1 INTRODUCTION

M. K. Ince and Associates Ltd. (MKI) was retained by Wind Farm Collie Hill LP to prepare an

environmental noise impact assessment for the proposed 5.4 MW Wind Farm Collie Hill (the Project) in

the township of Asphodel-Norwood, Ontario. This project will be composed of three (3) REpower

MM100 turbines, with a manufacturer rated sound power level of 104.8 dB(A).

This report has been prepared in accordance with the Ministry of the Environment publication entitled

Noise Guidelines for Wind Farms dated October 2008, as referenced in O.Reg. 359/09.

This report includes the following as required by the publication of the Ministry of the Environment

entitled Noise Guidelines for Wind Farms dated October 2008:

a) Outline all points of reception within 2 km of the nearest wind turbine.

b) Outline and define the noise area classification of all points of reception.

c) Summarize background information on noise calculation method and parameters.

d) Provide a summary table of the level of noise at all points of reception within 1500 m at a range of

wind speeds, as predicted by the required ISO 9613-2 (Acoustics - Attenuation of sound during

propagation outdoors) method.

e) Provide a map of the project area with the turbine layout, noise receptors, and noise contour lines

for a wind speed of 6 m/s at 10 m height. The noise contours were presented for 6 m/s since for

this project, in order to take into account wind shear in a conservative manner, the worst-case

turbine sound power level was assumed for all wind speeds.

The noise level limit at any point of reception within 1500 m, specified by the Ministry of the

Environment in the documents described above, is 40 dB(A) at wind speeds of 6 m/s.

2 GENERAL DESCRIPTION OF PROJECT SITE AND SURROUNDINGS

2.1 Wind Park Location

The proposed wind park location is in the township of Asphodel-Norwood, Ontario, near the community

of Hastings.

The project will consist of 3 REpower MM100 wind turbines, with a project nameplate capacity of 5.4

MW. The turbines will be equipped with transformers at each base, and will be installed on 100 metre

towers. Figure 6-1 defines the project area, location of proposed turbines and nearby noise receptors.

Receptor coordinates can be found in Table 3-1. Wind turbine coordinates can be found in Table 4-1.

2.2 Zoning

The Official Plan for the township of Asphodel-Norwood designates the project area for the Wind Farm

Collie Hill as restricted agricultural and rural. Zoning maps are provided in Appendix A. Zoning maps

were used to assist in establishing the locations of vacant lot points of reception.

2.3 Points of Reception (POR)

Points of reception within a 1.5 km radius of any turbine are outlined and defined in Section 3. UTM

coordinates are given in Table 3-1. All points of reception are either one or two storey residences, or

vacant lots.

2.4 Topography

The wind park is located in an area composed of rolling hills, with elevation varying from 190 m to

270 m at the peak of some hills in the area. Several woodlots exist throughout the area, but the majority of

the land is agricultural. The vast majority of the ground surface in the project area is covered by porous

soil and seasonal crops.

3 DESCRIPTION OF RECEPTORS

3.1 Wind Farm Collie Hill Noise Receptors

The noise level calculations in this report include all homes or points of reception (receptors) within 1,500

metres of a wind turbine belonging to the project. The locations of all receptors up to 2,000 m away from

any wind turbine location are depicted in Figure 6-1, or Table 3-1.

3.1.1 Nearby Residences and Vacant Lots

A list of all receptors surrounding the Project was compiled by M. K. Ince and Associates using Ontario

Base Map data, satellite and aerial photography, and site visits. Lot boundaries were used to add receptors

for vacant lots. Vacant lots were modeled as points at locations consistent with local development

(required by the Noise Guidelines for Wind Farms, Ministry of the Environment, October 2008).

Where large clusters of receptors were identified, to simplify the readability of this report they were

grouped into area receptors. For the analysis, the point of the area nearest to the proposed turbines was

used as the actual point of computation.

There are two participating receptors associated with the Project.

Table 3-1 provides descriptions and locations for all receptors included in the analysis. Some receptors

are single or two storey buildings, others are assumed two storey buildings on vacant lots, and others are

area receptors. All receptors other than area receptors were modeled as points 4.5 m above the ground at

the centre of the residence (or assumed residences on vacant lots). This is the modeling required for two

storey residences in Section 6.3.1 of Noise Guidelines for Wind Farms (Ministry of the Environment,

October 2008). The modeling required for two storey residences is more stringent than that required for

single storey residences, so using the above modeling for all points is conservative. For area receptors, the

point of the area closest to the proposed turbines was modeled as a two storey residence.

3.2 Noise Limit Classifications

The acoustical characteristics surrounding the project area are consistent with that of a Class 3 Area as

defined by the publication NPC 232 required by Noise Guidelines for Wind Farms (Ministry of the

Environment, October 2008). A Class 3 Area is a rural area with an acoustical environment that is

dominated by natural sounds with little to no road traffic. All receptors have been classified as lying in a

Class 3 Area.

