    This document provides details about the City of Melbournes EventPartnership Program (EPP) and what is required in order to submit anapplication for sponsorship through the program.

    The EPP is focused on ensuring Melbourne is recognised as Australiasevents capital. Its aim is to improve public perception and enjoyment, helpevents to be staged throughout the city and enhance the quality and variety ofevents hosted here.

    ABOUT THE EVENT PARTNERSHIP PROGRAM

    The Event Partnership Program demonstrates that the City of Melbournerecognises events play an important role in the citys wellbeing by activatingprecincts, raising the citys profile, assisting in building relationships,delivering economic benefit and enlivening the city to help deliver its vision forMelbourne as a bold, inspirational and sustainable city.

    The City of Melbournes goals, identified in the Council Plan 2009-2013,

    include enhancing our profile as a sporting city and promoting the citysevents to ensure people continue to visit and engage with our diverse andvibrant municipality. These goals form the basis of the evaluation criteria thatall events must respond to when submitting an application for EPPsponsorship. In this way, the EPP is a program that directly drives andsupports the vision of City of Melbourne.

    The programs aim is to improve public perception and enjoyment, helpevents to be staged throughout the city and enhance the quality and variety ofevents hosted here.

    The EPP supports a diverse mix of events including (but not limited to)sporting, cultural, fashion and other unique events, ensuring Melbourne isrecognised as Australias events capital.

    Sponsorship is available to events or festivals that will contribute to the citysvibrancy and that can demonstrate in their application an alignment with Cityof Melbournes vision for the municipality.

    The program is conducted on an annual basis and has two funding rounds ayear.

    Council Goals will be updated from mid-July 2013 until 2018, however due tothe date of applications opening, the 2009-2013 Council Plan will be utilised inassessing your event application.

    Sponsorship priorities

    City of Melbourne looks to sponsor events that can deliver against theprograms evaluation criteria. Sponsorship is available for the events that best

    align with the criteria and thus demonstrate a return on invesment for City ofMelbourne, enhance a year-round program of events in the city, offer free,

    quality activities to the citys residents and display a high level of excellence inadministration and delivery.

    Sponsorship from City of Melbourne should be a contribution to an eventsbudget and should not constitute the majority or entirety of an event or anactivation budget. All events organisers are encouraged to ensure thatactivations and programming firstly align with the events own objectives

    before determining if they will also align with City of Melbournes objectivesand contribute to City of Melbournes vision.

    Funding period 2013-2014

    Funding operates per financial year in line with Councils operating budget(July to June inclusive). City of Melbourne only accepts one application perproject in each round of funding. It is recommended that event organisers planin advance to receive an outcome on their funding application well before theevent date.

    Sponsorship can be in the form of a cash contribution and/orin-kindsupport. In-kind support consists of the use of City of Melbourne managed

    public open space see more detail on in-kind support on page eight.

    In each round, the program receives more applications than it can support. Nocommitments should be made on the expectation of receiving funding.Outcomes are determined on the merit of the proposals put forward againstthe evaluation criteria and in competition with other applications.

    All events should also consider that certain event permits are a requirementand must be obtained separately to any application for funding via the EPP.Further information on permits can be found on page ten.

    Tier structure

    An application for EPP funding must meet the eligibility criteria andqualification criteria outlined in this document. Applications should also bemade under the most appropriate tier. In 2012-13, Council introduced a newthree-tier structure for sponsorship together with a robust methodology for

    assessment. This three-tier structure allows for a fairer, more balancedapproach to be adopted when applying the evaluation criteria.

    The tiers categorise events according to the level of sponsorship supportbeing sought and take into account an events size and scope. Details on thethree tiers can be found below.

    It is important to consider which tier would best suit your event and applyusing the application form that corresponds to the chosen tier. Applicationsmay be assigned a new tier as part of the assessment process if the originaltier selected is not deemed the most appropriate for the event.

