Thethree-phasePortsmouthNavalShipyardprojectishelpingtheNavymeetitsenergy,water,andcarbondioxide(CO2)reductiongoals—allwhilemakingbadlyneededimprovementstotheshipyard’sheating,cooling,electricandinfrastructure.ThishelpstheshipyardmeetitsmissionandincreasesecuritywhilemeetingnationalgoalstoreducetheFederalgovernment’sdemandonlimitedenergyresourcesandreducepollutionandgreen-housegasemissions.
In1998,PortsmouthNavalShipyardinKittery,Mainewasoneofthefirstcommandstotakeadvantageofenergysavingsperformancecontracts(ESPC)whenthefinancingtoolwasstillnewtoagencies.TogetherwiththeNavyESPCteamandtheArmyCorpsofEngineers,theshipyard’senergyteamselected
Ameresco,Inc.(thenHECEnergyandDesignServices)astheenergyservicecompany(ESCO).
The Initial ProjectsAmerescodevelopedESPCPhase1in1999,whichprovided$11millionininfrastructureimprovementstotheshipyard,includinga5.2megawatt(MW)combinedheatandpower(cogeneration)plantandimprovementstothesteamandhotwaterheatdistributionsystems.
AfterESPCPhase1wascompletedinDecember2000,electricutilityderegulationinMainecausedenergycoststofluctuatedramatically.Thesefluctuationshighlightedthebenefitsofimplementingadditionalenergyefficiencymeasuresattheshipyardasameansofreducinglong-termenergypricingrisk.
ESPCPhase2wasawardedin2002toinstalladditionalcost-effectivemeasureswithatotalinvestmentof$33.2million.Theprojectincludedanothermajorupgradeofthepowerplant,shuttingdownthe600poundspersquareinchgauge(psig)steamsystemandconvertingtosmaller,moreefficientsteamsourcesgeneratingat200psig.Theprojectconsistedofa5.5MWdual-fuelcombustionturbinecogenerationsystem,two70,000pound

dieselgenerators,completeshutdownofthecentralhotwatersystem,acompressedairdistributionsystemmaintenanceprogram,andshipyard-widelightingupgrades.
ConstructionwascompletedinMay2004.Mostoftheenergysavingsaregeneratedbytheinstallationoftheturbine-basedcogenerationsystems.Thecogenerationsystemsandpowerplantupgradesallowedthesteamturbinesandthe600psigsteamsystemtobeshutdown,andreducedelectricandsteamgenerationcostsdramatically.Theshutdownofthecentralhotwatersystemandimplementationofasteamtrapmaintenanceprogramreducedsteamuseandthermallosses,resultingindecreasedfuelconsumptionandpumpingfuelconsumptionandpumpingelectricconsumption.Thelightingupgradeandcompressedairimprovementsfurtherreducedelectricconsumption.
Ten Years of Verified SavingsMeasurementandverificationreportsconfirmthatthetotalprojectresultedinanactualcostavoidanceofmorethan$45millionsinceDecember2000.Theinfrastructureimprovementshavesaved71,944millionBritishthermalunits(MBtu)ofenergyandsevenmillion

BeforecomingtoFEMP,IservedasDirectorofOperationsforConEdisonSolutionswhereIledateamofengineersandprojectmanagerstoimplementenergysavingsprojectswithingovernmentandprivateinstallations.Whileinthisrole,Iworkedtoeducateenergyusersonalternativefinancemethodstoachieveenergyreductiongoals.Iwasalsoheavilyinvolvedinthemeasurementandverificationofenergysavingsresultingfromtheseprojects.
Earlierinmyengineeringcareer,Ibuiltaprogramtoprovideenergyservicestomajorindustrialclients.Itrainedandcoordinatedindustrialclientsonmethodstoproduceenergysavingswhileoperatinginashortfinancialpaybackenvironment.IamlicensedinmultiplestatesacrosstheU.S.andamaCertifiedEnergyManager(CEM)aswellasaLeadershipinEnvironmentalandEnergyDesignAccreditedProfessional(LEEDAP).

The Trend ContinuesBuildingonpastsuccesses,ESPCPhase3wasawardedinDecember2009andcompletedinDecember2010.“ThisisourthirdESPCenergyproject,anditwillsignificantlyaddtotheannualcostavoidanceof$5.6millioncurrentlyachievedfromourfirsttwoESPCprojects,”saidCaptainRodMoore,PortsmouthNavalShipyardPublicWorksOfficer.“Weareextremelyexcitedabouttheenergysavingsofthisproject,aswellasthecriticalinvestmentitprovidesinsomeofourkeyutilitysystems.”
ESPCPhase3installedtwonewvariablespeedcompressorstotheexistingcompressedairsystemthatwillserveastrimcompressorstoreduceenergyuseduringlighterdemandperiods.Variablespeedcompressorsuseaspecialdrivetocontroltheunit’sspeed,savingmoreenergythanitsfixedspeedequivalent.Additionally,theprojectrepairedthecondensatereturnsystemservingthehighestflowareasclosetothepowerplant.
Theshipyardisbeginningtoseesomeoftheanticipatedannualreductionof24,318MBtuand18milliongallonsofwater.Thisequatestoacostavoidanceofmorethan$8.4millionoverthe14-yearperformanceperiodofthecontractthatwillbeusedtorepayAmerescofortheirservices.Amerescoisnowintheirperformanceperiod,guaranteeingtheproject’sannualcostavoidancethroughJanuary2025.
Inadditiontothesavingslistedabove,Phase3willreducecarbondioxideemissionsby1,800tons,volatileorganiccompoundsby114pounds,nitrogenoxideby1.5tons,carbonmonoxideby500pounds,andsulfurdioxideby12tons.
An Overall SuccessAlltold,thePortsmouthNavalShipyardESPCprojectshavefinancedwellover$79millionofimprovementsthatareavoidingtheuseofalmost100thousandmillionBtusperyear.Majorgreenhousegasreductionsarealsoachievedasannually42,000tonsCO2reductionresultsfromtheprojects.FundamentaltotheESPCprocess,allimprovementsarepaidforfromavoidedcosts.Thesavings,guaranteedbythecontractor,areverifiedonanannualbasisandaresufficienttopayforthe$79millioninvestment.

Air Force to Quadruple its Solar Energy ProductionFornearlythreeyears,a14.2-megawattsolararrayspanning140acresatNellisAirForceBase,Nev.,hasheldthetitleofthelargestrenewableenergyprojectintheAirForce.Hundredsofmediaoutletshavepublishedstoriesfeaturingthelargedisplayofsolarpanels,andPresidentObamavisitedthesitelastyear.NowtheAirForceissettooutdoitselfwithplanstobuildthreenewsolararraysby2013thatareasbigasorbiggerthanthecurrentNellisproject.
ThreebasesintheSouthwestcouldsoonhavethelargestAirForcesolararrays.TheyareDavis-MonthanAirForceBase,Ariz.,LukeAirForceBase,Ariz.,andNellisAirForceBase,Nev.,whichhasplanstoexpand.

Plug-in Electric Vehicles Charging Stations Installed in DOE-Forrestal Building Parking GarageInthecomingmonths,mass-marketplug-inelectriccarswillbearrivinginshowroomsaroundthecountry.TheDepartmentofEnergyhasplayedamajorroleinsupportingthedevelopmentofelectricvehicles,batteriesandthestationsrequiredtore-chargeelectricvehiclebatteries.
