Introduction The Advanced Traceability and Control program, commonly referred to as “ATAC” is the Navy’s first logistics pipeline to truly couple logistics and transportation into a single physical distribution system. It is essentially a hub and spoke operation in which DLRs (Depot Level Repairables) are collected and consolidated at satellite locations, knows as nodes, where fleet activities are concentrated. The consolidated DLRs are forwarded to be repaired or stowed to the appropriate DOP/DSP (Depot Overhaul Point/Depot Storage Point).

eRMS (Electronic Repairable Management System) provides asset visibility from “cradle to grave” during the entire transit of the asset. When the ATAC Node receives the DLR in eRMS, it assigns accountability for the material to ATAC. eRMS provides a web link to the shipping carriers thus providing in transit visibility from the time it was received at ATAC to the time it is received at its final destination.

Most of the items that will be received by an ATAC Node will be from an eRMS unit and will have the bar-coded DD1348-1A (Doc IDs BC2, BMD, R&R, D6A/K, A5A, and A5E). However, there will be occasional non-eRMS unit (e.g., submarines and FMS units, utilizing Doc ID BC1) that will want to utilize the ATAC Node.

Processing an item in eRMS utilizing the ATAC module involves three steps. These include “Receiving” the item in eRMS, “Screen/Pack/Ship”, and “Manifesting”. eRMS Web Site: Go to the eRMS web site at https://erms.navsup.navy.mil/erms/

Log in to eRMS procedures: If you have one UserID for eRMS, select ‘Continue to eRMS.’ If you have more than one UserID, click the ‘Select User Account’ drop down menu and select the appropriate account to complete transactions in eRMS.

Receipt Process: It is important that all non ATAC exclusion items be received in eRMS immediately so that carcass tracking will be turned off for the turn-in Activity and SIT initiated for items that require it. For NRFI receipt: select “Process DD1348” and then “Manual Receipt Entry”. For Engine receipt: select “Engines” and then “Manual Engine Receipt Entry”. For RFI receipt: select “RDO and RFI” and then “Receipt RFI Offloads”.

Though the next screen will have different titles (i.e. Manual Receipt Process, Engine Receipt Process, and Receipt RFI Offloads) depending on what item has been received, the process is similar. eRMS will ask for the Document Number, NSN/Engine Module, Doc ID, and Received from UIC. Utilizing a handheld scanner, scan the barcodes from the DD1348-1A that correspond to the required fields. Select “Submit”.

The Item Receipt is now posted in eRMS.

Items that were received in eRMS but have not been through the Screen/Pack/Ship process can be viewed. Return to the “Main Menu” and select “Process DD1348.” From the “Process DD1348 Sub Menu,” select “Receipts In Process”.

Screen/Pack/Ship Process: For non-engine items, select “Screen/Pack/Ship” from the “Process DD1348 Sub Menu.”

For engines, select “Engines” and then “Engine Pack/Ship”.

To Screen: Select this option if the item needs screening. Utilizing a handheld scanner, scan the barcodes from the DD1348-1A that correspond to the required fields and select “To Screen”. Select “Continue”.

Enter the Serial Number and select “Continue”.

Select the applicable part number. If a part number is not listed, select “Part Number does not match”. eRMS will try to match the Part Number to the correct NSN. If Part Number is not in the database, the item will be sent to Deep Screen for technical screening.

Note: RFI D6A will be inspected and certified by the TARP Representative. Select the appropriate link as recommended by the TARP Rep:

“Continue Processing A-COND RFI” will generate a Doc ID D6K DD1348-1A. “Downgrade to F-COND” will create a Doc ID BC2 DD1348-1A. “Return to Customer” will reject the item back to the customer. “Cancel” will cancel the transaction.

If the item is confirmed as RFI, select “No Deficiency/OEM Pack, select “To Shipping” or “To Heavy Packaging”. If item is NRFI, select the deficiencies discovered.

Enter weight, cube, length, width, height and select “Continue”.

To Heavy Packaging: Select this option if an item needs heavy packaging. Utilizing a handheld scanner, scan the barcodes from the DD1348-1A that correspond to the required fields, select “To Heavy Packaging”, and click on the “Continue” button.

Select the reason for turning over to packaging and then select “Continue”.

Enter weight, cube, length, width, height and select “Continue”

To Shipping: If item has not gone through the screening process, below error message will appear on the screen.

Select if item has already been screened. Utilizing a handheld scanner, scan the barcodes from the DD1348-1A that correspond to the required fields, mark the “To Shipping” dot, and click on the “Continue” button.

Local RFI Stow: Select this option if the RFI item is being stowed in the local warehouse. Return to the “Create ATAC Manifest Sub Menu” and select “Local RFI Stow.” The following screen will appear.

NOTE: This option is rarely populated because local DDC's that are co-located with FLC (FISC) activities are no longer stock points. Local DLA Disposition Services: Select this option if the item is being shipped to DLA Disposition Services. Return to the “Create ATAC Manifest Sub Menu” and select “Local DLA Disposition Services.” The following screen will appear.

Local Delivery: For local delivery, return to the “Create ATAC Manifest Sub Menu” and select “Local Delivery.” Like Local RFI Stow, this option is rarely populated.

Carcass Express: Select this option from the “Create ATAC Manifest Sub Menu” if an item is Carcass Express. Select the Document Number and click on “Enter Shipment Data.”

eRMS must reflect a Mode value of ‘T,’ a SCAC Code of ‘ATAC,’ and no Carrier Tracking Number for the desired manifest to send the data to Shipment Manager. Select “Create Manifest” to proceed for a Carcass Express Manifest.

Co-Locator: Select this option from the “Create ATAC Manifest Sub Menu” if item is Co-Located with the DD.

OCONUS NODE to CONUS: Select this option from the “Create ATAC Manifest Sub Menu” if the item is Routine. From the Carrier drop down box, select “AMC” if shipping via AMC military flight or “Commercial” if shipping via a commercial carrier. From the Destination drop down box, select “Hub” if shipping to an ATAC Hub or “Final Destination” if shipping to a DOP/DSP. Select the Document Number select “Enter Shipment Data”.

ATAC Exclusions: ATAC Exclusion Items (refer to P-485, Vol. 1, Section 8323, Para. 2):

1) Classified or Electronic Key Management System (EKMS) Material

Classified Processed IAW TYCOM 4440.2 and SECNAVINST 5510.36

EKMS Physically Handled by EKMS Custodian

2) Hazardous Material that is Not Certified for Shipment … Normally Sent to Nearest Defense Depot if there is no HAZMAT Certifier on Board.

3) Radioactive Material: All items with a Special Material Content Code (SMCC) of R or X or a Special Material Identification Code (SMIC) of RS or RE.

4) Consumable Items: All items with a Material Control Code (MCC) other than D, E, G, H, Q, or X are excluded from ATAC, except for special projects.

5) Controlled Inventory: All items with a Controlled Inventory Item Code (CIIC) of A-H, K-L, N-T, 1-6, or 8-9, including all Arms, Ammunition, and Explosives (AA&E).

6) Strategic Weapons Systems (SWS): All items with a Cognizance Code (COG) of 2P, 2X, 4P, 4X, 6A, 6H, 6P, 6X, 8P, or 8X.
