Proposal of Alternative Noise Monitoring Location for Construction EM&A Programme
Ho Fook Building (N2/NM2) and Chancery House (N5) are the noise monitoring stations for the
construction phase EM&A programme as identified in the approved EM&A Manual for the
Project. Prior to the commencement of the construction of the Project in 2011, access to N5 was
denied and thus the baseline noise monitoring and impact noise monitoring was carried out at
the adjacent building, Chancery Mansion (N6/NM6), until the temporary suspension of the
construction EM&A programme in May 2018. As the recovery works at Block 4 will commence
on 15 June 2020, the construction EM&A programme and the associated construction noise
monitoring needs to be resumed. However, based on a site visit conducted by the ET on 28 May
2020, no access could be obtained at N2/NM2 or N5 as no security guard and owners’
corporation (OC) were found. N6/NM6 was found demolished and under re-construction.
A search for alternative noise monitoring locations along Old Bailey Street and Chancery Lane
was carried out by the ET on 28 May 2020. The ET has identified that the 2nd floor of Block 3 at
Tai Kwun (N2a) and outside the boundary wall of Tai Kwun along Chancery Lane (N5a) are
appropriate alternative noise monitoring locations for N2/NM2 and N6/NM6, respectively. ET’s
proposal on alternative monitoring locations (the Proposal) and relevant justifications are
enclosed for your review. The Proposal has been approved by the Jockey Club CPS Limited
(JCCPS) and Authorised Person (AP), and verified by the Independent Environmental Checker
(IEC) of the Project. JCCPS and AP’s agreement and IEC’s verification letter are enclosed for
your reference.
On behalf of the JCCPS, we are pleased to submit 3 hard copies of the captioned proposal for
your approval under Condition 3.1 of EP-408/2011/C. A CD containing the soft copy of the
captioned proposal (in pdf format) is also enclosed.

The findings for the alternative noise monitoring locations are summarised in Figure 1.1 and
Table 1.
The 2nd floor of Block 3 at Tai Kwun (N2a), which is located away from restaurants, is found
suitable and available to be an alternative noise monitoring location for N2/NM2. As N2a is
located relatively close to N2/NM2 (about 30m apart), the noise environment at N2/NM2 and N2a
is expected to be similar and the baseline noise level at N2/NM2 presented in the Baseline Noise
Monitoring Report for the Project is considered applicable to N2a. Also, N2a, which has a direct
line of sight towards Block 4 (where construction works will be carried out and likely to have
noise impacts), is located closer to Block 4 than N2/NM2 and thus considered as a
representative noise monitoring location. Care will also be taken to minimise disturbance to
tenants of Tai Kwun on the 2nd floor of Block 3. It is confirmed that N2a has fulfilled the
requirements on noise monitoring locations stated in the approved EM&A Manual. Measurement
will avoid any extraneous noise from public and music events within Taikwun. It is considered as
façade noise measurement at N2a and correction to the noise monitoring results is not required.

No suitable buildings for noise monitoring was found along Chancery Lane. A microphone is
proposed to be set up approximately 6-7m above ground near the boundary wall of Tai Kwun
(N5a), about 1m above boundary wall, as alternative noise monitoring location for N5. As N5,
N6/NM6 and N5a are located relatively close to one another (within 30m apart), the noise
environment at N5, N6/NM6 and N5a is expected to be similar and the baseline noise level at
N6/NM6 presented in the Baseline Noise Monitoring Report for the Project is considered
applicable to N5a. Care will be taken to minimise disturbance to occupants/ residents along
Chancery Lane. It is confirmed that the condition at N5a has followed the requirements stated in
the approved EM&A Manual. Measurement will avoid any extraneous noise from public and
music events within Taikwun. As the nearest reflective surface of the buildings across Chancery
Lane is at least 8m away, noise measurement at N5a will be considered as free-field and a
correction of +3dB(A) would be made to the noise monitoring results.
The proposed changes of noise monitoring locations are summarised in the table below.

Due to accessibility problem at all possible noise monitoring
locations along Chancery Lane, microphone is proposed to be

In accordance with ISO 1996-2:2007 - Acoustics - Description,
measurement and assessment of environmental noise - Part 2:
Determination of sound pressure levels, free-field microphone
position is where there are no reflecting surfaces other than the
ground close enough to influence the sound pressure level.
The measurement location (N5a) is more than ~8m away from
the nearest reflective surface of the buildings across Chancery
Lane (as shown in figure below), and therefore, it is considered
as free-field noise measurement.

Due to accessibility for the possible noise monitoring locations
along Old Bailey Street, 2/F of Block 3 at TaiKwun (N2a) has
been proposed which is near the shops and away from
restaurants at TaiKwun. It is also near the original noise
monitoring location N2/NM2.
N2a is located at approximately 1m away from the building
façade (as shown in the photo below) and thus it is considered
a façade noise measurement.
