ERW Scrutiny Councillor Group – 29 September 2017 October 31, 2017 by Michelle Roberts Leave a Comment

The Chairs and Vice Chairs of all six local authorities’ Education Scrutiny Committees came together in Brecon for their bi-annual Scrutiny Councillor Group on the 29 September 2017. Detailed below are some of the conclusions from the Councillor Group that have been put into a letter to the Chair of the ERW Joint Committee.

Quota of Challenge Advisers The Managing Director updated the Councillor Group on the issue highlighted in a previous letter with regards to what is being done by local authorities to reach their full quota of Challenge Advisers. The Group heard that currently there are 45 full time equivalents in post of a target of 58 across the region. This gap was not in ability of ERW to close but is a challenge for individual Local Authorities to address. They heard that the formula currently used as part of the ERW agreement and how we actually manage capacity and staff across the region, needs to the looked at. Councillors welcomed the ERW Joint Committees decision to set up a Programme Board to review and monitor capacity. The Group asked for an update on progress on how this is progressing at our next meeting.

Business Plan 2017-2020 The Managing Director provided a presentation on the latest Business Plan 2017-2020. Councillors were pleased to hear about the new section built in that will measure impact/success. The group asked to receive updates on this section, at all future meetings, as it will form a standing item on our future Agendas.

Performance Management The Group heard that there is an ongoing programme of upskilling schools in performance management and in particular the upskilling of middle managers in schools so they are in a good position to deal with under performance.

The campaign to recruit teachers The Group were pleased to hear that the outcomes of this campaign so far is proving positive with twice as many applicants for the National Professional Qualification for Headship (NPQH) than there has been in previous years. Estyn Mark Campion from Estyn attended the meeting to discuss the ERW Estyn Inspection and to update us on the new framework for schools, local authority and regional inspections. In summary, Councillors heard that Estyn: will be visiting ERW in November 17 for follow up (Welsh Government had

asked Estyn to inspect the four Consortia and it has been agreed ahead of thateach will be follow up on 1 year after inspection). There is no further workbeyond this yet planned.

EducationThe group still felt that there are huge gaps in this legislationand guidance and there needs to be a political shift in this area.The Group recognised that is what outside the remit of ERWand therefore would encourage each local authority to maketheir concerns know to Welsh Government.

4. ERW UpdatesBetsan O’Connor update the group on:

• Business Plan and Estyn Inspection of ERW progressupdate –Betsan provided the Group with a presentation on the latestBusiness Plan 2017-2020. Informing the group that furtherinformation including short video clips are also available on theERW websiteThe Group heard that there is a new section built in that willmeasure impact/success. The group would like to receive anupdate on this section at each of their meetings.There is also an Annex to the report for each LA to give specificpriorities.

• Performance management of teaching staff – there is anongoing programme of upskilling schools on performancemanagement and in particular where teachers are not wherethey would want them to be. Have been upskilling middlemanagers in schools particularly, as they are in a good positionto deal with under performance.

• Recruitment of Teachers Campaign including reducingworkload leaflet. This has been positive there have been twiceas many applicants for NPQH than there has been in previousyears.

• BO informed the Group about the report by University of Bangorcall ‘Hurdles to School Improvement in isolated schools in ruralareas’ and an ERW related report based upon this. It wasagreed that they be discussed at the next meeting.

4. EstynMark Campion from Estyn attending the meeting to feedback onEstyn Inspection and give and update on arrangements for localauthority and regional inspection. The following was discussed:• Estyn visiting ERW in November 17 for follow up (Welsh

year as part of an individual LA inspection. • There is now a new cycle of school inspections under the new

framework following last year’s pilot. • The Group asked about the inclusion in post 16/6th form in

inspection, highlighting that there had not been much focus on this aspect. The group heard that Estyn plan to address this deficit in intelligence in its inspections including the post 16 oversight by each Local Authority. There will be more prominence of Post 16 and 6th Form in inspections moving forward.

• Group were pleased to hear that Estyn are keen not tooversimplify in their judgements recognising the complex nature of the work within schools and the LA; and also in the work of other services that support education like play sufficiency, pupil voice, pre-school and early intervention and youth services.

• Like to see local authorities clearly working to improveoutcomes of and celebrating the success of vulnerable learnings in particular.

The Group thank Mark for attending the meeting and providing this useful information.

5. Work Programme update from each local authorityAn update on the current scrutiny work programme in each localauthority was discussed.

