Background Alberta Education has provided an annual grant of $716,000.00 per year for three years (2008-09; 2009-10; 2010-11) for school jurisdictions in the Edmonton Regional Learning Consortium (ERLC) region to provide curriculum implementation support, which aligns with Alberta Education’s Curriculum Implementation schedule. The grant deliverables request that a comprehensive plan that meets the expectations of Alberta Education and matches the needs and direction of zone three districts is developed. The regional plan is based on the Alberta Regional Professional Development Consortia (ARPDC) beliefs surrounding curriculum implementation (Appendix A – Beliefs about Curriculum Implementation) as well as components identified in the Guide to Comprehensive PD Planning (www.erlc.ca). The ARPDC believes that effective implementation requires the development of a plan that focuses on effective collaboration, support for teaching practice that aligns with the content being implemented and learning opportunities that model effective adult learning.

Collaboration and communication are the most essential elements for developing a regional plan to support implementation. Effective curriculum implementation is a shared responsibility for all stakeholders and the ERLC facilitates a collaborative process, primarily through advisory committees, to support stakeholders with their work supporting implementation. Consultative structures that model collaboration lead to deeper understanding about effective implementation approaches and a shared commitment to supporting adult learning for students’ sake.

Learning opportunities provided are designed to build teachers*, (e.g., *all those involved with supporting student learning) capacity and practice. ERLC programs have the potential to support a teacher’s practice and professional growth plan based on the knowledge, skills and attributes required for permanent certification. ERLC programs are based on the content of the program of studies and/or the intent of ministry initiatives and instructional and assessment strategies that have the potential to best support student learning.

Effective adult learning is meaningful, purposeful, timely and provided through a variety of learning opportunities. Adult learning is developmental and contextual, interactive, continuous and reflective. A wide variety of program designs exist and when developed in a comprehensive manner have the potential to form a most effective comprehensive plan. Effective implementation plans must be systemic, systematically planned and sustained to best support adult learning for students’ sake.

Effective curriculum implementation leads to a change in practice that enhances student learning. The ERLC Curriculum Implementation Plan is designed to support teachers and is based on consultation with zone three advisory committees, session feedback and conversations with district contacts. (Appendix B - Fall Advisory Committee Meeting Summary and Appendix C the list of 2008-09 advisory committee members.) We view our work as “support for implementation” being the end result, and use the ARPDC beliefs about successful implementation to guide our work. Planning for effective professional development programs, using the Guide to Comprehensive PD Planning, is the format and process we follow to reach our end. Regional Characteristics The following project plan has been developed with consultation, advice and direction from the regional advisory committees (fall 2008) (Appendix B/C) and a gathering of district contacts in June 2008 (Appendix D). The districts send representatives to the advisory committee – as they are able – dependent on district resources. The ERLC facilitates learning opportunities for eighteen school districts as well as charter, private and band schools in our region. The 18 districts in the ERLC region that had opportunities to be involved with conversation about a regional plan to support implementation and that may have sent representatives to fall advisory committee meetings, June planning meeting for district contacts or the fall curriculum coordinator meeting include:

• A large number of districts with diverse needs including jurisdictional and AISI priorities. • A large geographic area. • Districts that must travel a distance to attend sessions in Edmonton, (e.g., 6 districts

include schools more than 3 – 5 hours away from Edmonton). • District who are increasingly using technology to access professional development. • Jurisdictions with limited access to supply teachers. • Districts that have a significant percentage of new teachers including teachers from out

of province who are not familiar with the Alberta Program of Studies.

