SPECII<'(CATION .FOR SHORT NEUTRAL S~CTlON ASSEMBLY (PHASE BREAK)

1. SCOPE:

1.1 This specitication covers the requirement of short neutral section assembly (also called as phase break) for use in 25 kV a.c. single· phase 50 Hz, Traction Overhead Equipment (aBE) and supersedes specification No. ETJ/OHE/63 (5/91), This equipment provides electrical isolation between the two phases of the 25 kV a,c. ORE,

3,2 The OHE in which the as~mbly is to be installed is subject to vibrations caused by wind and passage of trains, The assembly is required to provide smooth passage to the pantographs of electric locomotives/electric multiple units fitted with two silico­manganese steel strips, in either direction upto a maximum speed of 200 krnIh, However, in future the use of metallised Cl\fbon strip can be made. The pantograph with silico­manganese steel strips is fitted with two trays filled with graphite grease for lubrication of contact surface, The pantograph used on the locomotive is faively AM-12 type, The static thrust of pantograph varies from 6 to 9 kgf

3.3 The assembly shall be suitable for installation at the cantilever support with simple regulated ORE which consists of a catenary conductor and a contact wire. The details of bracket arrangements are shown in Annexure-I. The working tension in each of catenary conductor and contact wire may vary from 1000 kgfto 1500 kgf The assembly shall be suitable for installation at steep gradient and sharp curvatures. The assembly shall be suitable for use with the following combination of catenary conductor and contact wire, the details of which shall be obtained by the supplier from the purchaser.

i) 19/2.10 mm cadmium copper catenary and 107 mm2 grooved copper contact wire.

ii) 19/2.10 mm cadmium copper catenary and 150 mm2 grooved copper contact wire.

iii) 19/2.79 mm aluminium alloy catenary and 107 mm! grooved copper contact wire.

Note: The configuration of contact wire is shown at Annexure II.

4. GENERAL CONST~UCTION:

4.1 The neutral section assembly shall consist of the following:

4.1.1 In tbe contact wire - Resin bonded fibre glass (or equiviLient) insulators covered with either teflon (for equivalent) or ceramic beads with PTFE spacers (or similar) adequately dimensioned and rated for application. The insulators on contact wire side shall be circular in cross section. The insulators shall have suitable end fitting for connections to the contact wire through end fittings or similar other arrangement for connection to running contact wire. The assembly shall be such that the pantograph passes from contact wire to insulator and vice-versa smoothly without any shock. For this purpose suitable runners/gliders. preferably of stainless steel shall be provided. Alternatively, any other mC{lJlS to ensure smooth passage of the pantograph from contact wire to insulator and vice-versa may beadopted, iffound suitable. The central portion of the assembly alongwith are trap, if any, shall be solidly earthed. The arc trap with suitable earthing clamp shall be provided to trap any arc current caused by break of contact between pantograph and live contact wire when it passes from contact wire to insulator. The earthing wire, earthing clamps for contact win::, catenary conductor and the arc trap shall be provided by the manufacturer. The earth wire shall be of copper and shall be so selected that its diameter lies in the range of 12.0 mm to 13.0 mm. Sufficient length of earthing wire suitable for push off and pull off locations (refer Annexure-I) shall be provided. _The other. end of earth wire shall be provided with lug suitable tor M16 bolt. . The distance between arc trap and nearest live p\>rtion will be adjustable upto a maximum of 320 mm. The adjustment of electrical clearance between arc trap and nearest live portion shall be available at the arc itself. Raising or lowering of arc trap for the purpose of adjustment in air clearance leading to adjustment of register arm tube shall not be permitted. The distance between contact plane and the centre of register arm tube is 300 mm fixed. Therefore, the arc trap shall be positioned in such a manner that

this distance of300 mm is not at all disturbed~f the arc trap is proposed to be suspended from register arm tube through suitable rigid attachments, the dimension of register arm tube 33.7 mm OD/28.4 mm ID standard should be kept in view. During the passage of pantograph there shall be no disturbance in the electrical clearance once it is fixed.

a) Suitable means of suspension of the components of the assembly from the catenary conductor shall be provided. The complete assembly shall be as light as possible and so constructed that adjustment of components can easily be made during erection and maintenance and also for ensuring smooth passage of pantograph. The salient features of the insulator shall be indicated on the drawings.

b) In the catenary conductor Resin bonded fibre glass rod insulators covercd with teflon or equivalent shall be provided. The insulators shall have suitable end tittings for connection to catenary wire through end fittings. The central portion shall be solidly earthed. The end fittings for the catenary conductor shall be provided by the manufacturer.

