1. INTRODUCTION

1.1 Background

1. National Transmission & Despatch Company (NTDC) Limited was incorporated on 6th November, 1998 and took over all the properties, rights and assets obligations and liabilities of 220 kV and 500 kV Grid Stations and Transmission Lines/Network owned by Pakistan Water and Power Development Authority (WAPDA)1.

2. The Government of Pakistan (GoP) signed a loan agreement with Asian Development Bank (ADB) for financial support for construction of the Power Enhancement Projects in Pakistan.

3. The Multi tranche financing facility for the Second Power Transmission Enhancement Investment Program (MFF II) will expand and reinforce Pakistan’s power transmission system, enabling the system to provide a reliable and quality service capable of meeting increasing customer demand and supporting economic growth. The physical investments will increase transmission capacity to meet growing demand, improve transmission efficiency and security, and evacuate additional sources of power. The capacity development component will focus on further improving the financial management, regulatory relations, planning, project management, and procurement capacities of both the transmission system owner and operator, the National Transmission and Despatch Company Limited (NTDC) and the sector’s newly established commercial operator, the Central Power Purchasing Agency (Guarantee) Limited (CPPA-G). These investments will increase institutional efficiency, cost recovery, competition, transparency, and good governance within the sector.

4. The MFF II comprises four tranches. Tranche 1 focuses on the rehabilitation and augmentation of 500-kilovolt (kV) transmission systems in Punjab and Sindh provinces. Through its concessional loan from the Asian Development Fund, Tranche 1 provides capacity development to support the NTDC’s organizational restructuring and to enhance its capacity to plan, design, operate, and manage assets throughout the second MFF. Tranche 2 will expand the 220 kV transmission systems in the provinces of Sindh and Baluchistan. It will also upgrade the supervisory control and data acquisition system across the national grid to enable the NTDC to monitor and control the grid in real time, and to prevent network outages or reduce their duration, thereby increasing grid stability, reliability, and resilience to accommodate more intermittent renewable energy. Tranche 3 will expand the 500 kV and 220 kV transmission systems to meet demand at load centers in Punjab Province. Tranche 4 will help evacuate hydropower to load centers in Islamabad and in the provinces of Punjab and Khyber Pakhtunkhwa.

5. The overall objective of the project is to increase the power transmission capacity, efficiency and coverage in Pakistan. It is also meant to increase the confidence of commercial financiers in financing long-term transmission and distribution assets in Pakistan.

6. The specific objectives are:

• Improvement in transmission infrastructure and management.

• Improvement in Energy Market Transparency and efficiency.

1.2 Objectives and Purpose of BAEMR

8. The purpose of this first Bi-Annual Environmental Monitoring Report (BAEMR) is to satisfy the environmental requirements of Pakistan Environmental Protection Act (PEPA), 1997, Punjab Environmental Protection Act 2012 and ADB’s environmental safeguards as stipulated in the Safeguard Policy Statement (SPS) 2009, as well as in observance of the Project and subprojects’ environmental impact. The monitoring is being carried out during the construction period to assess the impact made by construction, the environmental quality along proposed project areas, as well as the implementation of environmental protection measures.

1.3 Project Management Unit (PMU)

9. NTDC has established a Project Management Unit (PMU) to manage the implementation of current tranches and the preparation and implementation of future tranches. The PMU is headed by the Chief Engineer (PMU) and is responsible for day-to-day project implementation for the physical outputs relating to the transmission system and operation (as defined under their transmission license) under each tranche. The facility management consultant (FMC) will support the PMU for project preparation and implementation of subsequent tranches.

10. PMU is responsible for complying with the safeguards requirements and design and monitoring framework and loan covenants.

11. The organization of PMU is shown in Figure 1.2.

13. Tranche 1 subprojects include the construction of new transmission lines, extension and augmentation of existing substations, and installation of shunt reactor and replacement of protection equipment at 11 grid stations.

1.6 Relationships with Contractors

15. The Contractor plays a key role in the implementation of regulatory and ADB safeguard requirements during the construction period of a project. Therefore, capacity building of the Contractors is most important part aiming transfer of adequate knowledge to maintain the required degree of environmental soundness at the Project sites during the project execution.

16. For this purpose, a comprehensive development and training plan has been developed by NTDC aiming capacity building of the Contractors’ staff. Contractors’ capacity will be developed on the following aspects;

• Development of HSE Team in the hierarchy of Contractor management.

• Development of Site-specific EMP (SSEMP) for each section of the Project.

• Self-monitoring of air quality and noise measurements and report in quarterly monitoring report to NTDC.

• Preparation of monthly monitoring report and submission to FMC.

• Adoption of proper sanitation and waste disposal practices at site.

• Minimization of air pollution by controlling dusty material at source.

• Awareness to maintain acceptable standards of noise at site.

• Adaptation of suitable measure to control soil erosion.

• Management of hazardous substances spills at site.