    Tier 1 Events

    Events where the combined total of cash and/or in-kind requested exceeds$50,001.

    Three (3) mandatory Council goals and a further three (3) electiveCouncil goals must be detailed in the application if applying for thislevel of sponsorship. A total of six (6) goals must be articulated.

    In the past, Tier 1 events have included the Around the Bay in a Daycycling festival and the Antipodes Festival.

    Tier 2 Events

    Events where the combined total of cash and/or in-kind requested is between$10,001 and $50,000

    Three (3) mandatory Council goals and a further two (2) electiveCouncil goals must be detailed in the application if applying for thislevel of cash sponsorship. A total of five (5) goals must be articulated.

    In the past, Tier 2 events have included the Melbourne Marathon,Victorian Seniors Festival and Diwali Festival.

    Tier 3 Events

    Events where the combined total of cash and/or in-kind requested is below$10,000

    Three (3) mandatory Council goals and a further one (1) electiveCouncil goal must be detailed in the application if applying for this levelof cash sponsorship. A total of four (4) goals must be articulated.

    In the past, Tier 3 events have included The Long Walk, Dutch OrangeDay and the Eureka Climb.

    In-kind sponsorship

    In-kind support is defined as the hire of City of Melbourne managed publicopen space. A list of public open spaces managed by City of Melbourne canbe found at the following link:

    From July 1, 2012, a new fee structure was applied to all events andevent activities booked in parks, gardens and civic spaces (such as squares)managed by the City of Melbourne.

    For the Event Partnership Program application, commercial, not-for-profit andgovernment organisations applying for cash and/or in-kind sponsorship arerequired to submit an accurate quotation if utilising City of Melbourne publicspace and must include this in their application for EPP sponsorship.

    If an event requests the use of CoM owned public-space outside of what has

    been outlined within their EPP application, this will not be accepted and theorganisation will be required to pay the commercial fee quoted.

    To secure a site fee quotation, applicants should contact the StrategicPlanning and Logistics team on (03) 9658 8008 or by [email protected] prior to submitting your EPP application.

    A fee quotation is a formal document that is provided by the StrategicPlanning and Logistics team which outlines the site fees and charges for thespace to be hired.

    Note:A quotation does not mean that your site has been booked unless this

    has been specifically requested with the Strategic Planning and Logistics

    team. If your event is successful in receiving sponsorship you will need tocontact your designated Strategic Planning & Logistics team member toconfirm this booking.

    It should be noted that not-for-profit and charity organisations are entitled toan exemption on the $50-$200 application fee, however government and

    commercial organisations will still be required to pay this when finalising theirbooking.

    In-kind support is treated as equivalent to cash and will be added to any cashcomponent in order to determine the total funding request amount (as per theabove listed tier structure).

    In-kind only sponsorship

    Any not-for-profit organisation that:

    - seeks only the use of public open space- does not seek cash sponsorship- cannot provide any tangible partnership benefits to the City of

    Melbourne

    is advised to contact the Strategic Planning and Logistics team directly toobtain information about their fee waiver eligibility and does not need torequest this in-kind assistance via the EPP.

    Any event or organisation that:

    - seeks only the use of public open space

    - does not seek cash sponsorship- cannot provide any tangible partnership benefits to the City of

    Melbourne- does not see any alignment with the goals and objectives of the EPP

    evaluation criteria

    is advised to contact the Strategic Planning and Logistics team directly todiscuss a permit for the use of the site and should not request this in-kindassistance via the EPP.

    All applications for support through the EPP must demonstrate strong

    alignment with the goals and objectives of the evaluation criteria.

    Melbourne City Marina

    Applicants seeking to hire Melbourne City Marina for an event must contactCouncils Waterways Unit on (03) 9658 8738 or via email [email protected] to ensure the correct in-kind amount isaccurately calculated.