4.2 The manufacturer shall clearly specify the effective neutral length of the assembly, the total length of the assembly, the total weight of the assembly alongwith speed potential and salient feat~res of the assembly, in the assembly drawing.

4.3 The short neutral section assembly shall be suitable for erection symmetrically on either side of the c.antilever bracket where one point each for suspension of catenary conductor and contact wire is available.

5. INTERCHANGEABILIlY OF COMPONENTS:

5.1 All the components of the assembly shall be freely interchangeable betwcen one assembly and the other.

6. MATERIAL SPECIFICATION: •

6.1 The manufacturer shall necessarily furnish the material and material specification with grade for .each component on each drawing.

6.2 All the fasteners shall be of stainless steel and shall conform to grade A4 property class 50 ofBS:6105-1981.

6.3 Ferrous parts if used shall be hot dip galvanised to RDSO's specification No. ETJJOHEl13 (4/84) with A&C slip No.1 to 3 Eleclrogalvanising is not permitted unless the components are very small. The specification No. ETI/OHFJ13(4/84) with A&~.slip No.1 to 3 may be obtained by the successful tenderer from Director General (Tl)/ Research Designs & Standards Organisation, Manak Nagar, Lucknow-226 Oil (India).

6.4 Manufacturer's initials, month and year of manufacture and part No. shall be clearly etched/embossed on each of the components for easy identification. The

letters/figures shall normally be 5 mm in height. In addition each insulator shall be marked with specified mechanical load (SML). The markings on the insulators shall be legible and indelible. Etching/embossing on the components which are otherwise very small is not necessary.

7. TECHNICAL LITERATURE, DATA AND DRAWINGS:

7. I The tenderer shall furnish the schedule of guaranteed technical particulars of insulators and all other components of the assembly for scrutiny in the proforma attached at Annexure III alongwith the offer. The information furnished in the schedule of guaranteed technical particulars (Annexure-III) shall be complete in all respects. If there is any entry like "shall be furnished later" or blanks are left against any item, the tender is

. not ·likely to be considered becau~e such omissions cause delays in finalising the tender. The manufacturer shall also furnish detailed literature on erection, maintenance etc. of the neutral section assembly as also the detailed list of spare parts which are required for replacement during the service.

7.2 The manufacturer shall submit for scrutiny the following drawings in triplicate in standard size of 21 0 mm x 297 mm or multiples thereof as per the proforma attached at Annexure-IV within one month from the date of placement of order:

i) Drawing showing the assembly of short neutral section (plan, elevation and end view) indicating major dimensions.

ii) Assembly drawing of parts/components showing major dimension including tightening torque offasteners.

iii) Detailed dimensional drawings of each part/component indicating tolerances, particularly of those components which are interchangeable.

iv) Any other drawing deemed necessary by the Manufacturer or as required by the Purchaser.

Note: Each drawing shall carry the tabulation for item reference, item's name, drawing number, material, material specification with grade, quantity and weight. Salient technical particulars of the assembly/components shall also be mentioned in the respective drawings. A block as indicated below shall be provided on each drawing for approval by Director GenerallTl, ROSO, Lucknow:

7.2.1 After all the drawings are approved, the manufacturer shall submit three Reproducible Tracing Films (RTF) for each drawing for signature of approving authority.

7.3 anly after all the design and drawings have been approved and clearance given by purchaser/ Rosa to this effect, the manufacturer shall take up manufacture of the prototype for ROSa's inspection. It is to be clearly understood that any changes required to be done in the prototype as required by ROSa shall be done expeditiously.

8. TESTS:

8.1 The manufacturer shall arrange for tests at his works. In case facilities do not exist in the manufacturer's works for conducting any tests, such tests shall be got canied out at any reputed laboratory or test house at the manufacturer's cost.

8.2 Before giving call to ~DSa for inspection/testing of the prototype of the s~ort neutral section assembly, the manufacturer shall submit detailed test schedule consisting of details of each of the tests, nature of the lest, venue of the test and duration of each test and the total numher of days required to complete the tests at one stretch. Once the schedule is approved, the tests shaIU!!Yariably be done accordingly. However, during the process of type testing or even later, RDSa reservcs the right to conduct any additional test(s) besides those specified herein, on the assembly/component/system or sub-system, so as to test the system to his satisfaction or for gaining additional information and knowledge. In case any dispute or disagreement arises between the manufacturer & ROSa during the process of testing as regards the type test and/or the interpretation and acceptability of the type test results, it shall. be brought to the notice of the Director General (Traction Installation), RDSO whose decision shall be final and hinding .

