It aims to ensure that security risk as- sessment is performed prior to loading origin base-port. Conse- quently, all carriers must elec- tronically submit the required date elements to the EU Cus- toms office at the vessel’s first EU calling base-port at least 24 hours prior to mother vessel ber- thing (ETA) at origin base-port. Subject to final approval by the EC, ENS is scheduled to start on 1 st January 2011, which means deep-sea cargo loading overseas on/after 1 st January 2011. US holding on to shrimp exporters’bond money, despite WTO ruling

NEW DELHI, Dec 19FOLLOWING a World Trade

Organisation (WTO) rulingfavouring India, the Union govern-ment has asked the US to returnshrimp exporters’ money whichhave been locked up in Customsbonds.

The US had imposed ananti-dumping duty of 10.17 percent on Indian shrimps in 2005and asked its importers to provideenhanced Customs bonds worththe duty amount for importsduring the last 12 months.

When the US shrimp import-ers refused to furnish thesebonds, the exporters had toshoulder the cost to keepshipments going.

Following the WTO ruling, theUS stopped asking for the bonds,but did not release funds collectedfrom 2004 to 2008.

been blocked because of non-re-lease of old bonds which isgrossly unfair,” a CommerceDepartment official pointed out.

The Customs bonds are, es-sentially, a cash guarantee toensure that the importer will payall Customs duties and leviescharged by the authority.

In its complaint at the WTO in2008, India had argued thatthe requirement of enhancedCustoms bonds was not consis-tent with the rules.

The following year, the WTOruled in favour of India and directedthe US Customs and BorderProtection (CBP) to do away withthe enhanced bond requirement.The anti-dumping duty, too, was

brought down to below 1 per centbefore raising it marginally to alittle over 2 per cent earlier thisyear.

“A large amount of ourcapital is locked in those bondsand it affects all our exporters,especially the smaller ones,”pointed out Mr M. K. RamMohan, Deputy Director, Market-ing, Marine Products ExportDevelopment Authority

(MPEDA). “Not only is thismoney locked up in bonds, butexporters also have to pay a feeof 3 per cent per annum.”

Shrimp exports to the US fellby a third to Rs 611 crore fromRs 900 crore before the dumpingduties and bond requirementswere imposed in 2004, accordingto estimates.

India does not want to rake upthe issue with the WTO andprefers to sort it out bilaterally.

120 tonnes of furnace oil pumpedout of grounded Tiger Spring

NEW DELHI, Dec 19ABOUT 120 tonnes of furnace

oil has been successfully pumpedout of Tiger Spring, the containervessel that has remainedgrounded in the Hooghly for morethan two weeks now.

The fuel has been dischargedinto a 500-tonne oil barge,Pradip, belonging to theCentral Inland Water TransportCorporation.

The pumping operations wereundertaken by the salvagecompany, Smith International,under the supervision of the

October IIP rebounds to 10.8 pcINDUSTRIAL growth started the third quarter of the current fiscal on a

robust note by bouncing back into double digits to 10.8 per cent in October2010. The rebound is primarily on the back of an increase in manufacturing,particularly of consumer durables—cars, two-wheelers and televisionsets—thanks to increased demand during the festival season. In comingmonths, the growth rate could be lower than the same months last year,because of a base-level effect, despite the purchasing manager’s index (PMI)suggesting a good industrial performance in November 2010.

During the month under review, mining sector expanded by 6.5 per cent(9.1 per cent), manufacturing sector by 11.3 per cent (10.8 per cent) andelectricity generation by 8.8 per cent (4.0 per cent).

The rebound came after the IIP growth had moderated to single digit—thefastest pace in three months—at 6.9 per cent, in August 2010 and furtherdecelerated to 4.4 per cent in September 2010.

Production of consumer durables was up by 31 per cent in the month,though output of consumer non-durables remained flat as against the year-agoperiod. Capital goods output rose by 22 per cent, led by close to 40 per centgrowth in transport equipment and parts. Basic and intermediate goods grewat 7.7 per cent and 9.5 per cent, respectively, during the month under review.

