Everything you do for Children’s Bureau is an expression of care that helps to move our mission forward. Our 114th year of protecting vulnerable children was filled with bold decisions, new adventures and big dreams. What we are doing is not easy. We know that child abuse is directly connected to many of today’s social ills yet a majority of child welfare services are provided after child maltreatment has occurred. Very little is given toward front-end efforts.
Child well-being can only be accomplished with strong families and communities. This is the heart of primary prevention. As you’ll read in this report, our successes illustrate that what we’re doing is incredibly effective and broad-reaching. Your support empowered thousands of at-risk families to overcome their circumstances and created positive changes.
I’m often asked for first steps to prevent child abuse. While there are many, I start with two simple words: hello neighbor. Entertainer Fred Rogers used this approach in the opening of every show to connect with children in a sincere and caring way. A generation of children resonated with that message and we’re working to do the same for the next generation.
You are an important part of the story to prevent child abuse. Thank you for believing in Children’s Bureau and for allowing us to give children the encouragement and opportunity to thrive. We invite you to help widen this circle of compassion by sharing our good work with others.

Child abuse and neglect affects over 1 million children every year and costs our nation $220 million every day. This number will only continue to rise as time goes on but there is hope. Children’s Bureau remained a trusted leader, partner and collaborator in turning around this unnecessary suffering through primary prevention. Here are 12 moments that mattered this year in our efforts to strengthen vulnerable families and communities.

Eighty-six percent of the families served by Children’s Bureau are low income. Poverty is often a predictor of child maltreatment, especially child neglect. These children are nearly 56 times more likely to be educationally neglected and over 22 times more likely to be seriously injured…but this doesn’t have to happen. Here are a few examples of how your support in the 2017-2018 fiscal year provided 40,000 children and their parents with the knowledge, resources and support needed to thrive and be successful.

One of the most effective ways for parents to learn about Children’s Bureau is through other parents. That’s how Azucena heard about Children’s Bureau two years ago. At the time, her 18-month-old son, Logan, was limited to only eight vocabulary words. Children’s Bureau helped Logan get much-needed occupational therapy and today he is a thriving three-and-a half year old who started school in September. Azucena was interested in other ways to get involved at the family resource center and participated in a variety of classes including health, CPR and self-defense. She also enjoyed the parenting classes.
“Children live in an emotional world and don’t communicate like adults,” Azucena said. “I found the parenting classes really helpful in expanding my knowledge about child development, what to expect and how to communicate with my son.”
Azucena’s enthusiasm for learning prompted Children’s Bureau staff to recruit her to the Family Enrichment Community Program to lead other parents with children from birth to age five. Parents voluntarily undergo a three-month core training covering areas of child development, leadership, lesson planning and more. Parents also attend monthly workshops and support meetings. Today, Azucena works with 10 families in her community, sharing vital information and resources.

For Magnolia Community Initiative (MCI), community-level change begins and ends with resident engagement. A partnership of community members and 70+ network partners, with expertise in business, education, nonprofit management, finance and other fields, MCI is now ten years old and getting even better at improving population-level outcomes.
Just this year, MCI staff knocked on over 2,900 doors, speaking with more than 500 residents about completing a biennial community survey that asked questions about community assets, civic engagement, personal and community resilience, belonging, social cohesion and trust. Results were shared with partners and community members at two resident-organized and resident-led community dialogues at the Magnolia Family Center. More than 200 community members combined attended these resident-designed dialogues. Children’s Bureau remains deeply committed to the learning of MCI and the hope it brings to impacting communities in a sustainable, scalable manner.