General Deliverables 2. Annual proportional funding in the amount of $641,000.00 is provided to the consortium for implementation of new and revised programs of study according to the Implementation Schedule, strategic priorities outlined in the Alberta Education Annual Business Plan, and other priority programs in their respective zones / areas. During the 2008-2009 Consortia year, professional development and support activities will be provided for subjects and grade levels to be implemented are in preparation for the 2008-2009 and 2009-2010 pre-implementation and mandatory implementation years. Connecting the Dots ERLC Goals Vision: “Partners in Adult Learning for Students’ Sake” Outcomes ERLC will model a responsive service oriented approach through collaborative practices Actions Each School jurisdiction was invited to send a representative to a planning meeting in June (Appendix D). The group provided advice and direction to the building of the regional implementation plan; and will provide ongoing feedback about the plan, communicate the intent of the plan, gather evidence of success within their organizational network, identify future regional needs based on district needs and collaborate together to share lessons learned. ERLC facilitates 8 – 10 different advisory committee meetings that meet between 2-3 times a year. Appendix C – advisory committee list for 2008-09. The fall meetings provided advice and direction for program planning. Appendix B –September 2008 ERLC advisory committee meeting summary. Executive Directors work collaboratively and meet formally between 4 – 6 times per year. Informal meetings, including emails and phone conversations are very frequent!

General Deliverables a. Each consortium, in consideration of the ARPDC goals, will work collaboratively with regional advisory committees (comprised of representatives from school authorities) and with one another to develop implementation plans, strategies and opportunities to meet provincial and locally identified needs in congruence with provincial direction.

o Math regional team is based on secondment contracts with EPS and Greater St.Albert Catholic for a total of 1.25 FTE. consultant time. The regional team members provide support to districts in the form of “district days”. This approach assists in getting professional development closer to the district.

• Find someone to identify all of the pd sessions available for high school science teachers – post links to other sessions on ERLC site and plan ERLC sessions at times that coordinate dates. (e.g., ATA Science Conference www.

• Plan a session with Learner assessment about changes to the diploma exam

• Explore offering sessions with teachers that model using DL ( emerging technologies) in their classrooms.

General Deliverables d. The consortia plan will be responsive and build in flexibility to best serve the needs of school authority personnel within the area or zone in their efforts of providing quality learning opportunities for students. Consortia would offer a wide variety of learning opportunities and approaches which would include provision for such activities as capacity building, familiarity with programs of studies, facilitating assessment practices, establishing communities of teaching and learning practice based on related research, and assisting school authorities with their implementation plans. Emerging technologies will allow for increased variety for adults to learn.

Action Based on input from the curriculum coordinator meeting (Fall 2008) and the June 2008 meeting with district contacts the zone has requested that support be provided for:

- PD Leadership Capacity ( additional support to join the math and social studies funds)

- Each advisory committee requested that we provide learning opportunities using

various emerging and existing technologies. (Appendix I). It is expected that the DL grant will offset the costs associated with this pd development work however in the spirit of “connecting the dots” various ERLC team members will be involved.

The districts also requested (June 2008 meeting) that future implementation models and approaches should include these components:

- Flexibility, based on grant deliverables and ERLC mandate, to meet jurisdiction plans to support implementation

- When possible a regional team of consultants that can support “district days”

- Management of project by ERLC ( budget, reporting, coordination, logistics, project leadership including working with the regional team)

- PD Leadership capacity (programs/series to support pd leaders – e.g., adult facilitation skills, development of pd resource and support for district pd leaders to attend session and then return to district to share. ( pd leadership capacity dollars)

- Access of “big names” at the beginning of an implementation project

Connecting the Dots ERLC Goals Vision: “Partners in Adult learning for students’ sake” Outcomes ERLC will model a responsive service oriented approach through collaborative practices Actions On Sept 23, 2008, ARPDC invited other provincial PD providers (Galileo, ATA, U of C, U of A, U of L, AE, 2Learn, and ADETA) to a meeting to explore how we could work together, specifically related to technology mediated PD, a second meeting was held in November with additional meetings being planned for the new year. A facilitator was hired to begin the process of establishing a plan of how we can successfully work together. A series of meetings is planned for the remainder of this school year.

General Deliverables g. The ARPDC will collaborate with other P.D. providers and stakeholders (e.g. AAC, Galileo, 2Learn, ATA, ADETA, and Alberta Post Secondary Institutions), when and where appropriate, in the planning and development of program offerings and supports.