The average industrial growth for the fiscal 2011 could be in single digit, asthe three-month moving average (Aug-Oct) has trended lower to 7.4 per centfrom the corresponding three-month moving average of 15.8 per cent forFeb-April 2010.

During the first seven months of the current fiscal, mining sector recordeda growth rate of 8.3 per cent (8.1 per cent in 2009-10), manufacturing that of11.0 per cent (6.8 per cent) and electricity generation by 4.6 per cent (6.3 percent).

The IIP numbers pushed the country’s benchmark stock index, the Sensex,up by 267 points.

Food inflation rises againto touch 8.69 pc

Food inflation increased marginally for the week ended November 27, 2010,after declining for nine consecutive weeks, because of an increase in pricesthat neutralised the favourable base effect. This rise underscores the stickinessin food prices, which are not dropping sharply despite the arrival of winter crop.

Food prices were up by 8.69 per cent for the week from a year ago, amarginal increase from 8.60 per cent for the previous week. The index for foodarticles rose by 0.5 per cent during the week, the third consecutive week ofincrease.

Since the beginning of November, the index for food articles has risen by0.89 per cent; but the year-on-year inflation has dropped from 12.3 per cent to8.7 per cent over this period because of a faster rise in index at this time lastyear.

The inflation figure for October 2010 was 8.6 per cent, much higher thanthe comfort level, as viewed by the RBI. The monetary policy review, due onDecember 16, 2010, will take into account the headline inflation numbers forNovember 2010.

Broadband: Rs 40,000-cr.investment required

The country will require investments of Rs 40,000 crore to buildinfrastructure to provide 214 million broadband connections by 2014 thatcan reach a base of over 700 million people.

While India has over 600 million cell phone connections and close to 500million active mobile phone users with 60 per cent penetration, the countryhas a mere 10 million broadband customers.

The broadband market in India is at a nascent stage of development withhousehold penetration of broadband limited to about 4 per cent at the end oflast year, and the top 10 cities account for 60 per cent of all customers, whohave high-speed internet connections. The government has fallen behind thetarget of 20 million broadband connections by half at the end of 2010.

Export grows 27 pc inNovember 2010

India’s exports have registered a growth of 26.8 per cent during November2010, at $ 18.9 billion—the fastest rate in five months. During the period April-November 2010, exports have reached a level of $ 140 billion at a growth of26.7 per cent, while imports were $ 222 billion with a growth of 24 per cent anda trade deficit of $ 82 billion. India’s imports in November 2010 were $27.8billion, up by 11.2 per cent.

At this rate, while exports could total $ 215 billion against the target of $200 billion this year, imports could drop because of moderation in growth inrecent months. Nevertheless, India need to monitor, on a regular basis, itsimport bill in the context of rising commodity prices, particularly of crude in theinternational market.

During April-November 2010, the following sectors have done well viz.,engineering, gems & jewellery, petroleum and its products, leather & leatherproducts, carpet, plastics & linoleum, cotton yarn, chemicals, etc.

The rising current account deficit—expected to widen to 3 per cent of GDPthis fiscal—is a matter of concern, if there is a let-up in foreign capital inflows,and a threat to India’s growth story.

VESSELS IN PORT & DUE AT MUMBAI FOR EXPORT LOADING

Foreign exchange reserves upby $2,411 million

India’s foreign exchange reserves increase by $ 2,411 million to $ 2,96,390million during the week ended December 3, 2010. Nation’s foreign currencyassets recorded a rise of $ 1,977 million to $ 2,67,232 million during the weekunder review.

While gold reserves went up by $ 456 million to $ 22,124 million, SDRsdropped by $ 16 million to $ 5,066 million and reserve position in the IMFtranche dropped by $ 6 million to $ 1,968 million during the week under review.

During the current fiscal so far (i.e., till December 3, 2010), forex reserveswent up by $ 17,333 million.

Govt not Happy with Airlines’Steps to Lower Airfares

The government said it was not “fully satisfied” with the steps taken by aircarriers so far to lower the “astronomical” fares and wanted all airlines to domore to bring ticket costs down.

After a meeting of the newly-formed Civil Aviation Economic Advisory Council(CAEAC), Civil Aviation Minister Mr. Praful Patel said, “Astronomical faresneed to be controlled.