8.3 Design tests: These tllstsare intended to verify the suitability of the design, materials and method of manufacture (technology). The following de~ign tests shall be carried out by the manufac,tun,r and records shall be maintained. The test report shall be furnished by the manufacturer/tenderer alongwith the offer.

i) Test for interfaces and connections of metal fittings. ii) Core load time test of insulators iii) Test for properties of extcrnal housing. iv) Test for core material of insulators.

These tests shall be conducted as per lEe 1.1.09-1992-03 or the latest version.

8.4 Type tests:

8.4.1 Type tests shall be carried out to demonstrate the suitability of the design, materials and method of construction and the capability of the manufacturer to produce the neutral section assembly in accordance with the specification. All such tests shall be witnessed by the representativjl of RDSO. The cost of samples or components destructed during type testing shall be borne by the manufacturer. The conductors required for testing of fittings etc. shall be provided by ROSO at the manufacturer's cost.

8.4.2 In the event of the tests not being carried through to completion at one stretch for any reason attributable to the successful tenderer/manufacturer and it is required for the representative of Director General(Traction Installations), Research Designs and Standards Organisation, Manak Nagar, Lucknow, to go again or more number of times to the works of the successful tenderer/manufacturer or other place(s) for continuing andlor completing the tests on the prototype( s) of the equipment, the successful tenderer/manufacturer shall reimburse to the Director General (Traction Installations), Research Designs and Standards Organisation, Maqak Nagar, Lucknow, the costs for the representative having to visit the works or other places(s) for the tests more than once. The costs as claimed by the Director General (Traction Installations), Research Designs and Standards Organisation, Manak Nagar, Lucknow, shall be paid through a demand draft drawn in favour of Executive Director (Finance), Research Designs and Standards Organisation, Manak Nagar, Lucknow payable at Lucknow.

8.4.3 The following type tests shall be conducted on the components and assembly. Each type test shall be conducted on three components/assemblies unless otherwise .­specified/agreed. All the samples shall satisfY the requirements of relevant clauses.

i) Visual examination of components (see clause 9.1) ii) Dimensional verification of components (see clause 9.2) iii} Visual and dimensional examination of

complete assembly -(see clause 9.3) iv) Interchangeability of components (see clause 9.4) v} Physical and chemical tests on test

bars representing the castings and forgings (see clause 9.5) vi) Radiographic examination of castings

(ferrous and non-ferrous) (see clause 9.6) vii) Liquid dye penetration test on castings

and forgings (ferrous and non-ferrous) (see clause 9.7) viii) Load test on end fittings of catenary

conductor and contact wire (see clause 9.8) ix) Chemical analysis of other fittings!

8.5 Acceptance Tests:

8.5.1 Only after clear written approval of the results of the tests on the prototype is communicated by the ROSO to the manufacturer shall he take up bulk manufacture of the short neutral section assemblies which shall be strictly with the same material and

process as adopted for the prototype. In no circul1lstances shall the material other than those approved in the design/drawings and/or the proto/ype be used for bulk manufacture on the plea that they had been obtained prior to the ~ppFOva[ of the prototype.

8.5.2 The manufacturer shall offer the neutral section assemblies in lots of not more than 100. Two complete assemblies shall be selecte~ at random for acceptance tests. Only if there is no failure at aU, the lot shall be accepted. If any failure occurs the entire lot shall be rejected. Acceptance tests are listed below:

These tests shall be conducted by manufacturer. The records of the test results maintained by manufacturer, shall be produced, if required by the purchaser.

9. TEST METHODS:

9.1 Visual examination of components·. All the components of the assembly shall be carefully examined to see that they are free from Qefects, deformations, flaws and have smooth surface finish. Particular attention shall be paid to smooth finish of contact surfaces of runners. The visual examination of contact wire insulators and catenary insulators shall be carried out as per clause 8.1 and 8.2 ofIECI,lI09-1992-03.

9.2 Dimensional verification of components: The dimensions of the components of the complete assemblies selected in accordance with clause 8.4.3 for type lests & clause 8.5.2 for acceptance tests shall be checked, The dimflnsions shall be within the limits specified in manufacturer's drawings approved by the anSO.

9.3 Visual and dimensional examination of complete assembly: Two complete assemblies shall be made and the effective neutral length and total length shall be measured. The dimension should be according to that specified in manufacturer's drawings approved by the RDSO, The distance of the nearest arc trap tip ITom. the nearest live point shall be checked, It shall be adjustable upto a maximum of 320 mm, The level of runners, if used, shall be adjustable so that smooth passage of panatograph. from insulator to contact wire and vice-versa is obtained, In case the runners are not used in the assembly, other means of assuring the smooth passage of pantograph shan be checked. Other major dimensions of the assembly shall be checked which should be according to approved drawings,

9.4 Interchangeability of components: If any of the components selected at random permit their assembly without any further machining or forming operations with other matching components and the assembly so made meet the requirements of clause 9.3, the requirement of this test shall be deemed to have been complied with.

