1.0 BACKGROOMD
The Popile Inc. •ite sampling activity is being conductedby the EPA Region 6 Emergency Response Branch (ERB)to determine imminent threats to public health andthe environment posed by visual offsite migration ofcontaminants into Bayou de Loutre.
The following information is known about the site:
The Popile site, a former wood treatment facility,occupies approximately 41 acres and is located onSouthfield Road, approximately 2000 feet south of theintersection of Southfield Road and U.S. 82, ElDorado, Union County, Arkansas. While the propertyhas been split and sold to two parties, Popite and ElArk, the property is considered one site in thisplan. The property includes the building used forwood treatment, closed waste water impoundments, a"salt flat" north of the closed impoundments, a"spray area" for water from the closed impoundments,and the storage area for the treated wood.
The types of wood treating material suspected to behandled by the facility were:
PentachiorophenolCreosote
These compounds are on the Hazardous Substance List.
The volume of contaminants is unknown. Wood treatmentat the site began in 1947 and ceased in 1982.
The scope of possibly contaminated media to beaddressed are surface soils, subsurface soils,sediments, surface water, and groundwater.
The basis of this information is taken from anEcology and Environment, Inc. FIT report dated03 October 1988 and an Arkansas Department ofPollution Control and Ecology (ADPC&E) report from a23 March 1989 site evaluation.
2.0 OBJECTIVES
The objective of this project is to determine:
The presence, extent, magnitude, impact and offsitemigration of contamination.
For the purpose of:
Site characterization, risk assessment and evaluation

3.0 QUALITY ASSURANCE OBJECTIVES
Site acreening methodologies including a field •urvey andestablishment of an accurate base map, soil gas sampling,air aonitoring, electroaagnetic conductivity (EM), andground penetrating radar (GPR) will be utilized to aapanomalous areas. This will help in qualifying locationsduring enactment of the sample plan. y^

All sampling and shipping procedures will be conducted inaccordance with EPA Directive 9240.0-1, User's Guide tothe Contract Laboratory Program (CLP).,

4.0 APPROACH AND SAMPLING METHODOLOGIES

4.Ic Sampling Equipment Decontamination.Cable Locator and EM-31 is non-contact method.GPR antenna is sled-mounted. Sled will beplaced on dedicated visqueen liners. Moist wipefor dust.
4.Id Sampling design.Equipment operated in a continuous datacollection mode upon a gridded site area forpoint referencing. Grid established by fieldsurvey. Equipment will be calibrated andoperated consistent with manufacturerspecifications.

4.4 Sample Documentation.
All sample documents must be completed legibly inink. Any corrections or revisions must be made bylining through the incorrect entry and by initialingthe error.
4.4a Field Logbook.The Field Logbook is essentially a descriptivenotebook detailing site activities andobservations so that an accurate account of

A Chain-of-Custody record must be maintainedfrom the time the sample is taken until itsfinal disposition. Every transfer of custodymust be noted and signed for and a copy of thisrecord kept by each individual who has signed.When samples (or groups of samples) are notunder direct control of the individualresponsible for them, they must be stored in alocked container sealed with a Chain-of-Custodyseal.
The Chain-of-Custody record should include (atminimum) the following:
1. Sample identification number.2. Sample information.3. Sample location.4. Sample date.5. Name(s) and signature(s) of sampler(s).6. Signature (s) of any individual (s) with
control over samples.7. Airbill and shipping paper numbers.
4.4d Chain-of-Custody Seals.
Chain-of-Custody Seals demonstrate that asample container has not been tampered with oropened.
The individual in possession of the sample(s)must sign and date the seal, affixing it insuch a manner that the container cannot beopened without breaking the seal.
4.4e Traffic Forms.
CLP Routine Analytical Service (RAS) requiressubmission of Organic and Inorganic TrafficForms. Special Analytical Service (SAS)requires submission of Packing Lists. Samplesfor dioxin analysis require submission ofDioxin Shipment Record. All requisite formswill be completed per 9240.0-1.
4.4f Corrective Action.
Corrective actions are those taken in responseto nonconformance reports, audited findings, orsurveillance findings. The quality assurancerepresentative is responsible for reviewing'audit reports and nonconformance reports todetermine the significant or repetitiousconditions adverse to quality, or failure to

) ^implement or adhere to required qualityassurance practices. When such problems aredefined, the responsible manager mustinvestigate the causes of the probleas anddefine and implement the necessary actions tocorrect the problems. Documentation thatsupports major corrective actions must bemaintained in the project files.
5.0 PROJECT ORGANIZATION AND RESPOSIBILITIES.
The EPA On-Scene Coordinator, Pat Hanmack, is responsiblefor the coordination of resources to develop andimplement the Sampling QA/QC Plan and will providedirection to Ecology and Environment, Inc. concerningproject objectives, sampling needs, and schedule.
The Ecology and Environment, Inc. Project Manager, BobSullivan, is the primary point of contact with the EPA On-Scene Coordinator. The project manager is responsible forthe development and completion of the Sampling QA/QC Plan,project team organization, and supervision of all projecttasks, including reporting and deliverables. In addition,he is responsible for ensuring field adherence to theSampling QA/QC Plan and recording any deviations. Theproject manager is also the primary contact with theRegion Sample Coordinator (RSC), Myra Perez in Region 6,for questions concerning sampling efforts.
The Ecology and Environment, Inc. Project Director, BobMarguccio, is responsible for auditing and guiding theproject team, reviewing the final deliverables andproposing corrective action, if necessary, fornonconformity to the Sampling QA/QC Plan.
The Ecology and Environment, Inc. Site Safety Officer,Bill demons, is responsible for adherence to all companyand established field health and safety protocols.

Thiscommunication will commence with the issuance of the workassignment. Activities under this project will bereported in status reports, analytical reports, and afinal report. Activities will also be summarized inappropriate format for inclusion in monthly and annualreports.
8.0 DATA VALIDATION.
8.1 QA-1.Data will be evaluated for calibration and detectionlimits at a minimum.
8.2 Contract Laboratory Program (CLP).EPA Houston Laboratory will QA/QC all datadeliverables from submitting laboratories as per9240.0-1.