We have already advised the airlines to do further more (in this regard).”The CAEAC decided to set up a small working group, comprising

representatives of the air carriers and passengers’ associations, torecommend measures to “ensure transparency” in fixing of airfares, keepingthe DGCA directives in mind.

Maintaining that the government “cannot be a mute spectator” to theairlines charging exorbitant fares, he said that “we are not fully satisfied” withthe steps taken by the airlines so far.

Maersk to Operate Adhoc DirectVessel from Chennai to Jebel Ali

To help clear up the export backlog which has accumulated in recent weeksbecause of truckers strike and eventual congestions at port terminals, MaerskLine plans to operate an ad-hoc direct sailing from Chennai to Jebel Ali, amajor transshipment hub in the Middle East.

The vessel is slated to sail from Chennai ion Dec. 17, arriving Jebel AliDec. 24.

The authorities said the transit time from Chennai to Jebel Ali will be sevendays. “The trade is expected to benefit from this direct one-time sailing givenexcellent onward connections over Jebel Ali, they said.

Overseas remittances for studyat $ 18.6 million

Money sent by Indians for studies abroad, for self or for family members,is steadily rising. Outward remittances for overseas studies swelled to $ 18.6million in August 2010 from $ 7.7 million in April 2010. The reason for this maynot be an increase in number of students opting for overseas study; butstudents not getting full funding and other scholarships for their courses,besides higher limit—up to $ 2,00,000—permitted by the RBI for overseasremittances without its permission.

India & Italy to Sign MoU forGreater Co-Operation in Road

Infrastructure SectorIndia and Italy have agreed to sign a Memorandum of Understanding

for enhancing bilateral technical cooperation in road infrastructure sectorand greater involvement of Italian Infrastructure companies in thehighways sector in India. The need for a MoU was felt and agreed uponduring the bilateral discussions between Shri Kamal Nath, Minister forRoad Transport and Highways and Italian Minister for EconomicDevelopment, Mr. Paolo Romani in Rome on Wednesday. It was alsodecided that a trade delegation comprising of officials from the ItalianEconomic Development Ministry, Foreign Ministry and about 200business delegates representing various sectors including Infrastructurewould be visiting India in the early 2011.

Minister Nath also participated in a Round Table Meeting on Infrastruc-ture opportunities in India, organised at Confindustria (Italian Confedera-tion of Industrial Employers) on Wednesday, which saw a wide level ofparticipation from the Italian Companies involved in Infrastructure sector.Italian companies such as Atlantia, FINCO, Ceo Maire Tecnimont,ASTRAL, Todini Costruzioni Generali, Alstom Favero & Milan IngegneriaSpa etc. participated in the meeting. A presentation was made on thequantum jump targets set for the development of National Highways inIndia, the progress achieved and the huge opportunities that the sectoroffers Italian companies. There was a fruitful exchange of ideas andsuggestion from both sides. The Italian corporate sector in infrastructureindustry showed keen interest in the highways sector of India.

Shri Nath was on a two day visit to Rome. A high Level Businessdelegation comprising of senior representatives from the Federationof Indian Chamber of Commerce and Industry (FICCI) accompaniedthe Minister.

NEW DELHI, Dec 19Taipei, Wan Hai Lines (WHL)

has announced that it is resumingits Far East to Black Sea servicecalled FBS, which will be jointlyoperated with Pacific InternationalLines (PIL).

“In 2009, due to the suddenmarket downturn, WHL and PILsuspended their FBS service. Inorder to meet customers’ require-ment to provide additional ser-vice coverage, both parties de-cide to resume their Black Sea

Wan Hai and PIL Resume Black Sea ServiceJoint service by deploying eightvessels wi th capaci ty 2,500TEU.

WHL will provide three and PILwill provide five vessels for thejoint service,” a statement fromthe carriers said.

The port rotation will be: Shang-hai, Ningbo, Xiamen, Shekou, Sin-gapore, Port Kelang, Port Said, Al-exandria, Istanbul, Odessa, Alex-andria, Port Kelang, Singapore,and back to Shanghai.

