last year.

The new insurance programme will encourage Brunts Academy to proactively manage their risk as they will be entitled to a low claims rebate if their claims fall below a certain percentage of the premium.

Parents can now log on to the new Orchard Clothing website via their school link and select uniform from their own dedicated webpage in a matter of seconds.

Schools who wish to participate are issued with their own authorisation code and can view real time tracking of orders, financial detail and delivery information. Schools can also order uniforms for themselves, their kitchen staff, cleaners and caretakers.

A free monthly bulk delivery service is also available to schools to help reduce costs.

ESPO INSURANCE SERVICES FRAMEWORK – BRUNTS ACADEMY SAVES 36%

FRAMEWORK FOCUS FOR THE EDUCATION SECTOR

ESPO Contract 343 – Energy Performance of Buildings (Surveying, Assessment & Certification)All public buildings in England and Wales, including schools, with a floor area over 1000m2 have needed a Display Energy Certificate (DEC) and accompanying Advisory Report since 1st October 2008.

These DEC’s need to be updated on an annual basis.

Changes in legislation now require buildings with floor areas over 500m2 to display a DEC and a number of schools will fall into this category.

DEC’s for buildings over 500m2, but less than 1000m2 are valid for 10 years.

The Certificate must be displayed in a prominent place that is clearly visible to members of the public and should be no smaller than A3 in size.

The Advisory Report, which accompanies the DEC contains a range of possible improvements, including cost-effective measures that may be implemented to improve the energy performance of the building.

If you have more than one building that meets the criteria detailed above, you will need a certificate for each building.

ESPO has a renewed framework of suppliers who can complete DEC’s .

The framework is designed to offer a simple and effective route to purchasing a service to meet all requirements relating to the Energy Performance of Buildings directive and energy surveying in general. This encompasses all of the measures being introduced via the legislation so that users will be fully compliant.

Did you know that ESPO have procedures in place to randomly test the prices of our products against other leading educational suppliers from both the public and private sectors? This is to ensure that we continually deliver our promise to provide our customers with great value.

Throughout July and August we randomly checked 20 customer orders and found that 18 (90%) were cheaper when compared with alternative suppliers, including the likes of Notts. County Supplies, YPO, West Mercia Supplies, The Consortium and Kent County Supplies.