Priority 5 – Distributed Learning Information about the grant received to support distributed learning was shared. Strategies group wanted ERLC to pursue: Model lessons – recorded and “packaged” with discussion/reflection questions, SMART board sessions, Videoconferencing of PD sessions, St. Mary’s project (linked to SMART board sessions), Webcasts/Webinars of PD sessions, Podcasts of front matter, etc., Recording of selected ERLC sessions. Priority 6 – PD resource development

• Social Studies Lit. Boxes grades 6-9 – A book list and facilitator package are being developed on behalf of other consortia. When they are available they will be shared with districts. At that time districts may also wish to order book boxes in a group order. A number of districts also noted that they had developed some literature lists and these will be shared with the region.

The advisory committee indicated their approval of the plan Regional Sharing Districts shared the work they are doing to support social studies implementation

• Resistance is gone – or not very evident ( probably the length of time allowed for implementation – including spreading out the implementation grades/years)

• Meshing of AISI and social studies support…what is the synergy that we see between the two? • Have an ongoing plan to support implementation – can we collaborate and share plans with each

other? • Teachers have a good base – still need time to get deeper with accepting/applying an inquiry model • Need for ongoing support while they are implementing – sustaining implementation support

*As a result of identified needs, priorities and suggestions, ERLC will:

• Pursue ordering of Literature boxes for grades 6-9. • Sessions are planned on the use of SMART boards, Videoconferencing, etc. A number of these

sessions will be hosted at St. Mary’s School in Edmonton where participants will have the opportunity to spend the morning observing and the afternoon planning. The first social studies session supported by VC is on Oct. 8 and ERLC will continue to develop more offerings.

• Plan for regional team access including VC access. Arrange dates with regional team members as soon as possible to ensure availability.

• Update the menu of Learning Opportunities. • Follow up with districts regarding curriculum facilitator’s role and district planning. • Continue to work with districts to make PD Leadership support as flexible as possible. Tracking forms

are provided to record numbers who have benefitted and must be submitted along with an invoice. PD leadership capacity dollars not used last year can be “deferred” up to December 2008.

Next meeting January 22 – 1 p.m. Distributed Learning Advisory Committee District sharing highlighted an increased focus in this area – with some districts hiring “pedagogy technology consultants.”

o Introduced Janet Bell – ARPDC – role to be able to help with the implementation of the distributed learning proposal across the regions in the province. Most important is the pedagogy of using technology to support learning.

Outline of ARPDC DL Proposal:

• Delivery of PD about the technology and as well as delivery of learning opportunities using technology. • Main goal is enhance leadership and teacher capacity. $515,000.00 for 2008-09 • Two positions being hired – Educational Technology coordinator, technical support. • Alberta Ed. has asked ARPDC to consider how to measure success/impact of implementation. A

provincial stakeholder group will discuss what that might mean and will develop a framework. ATA and ARPDC will co-lead. ARPDC has been asked to develop a business case by end of 2008 to focus on “how will we know” that support for implementation is affecting classroom practice.

Feedback/Suggestions? – Messages from committee

• Noted that the plan really is an attempt to be proactive in meeting needs and how quickly ERLC has been able to follow through on advice from AC received in the last year.

• Plan is ambitious and exciting. • Maybe this will bring some of the sessions offered in Edmonton “out” to more distant sites which is

positive. • Having the ability to train regional leads over a series of sessions to develop local expertise would be

helpful for SMART boards. • Should we pursue training of some people locally as SMART trainers? Does it fit into the pedagogy we

want to pursue as opposed to just the use of the software? We need to find a balance between what we need immediately and what we need in the near/distant future. The initial request ARE the how to’s then people quickly move to the why. It’s an evolutionary process.

• As we move along – we will see more “Kelli Holden’s” coming to the forefront and our job will be to identify them and use their expertise for the region. (If districts can share the names of people with expertise as they develop that would be of benefit the region.)

• There is a growing need to have people who have an understanding of what learning in a DL environment looks like and what makes it effective – what’s different between learning in a synchronous and asynchronous environment.

• General consensus that the whole plan is “fantastic” . ERLC will continue to seek advice and input from the group.

