1. Project Overview

1.1 Project address: 1517 Bellevue Ave., Seattle, WA 98122

1.2 Site Development:

The Crosby Capital Hill (CCH) project is a seven story above grade residential building with one

story below grade. The CCH project site is located on Bellevue Avenue between East Pine

Street to the North and East Pike Street to the South. The existing three story apartment

building is to be demolished to make way for a new 27,000 gross square foot structure

comprised of 3 levels of concrete construction 4 levels of wood frame above.

The Street Level is comprised of five Live/Work Units and 2,600 sf of Retail space on the

Bellevue Ave side (East). Above the street level will consist of 45 Studio apartment units and

below grade one level will consist of Mechanical, Storage, Transformer and Amenity rooms.

All access for Construction will be from Bellevue Ave (East) as all other property lines are shared

with existing structures. There is no alley acces to the site.

Construction start is scheduled for October of 2016 and is to commence in December of 2017.

2. Construction Communication

2.1 Contact Person:

I. General Requirements:

A. Epic Construction Management will designate an individual to fill the position

of “Construction Contact” to the local community to address comments

regarding ongoing operations and schedule.

B. Epic Construction will designate an individual to fill the position of

“Community Liaison” to the local community.

II. Specific Plans/Procedures:

A. The Construction Contact (Gregg Jabs, Project Manager) will:

1. Act as the initial point of contact for general construction information

or for non-emergency concerns related to construction.

2. Attend meetings of the affected neighbors.

3. Prepare and distribute monthly construction bulletins describing

general progress and schedule related information for distribution

via email to the Construction Notification List

B. The Community Liaison (Daniel Klein, Property Owner) will:

1. Schedule and attend meetings with neighbors in advance of start of

construction and as desired by neighbors during construction. Should

periodic neighborhood-wide meetings be scheduled, the contractor

will coordinate with the City in advance.

2. Assemble contact names and information for the Construction

Notification List and keep it up to date. This is distributed monthly via

email.

3. Act as a second point of contact for people seeking information

about the project.

2.2 Construction Notification List: The Construction Notification List includes the

following neighbors, as well as anyone who requests to be added:

2.3 Communication methods: The Construction Contact will prepare monthly

construction update bulletins, beginning September 2016 (assuming October 2016 start of

site preparation and utility work) and continue at least through completion of shell-and-

core construction (estimated December 2017). These bulletins will cover general

construction updates, notices for street and sidewalk closures, noise and work hour

variances, and other construction activities that may affect the surrounding neighborhood.

Bulletins will be distributed to central contacts identified on the Construction Notification

List for posting within buildings and/or distribution within internal distribution networks.

2.4 Notification timing & tracking:

3. Construction Noise and Sensitive Receivers

3.1 Construction Hours

• Standard Hours of Construction (7 am to 6 pm on non-holiday weekdays, 9

am to 5 pm on Saturdays and Holidays, and no Sunday work unless an

emergency is taking place): The majority of construction activities will be

limited to standard construction hours between 7 am. and 6 pm. on non-

holiday weekdays. Construction workers may arrive at the site prior to

standard start times; however, noisy set-up activity will be expressly

prohibited prior to 7 am. on weekdays, 9 am. on Saturdays. Any necessary

equipment warm-up prior to standard start times will be coordinated to not

disturb neighbors. Identify demolition and construction activities within

permissible construction hours.

• Holiday work days consist of the following: Martin Luther King Day,

Presidents Day, Memorial Day, Labor Day, Christmas Eve, and New Years.

3.2 High noise-generating activities

• Early Works Utility location with Excavator. October 2016

• Site Demo (Excavator)– October 2016

• Auger pile shoring October 2016 to November 2016

• Mass Excavation – October 2016 to December 2016

• Structure/Concrete Pours & Placement – December 2016 to April 2017

3.3 Noise-sensitive receivers

3.4 Construction noise management

• Timing Restrictions:

o Most activities will be limited to standard construction hours, which

are 7 am to 6 pm on non-holiday weekdays.

o Impact types of equipment like concrete breakers, jackhammers and

other impulse noise sources will only be used between 8 am and 5 pm

weekdays and 9 am and 5pm on Saturdays.

o Restricted use of pneumatic equipment related to demolition. This

will follow noise ordinance requirements as stated within standard

work shifts.

• Noise Reduction Construction Technologies:

o Off-site recycling. The demolition contractor will break up the

concrete into pieces small enough to be loaded onto trucks and

moved off-site for recycling. This specific activity utilizing impact

equipment will be limited to 8 am – 5 pm on weekdays and 9 am – 5

pm on Saturdays and holidays.

o Provide 72 hour notification to neighbors prior to any work outside

typical construction hours listed in CMP.