3.3 Combined Impact

Noise levels at receptors must be modeled incorporating the impacts of all turbines within 5,000 m, as

required by the Noise Guidelines for Wind Farms (Ministry of the Environment, October 2008).

According to the most current information that was available at the time of reporting, no other wind farms

are located within this distance of receptors being considered in this report.

3.4 Receptor and Calculation Assumptions

Noise levels at potential receptors are predicted with the ISO 9613-2 calculation method Acoustics –

Attenuation of sound during propagation outdoors. This method accounts for site geometry, atmospheric

conditions, and terrain type. For this calculation several assumptions are made:

� No noise obstacles such as specific buildings, cliffs, or vegetation are used.

� Atmospheric conditions for least impeded noise propagation are used.

� No meteorological correction factor is used.

� A ground factor of 0.7 is used for surrounding terrain.

� Receptors are 4.5 m off the ground.

� Receptors are at the centre of the residence, as specified in the Ministry of the Environment Noise

Guidelines for Wind Farms document.

� For area receptors, a residence is assumed at the point closest to the proposed turbines.

� The turbines could generate the maximum guaranteed sound power level at any wind speed as

measured 10 m above the ground.

A detailed discussion of wind turbine noise emissions can be found in Section 5 of this document. Sample

calculations are provided in Appendix B.

These assumptions result in conservative modeling of noise attenuation. These assumptions are all in

accordance with the publication of the Ministry of the Environment entitled Noise Guidelines for Wind

Farms dated October 2008, as referenced in O.Reg. 359/09.

4 DESCRIPTION OF SOURCES

4.1 Wind Turbine Description

The REpower MM100 turbine proposed for use in the Wind Farm Collie Hill is a horizontal axis turbine

with a three-bladed, 100 m diameter upwind rotor. The turbines will be mounted at a hub height of

100 metres. The turbines are gearless with active yaw and pitch regulation. They have synchronous

generators and operate at rotational speeds between 7.8 and 13.9 rpm.

Appendix C provides the general specifications for the REpower MM100 wind turbine.

4.2 Transformers

Each turbine will be equipped with a transformer at the base. These transformers step up the 0.575 kV

turbine voltage to an intermediate voltage of 27.6 kV. Lines at this intermediate voltage will transmit

power from the transformers to the Project’s substation. These transformers are assumed to have a

negligible noise impact and have not been included in the modeling.

The substation contains a transformer that steps up the intermediate voltage of 27.6 kV to 44 kV. The

exact model of this transformer has not been selected yet. A conservative sound power level was

assumed; further details are presented in Section 5.4. The proponent will ensure that the selected model

will have octave band sound power levels below those specified in this report.

4.3 Wind Farm Layout

Wind turbine descriptions and locations for the Wind Farm Collie Hill are included in Table 4-1. A map

illustrating the wind park layout is shown as Figure 2-1.

5 WIND TURBINE NOISE EMISSION RATING

The noise emission data for the REpower MM100 was provided by REpower. Table 5-1 summarizes the

acoustic emission information for the turbines, including the guaranteed sound power levels provided by

the turbine manufacturer. Appendix C contains the turbine specifications provided by REpower.

In order to take the wind shear into account in a conservative manner, the manufacturer’s maximum

emission level was assumed for all wind speeds for the adjusted emission level.

Repower has not provided octave band information corresponding to the 104.8 dB(A) maximum sound

power level. The noise emission data for the REpower MM100 was generated by WindPRO 2.8 based on

typical spectra observed at modern wind turbines. Table 5-1 summarizes the acoustic emission

information for the turbines, including the guaranteed sound power levels provided by the turbine

manufacturer.

5.1 Tonality

Tonality refers to higher levels of noise emitted from a narrow band of frequencies. Most modern turbines

do not have a perceptible tonal quality associated with their noise emissions. MOE rules state that if

significant tonality is associated with wind turbine noise emissions a noise penalty may be applied. No

tonality penalty has been applied in this analysis.

5.2 Impulsivity

Impulsivity refers to short bursts of noise, such as those created by hammering. Impulsive noise is

generally not associated with modern wind turbines, and no impulsivity penalty has been applied in this

analysis.

5.3 Octave Band data

As discussed in Section 5, Repower has not provided octave band information corresponding to the 104.8

dB(A) maximum sound power level. The noise emission data for the REpower MM100 was generated by

WindPRO 2.8 based on typical spectra observed at modern wind turbines. The octave band data used in

this analysis is provided in Table 5-1.

5.4 Transformer Noise

Transformers will be installed at the base of each turbine to bring the voltage from 0.575 kV as generated

at the turbine to 27.6 kV. The noise emitted by transformers of this size is negligible and has not been

included in this assessment.

As described in Section 4.2 above, the substation transformer, which will step up the voltage from 27.6

kV to 44 kV, will be modeled based on a typical transformer noise spectrum, as the exact model has not

been selected yet. The substation transformer has been modeled using a typical transformer octave band

spectrum corresponding to a supply frequency of 60 Hz, and scaled to correspond to a sum of 79 dB(A),

plus a 5 dB tonality penalty, for a total of 84 dB(A). These assumptions for the total sound power levels

are well above the corresponding CAN/CSA-C88-M90 standard for transformers of this voltage and

power rating, and therefore this estimated total is conservative.