• AAC sharing—center piece of the work done is the key visual. Two new resources of 5 produced this year. New this year – The Abbot Adventure & Conversations to Enhance Learning – specifically tied to key visual. Next --The cart before the horse – how do things fit in regardless of the curriculum? Next edition of developing PBA in the classroom. Pamphlet designed for parents on assessment (2009-2010). Website being substantially revamped to be more interactive. New materials for social and math will be on the website soon. A Leaders Companion available by Eaker/Dufour from Solution Tree – a good resource. Fall conference at the end of October -- still looking for poster sessions. * Enhancing Classroom Assessment – 5 point vision developed from stakeholder meetings that took place in 2007-08. AAC has been approached as one among partners to receive substantial conditional grant. ERLC, ATA, AAC will be partners. Proposal will go to minister in Oct. to begin launch of 4 year project. Focus will be on the new mathematics program. Not yet approved. Will be exemplars as well as teacher PD. Importance of working with teachers across the province & MCATA. www.aac.ab.ca

DL project that the assessment ACM might identify. Might the AAC and ERLC work together on a project – e.g. the most recent assessment materials? How do we connect the dots among all the grants? (Voice of the expert/voice of the practitioner/voice of the student/facilitators guide of how to use these clips).

• PD Leadership Capacity Sessions planned: 2 days -- Robin Fogarty/Brian Pete & Joellen Killion & Hugh Phillips. Instructional Coaching with Jim Knight coming in the spring. John Clarke cognitive coaching refresher course. A major purpose is to support AISI lead teachers and district “curriculum facilitators”. (AAC provides funding for assessment specialists to attend ERLC sessions and also pay for their release time.)

Second Language Advisory Committee* (FSL and International Language) * Please see French advisory committee summary for FSL information Distinct sharing highlighted the programs currently offered and services available to support teachers with their practice. EPS shared an overview of some of the work of the Institute for innovation in second language instruction. There will be multiple opportunities to support second language students and teachers with the website including details http://languages.epsb.ca/en/about-the-institute Common issues around language competency and fluency for teachers. Discussion about using the regions grant dollars, facilitated by ERLC, in areas that would not overlap existing opportunities.

Meeting highlights include: (with potential distributed learning projects in bold and italics)

• Sessions on programs of studies, repeating these sessions as there are always new teachers. Consider hosting this fall and every August.

• Explore accessing Alberta Education language advisors, making the best use of their expertise. • Develop a community of practice with second language teachers that teach via VC. • Explore tools such as skype that can support language learning as well as teachers language

competency. • Smart board sessions to support second language classrooms. • Sessions specific to second language classrooms that highlight assessment for and of learning,

differentiated instruction and literacy • Explore developing a generic online tutorial about the second language framework that would

support teachers as another choice for learning, that would be available anywhere and any time. • Explore sessions that address internationalism and intercultural education.

Next meeting planned for January 14th 1:00 English Language Learners District sharing highlighted differences in services acknowledging growing English language learners numbers. Group requested that committee be called “English Language Learners” and highlighted that every teacher is a teacher of language learning. All districts are looking for support for the teacher/school/administrator who has one/few ell student(s). Some districts shared that hearing from districts administrators who have offered programs to support ELL students would be helpful. Programs should be planned with two audiences in mind: the teacher with limited experience and few ELL students, and school and district leaders new to this area who are wishing to plan programs to support growing numbers of ell students. Collaborative opportunities with large districts, who have experiences with pd in this area and who offer extended services for ell students, should be explored to both learn from as well as support with grant dollars available. Goal for all sessions will be to create the confidence and competence for adult learners to best support language learners. Meeting overview and requests for programs include: Program available in early January.

• $15,000.00 grant to offer a “Promising Practices day” the week of February 17, ( depending on finding a site) . An overview of the day includes

northern Alberta race. Series will include some sessions delivered via VC. Explore the potential to video tape and archive some of these messages.

Kerri and Karen have shared they will offer this session *( still to be confirmed with their district)

For those “experienced” in working with ELL. Some of the ideas suggested include: A session on how to best develop oral competencies, writing skills, content specific skills ( e.g., teaching English of content areas)

support aboriginal student success. Group reinforced that it is “all about relationships” – especially with the aboriginal student, their family, cultural background and community. Conversation about the identification of the variety of adult audiences addressed in pd including: aboriginal liaison team members, teachers with no aboriginal students in class, teachers with a few aboriginal students in class and teachers that have many aboriginal students in class. Important to identify who the Pd is for.

