    The number of workers in the civilservice has been increasing globallyand across Africa, registering apopulation of 450+ million civil

    1servants . The rise in the membersof the public sector is accompaniedby the rise in fraud in the sector.Fraud is orchestrated by many partiesin the public service scheme: from individual consultants, payrollengineers, recruitments and humanresource managers to average publicsector entry-level level employees.

    Numerous countries in Africa have2reported several cases of fraud

    resulting in huge losses togovernments and states. Manypublications have been madeproposing different measures to stopand reduce public sector fraud, andto curb its impacts on citizens.

    We have a problem. Public sectorworkers have been increasingrapidly in Africa, and with thisincrease comes a rise in fraudrelated activities. Public sectorfraud such as existence of ghostworkers and making repeatedpayments for the same work doneto different accounts costs Africaa loss of 50 billion USD annually.The problem keeps persisting, butthe application of biometrics in thepublic sector provides a way out.

    Public sector fraud can occurin many instances. The situationof ghost workers - makingpayments to dead or fictitiousaccounts, making multiplepayments to the same accounts,making the same payments tomultiple accounts or makingpayments for work no done, aredifferent instances of fraudperpetuated in the public sector.

    How can biometricshelp solve this problemsustainably?

    Biometric-based civil registersprovide a viable solution towardspreventing fraud and erasing ghostworkers in the civil service. Suchregisters provide numerous benefitssuch as enabling proof-of-presenceand enabling multi-modal systemsfor various harsh circumstances.

    Biometric ID systems forcivil registers can broadly beconstituted of threeinterconnected elements.These are:

    Identity - Building a clean civil registerand ID verification

    Management InformationSystem - A central hub thatclassifies, updates and processesthe data

    Beneficiary Programs - Linkingthe register to various programssuch as payment of salaries,tracking payments and HumanResource management.

    In order for any ID managementinitiative to work effectively, eachpart of this process must worktogether efficiently and securely,from identifying members andbuilding a register to initiatingany auxiliary beneficiary program,ensuring a strong end-to-endinfrastructure.

    How this works

    Identity

    Identity has three core functions thatprovide a complete end-to-endsolution. These are:

    - Registering people's data. - Making sure every identity is unique. - Verifying a person's Identity (e.g.when receiving payments or benefits).

    The first function, registering people'sdata, builds the biometric register inorder to identify, classify and targeteligible civil servants for benefits.Using GenKey's purpose-builtso�ware and tablets, trainedoperatives can register targetedpopulations, capturing a mixture ofbiometric and biographic data.

    The second function, making sureevery identity is unique, is criticalto ensuring the register is credibleand that one person = one unique ID.

    GenKey's ABIS solution maintains andupdates the registered data, running aconstant deduplication check to ensureevery ID is unique. This process ofenrollment and deduplication happenscontinuously so that the data is alwaysup to date – especially important incountries with high levels of migration.

    The third function, verifying a person's ID,enables operators to quickly authenticatethe identity of members, ensuring anyright benefit goes to the right claimant.This is a quick task, with members simplyplacing their finger on a mobile scanningdevice, or having their eyes against an irisscanner, or by the use of any other modality.Using a tablet, the operator can thenaccess the MIS to validate, accept orreject a beneficiary on the spot.

    Tablets can be configured to the needs ofeach government department / agency,and can also be integrated with variousbeneficiary programs such as salarypayments or HR management.

    The Management InformationSystem (MIS) handles the memberand beneficiaries information. Itclassifies each member according totheir biographic, socio-economic orany other specific data, to allow foreasier management of members ofany civil register.

    Multiple government departmentsand agencies are able to retrieveand update the MIS, by verifying aperson's unique ID.

    Beneficiary Programs

    When a credible civil register is builtand an MIS is in place, governmentsand agencies are capable ofproviding programs and services tobeneficiaries, such as the paymentof salaries, the provision of socialassistance or the execution of anybeneficiary program throughverifying each identity.

    When a beneficiary program islinked to a credible biometric-basedregister (via the MIS), the programcoordinating agency can reliablyverify a member's identity beforeissuing any assistance or paymentof salaries, potentially savingmillions of dollars in fraud andmisdirected payments.

    No single biometric provider canoffer a complete end-to-endbiometric ID management andbeneficiary system. Each of thecore three functions (identity, MISand beneficiary programs) requirespecialist technical expertise.

    The Problem.

    Niger has been faced with a sharpincrease in members of the civilservice sector as a result of severalmajor recruitments. At the end of2017, the civil service number wasestimated at around 130,000persons.

    Due to the diversity of servicesinvolved in the management of thecareers and remuneration of civilservants and the lack of accuratecoordination of centralized services,it is highly impossible to produceexact statistics on the number ofstaff in the civil service. Controllingthe figures is even more difficult forcontract staff which were recentlyadded to the national paymanagement services of the State.

    The situation is practically the sameat the level of the Agence Nigériennedes Allocations et des Bourses(ANAB), the State structure in chargeof managing grants and variousallowances for the benefit of Nigerstudents. The institution experiencesenormous difficulties in controllingthe actual number of staff and,incidentally, in its annual budgetprogramming.

    Consequently, there is not acomprehensive Human Resourceand ID management system forpublic officials (civil servants,contract workers, auxiliaries,national civic service conscripts),pensioners, and students receivinggrants and social assistance.

    What we’re doing to solvethe problem.

    GenKey is building a biometric system forregistering, identifying and authenticating stateemployees and students receiving grants and/orvarious forms of social assistance. This will serveas an emblem of a future national populationregister, to which other systems of identification,verification and authentication can be gra�ed.

    The biometric system will also be the exclusivesource of basic data for business whose processinginvolves individuals who must first be identified, forexample, the Human Resource ManagementInformation System (HRMIS). More specifically, anindividual only appears in the HRMIS if and only if theperson has been identified in the biometric system.

    GenKey's Necto, a complete biographic and biometricregistration and verification solution, GenKey's SPiRE,an Identity Management Solution capable ofmaintaining and managing individual Identity Profilesacross different contexts, and GenKey ABIS, GenKey'sdeduplication solution, are part of the GenKey solutionbeing used to enroll ultimately the 400,000 civilservants, students and retirees.

    Impact of what we’re doing.

    A system of hierarchical registers willbe set up and will include the nationalidentification register, the register ofpublic officials, the register ofpensioners and the register of students.Consolidated registers and filescontaining cleaned and sanitized datawill also be established and validated.

    At the end of the project, the state ofNiger will also be able to monitor thetarget population in an automated way. Each individual in the target populationwill be enrolled in a unique way, so as toconstitute sanitized and auditedregisters that will be used by theservices concerned. Identification cardsfor the target populations will beprinted and distributed.