The final design will include a transformer with a noise output equal to or below those assumed here.

Design details for the selected transformer will be submitted to the Ministry of the Environment once they

are available.

6 IMPACT ASSESSMENT

6.1 Calculated Noise Levels Calculated noise levels for each receptor are listed in Table 6-1, along with comparisons to the Ministry

of the Environment noise limit at each wind speed evaluated. Additional details are included in Appendix

D. Figure 6-1 below shows noise isolines indicated on a map along with all receptors and wind turbines.

These isolines are based on the octave band for 7 m/s, which had the highest sound power levels. All

noise levels at receptors are calculated using the conservative parameters described in this report and are

within MOE noise emission limits for all wind speeds.

Distances shown are the shortest horizontal distances from the source to the centre point of the

residence.

6.2 Mitigation Measures

Based on the results of the Noise Study, all receptors are conservatively predicted to experience wind

turbine noise levels within the lowest MOE limit of 40 dB(A). No mitigation measures are recommended

by MKI.

7 CONCLUSIONS AND RECOMMENDATIONS

When modeled according to the ISO 9613-2 method Acoustics – attenuation of sound during propagation

outdoors, all noise levels at points of reception in the vicinity of the Wind Farm Collie Hill are predicted

to be within the most restrictive MOE noise level limit of 40 dB(A).

Conservative assumptions have been selected for the turbine noise emission level, point of reception

height, and atmospheric conditions. In addition, the presence of sound impeding obstacles was not

modeled. Therefore the results of the calculations performed for this report are considered to be

conservative.

Sample Calculations Calculations are shown for Receptor R001, which is the non-participating receptor with the highest

predicted sound power level. The nearest turbine is Turbine 3 which is 555 m away. These calculations

were performed using the maximum guaranteed noise level of 104.8 dB(A). Receptors were modeled as

point receptors 4.5 m above grade.

All values have been calculated in accordance with ISO 9613-2.

Noise levels are calculated by finding the attenuation values for each turbine at each frequency band and

applying the predicted attenuation to the turbine octave band sound emission values.

Illustrative calculations will be shown for Turbine 3 only. Turbine 3 is the closest turbine to Receptor

R001 (555 metres from the centre of the residence).

1 ASSUMPTIONS

Assumptions used in these calculations are the same as those used by WindPro 2.8, namely:

• Noise calculation model: ISO 9613-2 General

• Ground attenuation factor (G) = 0.7

• Meteorological coefficient (C0) = 0.0 dB

• Receptor is downwind of all turbines

• Turbine maximum guaranteed noise level of 103.2 dB(A)

• The REpower MM92 is an omnidirectional point sound source

• Temperature is 10oC

• Relative humidity is 70%

• Receptor is a point 4.5 m above grade at the centre of the residence

2 GENERAL EQUATION

From ISO 9613-2, equation (3), the equivalent continuous downwind sound pressure level at a receiver

location is given by:

Where LW is the turbine octave band sound power level, DC is the directivity correction, and A is the

octave band attenuation.

Octave band sound power levels (LW) as assumed in these calculations, based on the maximum total

provided by REpower, are shown in Table 1 below. Octave band levels are already A-weighted. The

maximum sound power level provided by the manufacturer and identical octave band characteristics have

been assumed for all wind speeds.

that no directivity correction is needed (ie, DC = 0 dB).

This document shows the guaranteed power curve and sound power level of the REpower

MM100 and the corresponding guarantee and measurement conditions.

2 Conditions for guarantee and measurement of power curve and

sound power level

2.1 General information

Air density: 1.225 kg/m³

Cut in wind speed: approx. 3.0 m/s

Cut out wind speed: 22.0 m/s

Wind speed at hub height: 10 minutes mean values

Blades: clean, no ice/snow formation

2.2 Conditions for power curve guarantee and measurement

Verification according to IEC 61400-12-1: 20051

Turbulence intensity: 6 to 12 %

Terrain: not complex according to IEC 61400-12-1: 20051

Vertical wind shear coefficient (measured between hub height

and hub height minus rotor diameter divided by 2): ≤ 0.3

Air density at location (10 minutes mean value): ≥ 1.13 kg/m³

Temperature range: ≤ 35 °C

Power factor: cos phi ~ 1

Anemometer type: Thies First Class/ Thies First Class Advanced

Voltage level for measurement: 575 V (60Hz)

The sound power level guaranteed by REpower includes an uncertainty of approx. 1 dB(A).

REpower warrants that there is no tonal audibility > 0 dB.4

3.1 Guarantees according to IEC for wind speed at hub height

3 Valid for unrestricted operation only. During sound reduced operation different power and sound levels are effective. 4 Valid for V10 ≥ 6m/s.
