Appropriate Training

All personnel are to receive Environmental Inductions and ongoing training via Toolbox Talks covering responsibilities under both the National Parks and Wildlife Act 1974 and Heritage Act 1977 and identification of possible artefacts.

For any unexpected heritage find, including uncovering human remains, works shall stop immediately in that area and the Environment Manager contacted who will alert the relevant groups e.g Registered Aboriginal Stakeholders, OEH, DP+E and /or Police. The area will be cordoned off immediately.

1 Objective

• This plan has been developed to address Condition of Approval (CoA) E34(e) relating to the preparation of a Construction Heritage Management Plan. The plan also addresses the relevant commitments from the Revised Environmental Management Measures, TSR-E1 and Environmental Impact Statement documentation.

• The purpose of this plan is to define how construction impacts on Aboriginal and Historic Heritage will be minimised and managed during the construction phase of the Epping to Thornleigh Third Track Project (the Project) and to ensure that no unexpected impacts occur to known heritage sites.

• This Plan forms part of the overall Project Construction Environmental Management Plan (CEMP) and addresses the specific CoA, REMMs and other applicable conditions relating to the management of construction impacts on heritage during construction (refer to Section 3.1 of the CEMP for further detail).

3 Consultation

• Development of this HMP will be undertaken in consultation with NSW Heritage Council, and Railcorp in accordance with CoA E34(e).

• As no impacts to Aboriginal Heritage were identified in the Environmental Impact Statement (EIS), consultation with Registered Aboriginal stakeholders is not required in the development of this plan. In the event that Aboriginal items are discovered by the Project the registered stakeholders will be consulted with.

5 Process

• Prior to and during construction, the management of heritage impacts will follow the process identified in Figure 1.

6 Known Aboriginal Heritage Sites along the Corridor

• The EIS identified the proposal as having low/no archaeological potential. This is due to the high levels of ground disturbance and landscape modification throughout the rail corridor and adjacent surrounds.

• No new Aboriginal sites or areas of archaeological potential were identified during field surveys within the project area.

• Registered Aboriginal Stakeholders for the project include Metropolitan Local Aboriginal Land Council, Darug Land Observations, Darug Custodial Corporation, Darug Tribal Aboriginal Corporation, Darug Aboriginal; Cultural Heritage Assessments, Darug Aboriginal Land Care Inc, Gunjeewong Cultural Heritage Aboriginal Corporation and Yarrawalk.

• The nearest sites to the project are identified in Figure 2 and Table 3.

7 Known Historic Heritage Sites along the Corridor

• The EIS identified that the project area has a range of historic heritage constraints with the project passing through the Beecroft/Cheltenham Heritage Conservation Area and 44 heritage listed sites. As the project is within the rail corridor, the EIS identified that it was unlikely to have a significant negative impact on heritage areas within the Conservation Area.

• Notwithstanding, direct impacts will occur to the following areas:

» Three locally listed areas of bushland, close to or within the rail corridor.

» The Beecroft Railway Station group, including the pedestrian subway and former side platform which is listed on the Hornsby LEP and the RailCorp Section170 Register.

• Indirect impacts may occur to the following areas:

» New bridge over the M2 constructed close to the convict-built stone causeway at Devlins Creek.

» The heritage items adjacent to the Cheltenham Station (Numbers 44-56 The Crescent).

• Historic heritage sites in the vicinity of the project are identified in Table 6 below and Figure 4.

• Historically significant due to its association with the opening of the railway line from Strathfield to Hornsby in 1886, an event which led to the rapid subdivision and development of the area.

• The grouping of station building, platform, pedestrian subway and surrounding parks and bushland has remained unchanged since 1914.

Modifications to the heritage-listed pedestrian subway, including the replacement of the roof and the extension of the tunnel

The partial or complete removal of the former side platform at Beecroft Railway Station.

• Advice will be sort from a qualified Arborist on how best to avoid impacts to the remaining Bunya Pines.

Heritage Listed Bushland (Refer to Figure 7)

• Aesthetically significant as an important local landmark that is the dominant background to the railway station.

• Visually significant to train passengers and locals.

• Contributes to the visual character of the locality and the Beecroft Cheltenham Heritage

• The causeway is significant for its historical and research values, and as a rare and significant remnant of the Great North Road, which opened the local area for settlement.

Indirect • Concept design developed to avoid impacts to the heritage item and surrounding area which may be of archaeological potential.

• Area to be fenced off during construction and covered with plastic sheeting to avoid accidental damage.

• Where feasible and reasonable, the project will avoid physically affecting the heritage listed causeway at Devlins Creek. Details of the Devlins Creek protection during construction are provided in Section 14 of this management plan.

