This is to convey the findings of the removal site assessment conducted at your request by Mary Ellen Stanton of my Section at the above-referenced NPL site on December 12, 1991.
Mary Ellen was accompanied on this inspection by George Mavris, TAT, Assistant Chief Richard MacDonough of the Southington Fire Department, and Gary Cluen, GZA. (The latter was an unexpected participant.) They entered 3 residential and 9 commercial buildings and screened for methane and non-methane volatile organics using 3 monitors; CGI, OVA, and Hnu. The findings were as follows:
3 residences (Simone, Barnes, Pallatto) - no readings above background;
5 of the commercial buildings - no readings above background;
1 of the commercial bldgs (Northeast Machine) - elevated levels of non-methane volatiles in the machine room;
3 remaining commercial bldgs (Parks & Recreation Department, blue Southington Metal Fab building, and yellow Southington Metal Fab building) - Methane present at levels above background, but below 10% LEL.
There is no fire or explosion hazard from methane in the buildings at this time. Air monitoring logs and details of the inspection will be sent to you under separate cover.
I suggest that your office officially notify the building owners and operators of all EPA knowledge related to methane intrusion
at this site and work with them to ensure that proper monitoring is conducted. I suggest permanent, automatic alarm monitors be installed. Floor and wall cracks should be sealed as they appear. We do not plan to initiate a removal action at this time. If you encounter problems working with the PRPs to accomplish the above suggestions, or if the situation changes, we will reconsider conducting a removal action. This letter is submitted to acknowledge the completion of TDD #01-9112-08, PCS #1606. The TDD was issued by you at the request of Site Investigator (SI) Mary Ellen Stanton to provide Technical Assistance Team (TAT) support in conducting an air monitoring survey in a group of commercial/industrial buildings and private residences in Southington, Connecticut. These buildings and residences were constructed on top of and adjacent to the Old Southington Municipal Landfill, and the local fire department had recently detected organic vapors, including methane and combustible gases in some of the commercial/ industrial buildings. The site served as the town landfill from 1920 to 1967, and during that time, liquid and semi-liquid hazardous materials, including metal hydroxide sludges, metals, organic solvents, and acids were dumped there. The landfill was backfilled and closed in 1967.
EPA Waste Management Division (WMD) Remedial Response Manager (RPM) Almerinda Silva requested assistance from EPA's Emergency Planning and Response Branch (EPRB) to conduct the air monitoring survey. The site is currently listed under the National Priority List. Workers in one of the buildings (Park and Recreation Department - Attachment A Figure 1) were reportedly becoming ill while inside the building, and subsequent air monitoring data obtained by the Southington Fire Department indicated the presence of organic vapors and combustible gases inside and outside of this building. Workers in one of the metal fabrication company buildings reported observing flames emanating from cracks in the concrete floor. Lower explosive limit (LEL) readings obtained by the Southington Fire Department ranged from 30% to 90%, and at least one substance, in addition to methane, was detected during their survey.
TAT member George Mavris prepared a health and safety plan (Attachment B), and on December 12, 1991 accompanied SI Stanton to the Old Southington Landfill site. Upon arriving at the site, TAT members Mavris and SI Stanton met with Southington Fire Chief McDonough and two other members (William Higgins and David Mikosz) of the fire department, and Gary Cluen (GZA Geoenvironmental, Inc.). GZA is conducting a Remedial Investigation/Feasibility Study at the site. After a brief meeting, all personnel proceeded to the first building (R.V. and Sons Welding) to begin the air monitoring survey.

TAT member Mavris calibrated the Century organic vapor analyzer (OVA) and MSA Model 260 combustible gas indicator/oxygen alarm (CGI), and SI Stanton calibrated the HNU Systems photoionization detector (HNU). The OVA, which is calibrated to methane gas utilizes a flame ionization detector and detects organic compounds including methane. The HNU, however, is calibrated to benzene gas and utilizes a photoionization detector, and detects volatile organic and inorganic compounds, but not methane. Therefore, simultaneous use of the OVA and HNU can be used to screen the air for the presence of methane gas. For example, if a reading is observed on the OVA, but not on the HNU, then methane gas may be present. K a reading is observed on both the OVA and HNU then methane may or may not be present. The CGI was used to detect for the presence of combustible gases. Methane has an LEL ranging from 5% to 15%.
TAT member Mavris and SI Stanton conducted the air monitoring survey at nine commercial/industrial buildings and three private residences using the OVA, HNU, and CGI. Fire department personnel accompanied TAT member Mavris and SI Stanton during the air monitoring survey and used an instrument to monitor for probable methane and LEL also. Areas where high readings were previously recorded by fire department personnel were pointed out during the survey. The inside perimeters of the commercial/industrial buildings, including offices and other areas of concem were monitored during this survey. Three of the nine buildings (# 3, # 4 and # 6 - Attachment A - Figure 1) were found to contain elevated levels (20 - 700 units) of probable methane in the breathing zone. A reading of 8% LEL and > 1000 units of probable methane were recorded near the cracks on the concrete floor where flames were reportedly observed previously. The residences were screened on the bottom floors and garages. Special attention was also given to areas where cracks in the foundation were observed both inside and outside. No potential methane or elevated LEL was detected in any of the three private residences during the survey.
Figure 1 (Attachment A) shows the locations of the buildings and residences screened during this air monitoring survey and air monitoring logs summarizing the results of the survey can be found in Attachment C. At the request of SI Stanton, the original field air monitoring logs are also included (Attachment D).