• Those that attended will use “reply all” tool on email to share and network with others on committee. o Alberta Education sessions on: Aboriginal awareness an others posted at www.erlc.ca under aboriginal theme. ( most suitable for teachers, counselors, administrators, liaison workers- see individual flyers)

• Request for ERLC to explore the following topics –including via emerging technologies.

o Information about outreach programs – specifically as they model promising practices and approaches to K and E, CTS and the arts. Consider delivering this session from VC sites. (e.g., Fort Vermillion presenters, access to districts in the region.)

We would open it to the entire region based on your requested date for offering.

o Online communities of practice – via vc or other online tools for biology, physics and chemistry focus. ( plan for new year)

o Art Bauer ( and Frank Jenkins) will offer a session about the oil sands that align with changes in the organic chemistry unit. The session will be offered after school via VC sites in the region. ( to be planned)

o Explore CMASTE after school study group sessions, with programs that are posted early and available to access via VC. (Bob and Frank are interested in offering learning opportunities via vc and the cmaste format and will update us on session ideas that most align with the program of studies.)

o Find someone to identify all of the pd sessions available for high school science teachers – post links to other sessions on ERLC site and plan

o Plan a session with Learner assessment about changes to the diploma exam (coming soon!) o Explore offering sessions with teachers that model using DL (emerging technologies) in

their classrooms. o Kathy Nunley will share a session on differentiated instruction and layered curriculum. The

session flyer is attached and we have asked her to model ideas for high school science teachers.

I did meet with the ATA science regional contact Dan Leskiw and will explore support for the work the regional has done in developing the lessons related to the May session they offered. Great work has been done related to the Science Regional session focus in May related to “Traditional Medicines” and a “Foods lab” that align with content changes in the new program of studies. The intent of being involved with this project would be to “Support implementation of the new program of studies” and to:

• Support/collaborate with the ATA science regional in providing materials for teachers/departments heads that model alignment with changes in the program of studies.

• Provide a pd session, following development of the materials, for departments heads and science leaders about the materials.

• Sharing the materials with the potential for them to be posted and available to all via the ATA science council website.

To do this work ERLC will contract a project manager. We would also seek science leaders involvement – leaders such as your self that have the knowledge and intent of the new program of studies. Involvement in reviewing the materials would be focused on: -alignment with the program of studies - potential inclusion of assessment materials - potential inclusion of instructional strategies that provide for student engagement. (e.g., potentially differentiated instruction approaches) If you are interested in this review I would anticipate a one day commitment with either sub day coverage or a daily stipend (for evening and weekend work). A template for reviewing the document is yet to be developed and the timelines would be to have this work done by December holiday break. Please let me know if you are interested in being involved with this project.

We did not set an additional meeting time for the science committee and will anticipate a gathering in the spring. We will continue to plan programs based on the direction you have provided – thanks!

A copy of the PowerPoint, which identified the conversations and agenda, is attached. A brief summary of the meeting: Historical Scan of Social Studies Model to support implementation Group contributed to a historical scan that highlighted; what happened, reflections on what happened and identification of lessons learned for future implementation models and approaches. Summary shared was that future models and approaches should include these components:

• Flexibility, based on grant deliverables and ERLC mandate, to meet jurisdiction plans to support implementation

• Regional team of consultants that can support “district days” ( see attached “How to use ERLC”) • Management of project by ERLC ( budget, reporting, coordination, logistics, project leadership

including working with the regional team) • PD leadership capacity (programs/series to support pd leaders – ( e.g., adult facilitation skills),

development of pd resources and support for district pd leaders to attend sessions and share in district) • Access of “Big Names” at the beginning of an implementation project • Acknowledgment that this model was supported by significant funds to the region via ERLC,

($2,660,000.00 over 6 years) This does not reflect the funds that districts have invested in supporting implementation.