• Prior to the commencement of pre-construction and/ or construction activities that may impact the historical archaeological site at Devlins Creek, an archaeological excavation program will be undertaken by an appropriately qualified archaeological heritage consultant in accordance with the Heritage Council of NSW Archaeological Assessments Guideline (1996) using a methodology prepared in consultation with the Heritage Council of NSW. Within 2 years of completing the work, unless otherwise agreed by the Director General, a report will be submitted containing the findings of the excavations, including artefact analysis, and the identification of a final repository for any finds, prepared in consultation with the Heritage Council of NSW.

8 Management

• Measures in Table 7 will be implemented for the project to manage potential heritage impacts associated with construction for the project.

• The project induction will include identification of sensitive heritage areas, heritage artefact awareness, protection of heritage sites and unexpected finds process.

• All known heritage sites within the project corridor such as the Devlins Creek causeway will be added to the Environmental Control Maps (ECMs) for the project with protective fencing and environmental signage installed (depicting the area as a no-go zone) prior to the commencement of construction. Details of the Devlins Creek protection during construction are provided in Section 14 of this management plan.

• If Aboriginal Objects are located during works, all works must stop in the vicinity of the find, and the NSW Office of Environment and Heritage, Registered Aboriginal Stakeholders and Project Archaeologist will be notified. The unexpected heritage or human Skeletal remains find procedure will be enacted.

• If Non-Aboriginal Objects are located, works will cease in the vicinity of the find, the area fenced off and OEH (Heritage Branch) and the Project Archaeologist notified. The unexpected heritage or human Skeletal remains find procedure will be enacted.

• All heritage registers to be updated accordingly for unexpected finds.

• Works will not recommence in the vicinity of the Aboriginal or Non-Aboriginal artefact/item until the Unexpected Heritage or Human Skeletal Remains Find Procedure has been followed and completed.

• Archival recording will be undertaken of relevant Historic Heritage items identified in Table 6 Following approval from the ER, and prior to commencement of construction the Environment Coordinator and Foreman implement the required Environmental No-Go Fencing (including buffer zone) around all known heritage items.

• If the proposal design is changed, and areas not surveyed are to be impacted, further archaeological assessment would be undertaken and appropriate consistency and/or modification assessment completed prior to the works occurring.

• Prior to the commencement of pre-construction and/ or construction activities that may impact the historical archaeological site at Devlins Creek, the project archaeologist shall be consulted regarding the practicality of further investigations and preparation of an archaeological excavation program in accordance with the Heritage Council of NSW Archaeological Assessments Guideline (1996) using a methodology prepared in consultation with the Heritage Council of NSW.

• Specific management and mitigation measures will be employed at Beecroft Station formal garden and associated Bunya Pines as recommended by the Project Archaeologist in the event direct/indirect impacts are identified.

• Prepare interpretive signage on the history and configuration of the former side platform at Beecroft which shall be developed in consultation with relevant stakeholders including but not necessarily limited to RailCorp and Hornsby Shire Council.

• Project wide tool-boxing on the presence of Aboriginal Heritage Site 45-6-3067. It cannot be established as a fenced off “Environmental No-Go Area” due to it not being on project property.

9 Goals and Limits

• Vibration monitoring of identified Heritage items within the vicinity of the proposal will be conducted as part of construction activities in accordance with the Vibration Management Plan for the project. Where goals for heritage items are triggered, additional mitigation and management measures will be employed.

• Acceptable outcomes in terms of Construction heritage manage is defined as;

» No unexpected impacts to known heritage items; and

» Adherence to the Unexpected Heritage or Human Remains Find Procedure in the event of a find.

10 Monitoring

• The Environment Coordinator will undertake weekly inspections and monitoring of construction activities to ensure compliance with the requirements of the CoA, REMM and this plan.

• The Weekly Environmental Inspection Checklist will be used to maintain compliance and effectiveness of controls.

• If actions are required, then an actions form will be completed and issued to the foreman for action. These actions will be tracked to ensure items are closed out within the appropriate timeframes.

• Vibration monitoring of high risk activities shall be undertaken at Devlins’ Creek in accordance with the Vibration Management Plan.

• Vibration monitoring will be undertaken in accordance with the Construction Noise and Vibration Management Plan. The relevant criteria is presented in Table 5 of this plan.

11 Reporting

• Archival recording will be undertaken for the former Beecroft station side platform and Beecroft Station pedestrian underpass prior to the commencement of construction.

• Recording and/or salvage of Aboriginal/Non Aboriginal items will be undertaken in accordance with relevant guidelines in accordance with the relevant approval for the unidentified find associated with the project.