6. Next steps agreed

1. That a letter detailing outcomes of this meeting be sent to theJoint Committee.

2. Letter to be written to the Minister inviting her to attend a futuremeeting to discuss her vision for regional working in educationmoving forward for this region and across Wales.

3. Betsan O’Connor will provide the following information for thenext meeting:

• Measuring Impact report• Session on verified date including comparisons across

region and with other regions.• Progress with Programme Board• Looking at the impact of poverty in rural areas

4. A Blog be written and shared on the scrutiny event today.

5. The next meeting will take place on 9 March 2018. It will behosted by Carmarthenshire Council.

Elective Home Education This issue was raised following the response to our letter from the Welsh Government Cabinet Minister for Education. We still feel that there are huge gaps in this legislation and guidance and that there needs to be a political shift to address this. We did however, recognise that it is outside the remit of ERW and therefore would encourage each local authority to make their concerns known individually to Welsh Government.

LETTER FROM SCRUTINY

The Joint Committee was informed that the Chairs and Vice Chairs of all six Local Authorities had held their bi-

annual Scrutiny Councillor Group in Brecon, on 29th

September, 2017 and received their conclusions and

recommendations arising from the topics discussed which had included Quota of Challenge Advisors, Business Plan

2017-2020, Performance Management, the campaign to recruit teachers, Estyn and Effective Home Education. It

was recognised that some of these areas were outside of the scope of ERW, however, it was beneficial for the Group

to work collaboratively in sharing experiences and good practice across the region.

Councillor Ellen ap Gwynn welcomed the concerns and issues raised in the letter which were shared by the Joint

Committee and being addressed insofar as they fell within its remit. The Managing Director of ERW advised that

much of the membership of the Scrutiny Councillor Group had changed following the recent elections and so the

meeting on the 29th

September 2017 had been an opportunity to inform new members of ERW’s role.

It was the first meeting of the new municipal year and as such we discussed our role, role of ERW and the wider education consortia across Wales. While discussing the issues that this entails it was suggested that we invite you to our next meeting to discuss Education Consortia in Wales and their role in the future.

Terms of Reference

Aims

The purpose of the group is to

• help ensure the best educational outcomes for children in the ERW region bysupporting effective scrutiny

• To support consistent scrutiny across the six councils• To share scrutiny good practice• To encourage shared scrutiny approaches and avoid the duplication of

scrutiny work• To provide critical and objective challenge to ERW on topics of interest as

required• To contribute to the good and effective governance of ERW

Assumptions

• Scrutiny of ERW takes place through the scrutiny arrangements of individualcouncils

• In each council the cabinet member(s) responsible for ERW will be held toaccount by education scrutiny chairs/vice chairs from across the region

• The group is an informal coordinating mechanism not a formal committee• The group will share its work and publish key documents• The group will continue to develop and refine its role and its work

Membership

• The group is for scrutiny members with an education improvement role• Up to two scrutiny members from each council including for example the

education scrutiny chair / convener• Membership is flexible and replacement scrutiny members will be allowed• Scrutiny support officers and appropriate observers should attend

Meetings

• Two meeting to be held a year in or around February and September• Councils to take it in turns to host the meetings (see list below)• Meetings will be chaired by a scrutiny councillor from the host council• Each meeting will:

o Provide an opportunity for scrutiny councillors to share work plans,scrutiny outcomes and good practice

o Give scrutiny councillors an opportunity to discuss topics of interestwith representatives of ERW

• Discussion topics to be agreed in consultation with ERW• Each meeting will provide a report back to ERW via a letter from the chair

• The letter from the Chair ERW Scrutiny Councillor Group will be directed toand responded to by the Chair of the Joint Committee, the letter and responsewill be agendered at a Joint Committee meeting.

Support

Lead support to be provided by the City and County of Swansea Scrutiny Team and to include: • Facilitation of the bi annual member meeting agendas (including standing

item for the co-ordination of work plans) • Preparation of discussion points / questions before meetings• Drafting of letters• Collation of action points and discussions• Arranging/ and recording the meetings of scrutiny officers as required• Preparation and publication of key documents including agendas, work plans

and letters

Support from each Council to include: • Provide 6 monthly scrutiny work plan summary for own council including

outcomes and forward look • Provide scrutiny good practice examples as appropriate• Host and chair meeting once every three years

Contribution from ERW: • A simple lunch for each meeting• Virtual space / discussion area to be developed on the ERW website• Provide support and information as required by the ERW Scrutiny Councillor