    In-kind support specifically excludes any costs associated with the followingitems:

    Park reinstatement fees incurred as a result of your event Banner and signage hub related costs Marketing Parking permits Town Hall hire or any other City of Melbourne owned indooor venue POPE (Place of Public Entertainment Building Regulation Permit) Planning, food/health, handbill or temporary trading permits.

    Permits

    All event permit requirements must be complete and submitted at least sixweeks before the scheduled event date (individual permit timeframes do varyand should be checked). Failure to obtain the correct permits may result insponsorship funding being either partially paid or totally withheld.

    WHO CAN APPLY

    Prospective applicants should carefully consider the eligibility and qualificationcriteria below in order to determine if their event is eligible to apply for funding.

    Eligibility criteria refers to the scope of the event and proposed event detailswhile qualification criteria refers to what must be submitted by an event inorder to receive funding.

    Eligibility criteria

    To be eligible for EPP funding in the 2013-14 financial year, the event mustdemonstrate that:

    Activities take place within the City of Melbourne boundary(see appendix two for map) or, if outside the municipleboundary, provide tangible benefits to the City of Melbournecommunity

    It is not financially dependant on receiving only City ofMelbourne support

    It incorporates and delivers significant free public activities

    Activities take place between 15 December 2013 and 30 June2014 for Round 2 It is a legal entity or auspiced by a legal entity

    A full acquittal report has been provided for any previousgrants or sponsorships and that there are no outstanding debtsdue to the City of Melbourne

    The project, event, activity or program has not been consideredin any other grant or sponsorship program/category managedby Council. Submission of the same event through multiplegrants or sponsorship programs will not be considered.

    Upon approval of sponsorship, the Organisation must maintainpublic liability insurance of not less than $20 million on termsacceptable to CoM and provide a certificate of currency

    Ineligible

    In additon to the above eligibility criteria, the following should be takeninto account when considering lodging an application. EPP does notsupport:

    Individuals Council employees Prize money, awards and trophy production Events that are entirely tradeshows, conferences, teaching programs

    or lectures

    Ticketed exhibitions or galas Ticketed film festivals Ticketed and/or invite only breakfasts, lunches or dinners Events that have a political purpose, or applications made by political

    organisations Events that denigrate, exclude or offend parts of the community Interstate or overseas travel or accommodation Commercial theatre or concerts Events that have already been funded through other City of Melbourne

    programs or activities, another grants and sponsorship program orthrough an existing funding agreement with City of Melbourne.

    Note: If the proposed event is arts-based, then an application may be bettersuited to the Arts and Culture grants program. Applicants should refer to theCouncil website for criteria and submission dates for the Arts & CultureGrants program. Similarly, if the event is a conference or tradeshow, anenquiry should be direct to Tourism business sponsorship program.

    The City of Melbourne reserves the right to reject any application that doesnot meet the qualification, eligibility and/or evaluation criteria, and further

    reserves the right to request additional information when considering anyapplication.

    Qualification criteria

    To qualify to receive EPP funding, all applications are checked to toensure they comply with the following:

    Submit a completed online application form received within thepublished dates with all compulsory questions completed. Lateor incomplete submissions are not considered

    All in-kind requests must be included within your EPP application as

    an official proforma quote. If an event requests the use of CoM ownedpublic-space outside of what has been outlined within their EPPapplication, this will not be accepted and the organisation will berequired to pay the commercial fee quoted.

    All guidelines, conditions and criteria, including sponsorship tierrequirements have been adhered to

    All required documentation, including a current event businessplan, Good Access is Good Business Checklist, water andwaste management plan and marketing and communicationsplan, have been provided.

    To ensure all required documentation is included with the application,applicants should refer to the list on page 16under RequiredDocumentation. The required documentation is also listed on theApplication Checklist, which should be referred to, to confirm thateach event is submitting a complete application.

    HOW TO APPLY

    Application forms

    Once an event has satisfied the eligibility criteria and has met thequalification criteria the application process can begin.

