ERP 1 Fire

Emergency Preparedness plan Objective: To help evacuate all employees, in the safest and quickest possible manner, to a safe location in case of an emergency situation, particularly in case of a fire in the accommodation camp. Procedure to be followed: ♦ The person who detects the fire must sound the fire alarm by using the

break glass unit (if provided) and/or rush to the Camp boss’s room, shouting “Fire – Fire”, to inform him of the location of the fire. In case the camp is not provided with a break glass unit and automatic fire alarm system, a manual alarm should be sounded.

♦ All employees must vacate the room, on hearing the fire alarm, and proceed to the assembly point for a roll-call and wait for an all-clear signal.

♦ The Fire fighting crew should report at the camp boss’s room, on hearing the fire alarm, and then, proceed to the scene of the fire to start the fire extinguishing operations.

♦ The First aid crew should also report at the camp boss’s room and wait for further instruction.

♦ The Camp boss must rush to his room (office), on hearing the alarm, and coordinate all activities such as fire fighting, arranging first aid and informing all those concerned. He should remain in his room & should move out only if he faces imminent danger.

♦ Based on the feed back received from the scene of the fire, the camp boss must mobilize additional resources.

Responsibilities/ duties: Camp boss: ♦ Assumes the role of Incident Manager in case of a fire in the camp. ♦ Rush to the room / office, on hearing the fire alarm. ♦ Initiate the manual alarm on being informed about the fire, if the camp is

not provided with an automatic fire alarm and break glass units. ♦ Check with the initiator of the alarm about the location of the fire. ♦ Direct the fire fighting crew with appropriate instructions. ♦ Depending on the severity of the fire, decide on informing the Fire/ Police/

Hospital and Head Office personnel. ♦ Use the first aid crew to assist the evacuation, to collect information from

scene of the fire, to send information to the scene of fire, to transport the injured (if any) to the hospital, to mobilize additional resources (if required) from the assembly point, etc.

♦ Direct the Head of the first aid crew to the assembly point for a head count. ♦ Assist the Fire dept./ Police and decide on sounding the all-clear alarm,

considering the situation

Fire fighting crew:

♦ Rush to camp boss’s room/ office, on hearing the alarm. ♦ Understand the location of the fire, type of fire, etc. ♦ While proceeding to the scene of the fire, collect additional fire extinguishers

on the way. ♦ Assess the situation before initiating the fire-fighting operation. ♦ Formulate a strategy, among yourselves, to fight the fire. ♦ Do not take unnecessary risks. ♦ If the fire is uncontrollable, retreat and inform the camp boss. ♦ If the fire squad arrives, assist them from behind, if required; otherwise

withdraw from the scene.

First aid crew: ♦ Rush to the camp boss’s room/ office, on hearing the alarm. ♦ Help people evacuate, after receiving the camp boss’s instructions ♦ Assist the injured to medical aid. ♦ Be a messenger between the scene of the fire and the camp boss. ♦ The Head of the first-aid crew must rush to the assembly point for a head

count and thereafter, direct the crew members in case of any missing persons.

♦ Ensure that there is no panic or commotion in the assembly point.

Person noticing a fire: ♦ If it is a small fire and you are confident of extinguishing it yourself, do it. ♦ Otherwise, sound the fire alarm using the break glass unit, if available. ♦ Rush to the camp boss’s room and give details of the fire. ♦ Follow further instructions from the camp boss.

All other residents of the camp: ♦ Proceed to the assembly point, on hearing the alarm. Do not panic. ♦ Do not crowd around the scene of the fire. ♦ Wait for the roll-call or the all-clear siren.

Other guidelines ♦ The Camp boss is responsible for identifying the fire-fighting crew and the

first aid crew, in consultation with the concerned Project Manager and to ensure that they receive the appropriate training at regular intervals.

♦ They are also responsible for identifying a suitable location for the roll-call assembly.

♦ An Emergency drill should be conducted once in three months. ♦ A Fire alarm system and an adequate amount of fire extinguishing media

should be available, at all times, at the camp. These must be properly maintained and records maintained to that effect.

♦ Based on local conditions at each camp, this plan has to be suitably altered to include the actual names of persons and locations. The finalized plan should be made available at the camps for public viewing. The experience gained by the site during mock drill can be used to fine-tune the plan.

♦ For all those involved in this emergency plan, suitable alternative nominees should be named and they shall be communicated to, officially to that effect.

ERP 2 Major accident at site

Emergency Preparedness plan

Objective: To provide first aid assistance to the victim(s) of accident in safest and quickest manner in order to save life.

