I. Background

(1) The Port: Kandla Port

Kandla Port Trust is an autonomous body under

the Ministry of Shipping, Road Transport and

Highways, Government of India. The Port of

Kandla is situated in the Kandla Creek, 90

Nautical Miles from the mouth of Gulf of

Kutch.

Kandla Port accounts for the highest traffic

share among major ports of India. Kandla has

also been handling the maximum cargo

volume consistently over the past decade

compared to other major ports of the

country.

(2) The State: Gujarat

The state of Gujarat, located on the western coast of India with the longest coastline of 1,600 km

in the country is one of the highly industrialised and fastest growing states in India. The state

industrial policy offers attractive incentives and concession for prospective investors.

The state has excellent infrastructure as

compared to the other states. There are 42

ports, 13 domestic airports and one

international airport. There are 83 product

clusters, 257 industrial estates, 32 notified

special economic zones (SEZs) and

upcoming infrastructure on the Delhi-

Mumbai Industrial Corridor (DMIC).

The state attracted cumulative FDI worth

US$ 9.6 billion from April 2000-May 2014

The industries in Gujarat range from

Chemicals & Petrochemicals,

Pharmaceuticals, Automobiles, Gems &

Jewelry. The world’s largest Oil refinery promoted by Reliance Industries and Automobile plants

by Suzuki Motors & Ford Motors make the state a highly progressive and most economically

active region in Asia Pac.

(3) The Proposed Port Based Multi Product Special Economic Zones

Kandla Port has received formal approval from Ministry of Commerce & Industries, Government

of India for “Setting up Port Based Multi Product SEZ (PBMPSEZ) at Kandla and Tuna” in an

area of 5000 hectares (3600 hectares at Kandla and 1400 hectares at Tuna)

This ambitious SEZ will be one of the India’s Largest MPSEZ with world class infrastructure.

The units and industry operating inside the PBMPSEZ shall be procuring, producing and

promoting industrial development while supporting the theme of Make in India.

(4) Objective of the EoI

This particular part of the EOI focuses on Tuna region which has a large waterfront available and

one large Dry Bulk Terminal is already operational in the region.

The objective of this EOI is to understand the interest and expectations of the interested business

entities in the proposed project.

National and International Companies, who are having experience in setting up units in Single or

Multi Product SEZ/ Industrial Areas and / or are interested in setting up such facilities can

establish their units in the project. As the project will be having SEZ status, the units shall have

adequate operational freedom and other incentives under the SEZ Policy of Government of India.

II. Location of the PBMPSEZ

The Maps showing the boundaries of 1400 hectares land at Tuna, PBMPSEZ is provided in Appendix- I.

III. Salient Features

(1) Two land parcels admeasuring 310 hectare (having waterfront) and 350 hectare are available for

development

(2) 2.1 Km of waterfront is available with an average depth of 13.5 m.

(3) Easy approach from the Seaside and Landside

(4) Excellent connectivity by Road – NH-8A and rail siding is available till the boundary of SEZ area.

IV. Prospective Industries / Activities as per CRZ notification

The proposed Tuna SEZ area comes under Coastal Regulatory Zone [I (B)], where limited activities are

permitted. The CRZ approval for the region is at advanced stage. Accordingly, Kandla Port Trust is

looking for investors/entities/companies in following domain

(1) Ship Manufacturing Facilities along with ancillary industries

(2) Ship Repair facility along with ancillary industries

(3) Jetties, Wharves, Quays, Slipways,

(4) Storage of non-hazardous cargo such as edible oil, fertilizers and food grain within a Free Trade

Warehousing Zone

(5) Desalination plant

(6) Any other activities which directly require waterfront or foreshore facilities

V. Role of Applicant

The Applicant is expected to conceive, design, finance, implement, operate and maintain facility/

infrastructure created in the designated area as per the SEZ Act and Rules and as per instructions of

Development Commissioner. The Applicant is also expected to become the “Anchor Tenant” for Tuna

SEZ.

VI. Role of Developer

KPT as the Developer of the SEZ shall

(1) Get the land area at Tuna notified as PBMPSEZ from Ministry of Commerce

(2) Develop trunk infrastructure (including approach road, rail connectivity, main arterial road, water

distribution main, utility ducting, storm water drainage etc.) either on its own or through a co-

developer and thereafter operate and maintain the same.

VII. What To Submit

(1) Average Annual Turnover of the past three (3) financial years (i.e. 2011-12, 2012-13 and 2013-

14)

(2) Last three years Annual reports

(3) Form A, B, C and D as per Appendix-II.

(4) Details of the project undertaken as Developer/ Investor/ Co-Developer including members in

case of consortium

VIII. How to Submit

The interested National and International Companies/Infrastructure Developers are requested to

submit their proposal furnishing details as per Appendix-II latest by 17.00 hrs on April 2, 2015 in

an envelope duly super scribed “Expression of Interest for Setting Up Industries Directly

Requiring Waterfront at the Proposed Port based Multi Product Special Economic Zone at

Tuna, Gujarat India” and addressed to