Both carriers said they will add

Novorossiyk as a direct port ofcall from Asia at a later stage.

The FBS offers a transit timeof 22 days from Shanghai to PortSaid, 23 days to Alexandria, and28 days to Odessa. Togetherwith the existing Far East-BlackSea service covering Damietta,Istanbul, I ly ichevsk andConstanta, WHL wi l l nowprovide customers with two dedi-cated services into the EastMediterranean and Black Sea ar-eas.

PORT OF KOPER, Dec 19Slovenia’s Port of Koper is in

talks with several Indian shippinglines, including state-run ShippingCorporation of India (SCI), for es-tablishing a direct port connectiv-ity between the two countries, asenior Port of Koper official said.

“We are talking to several ship-ping lines for establishing a directshipping connection with our port.Shipping Corporation of India (SCI)is one among them,” Port ofKoper’s Board of Management’sVice-President Mr. Tomaa MartinJamnik told PTI.

The port management would behappy if the SCI considers its re-quest, Mr Jamnik said, adding “itis their call now.”

Port of Koper is Slovenia’s onlyport and serves as the gateway tocentral and south-eastern Euro-

Slovenia’s Port Woos Indian Shipping COSpean markets.

Mr Jamnik was part of a Slov-enian delegation that visited Indiaat the invitation of apex industrybody, Confederation of Indian In-dustry (CII), to explore further tradeopportunities between the twocountries.

A direct connection with theKoper Port would not only reduceshipping time to Europe from In-dia but also enhance trade, hesaid.

“We are a European port and notsimply a Slovenian one that is ata distance of less than 2,000 nau-tical miles from India compared tothe Rotterdam Port (in Nether-lands). Moreover, we are alsosome 400-800 km close to the Eu-ropean market as well,” Mr Jam niksaid.

Chairman Mr. S C Hajara con-firmed having received a requestfrom the Port of Koper.

“They have given a request.It is a part of several such re-quests that we receive. We willstudy the market before takingany decision,” Mr Hajara said.

The port (of Koper) is eyeingthe high-volume India- Europetrade, which at present ishandled by other ports, mainlyRotterdam, he said, adding thestrategic location of the port of-fered a big advantage.

With 25 berths, the Koper porthas 11 specialised terminals, in-cluding passenger, fruit, timber,container, livestock and car. TheV and X pan-European transportcorridors, which pass throughSlovenia, are also linked with theKoper port.

Asia-Pacific Region Witnesses Steep Hike in AirfaresNEW DELHI, Dec 19

The steep hike in airfareswitnessed in India recentlyhas been replicated in theAsia- Pacific region too as air-lines threw “caution to thewind” in raising tariff even aspassenger traffic grew sub-stantially, according to a lat-est study.

These factors havegiven momentum to exports inthe last few months which needa further push in view of thefragile market conditions andfinancial crisis looming overmany European Countries.

Deregulation of exportcredit: Exporters were en-titled for concessional exportcredit under PLR regime whereboth on pre and post shipmentexport finance, banks were ex-tending credit to 2.5% belowthe prime lending rate. How-ever, with the adoption of thebase rate, the concessionalrate has been abolished. Ex-ports, is a key driver of theeconomy contributing to 17%of GDP. Moreover, exportcredit rate in India is above theinternational benchmark andthe gap is l ikely to be in-creased further with interestrate looking northward. TheDGFT should take up with theReserve Bank of India to treatexports as a separate cat-egory for the purpose of creditand bring a separate chapteron exports in the new credit

policy due in April, 2011. Thiswill also send signal to thebanks that export is a priorityarea for the Government.

High banking chargeslevied by Indian Banks: Thebanking charges after the de-regulation are consistently onincrease despite increase inbusiness transaction. Whilethe matter has been taken upwith the Indian Banks, it is sug-gested that the Governmentmay give direct ion to the Banks to rationalize the bank-ing charges with a view to bringtransparency asking them toexhibit the banking charges ontheir Website.