• Within 2 years of completing the work unless otherwise agreed by the Secretary of DP+E (formerly Director General of DP&I), a report will be submitted to the Secretary containing the findings of the excavations, including artefact analysis, and the identification of a final repository for any finds, prepared in consultation with the Heritage Council of NSW.

• The Weekly Environmental Inspection Checklist will be used to ensure that all environmental aspects are reviewed during inspection of the project. Actions arising from the inspections will be recorded on the Environmental Inspection Actions Form and each action will be allocated to the foreman for the work area.

• Periodic reporting will be completed in accordance with Table 14 of the CEMP and in accordance with relevant Heritage legislation.

12 Incidents and Non-Conformances

• In the event of a heritage incident, the process within Section 9 of the CEMP will be followed.

• In addition to that described in Section 9 of the CEMP, in the event of damage to the heritage causeway, remedial action would be carried out in accordance with advice from the an appropriately qualified archaeological heritage consultant in consultation with the Heritage Council of NSW.

• Other non-conformances relating to heritage will be managed as per the process detailed within Section 8.5 and Table 16 of the CEMP.

13 Review

• A management review of the HMP will be undertaken to ensure its continuing suitability, adequacy and effectiveness. Reviews will include assessing opportunities for improvement and the need for changes to the system, including the environmental policy and environmental objectives and targets. The management reviews will occur:

» On an annual basis to ensure its continuing effectiveness

» Within 1 month following a major (Class 1) incident

» Where an audit recommends a review

» Where there are repeat non conformances and these are not closed out within the agreed timeframe

» As otherwise determined by the Environmental Manager.

REMM P.10 Prior to the construction of the temporary embankment for the proposed M2 Motorway overbridge, the exposed portions of the causeway (that would not be protected by the culvert and retaining walls) would be covered with plastic sheeting so that the embankment can be easily removed following the completion of works, without any impacts to the stone. Excavations in the vicinity of the causeway would be supervised by a suitably qualified archaeologist to reduce the potential for accidental impact during construction.

14 Devlins Creek Causeway Protection Plan

14.1. Construction

Causeway Protection measures will be completed in the following steps:

• Exotic vegetation (weeds) will be removed around the causeway for construction preparation.

• 3 x bitumen expansion plates will be installed at the side of the sandstone block for protection. Bitumen expansion plates will provide shock absorbing property for protection of the sandstone block (similar to that used between concrete joints on pedestrian pathways).

• 2 x layers of heavy duty geo fabric will be installed as the base layer.

• Heavy duty plastic membrane (Forticon) will be installed as the second layer, fully lapped and taped at all joints. This is to provide the first impermeable layer for the causeway.

• 50-200mm of stabilised sand will go in as the third layer, this will smooth out all the irregularity of the sandstone block alignment and provide an even and stable foundation for next layer of protection. Crack inducer plate will installed to enable easy decommissioning of the layer.

• Conveyor matting with taped joint will be installed to form an impermeable surface. This layer will also provide shock absorbing property for the causeway protection.

• No fines concrete will be installed on top of the conveyor matting as bedding. No fines concrete is porous which will allow water to flow through easily.

• 2 x box culverts (2200mm and 2500mm approximate) will sit on top of the no fines concrete bedding to provide a foundation above which more no fines concrete will be installed to create a suitable access.

• For the section of the causeway not covered by the culvert structure (area out of construction zone), environmental no go signage and fencing (where possible, given that it is an running watercourse) will be installed for demarcatione.

• All ETTT workers will be inducted and toolboxed onsite if working near the heritage causeway.

14.2. Monitoring

The following monitoring measures will be undertaken during construction works:

• Heritage archival recording has been undertaken by the project archaeologist in 2013.

• Project archaeologist will be onsite to supervise the installation of the protection measures, until they are satisfied that the works do not pose a risk to the causeway.

• Photographic recording of the causeway has commenced. 6 x photographic recording viewpoints have been established around the causeway. Recording is being completed on a monthly basis and post heavy rain event to make a record of any sandstone block movement.

• Vibration monitoring would be undertaken to monitor vibration levels when vibration generating equipment is working within distances that could result in impacts to the heritage item Table 5 of this plan details the vibration criteria.

• Weekly inspection of the area to ensure that protection measures are in place and are operating as intended.

14.3. Decommissioning

Decommissioning of the causeway protection measures will be completed in the following steps:

• Culverts will be lifted by crane onto trucks for offsite transportation.

• The no-fines concrete layer will be removed carefully with handheld jackhammer at the crack inducer plate locations.

• The conveyor matter layer will be peeled off by hand tools.

• Stabilised sand layer will be hand dig and removed with care. Light hammer drills may be required.

• Heavy duty plastic layer, geo fabric layer and bitumen plates will be peeled off careful by hand tools.

• Project archaeologist will supervise the decommissioning.