Total grant to ERLC region is 716,000.00 minus $75,000.00 for office support= $641,000.00 to allocate directly to implementation support. This does not include existing grants such as social studies. o Suggestion from draft grant deliverables that 60% of grant go to support math implementation –that would total 384,600.00

o Group requested that ERLC explore accessing a math regional team. The intent of the regional team is to offer sessions closer to the school site – using the expertise of a “regional team”. Meetings with EPS and ECS will be planned for the next week. ERLC has accessed the expertise of Ulana Soletsky from Greater St. Albert Catholic for .25 FTE. Ulana is a junior high mathematics teacher at R.S. Fowler as well as a math facilitator for the district. Ulana has specific expertise in 7-9 math as well as with K and E programs and expertise at the elementary level. Ulana will be working with the AAC this summer to develop performance assessments in mathematics.

o ERLC is to continue with plans as outlined by the math advisory committee which included continuation of learning opportunities based on modules developed by Alberta Education, bringing big names to the region ( e.g., Larry Buschman, Marian Small, Marcia Tate and Bill McBride), and development of PD resources ( e.g., school newsletter inserts, assessment).

o See attached “How you can make the ERLC work for you. This is a compilation of the ways you are making it work – intended to share your practices (e.g., based on “use of ERLC grant dollars).

o Group reviewed the remaining funds from the grant – approximately $256,400.00 to address new

curriculum and ministry objectives. (approx 13 were listed in the draft grant deliverables) 1. A conversation about lessons learned from the social studies model and how the region

feels that model supported implementation. (note: District needs differed. E.g., depending on how districts developed their district program, making the best use of “Regional grant” dollars and accessing the ERLC programs.)

2. Based on funds available, lessons learned and what the literature shares about effective PD your comments reflected consideration of focusing on some of these areas so ERLC could plan for perceived more effective models. ( e.g., sometimes a one day session is required and sufficient for the content being delivered, other times a more comprehensive model, including strategies closer to the school better support implementation). Depending on dollars available and needs will determine program offerings. ERLC will share with Alberta Education your comments. Generally comments reflected a desire to focus funds on areas such as; K and E, Math, Smart Boards and use of technology to deliver learning opportunities, ( e.g., plc about sharing ideas on the delivery of second language classes via vc). ( please clarify if your focus area is not listed here)

3. Group identified need to meet needs for groups such as high school science teachers that may form a “smaller” group in jurisdictions.

4. ERLC will ask Alberta Education for “degree of flexibility with the list” of new programs needing support as well as government initiatives.

5. Edmonton Catholic Schools and Edmonton Public Schools identified issues about allocation of “new” grant dollars to the region. We will meet with them to explore

further what might best facilitate equitable access to resources for the ERLC region. The current grant deliverables do not support a “Flow through model”.

Program plans for next year

o Plans to date - over 175 days of learning planned for the region, copy sent of overview of all sessions planned. Some district contacts will share this overview of sessions with administrators to support with their planning for the year.

o Flyers will appear on the website as soon as locations are confirmed – we hope by early July. o Program is based on advisory committee input and jurisdiction input. If your jurisdiction needs

have not been met please be in touch with either Harry or myself. o Additional programs are being added daily/weekly. Based on comments this week we will

further plan for K and E sessions and continue to plan for high school science sessions. Pending proposals and requests for funds to support implementation

o A request for funds to support a distributed learning model for PD delivery will be submitted to Alberta Education – on behalf of the region we serve. Based on the needs identified for sessions to be offered that transcend barriers of time and or distance a request for support has been submitted. This was proposed last year and a revised proposal is being submitted at this time. Thanks to Alberta Education ( School Improvement Branch) for supporting the creation of the ERLC VC suite – available for pd delivery and meetings. This new proposal will explore ways to extend offerings about using various technologies ( e.g., VC and smart boards) as well as using these technologies to deliver PD. ( e.g., Ken O’Connor via VC)

The following project plan has been developed with input from and consultation with the Mathematics Advisory Committee for the region. Consultations and conversations have also occurred with the ERLC board and other education stakeholders such as the Mathematics Department of the Faculty of Education at the University of Alberta. The ERLC facilitates learning opportunities for eighteen school districts as well as charter, private and band schools in the region. The 18 districts send representatives to the advisory committee - as they are able - dependent on district resources. The 18 districts in the ERLC region – that may have sent representatives to the advisory committee and developed this plan include:

• A large number of districts with diverse needs including jurisdictional and AISI priorities.