Procedure to be followed:

♦ Emergency situations (major accident) shall be reported to the incident controller (Site in charge) immediately.

♦ If the injured person is in conscious state, then remove to a safe location if it’s safe to do so or leave to the location and call immediately site in charge or first aider available at site. Brief him about the accident and condition of victim.

♦ If the accident is due to fall from a height, a possible internal damage must be taken into consideration and hence, movement of the injured must be minimal.

♦ If you are not trained in administering first aid, do not try give first aid call trained first aider if available at site or call ambulance by dialing 999

♦ Inform client focal point about the emergency situation and seek immediate help (If applicable)

Roles and Responsibilities

Site in charge (Incident Controller)

♦ Once receive information about medical emergency required at site, summon the first aider and rush to the scene of accident.

♦ Informed General Manager and Management Representative at HO immediately and also focal point of client (if any)

♦ Access the situation of the victim and decide to call ambulance. ♦ Monitor first aid administering by trained person and preserve the scene

of accident till the investigation completed. ♦ If the situation is stable then prepare incident report (SF/FR-01) and

initiate the investigation process. ♦ Site in charge shall identify emergency response team (including, fire

fighters, first aider and supporting team) at site.

First Aider

♦ Rush to the scene of accident once you receive information. ♦ Access the situation before start of administering first aid. ♦ Conduct ABC analysis on the injured person and shall do the needful until

medical assistance arrives. ♦ Assist the injured to medical aid. ♦ Give feed back to incident controller (site in charge) about the victim

ERP 3 Spillage

Emergency Preparedness plan

Objective: To minimize the potential effects on environments that could result from an oil spill, occurring within EMCO facilities (Camp, Warehouse, workshop & worksites).

Classification of Spill

Minor Spill: A minor spill is one that usually presents little or no hazards to person or property and is small enough to be safely cleaned up using the emergency spill kit. Major Spill: A major spill is one that can’t be contained safely with the materials on the site, threatens safety to life, or threatens to enter sewer system or travel beyond the boundaries of property to endanger the environment. Emergency services shall be contacted.

Procedure to be followed:

♦ Immediately alert the area occupants and notify the incident controller (Site in charge) and evacuate the area if necessary

♦ Attend to any people who may be contaminated. Contaminated clothing must be removed immediately and the skin flushed with water for not less than fifteen minutes. Clothing must be laundered or properly disposed off.

♦ If volatile, flammable material is spilled, immediately warn everyone, control sources of ignition and ventilate the area

♦ Protect the floor drains, ditches and other means of environmental release. Spill socks and absorbents may be placed around the drains, as needed.

♦ Contain and clean up the spill. Loose spill control materials should be distributed over the entire spill area, working from outside, circling to the inside. This reduces the chance of splash or spread of the spilled material.

♦ When spilled materials have been absorbed, use a brush and scoop to place a material in an appropriate container. Polythene bags may be used for small spills.

♦ Complete waste sticker, identifying the material as spill debris involving XYZ chemical and affix onto container. Contact your HSE department advice on storage and packaging for disposal.

♦ Decontaminate the surface where the spill occurred using a mild detergent and water, when appropriate.

Hierarchy of control Stop Spill: Stop the source of the spill immediately if safe to do so, appropriate to the

chemical type (refer material safety data sheet). This will reduce the level of contamination and impact on the environment.

Contain Spill: Control the flow and contain the spill appropriate to the chemical type (refer

material safety data sheet). Prevent the spill from entering the sewer system by isolating or blocking off drain inlets.4

Clean up the Spill: Clean up the spill promptly by the following the relevant material safety

data sheet Roles and Responsibilities:

Site In charge

♦ Site in charge will act as spill incident controller. His prime responsibility for coordinating the response to emergencies including oil spills.

♦ Site in charge shall be responsible for forming spill control response team at site, and also getting trained of response team.

♦ All the spills, regardless of size, should be reported as soon as possible to the Site in charge and he will determine whether the spill has the potential to affect the environment outside of the facility.

♦ Site in charge shall be responsible for arranging and maintaining of spill control kit at site all time.

Spill Control Response Team:

♦ Contact spill incident controller (site in charge) after getting information about oil/chemical spill and rush to the scene.

♦ Know about the chemical/oil by referring material safety data sheet ♦ While proceeding to the scene carry spill control kit and suitable fire

extinguisher on the way. ♦ Wear suitable personal protective equipment before start of clean up

activity.
