IMPLEMENT PILOTS ON PUBLIC BUILDINGS BY USING AUTOMATED COMMERCIAL OVER-THE-COUNTER SYSTEMS (COTS) IN ORDER TO OPTIMIZE ENERGY- EFFICIENCY RELATED PARAMETERS.