• A large geographic area. • Districts that must travel a distance to attend sessions in Edmonton, (e.g., 6

districts include schools more than 3 – 5 hours away from Edmonton). • Jurisdictions with limited access to supply teachers. • A large number of mathematics teachers with different levels of experience.

Acknowledging and planning for the differences of the region, the primary audience for this plan is K-9 mathematics teachers. Secondary audiences include parents and administrators.

Components as identified in Alberta Education Grant 2008-0653 The ERLC, on behalf of the region it serves, has received grant funding to support mathematics (K-9) implementation for 2008-20011. Grant Deliverables ERLC Support for Implementation of K-9 Mathematics 1. Advisory Committee - ERLC - Zone 3 Mathematics This committee meets regularly to provide advice and direction as to how the grant can best meet the local and regional needs as well as Alberta Education expectations for mathematics implementation as outlined in the grant deliverables. One of the most important aspects of the meetings is district sharing where an overview of districts’ initiatives to support implementation occurs. This provides for potential networking among districts, advice for ERLC programs and opportunities to share lessons learned about implementation support.

Specialist Council and the Alberta Assessment Consortium (AAC) have been able to participate at different times during the past year. Invitations to attend will continue to be offered to ensure we include a wide range of perspectives as well as include others that are also offering support for implementation initiatives. The region is large and as a result the meeting group is large. Different perspectives come to the table based on the context they represent, their own background and role in the district. We will continue to explore meeting structures that accommodate hearing all voices, and allow for networking and collaboration, including video conferencing. As the picture demonstrates, the advisory committee regularly has members participate via videoconferencing. The installation of the ERLC videoconferencing suite in January 2009 has been very helpful in allowing members to participate without the time and expense of travel to Edmonton. The advisory committee, facilitated by the ERLC, provides a forum to share participant needs and do environmental scans based on representative input and advice. It allows the region to plan in a collaborative manner. Appendix A contains the agenda and minutes of the September Advisory Committee meeting. 2. Regional Consultant/Coordinator- ERLC - Zone 3

Mathematics Project coordination and consultation is provided by the Executive Director of ERLC – Val Olekshy and Harry Wagner (.5 FTE). Harry Wagner is identified as the project coordinator for purposes of:

• To act as key contact for the Mathematics project within the region

• To liaise with the Alberta Education Mathematics team

• To consult with the advisory committees and school jurisdictions, in implementing the elements of the project plan

• To coordinate professional development offerings for ERLC at the regional level

Priority #1 Provide ERLC Learning Opportunities (See Appendix G). In order to be responsive and flexible, learning opportunities are continually being added. The most up to date listing is to be found on the website at www.erlc.ca. Context: The foundation for curriculum implementation support is the program of studies. The learning opportunities outlined in ERLC programming clearly represent that underlying principle. As outlined in the grant deliverables, the learning opportunities offer a wide variety of approaches and opportunities which include provision for such activities as capacity building, familiarity with the program of studies, facilitating assessment practices, establishing communities of teaching and learning practice based on related research, and assisting school authorities with their implementation plans. Emerging technologies within the plan will allow for increased opportunities for adults to learn. Strategy 1:1 Provide implementation support through a series of core workshops. These include:

o Program overview o Alberta Education modules on Patterns and Pre-Algebra, Measurement, 3-D Objects and 2-D Shapes,

Context: Based on successful experience with social studies, a mathematics regional team has been created at the request of the mathematics advisory committee to provide in-district learning opportunities and support. Strategy 2.1 The team consists of a .25 FTE math consultant from Greater St. Albert Catholic Schools (Ulana Soletsky) and 1.0 FTE of consulting time from Edmonton Public Schools mathematics consultants (Carla Kozak, Debbie Windwick-Petkau, Greg McInulty, and one additional person). The potential exists to add to this team. Each district in the ERLC region will have access of up to three days of time from this team for support in planning, providing PD in the district. Etc. School districts who work together can combine their time; e.g. if two districts