• Process Modifications:

o Loud talking or any miscellaneous noisy activities are prohibited

before 7 am and after 6 pm on weekdays, and before 9 am and after

5 pm on Saturdays.

o Concrete truck staging will be done with a temporary street use

permit along the frontage and parking area between Pike and Pine on

the west side of Bellevue Avenue and trucking routes will be

coordinated with SDOT.

o The Construction Team will utilize opportunities for pre-fabrication of

construction assemblies at off-site locations that will help minimize

on-site manpower and noisy activity.

o A compliance statement for this Construction Management Plan will

be included in all subcontracts for this project.

4. Construction Milestones

4.1 Schedule of construction milestones, including:

• All construction phases will be limited to 7 am – 6 pm on weekdays and 9 am

– 5 pm on Saturdays and holidays.

o Site Demolition and Early Utility Work: 10/01/16 thru 10/30/16

o Shoring and Excavation: 10/20/16 thru 12/15/16

o Concrete Structure: 12/01/16 thru 04/05/17

o Architectural Completion – Exterior Envelope: 04/15/17 thru

10/01/17

o Architectural Completion – Interior Build-Out: 06/10/17 thru

11/30/18

o Site Hardscape and Landscaping: 11/01/2017 thru 12/30/17

• Description of Each Phase

o Site Demolition and Early Utility Work: Includes install of construction

fencing, below grade utility locates, cut/cap/make safe of utilities for

demo, and demo of existing structures. All deliveries and trucks will

utilize our designated haul route plan.

o Shoring and Excavation: Includes setting of shoring system with

auger, utilizing excavation machinery and trucks for haul-off, all

deliveries and trucks will utilize our designated off load and staging

area per the Street use plan.

o Concrete Structure: Construction of the structure utilizing concrete

formwork, will include equipment such as concrete mixing trucks,

concrete pump trucks, and finishing crews. All deliveries and trucks

will utilize our designated haul route plan and staging area per the

Street Use Plan.

o Architectural Completion – Exterior Envelope: Includes the

installation of the wood framed structure, exterior glazing &

envelope, and roofing systems. All deliveries and trucks will utilize our

designated haul route plan and staging area per the Street Use Plan.

o Architectural Completion – Interior Build-Out: Includes the

installation of metal framing, gwb, paint, carpet, and other typical

finishes. All deliveries and trucks will utilize our designated offload

and staging area per the Street Use Plan.

• Site Hardscape and Landscaping: Includes the installation of site irrigation,

hardscapes, and concrete in the right of way. All deliveries and trucks will

utilize our designated haul route plan and staging area per the Street Use

Plan.

• Construction parking management:

o Construction workers will be encouraged to park outside of

downtown and use transit service to the project. The site is near King

County Metro bus routes. Bus information will be made available to

construction workers.

o To the extent they do drive, construction workers will be encouraged

to park their cars at the paid Public Parking Lots in the neighborhood.

5. Off-site Construction Worker Parking

5.1 Location

• Peak number of onsite craft employees will be 50 a day.

• Public Parking Lots in the Area:

o The Excelsior: 1555 Bellevue Ave- Enter off Melrose Ave.

o The Summit (On Pike): 420 East Pike – Enter from Summit Ave

o Republic Parking Northwest Lot: North Property of 1515 Belmont Ave

• There will be no onsite parking available for this project.

6. Right of Way Use

6.1 SDOT Coordination

Right of way use must be approved by SDOT prior to beginning work. SDOT requests right of

way use planning happen at least 3 months prior to beginning work. Contact SDOT Street

times.

6.2 Material management

• Construction Traffic to and from the project as well as staging and other logistical items

shall follow the designated haul route plan for deliveries and unload in the parking lane

as described in the street use plan. All Material deliveries will be scheduled so as, such

material is unloaded from the trucks and directly into the Structure. There is no space

available in the Right of Way for Laydown.

6.3 Pedestrian mobility

• The sidewalk on the property frontage will be closed for the duration of the project.

The parking lane will be closed during construction hours and pedestrian traffic will be

directed to the east sidewalk of Bellevue Avenue between Pike and Pine Streets. After

work hours the parking lane will be reopened to pedestrian traffic with barriers in place

to protect pedestrians from drive traffic, per the traffic control plan.

6.4 Street closures

•••• Parking lane closures of the west side of Bellevue Avenue will be completed. Street

closure permits will be applied for and issued to for closure. Project will keep the drive

lanes open at all times.