    All applications must be submitted online in full with all required supportingdocuments by the due date and in the manner set out in this document. Nolate or incomplete applications will be considered.

    The application forms are divided into two general sections:

    1) The first section requests detail about the overall event

    2) The second section consists of the evaluation criteria, which require aspecific response relating to the activity that City of Melbournessponsorship would potentially support and contribute to. There is acompulsory section, where all evaluation criteria must be articulatedand an elective section, where events may choose which evaluationcriteria to detail.

    There are three different online application forms for each tier level ofsponsorship. Ensure you select the relevant application form for the tier youwish to apply for.

    By completing and signing the application declaration form, allapplicants agree to comply with all guidelines, conditions and criteria,including adhering to sponsorship tier requirements.

    Evaluation criteria

    The EPP evaluation criteria form a major component of an events applicationand are based on Councils Four Year Plan 2009 2013, which detailsCouncils goals and objectives.

    Applicants are asked to respond to the evaluation criteria in their applicationand will be assessed on:

    How effectively they respond to the evaluation criteria

    How well the proposed event aligns with the evaluation criteria

    The current Council Plan includes eight goals, six of which are the goals setby the community in the Future Melbourne Community Plan. The remainingtwo goals address leadership and resources to guide the City of Melbournesorganisational performance.

    The eight goals are listed below ensure Melbourne is recognised as being:

    1. A city for people

    2. A creative city

    3. Economically prosperous

    4. A knowledge city

    5. An eco-city

    6. A connected city

    andthat the City of Melbourne:

    7. Leads by Example

    8. Manages Resources Well

    Details of each Council goal together with the outcomes and objectives ofeach goal, can be found in Appendix 1.

    Applicants are strongly encouraged to review each goal prior to responding tothe evaluation criteria in the application form.

    As part of the decision-making process, an application may be recommended

    for part funding (cash and/or in-kind), however, maintaining the integrity of theproposal is a key consideration in awarding sponsorship funding. In order toensure the integrity of the event, all applicants are reminded that the event orevent activity must not be solely financed by any EPP sponsorship.

    Submission

    Applications must be submitted online through the Event partnership programapplication process for your relevant tier. Supporting soft copy documentsmay be included with your application.

    Submit your relevant tier application online.

    If you are unable to submit your application online, hard copies and

    supporting documents (on a CD or USB) should be mailed to:

    Applicants will receive an electronic reply acknowledging receipt of the EPPapplication within two business days of submission. Please contact theFunding and Activation Team if you do not receive this notification within the

    specified period. It is the applicants responsibility to check whether theapplication has been received.

    Acknowledgement of the receipt of application does not mean the applicationhas been checked for eligibility and that all components have been submittedcorrectly, nor does such notification imply guaranteed funding.

    The closing time for applications is 5pm, 12 August 2013. Applicationslodged after the closing time will not be accepted.

    General conditions

    Canvassing

    Canvassing or lobbying of Councillors, employees of the City of Melbourne orassessment panel members in relation to any grant or sponsorship applicationis strictly prohibited throughout the application process.

    No consideration will be given to an application submitted by an applicantwhere such lobbying has been proven to have taken place.

    Addenda

    Any time prior to the application closing time, Council may issue anaddendum to this document. Any addendum, if issued, will be posted on Cityof Melbournes website on www.melbourne.vic.gov.au. Applicants are solelyresponsible for ensuring they remain fully informed of any addendum andshould regularly check the Council website.

    HOW APPLICATIONS ARE ASSESSED

    Assessment process

    Applications will firstly be checked to confirm the eligibility and qualificationcriteria are met, then all compliant applications are formally reviewed and anassessment tool scores the responses against the evaluation criteria. Thisassessment tool applies an equitable measure of an events capacity toachieve City of Melbournes objectives.

    Following assessment, sponsorship recommendations are tabled for

    consideration and discussion by an internal panel consisting ofrepresentatives from Business and International, Tourism, Events, SmallBusiness and other relevant areas of Council. Panel members may revieworiginal application documentation prior to the internal panel meeting. Thepanel evaluates all applications according to the published evaluation criteria,the scoring results, and in competition with all other applications.

    Following the internal panel meeting, recommendations will be finalised by theEvents Melbourne branch and prepared for submission for Councilconsideration.

    The final decision on all recommendations is made by the Council.It is anticipated that recommendations for Round 2, 2013-2014 will beconsidered by Council in November 2013 and the outcome will becommunicated to applicants by early December 2013.

    All applicants will receive written notification of the outcome of the application.An applicant shall not be deemed to have received sponsorship until Councilhas forwarded a confirmation letter to the email or physical address providedon the application form.

    A list of successful applications, together with the amounts awarded, will be

    published on the City of Melbourne website once all applicants have beennotified.

    SPONSORSHIP CONDITIONS

    Sponsorship agreement

    Successful applicants will be assigned a project manager who will work withthe applicant to develop and manage the collaborative partnership. Theproject manager will liaise with the successful applicant and set up a meetingto develop a Sponsorship Agreement, which is based on a standard templateand details the terms and conditions of the sponsorship. Applicants can viewthe standard template before submitting an application upon request to theFunding and Activation team.

    Specific funding terms are identified in the agreement and applicants arerequired to accept the nominated payment schedule as it is outlined in theagreement. If an applicant seeks to vary these conditions, the matter shouldbe directed to the Funding and Activations team who will consider the request.

    The current convention is delivery of 50% of the sponsorship funding amountprior to the staging of the event, with the remaining balance payable upon theevents successful conclusion and receipt by City of Melbourne of an acquittalreport, unless otherwise agreed.

    The maximum amount of funding that the City of Melbourne may provide in afinancial year is the amount approved by Council and payments will be madein accordance with the milestones articulated in the financial terms section ofthe sponsorship agreement.

    It should be noted that notwithstanding any clauses contained in the finalsponsorship agreement, Council reserves the right to reduce or cease fundingin any year of the agreement if it considers the submitted event and applicablebenefits to the Council do not meet the reasonable satisfaction of the Council.

    As a guide, the sponsorship agreement typically includes the following:

    Identification of the Council goals aligned to the event Key performance indicators (sponsorship deliverables)

    Rights and benefits accruing to the City of Melbourne

    Financial terms of the agreement

    Legal requirements, including insurance and indemnity etc.

    A requirement to provide an acquittal report no later than eight weekspost event

    Event acquittal

    All events who receive sponsorship through the EPP must send through anacquittal report at the conclusion of the funded activity. The acquittal reportshould evaluate the event and account for how the sponsorship support wasused.

    The acquittal report must be submitted online to the Funding and Activationteam and be supported with documentation in the form of written,photographic and/or video materials and should provide evidence of how theevent performed against the agreed deliverables and key performance

    indicators.

    The acquittal report asks events to provide evidence of:

    The deadline for the provision of an acquittal report is no later than eight (8)weeks following the conclusion of the event for tier 1 and 2 events, and nolater than four (4) weeks for tier 3 events.

    If an event fails to submit an adequate acquittal report to the satisfaction ofthe City of Melbourne, and fails to deliver on KPIs outlined within the contract,then it is at the discretion of the City of Melbourne as to whether the agreedfull sponsorship amount will be awarded.

    Disclosure of applicant information

    Council is committed to openness and transparency in its decision-makingprocess.

    If any applicant wishes to include information in their application that theydesignate confidential, then any such information must be clearly labeled.The applicant must provide justification for this classification. Council will not

    accept applications which have a confidential classification applied to thewhole submission.

    Council will take all reasonable steps to maintain confidentiality whereindicated in an application. If that information becomes the subject of arequest for access under the Freedom of Information Act, the views of theapplicant will be sought prior to Council determining whether such details areexempt under the Freedom of Information Act.

    It should be noted that applications (excluding those justified as beingconfidential) may be considered in a Council or Committee meeting where

    members of the general public are present.

    The City of Melbourne is committed to protecting your privacy. Theinformation requested on the application form is being collected by City ofMelbourne for the purpose of assisting with the assessment of applications forgrants and sponsorship. All information collected is securely stored inSmartygrants and City of Melbourne computer systems. The personalinformation will be disclosed to assessment panel members for the purpose ofassessing your application. It will not be disclosed to any other external party

    without your consent, unless required or authorised by law. If the personalinformation is not collected, Council may have difficulties in contacting you ina timely manner in relation to your application.     Goal 1 A city for people

    The City of Melbourne has an important role in making the municipality greatfor people to live in and visit.

    This Council recognises that it must address the needs of a growing

    population. Council wants people to experience the citys array of activitiesand to meet, play and relax in streets and public spaces that are clean,inviting and alive.

    This goal includes relevant and affordable services and communityinfrastructure and recognises the need for safety and security. We promoteand encourage healthy people and communities and want to ensure that ourrich cultures are celebrated, embraced and connected to the broadercommunity.

    How does the event make Melbourne A City for People?

    This objective aims to attract visitation to the city by enlivening it with a rangeof high quality and welcoming events which are inclusive, accessible and free,allowing the broader community to experience some of Melbournes iconicevents. This objective also aims to contribute to a safer city for residents andvisitors through event activation during the evening which offers a differentexperience to other late night entertainment offerings.

    Goal 2 A creative city

    The Future Melbourne Community Plan identified creativity as one of the citysmajor strengths. We have a great opportunity to capitalise on and grow ourreputation as a creative city that is bold and inspirational.

    It is important that art is accessible for everyone. We continue to support andpromote a diverse range of artists and take art into the public realm foreveryone to participate.

    Through this goal, the Council wants to achieve growth in creative enterprisesand strengthen recognition of Melbourne as a creative city. Creativity is morethan art and our aim is to get creative thinkers involved in decision making forthe city.

    This plan capitalises on our international profile as a sporting city andcontinues to promote our world famous events to ensure people continue to

    visit and be part of our robust events and activities calendar.

    Our support to the citys businesses will emphasise small and mediumbusinesses, draw on the diversity of our local economy and educatedworkforce, and assist Melburnians to achieve prosperity through socialenterprise. The Council will work locally, nationally and globally to continue tostrength the local economy.

    As a city we will be prepared and well positioned to meet the challenges of theglobal economy.

    How does the event help make Melbourne Economically Prosperous?

    This objective aims to increase Melbournes reputation as a vibrant city bysupporting and promoting local and international events that also encourage athriving and diverse economy by increasing the flow of visitors (local,interstate and international) to key city areas including Docklands.

    Melbournes appeal to the international education market and our world classresearch facilities are a sound basis for growing our potential and reputationas a knowledge city.

    Where sustainability is concerned, Melbourne is a recognised leader.

    Future Melbournes ambitious goals inspire us to improve the sustainability ofthe citys building stock, reduce carbon emissions in all areas of city life, anddevelop ways to capture, store and deliver potable water within themunicipality and protect our world renowned parks and gardens.

    Managing and improving the disposal of waste and promoting recycling is anincreasingly important part of reducing our ecological footprint.

    We have an important role to play in educating our city and continuing to planand execute our preparedness for and response to changing climate. We will

    work to ensure Melbourne is internationally recognised for our sustainabilityand as a leader in sustainable design.

    This objective aims to influence the municipality towards becoming a zero netemissions city. Events can contribute to this objective by adopting innovativeevent sustainability initiatives and by raising awareness of sustainabilityissues via promotional and educational programs.

    This objective aims to ensure the events that the City of Melbourne supportsuse best practices in relation to how they are managed.