While this provides greater flexibility to districts, it also requires a comparable shift in attention to the district responsibility to create an implementation plan since there is a shared responsibility and accountability for the Alberta Education grant deliverables. Strategy 3.1 Each district has access to $6 000 in social studies and $5 000 in mathematics for development and support of district professional development leadership capacity as one way to support sustainable implementation. The intent of these resources is to support curriculum facilitators and teacher leaders as they learn about curriculum changes (e.g., by attending ERLC sessions) and then can return to their districts to share with others. PD Leadership Capacity dollars can also be used for time in districts to plan for sharing with others and meeting time with teachers about mathematics or social studies. Indicators and Evidence

A number of PD resources were developed to support social studies implementation and these remain as legacy pieces for continued support of social studies implementation that will continue after grant funding ceases. The development of mathematics newsletter inserts aimed at helping schools provide information for parents about the new program of studies has been well received. o “Big Names” – there was support from the group regarding bringing in speakers that individual districts might not be able to afford. Initial planning was shared regarding learning opportunities with Larry Buschman, Marian Small, Trevor Brown, Craig Featherstone, etc.

o Planning for summer workshops was shared. Committee members provided feedback and suggestions.

o A suggestion was that regional PLC’s/cohorts might be established to work on projects.

• District Curriculum Facilitators o Continued support for learning opportunities and funding to support PD

• Technology o ERLC will offer Smart Board sessions about using this technology to

support student learning; via ERLC and via St. Mary’s school o Distributed learning – participants indicated that ERLC should explore how

we can address some of the access to learning using technology and explore how to model lessons.

• Resource Development o The proposed list of topics and structure of parent newsletter inserts was

shared and feedback collected. It was noted that Alberta Education will presumably be developing a parent PD package. It was also noted that the NCTM has a general package of information on supporting parents learning about mathematics that could also be useful.

• Total budget will include resources (human and financial) from the distributed learning grant. Total as of today, for planning purposes, will be approximately $405,000.00

Priority 1 – please revisit www.erlc.ca to see new and existing ERLC math learning opportunities. There are many sessions planned for the year including several renowned speakers such as Anne Davies, Larry Buschman, Marcia Tate, Mignon Wood, Trevor Brown, Craig Featherstone, Marian Small, and Bill McBride.

• Assessment was identified as a key area of need. The grant to the AAC to support math assessment capacity was discussed and noted as a potential area of great support. It was noted that examples of assessments developed during the summer were already available on the AAC website found at www.aac.ab.ca. There is still a need for assessment practical examples of “how it looks in the classroom.

• Alberta Education math workshops are being added to and being updated. In particular: o Assessment and numeracy workshops presented to elementary curriculum facilitators in

It will function in much the same way as the social studies regional team has. Each district will have access to three days of consulting time from the team. If districts work together those days can be pooled; e.g. two districts working together would have access to 6 days of time in total. Team members were introduced: • Ulana Soletsky, Great St. Albert Catholic. • Edmonton Public – Debbie Windwick-Petkau in attendance but team also includes Carla

Kozak, Greg McInulty, and a consultant currently being hired.

Priority 3 – District Curriculum Facilitator Support - $5000.00 per district • Districts shared that the flexibility allows for contextual parameters in ways each district

supports “PD leadership capacity”. ( e.g., curriculum facilitator support, consultant support) • Check your districts quantitative data that supports how you have used funds to support PD

leadership capacity

Priority 4 – PD Leadership Capacity • Received direction on Fogerty (November 13th and February 24th focus on facilitation skills)

and Killion (October 20th – focus on resistance to change). • Advice to access Jim Knight (spring – instructional coaching). All will focus on the skills

curriculum facilitators can develop to support adult conversations. Region shared that many of the curriculum facilitators share learning at “PLC” and ERLC sessions should reinforce skills and ideas to support facilitators to share in a PLC format.

Priority 5 – Distributed Learning Information about the grant received to support distributed learning was shared. The advisory committee was asked to consider the suggestions that have been made over the past few months and identify priority areas to support mathematics implementation. Choices considered were ranked in the following order:
