INTRODUCTION
As requested by the U.S. Environmental Protection Agency (EPA), Tetra Tech EM Inc. (Tetra Tech) is
conducting oversight of remedial action (RA) activities at the Lemon Lane Landfill site in Bloomington,
Indiana, under Contract No. 68-W7-0003, Work Assignment No. 044-RXBF-0529. Excavation activities at
the site ceased on July 20, 2000, because of elevated polychlorinated biphenyl (PCB) levels in the air. RA
activities at the site resumed on August 16, 2000. CBS Corporation (CBS) is the responsible party for the
site. PSARA Technologies (PSARA) is CBS's consultant. Midwest Environmental Drilling is CBS's
drilling contractor, and WRS Environment and Infrastructure, Inc. (WRS), is CBS's site remediation
contractor.
This summary discusses Tetra Tech's field oversight observations from August 15 through 26, 2000; issues
and developments during the reporting period; and future activities. Appendix A contains a photographic
log of field activities, Appendix B contains a table listing numbers of excavated capacitors and their
locations in the landfill, and Appendix C contains a copy of Tetra Tech's field oversight notes.
OVERSIGHT OBSERVATIONS
Tetra Tech's field oversight observations from August 15 through 26, 2000", are summarized below.
Tuesday, August 15,2000
Lee Christenson of Tetra Tech arrived at the site at 10:45 a.m. EPA, the Monroe County Health
Department (MCHD), the Indiana Department of Environmental Management (IDEM), and Andy Suminski
of Tetra Tech were already on site. During the day, CBS and PSARA were to demonstrate new measures to
be implemented in order to minimize air emissions of PCBs during RA activities.

At 11:00 a.m., EPA, MCHD, IDEM, Tetra Tech, CBS, and PSARA met to discuss the new measures. One
of the primary sources of PCB emissions was believed to be the Toxic Substances Control Act (TSCA) pile.
The new measures that CBS proposed for the TSCA pile included the following:
• A clay berm around the TSCA pile to prevent the TSCA material from being blown about by windduring load-out
• A wooden barrier between the truck scale and TSCA pile to minimize wind interference duringload-out
• A sprinkler misting system around the perimeter of the TSCA pile that would run continuouslyduring load-out activities to cool the air above the pile and thus reduce volatilization of PCBs
• Keeping the TSCA pile as small as possible and covering the pile with wood-fiber mulch and thenplastic sheeting at the end of the day
Another major source of PCB emissions was believed to be the excavation area. The new measures that
CBS proposed for the excavation area included the following:
• Mobile sprinkler misting units that could be positioned around the excavation area to cool the airabove the excavation and thus reduce volatilization of PCBs
• Limiting excavation to a 50-by 50-foot area at one time and covering the area with clean fill afterverification sampling
• Placing unearthed capacitors in individual plastic bags and taping the bags shut
• Covering excavated areas with plastic covers or clean fill material at the end of the day
In addition, CBS agreed to work at a slower pace than previously. Excavation work would begin at
5:30 a.m. and finish around 12:00 noon because lower morning air temperatures would limit PCB
volatilization. CBS also agreed to load-out only 10 to 15 truckloads of material per day for the first week of
excavation so that PCB emissions could be monitored to determine the effectiveness of the new measures.
In addition, a daily status meeting would be held in the morning during which CBS would report its daily
progress and plans, and oversight personnel would raise any questions or concerns.
At 1:45 p.m., CBS began a demonstration of a mobile sprinkler misting unit (see Photograph No. 1). CBS
had placed temperature monitors in the center of the unit; according to the monitor readings, the air within
the perimeter of the unit was about 10 °F cooler than the ambient air. At the TSCA pile, government

parties observed the clay berm, the wooden barrier (see Photograph No. 2), and the misting system around
the perimeter of the load-out pile (see Photograph No. 3). After the demonstration and a discussion
involving all the government parties, it was agreed that excavation activities could resume on August 16,
2000.
At 3:30 p.m., City of Bloomington Utilities (CBU) and Tetra Tech distributed fliers to local residents
informing them that site excavation would resume the next day. At 5:30 p.m., Tetra Tech left the site.
Wednesday, August 16, 2000
Tetra Tech arrived at the site at 5:30 a.m. A health and safety meeting began shortly after Tetra Tech's
arrival. Tom Alcamo of EPA and Andy Suminski of Tetra Tech arrived at the site shortly thereafter. At
6:00 a.m., WRS moved the mobile sprinkler misting units into place around grid cell CIS, where excavation
was to begin. WRS then began to remove the clay cover from grid cell C18 (see Photograph No. 4). At
7:20 a.m., the first capacitor was recovered from grid cell CIS. Upon its removal, the capacitor was
immediately bagged, and the bag was taped shut (see Photograph No. 5).
At 9:00 a.m., EPA, Tetra Tech, CBS, WRS, and CBU met for the daily status meeting. The main issues
discussed were the format to be followed at the meetings, when they would be held, and the work schedule.
At 9:15 a.m., WRS began to load trucks with TSCA material for shipment off site. At 10:15 a.m., Tetra
Tech left the site to speak with the Elliots about collecting soil samples for PCB analysis from their
property, which is adjacent to the site. At 10:45 a.m., WRS completed excavation of the west end of grid
cell C18 (see Photograph No. 6). Tetra Tech and CBU inspected the west end of grid cell C18. After this
inspection, WRS covered that portion of grid cell CIS with plastic and then clean fill (see Photograph
No. 7). At 11:15 a.m., Channel 6 News arrived at the site for an interview with Tom Alcamo of EPA. At
11:50 a.m., PSARA reported that no more trucks would be loaded with TSCA material during the day and
WRS covered the remaining material in the TSCA pile with wood-fiber mulch (see Photograph No. 8) and
then plastic sheeting. The rest of the day was reportedly spent reinforcing the clay berm surrounding the
TSCA pile. Tetra Tech left the site at 1:00 p.m.

Thursday, August 17,2000
Tetra Tech arrived at the site at 5:25 a.m. PSARA conducted the health and safety meeting. At 6:00 a.m.,
WRS began removing the plastic sheeting from the TSCA pile and positioning the mobile sprinkler misting
units around row 18, where excavation was to begin. At 6:15 a.m., WRS began excavating the east side of
grid cell CIS (see Photograph No. 9). Load-out of TSCA material began as well. PSARA reported that it
planned to load 15 trucks with TSCA material and continue excavating eastbound along row 18. At
8:15 a.m., WRS finished excavating the east portion of grid cell C18. Tetra Tech inspected the grid cell
and observed a few windings. Tetra Tech advised WRS to pick them up. After WRS picked up the
windings, PSARA collected a verification sample.
At 9:00 a.m. Tetra Tech, CBU, CBS, WRS, and PSARA met for the daily status meeting. CBS informed
Tetra Tech that excavation of grid cell Dl 8 would now begin. At 9:30 a.m., the last truck for the day (truck
15) was loaded with TSCA material. At 10:40 a.m. excavation was completed for the day; WRS had
finished the west portion of grid cell D18. Tetra Tech and CBU inspected the west portion of the grid cell.
At 11:00 a.m., WRS began covering the east portion of grid cell C18 and the west portion of grid cell D18
with plastic sheeting and clean fill (see Photograph No. 10), and the remaining material in the TSCA pile
with wood-fiber mulch and plastic sheeting (see Photograph No. 11). CBS reported that the rest of the day
would be used to spread mulch on the south end of the landfill and to install another sprinkler misting
system between the truck scale and scale house. The misting system was to be used to spray mist over
trucks as they are being loaded with TSCA material. At 12:30 p.m., Tetra Tech left the site for the
afternoon.
At 4:10 p.m., Tetra Tech returned to the site to pick up air monitoring results from CBS. All the air
monitoring results were well below the action levels. CBS reported that 69 capacitors were found in the
grid cell Cl 8 and Dl 8 excavations. Tetra Tech left the site at 5:15 p.m. to take the air monitoring results to
the Monroe County Public Library.
Friday, August 18, 2000
Tetra Tech arrived at the site at 5:30 a.m. CBS reported that it planned to load 15 trucks with TSCA
material during the day and to continue excavation along row 18. Because of heavy rainfall during the

previous night, water had to be pumped out of the TSCA load-out area before trucks could be loaded. At
6:00 a.m., WRS began setting up sump pumps in the TSCA pit. Water was then pumped from the pit into
water treatment tanks. At 7:00 a.m., WRS finished pumping the water out of the TSCA pit and began
removing the plastic sheeting from the TSCA pile (see Photograph No. 12). At 7:05 a.m., WRS began
removing the cover soil from the grid cell D18 excavation. Load-out of TSCA material began at 7:15 a.m.
At 7:40 a.m., WRS began to re-excavate the west portion of grid cell Dl 8 (see Photograph No. 13).
At 8:15 a.m., Vince Epps of IDEM arrived at the site, and at 8:40 a.m., CBU arrived at the site. By
8:45 a.m., the new sprinkler misting system between the truck scale and the scale house was fully
operational (see Photograph No. 14). At 9:00 a.m., Tetra Tech, CBU, CBS, IDEM, and PSARA met for the
daily status meeting. At 9:45 a.m., Tetra Tech and CBU inspected the re-excavated area in the west portion
of grid cell D18. During the inspection, Tetra Tech and CBU noticed a concentration of capacitor
windings. Tetra Tech requested that PSARA have WRS determine whether more windings were removed.
WRS removed the visible windings and excavated a 10-foot-long, 5-foot-wide, and 1-foot-deep area. Tetra
Tech and CBU observed no additional windings in the west portion of grid cell Dl 8. PSARA collected a
verification sample from this area (see Photograph No. 15), and Tetra Tech collected a split sample.
At 12:00 noon, PSARA reported that excavation and load-out activities were finished for the day. WRS
began covering the excavation with plastic sheeting and clay and the TSCA pile with mulch and plastic
sheeting. PSARA reported that it had not completed excavation of the east portion of grid cell Dl 8.
CBS reported that no site activities would be conducted on August 10, 2000, because of lack of trucks for
TSCA material load-out. Tetra Tech left the site to ship the split sample to the laboratory.
Monday, August 21, 2000
Tetra Tech arrived at the site at 5:20 a.m. At 6:15 a.m., WRS started excavating in grid cell D18 and
loading trucks with TSCA material for off-site disposal. The sprinkler misting units were operating in both
the excavation and load-out areas. At 7:20 a.m., Tetra Tech observed CBS conducting a pilot study to
evaluate different soil coverings and their effectiveness in reducing soil temperature. By 8:30 a.m., WRS
had finished loading TSCA material into the 15 scheduled trucks for off-site disposal. Excavation was
performed in grid cell El 8 until about 9:30 a.m. Tetra Tech and CBU inspected and approved grid

locations D18NE, D18SE, and E18SW. By 12:40 p.m., the TSCA pile and the excavation area had been
covered with plastic sheeting and clay. WRS continued to operate the misting system the TSCA load-out
area. From 11:00 to 11:30 a.m., Tetra Tech attended the daily status meeting. From 12:55 to 1:25 p.m.,
Tetra Tech delivered air monitoring results for the site to the Bender Lumber facility and the Woods, Stark,
Pelfree, Elliot, and Moore residences all of which lie near the site.
At 2:00 p.m., Tetra Tech observed soil boring activities agreed to by the consent decree parties. Soil
boring F17SE contained
• Clay and sand cover from the ground surface to 3 feet below ground surface (bgs)
• Brown clay from 3 to 4 feet bgs
• Waste from 4 to 5.5 feet bgs, where the boring was terminated
Soil boring F17NE contained
• Clay cover from the ground surface to 2 feet bgs
• Clay and waste from 2 to 2.9 feet bgs
• Clay from 2.9 to 4 feet bgs
• Waste from 4 to 5.5 feet bgs, where the boring was terminated
At 4:00 p.m., soil boring activities concluded for the day. A total of 47 capacitors were excavated during
the day. Tetra Tech left the site at 4:30 p.m.
Tuesday, August 22,2000
Tetra Tech arrived at the site at 5:20 a.m. At 6:00 a.m., WRS started removing cover material from grid
cell D18 (see Photograph No. 16) and loading trucks with TSCA material for off-site disposal. The
sprinkler misting units were operating in both the excavation and load-out areas. Excavation started in grid
cell Dl8 at 6:15 a.m. Soil boring activities began at 6:35 a.m. The drillers used 3-inch-diameter, split-
spoon samplers to collect boring samples. After boring had been advanced through the existing landfill
cover, samples were collected at 1-foot intervals.
Soil boring F16 SW contained

• Sand and clay cover from the ground surface to 2 feet bgs
• Brown clay and rock fragments from 2 to 3 feet bgs
• Black waste from 3 to 5 feet bgs
No recovery was obtained from 5 to 8.5 feet bgs, where the boring was terminated. PSARA offset the
boring in an attempt to obtain samples from 5 feet bgs and deeper. Soil boring F16SW(offset) contained
waste from 4 to 8.8 feet bgs, where the boring was terminated.
Soil boring F16SE contained
• Clay and sand cover from the ground surface to 3 feet bgs
• Clay and waste from 3 to 4 feet bgs
• Waste from 4 to 9 feet bgs, where the boring was terminated
Soil boring G16SW contained
• Sand and clay cover from the ground surface to 3.2 feet bgs
• Waste from 3.2 to 6 feet bgs.
At 8:50 a.m., Tetra Tech left the soil boring area to attend the daily status meeting. By 9:45 a.m., WRS had
finished loading TSCA material into the 25 scheduled trucks for off-site soil disposal. At 9:50 a.m., Tetra
Tech observed several capacitors being removed from grid cell El 8. WRS was bagging the capacitors as
soon as they were removed from the excavation (see Photograph No. 17). At 10:00 a.m., Tetra Tech
resumed observing soil boring activities.
Soil boring G17NW contained:
• Clay and sand cover from ground surface to 2.5 feet bgs
Waste 2.5 to 3 feet bgs

No recovery was obtained from 3 to 4 feet bgs, where the boring was terminated. PSARA offset the boring
to collect samples from 3 feet bgs and deeper. Soil boring G17NW(offset) contained
• Brown clay from 3 to 4 feet bgs
• Clayey waste to 5 feet bgs
• Waste to 7 feet bgs, where the boring was terminated
At 10:45 a.m., Tetra Tech left the soil boring area to attend the weekly site meeting. Tetra Tech attended
this meeting from 11:00 a.m. to 12:00 noon. From 12:15 to 12:30 p.m., Tetra Tech and CBU inspected the
D18SE location re-excavation and the newly excavated E18NW location. By 1:45 p.m., the TSCA pile and
the excavation area had been covered with plastic sheeting and clay. WRS continued to operate the
sprinkler misting system in the TSCA load-out area. A total of 195 capacitors were excavated during the
day. Tetra Tech left the site at 2:45 p.m.
Wednesday, August 23, 2000
Tetra Tech arrived at the site at 5:20 a.m. Lightning delayed the start of site activities until about 9:10 a.m.,
when WRS began loading trucks with TSCA material for off-site disposal and excavating in grid cell El 8.
The sprinkler misting units were operating in both the load-out and excavation areas. At 11:00 a.m., Tetra
Tech attended the daily status meeting. The meeting participants discussed the need to closely monitor the
air temperature and wind direction as site activities were pushed later into the day because of the lightning
delay. Load-out and excavation activities were completed by 1:35 p.m. Weather conditions were favorable
until the time when excavation was stopped. WRS covered the beds of the off-road TSCA haul trucks with
mulch to minimize potential PCB emissions (see Photograph No. 18).
At 1:55 p.m., Tetra Tech observed the continuation of soil boring activities. Soil boring H17NW (see
Photograph No. 19) contained
• Cover clay and sand from the ground surface to 3 feet bgs
• Waste from 3 to 13 feet bgs, where the boring was terminated
The load-out and excavation areas were covered by 3:00 p.m. At 3:30 p.m., site activities were stopped for

the day. A total of 212 capacitors were excavated during the day. Tetra Tech left the site at 3:40 p.m.
Thursday, August 24, 2000
Tetra Tech arrived at the site at 5:20 a.m. At 6:20 a.m., WRS began loading TSCA material into trucks for
off-site disposal and excavating in grid cell El 8 (see Photograph No. 20). The sprinkler misting units were
operating in both the load-out and excavation areas. PSARA began soil boring activities at 7:00 a.m.
Excavation progressed slowly because of the large number of capacitors encountered in grid cell E18. At
10:55 a.m., Tetra Tech inspected the excavation of the E18SE and El 8NE locations. At 11:00 a.m., Tetra
Tech attended the daily status meeting. WRS reported that 22 trucks had been loaded with TSCA material
for off-site disposal and would continue until 10 to 15 truckloads of material was stockpiled.
At 12:00 noon, Tetra Tech collected a split sample of the E18NW location verification sample. At
1:40 p.m., Tetra Tech collected a composite soil sample from the garden of the Elliot residence and shipped
the sample to the laboratory for PCB analysis. By 2:40 p.m., the load-out and excavation areas had been
covered with heavy, white plastic sheeting and site activities were stopped for the day. A total of 306
capacitors were excavated during the day. Tetra Tech left the site at 3:00 p.m.
Friday, August 25, 2000
Tetra Tech arrived at the site at 5:30 a.m. At 6:25 a.m., WRS started loading TSCA material into trucks for
off-site disposal and excavating in grid cell El 7. The sprinkler misting units were operating in both the
load-out and excavation areas. At 8:55 a.m., Tetra Tech inspected the E18NE and the E17SE location
excavation. At 11:00 a.m., Tetra Tech delivered air monitoring results for the site to the copy recipients
from p. E6. At 11:45 a.m., WRS reported that 36 trucks had been loaded with TSCA material for off-site
disposal. At 12:35 p.m., Tetra Tech inspected the excavation of the E17NW, E17SW, and E17NE
locations. At 1:20 p.m., PSARA finished collecting verification samples, and the load-out and excavation
areas were covered with heavy, white plastic. A total of 32 capacitors were excavated during the day. Tetra
Tech left the site at 1:20 p.m.

Saturday, August 26, 2000
Tetra Tech arrived at the site at 5:20 a.m. At 6:10 a.m., WRS started loading TSCA material into trucks for
off-site disposal and excavating in grid cells El6 and El 7. The sprinkler misting units were operating in
both the load-out and excavation areas. At 10:30 a.m., Tetra Tech inspected the re-excavation of the E17SE
and E17NE locations, and the excavation of the E16SE, E16NE, and E16SW locations. At 11:00 a.m.,
PSARA collected verification samples from these locations. At 11:30 a.m., WRS reported that three roll-
off containers of capacitors had been shipped off site, no capacitors had been excavated, and 16 trucks had
been loaded with TSCA material for off-site disposal. Tetra Tech left the site at 12:30 p.m.
ISSUES AND DEVELOPMENTS
In addition to the new measures implemented in order to control PCB emissions at the site, a greater effort
was made to keep the public informed regarding air emissions during RA activities. On a daily basis, Tetra
Tech and CBU provided the Monroe County Public Library with a copy of the air monitoring results for the
public to view. PCB emission data will now be provided within 24 hours rather than 48 hours as was
previously the case. In addition, residences in close proximity to the site will receive the PCB data on a
weekly basis.
During site operations, Tetra Tech as well as the other oversight parties will continue to monitor (1) the
effectiveness of the sprinkler misting systems and (2) weather conditions that may affect PCB volatilization
such as wind speed, wind direction, and ambient air temperature.
Beginning on August 22, 2000, Tetra Tech observed soil boring activities agreed to by the consent decree
parties. Samples collected from the soil borings were to be considered verification samples for the boring
locations. Tetra Tech observed that the soil borings were advanced and sampled in a manner that should
provide acceptable delineation of the depth and concentration of PCBs in soil.
On August 23, 2000, site activities were delayed in the morning by lightning. Consequently, excavation
activities on that day continued until about 1:35 p.m. CBS, PSARA, and Tetra Tech monitored air
temperature and wind speed as the day progressed, and excavation activities were completed before weather
conditions became unfavorable. During the day, PCB concentrations at the perimeter air monitoring

locations were below the action levels.
CBS reported that capacitors that were too damaged to hold oil would be sent to the landfill as TSCA debris
material. CBS further reported that this procedure was acceptable to the landfill. During the reporting
period, less than 5 percent of the excavated capacitors observed by Tetra Tech were too damaged to hold
oil. Tetra Tech observed WRS segregating damaged and undamaged capacitors appropriately.
FUTURE ACTIVITIES
As directed by EPA, Tetra Tech will continue its oversight of RA activities at the site and will provide EPA
with field oversight summaries. RA activities will include excavation of PCB-contaminated material,
ongoing verification sampling, and construction of the Resource Conservation and Recovery Act Subtitle C-
compliant landfill cap.
