ThepartnersweretoprovideadetailedanalysisofthecurrentstateoftheHEresearchpotentialatWBPuniversities.Tofacilitatethisprocess,eachoftheWBCuniversitieswasexpectedtohandintoUniversityofNisafilledinquestionnaire,carefullydesignedtomapalltherelevantdata(suchasthenumbersofresearchersperresearchtitles,datarelatedtotheelectionproceduresandtheirtransparency,datarelatedtocareerandresearchcentersandEthicalcommittees,etc.).Theresultsoftheanalysisweretoserveasthestartingpointforfurtherdevelopmentoftheprojectactivities.AtthismomentUoMcouldonlypartiallyrespondtothetaskduetoanoverbookedscheduleofitsmanagementwhichwasinvolvedintherestructuringoftheuniversityandaccreditationofnewstudies.

SuitableequipmentwastobepurchasedandinstalledatHRofficesandcentresandputindisposalofboththeCDCstaffandresearchers,aswellasappropriateplagiarismsoftware,whichistobeusedbyEthicalCommitteemembers,supervisors,andreviewers,withthepurposeofreducinginstancesofplagiarisminresearchthathavereachedgraveproportionsintherecentyears.

• Tenderdocumentationforunifiedprocurementofequipment.Thisdocumentscontainnecessarydocumentationsandformswhichbiddershadtofill.
• Callfortender.
Requestforsubmittinghasbeendelivered(electronically)on12.05.2016.Threeofferhasarrived.BasedontheofbidsreceivedforICTequipment,thetendercommissionhasmadeadecisiononawardingthecontract.Suppliersthatareawardedcontractsaredeliveredequipmentontime.Requestforsubmittingbidsnumber01/4-3883/2hasbeendelivered(electronically)on15.12.2016.UntilDecember30thweonlyoneofferhasarrived.Basedontheofbidsreceivedforplagiarismdetectionservice,thetendercommissionhasmadeadecisiononawardingthecontract.Currentlythecontractwiththecompanythatwasawardedthecontractispreparing.

ConcretebylawsatWBCuniversitiesareadoptedwiththepurposeofimprovingthestatusofresearchersandbringingtheuniversityclosertothemoredevelopedEUHEinstitutions,byimplementingtheprinciplesofthehumanresearchstrategy.Adoptionofthesebylawswillregulatetheissueoftheresponsibilitiesoftheexistingcentersandoffices,andenhancethemtowardsbetterservicetoresearchers.Atthesametime,thebylawswillensuresustainabilityoftheprojectresults,beingregulationspermanentlyimplementedintheuniversitysystemforthegenerationsofresearcherstocome.

36 members of administrative staff (4 persons from each WBPuniversity) were informed about the C&C principles. A startingsupposition is that in theWBC region the principles of the code ofconduct for researchers and charter for their employers is not wellknown. For that reason, a training was organized by experiencedtrainers to improve administrative staff competences in the field ofC&Candprovidethemwithnecessaryskillsandknowledgetobetterandmoreefficientlyhandleresearchers’careerdevelopmentissues.

Alreadyinthefourthmonthofthedurationoftheproject,ateachoftheWBpartneruniversitiesaworkgroupistobeformedandchargedwiththetaskofdesigningaHRS4RstrategyandpresentingittotheRectoratesandSenates.IntheinitialphaseofitsworkitistoconsulttheEUpartnersandUNI,thathasalreadyadoptedHRS4R,concerningthemethodologyofadoptionofHRS4R,andlateronastheworkgroupdesignsit,itwillactivelymakeuseofthecomparativeanalysis(whichisplannedin1.3)aswellastheexperiencesoftheEUpartnersrelatedtotheproblemsofovercomingthedifficultiesthatarelikelytopresentthemselvesduringtheprocess.InviewofthepositivedispositionoftherectoratesofalltheWBPuniversitiestowardsbringingtheiruniversitiesclosertothehighlydevelopedEUuniversities,itisstronglyexpectedtoreceivetheirendorsementfortheadoptionofthestrategy.

Inordertohaveafirmlyestablishedpractice,thatwillcontinuetoliveonalsoaftertheterminationoftheproject,Re@WBCisorganizingtrainingsforresearchersonvariousimportanttopicssuchasresearchermethodology,teachingmethodology,writingresearchprojectproposals,inter-culturalcommunication,researchethicsandentrepreneurship,WBPprofessorswillbeappropriatelyeducatedbyEUexpertsandwillreceiveproperqualificationtoconductsuchtrainingsthemselves.Atotalof4trainingsaretobeorganized:thoseoninter-culturalcommunications,researcherethics,writingresearchproposal,willbeheldinBelgrade;thoseonresearchmethodologywillbeheldinLiege;thoseonsoftskillsandentrepreneurshipwillbeheldinTorino;thoseonteachingmethodologyandmultidisciplinaritywasheldinCoventry.Atthesetrainings81researchersaretobetrainedintotal.