ECGC cover up to 95%of the default: The global re-covery is still fragile and finan-cial crisis is also looming largeover European Countries. Inthis situation, the Governmentshould ask ECGC to increaseexport cover to 95% of the de-fault amount as was done dur-ing the stimulus period. Thiswill help the exporters to takethe risk by exploring new mar-kets as well as locating newbuyers in the existing markets.

Service Tax Refund:The Government has allowed

service tax exemption on oneservice while 18 other ser-vices are eligible for refund.The refund is cumbersome,time taking and add to thetransaction cost. More than90% of the exporters claimthat they have not been givenrefund on one ground or theother. Since Government istrusting the trade for one of theservices, it should extend thesame to the rest of the ser-vices. This will help the ex-porters as it wil l ease outmoney flow and will also savethe Government time and en-ergy in refunding the amount.

Increase in MDA/MAIallocation: The present MDAscheme has limited budgetwhich is not sufficient to sup-port the export projectionsmade by the Ministry of Com-merce, MDA/MAI fundsshould be at least 0.5% of ourexport. Many of the countriesare providing marketing sup-port to the SME segment, andtherefore, we should also pro-vide enough funds so that ex-porters are encouraged to di-versify their export marketsenabling the Government toraise the export target and

also reduce our dependency onfew markets.

Transaction Cost: Thetransaction cost of exports isstill high and the same will con-tinue till EDI is formally estab-lished amongst all the agenciesinvolved in exports and im-ports. The Government should,therefore, put a time frame forful l implementat ion of EDIamongst all agencies and lookfor a paperless system forseamless movement of tradedocuments.

Dispensing the Certifi-cate requirement under TUF:Exporters availing status hold-ers under this scheme areasked to submit a letter regard-ing availment or non-availmentof TUF. This leads to the de-lay and, therefore, the DGFTshould allow self-declarationon availment or non-availmentof TUF. Since SHIS benefitsare only availed by the statusholders, a trust based systemwill help the exporters anddo away with unnecessarydocumentation.

FIEO Chief commented it isa significant sign that cumula-tive value of exports for the pe-riod April-October 2010 wasUS$ 121.394 billion as againstUS$ 95.756 billion, registeringa growth of 26.8 per cent in dol-lar terms over the same periodlast year. Mr Sakthivel opinedthat maintaining this trend,India’s exports are likely totouch a new milestone of US$210-220 billion this fiscal. tainer Carrier Owners WelfareAssociation, pointed out thatthe trailer owners had alreadyeffected a 45 per cent increasein wages to the crew in the lastfive years.

He however said that con-sidering the slowdown in busi-ness in the port area in the re-cent period due to low arrivalof cargo, it would be difficultto provide another wage in-crease. If the Association had

agreed for a wage hike now, ithas no other option but to passthe burden on to the trade,which would not be competi-tive under the current environ-ment. Besides, the workersresor ted to s t r ike wi thoutgiving the mandatory 14-daynotice to the owners.

The Associat ion is alsoplanning to move the Court todeclare the strike illegal if itcontinues.

Inaugurating the LogisticsSummit – 2010, the Ministerobserved that Indian economyhas been growing consistentlyat over 9% in the recent past,showing resilience even duringthe worst global recession. Dur-ing the current year, the GDPgrowth rate is expected to be9.2% which is very commend-able given the global scenario.

During the talk, Mr. Vasanalso highlighted that massiveinvestment is the need of thehour to build better logisticalinfrastructure and additionalhandling capacity.

Mr. Vasan said, the Govern-

ment has been very proactiveand has brought in policy re-forms and is investing in build-ing the infrastructure acrossrails, roads, airports, ports, lo-gistics parks, containers, In-land Container Depots (ICDs),Container Freight Stations(CFSs), warehouses and coldchains. In the logistics sectorspecifically, the governmenthas taken several policy initia-tives by allowing 100% FDI,eliminating CST, introducingVAT, improving multi-modaltransportation and aggressivelypromoting public private part-nership (PPP) projects.

Mr. Vasan also observed theongoing development works inthe 12 Major Ports, Port Con-nectivity projects under the Na-tional Maritime DevelopmentProgramme (NMDP) and otherprojects like highway develop-ment programmes and develop-ment of dedicated rail freightcorridors.