9,5 Physical and chemical tests on test bars representing the castings and forgings (ferrous and non ferrous):

9.5, I For each material used tor ferrous/non-ferrous castings and forgings the manufacturer shall test one of the two test bars from each meltJIot for physical properties and chemical composition. 9.5,2 The second test bar shall be tested by the Inspector for each lot of fittings/components from eacq melt/lot for physical properties only. If the requirements of physical properties are not met with, the particular lot shall be rejected and fittings/components broken or re-melted in the presence of the· Inspector. If the requirement of physical properties are met with the lot shall be accepted

9,6 Radiographic examination of castings (ferrous and non~ferrous): Radiographs of the castings (ferrous and lion-ferrous) selected for the purpose shall be taken and evaluated by RDSO for inclusions, blow holes, cavities, cracks, porosity etc. If the casting fail in radiographic examination, the lot shall be rejected and destroyed in the presence of inspecting authority, The accepted radiographs shall be retained'by RDSO.

9,7 Liquid dye penetration test on castings and forgings (ferrous and non­ferrous): All the castings and forgings (ferrous and non-ferrous) shall be tested for cracks, porosity etc. by the liquid penetrate flaw detection method in accordance with IS:3658-1981. The castings/forgings shall satisfy the requirements ortbe specification,

9.8 Load test on end fittings of catenary conductor and contact wire: A suitable length of the conductor with which the end fittings are intended to be used, shall be fixed in the fitting with bolts and nuts tightened with specified torque. The assembly shall be held in Ii tensile testing machine. A tensile load of fifty percent of the breaking load of the conductor shall be applied and the conductor shall be marked in such a way that the movement relative to fitting can be ea.~ily detected. Without any subsequent adjustment of the fitting, the load shall be increased to 90% of the breaking load of the conductor and maintained for one minute. There shall be no movement of the conductor relative to the fitting during this period and no failure of tl)e fitting. The load shall furtl)ecbe_ i.ncr~ased till thtCJailure of fitting or conductor. Failure of fitting shall not occur at a load below 95% of the breaking load of conductor.

Note: The minimum failing load of conductors is given at Annexure-V attached.

,9.9 Chemical analysis of other fittings/components: All other fittings/components ) shall be chemically analysed. The chemical composition shall be in accordance with the \ relevant specifications mentioned in the approved drawings.

9.10 Dry lightning impulse withstand voltage test on insulators: The insulators shall withstand 1.2/50 microsecond, impulse voltage of 250 kVp positive and 260 kVp negative polarity when tested in accordance with clause 6. I oflEC --J 109-1992-03.

9. II One minute wet power frequency withstand voltage test on insulators: The insulators in horizontal position shall withstand one minute wet power frequency voltage of 125 kV rms (50 Hz) when tested in accordance with clause 6.2 of me 1) 09-1992-03.

9.12 Mechanical load time test on insulators: The insulators shall be tested in accordance with clause 6.4 oflEC 1109-1992-03. In continuation, the load shall further be increased till failure occurs. Failure of fittings/joint/insulator rod shall not occur below 9900 kgf

9.13 Tests on fasteners: The stainless steel fasteners when tested shall conform to grade A4 property class 50 of BS 6105-1981.

9.14 Galvanising test: The ferrous components of the assembly shall be subjected to galvanising test as per RDSO's specification No. ETUOHE/13(4/84) with A&C slip No.1 to 3. The components shall satisfy the requirements of the specification.

9.15 Mechanical routine test on insulators: Every insulator of the lot shall be tested in accordance with Clause 8.3 if IEe 1109-1992-03

10. PACKING AND MARKING:

10.1 The fittings and components excluding insulators of the neutral section assembly, shall be packed in knocked down condition in proper wooden boxes to prevent damage during transit. Every box shall contain a list of fittings/components giving quantity of

each item packed in the bOl(, Erection and maintenance instructions/drawings for assembling fitting/components to form the complete short neutral section assembly should also be included in the box. The insulators properly wrapped and protected from damage during transit shall be packed separately in strong wooden boxes.

10.2 Every box shall carry in legible and indelible lettering the following information

i) Manufacturer's trade name and brand mark. ii) Number of insulators/components of assemblies packed. iii) Contract/purchase order number with date. iv) Consignee's address. v) Date of inspection and inspecting authority. vi) Any other particulars specified by the purchaser.