• Imparting instruction to workers on health & safety issues and use of Personal Protective Equipment (PPE).

• Awareness among workers to avoid cutting trees/bushes, hunting and fishing.

• Community and other stakeholders liaison and development of grievance redress mechanism (GRM)

17. In addition to the above, the Contractors are also to comply with all the recommendations made in the Environmental Management Plans (EMPs) for IEE of the Project and subprojects as well as all the conditions of environmental approval i.e. No Objection Certificates (NOC), from Punjab Environmental Protection Agency (Punjab EPA). So far NTDC (ESIC) and contractors are sharing a good professional relationship. Contractors are cooperating following instructions given by ESIC regarding EMP implementation.

2. ENVIRONMENTAL MONITORING

18. The field visit for BAEMR was conducted from July 8, 2018 to July 11, 2018. The monitoring visit was carried out by the designated Environmental Specialist from FMC.

19. A field visit plan (Appendix A) was shared with Contractor before mobilization to the Project site indicating visit schedule, agenda, documents required, and a preliminary checklist.

2.1 Environmental Montoring of Muzaffargarh End TL

20. Muzaffargarh End TL covers Civil works, erection, stringing, testing and commissioning of 500kV transmission lines under Loan No. 3419-PAK: MFF Second Power Transmission Enhancement Investment Program Tranche-1, Contract No. ADB-108-2017: Lot-I & Lot-II.

2.1.1 Trip Itinerary

• No hazardous materials are stored or used at any site except small quantities of diesel fuel in emergency generators at some sites

• No SSEMP was prepared for any segment of the transmission line (TL). However, a timeline for development of SSEMP has been presented in the next section.

• No environmental monitoring results found at sites for ambient air and noise levels. However, contractor has promised to provide by mid of October 2018. The evidence will be submitted with the next BAEMR.

• A grievance compliant register has been placed at the construction sites for recording any grievances or complaints from the community. The register shows the complaint register date and action taken by the company for addressing the complaint (Appendix D).

• No emergency response plans exist at the construction sites and camps. However, a timeline for development of emergency plans has been presented in the next section.

• Filtered water is used for drinks and is provided for employees at all sites.

• Fire extinguishers were not found at any of construction site or camp. The Contractor has been directed to place those immediately.

25. Poor training and poor records:

• No records of job training or job-safety training.

• No induction training record on safety matters and sensitivity with community interactions.

• No training record on housekeeping issues at camp and construction sites.

• No record on fire and emergency trainings.

26. Construction sites needed properly be restored after work completion. Construction material left behind noticed at visited towers. The Contractor has been directed to rehabilitate those areas immediately.

2.1.3 Conclusion and Recommendations

27. Tower 625, Tower 626 and Tower 627 have been installed inside flood lines of the Indus river at Gazi Gaath, Muzaffargarh. Since this section of the Project is environmentally sensitive due to the presence of endangered the Indus River dolphin (Platanista minor) but no evidence found if environmental monitoring carried out during the construction time. Hence, the construction activity for towers installation has already completed and no future impacts are expected from the pending activities related to erecting TL so no remedial actions are required.

28. No major environmental impacts found from construction activities at various sites and camps. However, the capacity of the Contractor staff is required to build for creating a documentary record, conducting field monitoring and reporting to NTDC. This includes the development of environmental team and arrangement of trainings on environmental obligations for implementation of EMP and NOC conditions and contractual obligations as per contract (ADB-108-2017: Lot-I and Lot-II), develop training

29. No evidence found if the Contractor has conducted any environmental monitoring activity since the start of the Project.

30. The internal environmental monitoring capacity is required to develop within Contractor’s staff. 31. In order to address above mentioned issues at the construction sites, a comprehensive Corrective Action Plan (CAP) has been presented in Section 4.

2.2 Environmental Monitoring of Guddu End TL

32. Guddu End TL covers Contract No. ADB-106 (Lot-I) civil works, erection, testing & commissioning of 500kV transmission line Guddu - Muzafargarh (75KM).

3. ENVIRONMENTAL MANAGEMENT

3.1 Contractual Obligations

44. The binding “Contract No. ADB-108-2017: Lot-I & Lot-II, Section 8, Part B - Special Provisions, GCC Sub Clause 81” depict following: The Contractor shall comply with all applicable national, provincial and local environmental laws and regulations. The Contractor shall (a) establish an operational system for managing environmental impacts, (b) carry out all of the monitoring and mitigation measures set forth in the IEE/EMP attached here to as Appendix 1, and (c) allocate the budget to ensure that such measures are carried out.” 45. GCC Sub Clause 40.1 of above contract depict “The Contractor shall provide the Project Manager with a written notice of any unanticipated environmental or resettlement risks or impacts that arise during construction, which were not considered in the Initial Environmental Examination (IEE), environmental management and monitoring plan (EMP) and RP attached hereto as Appendix 1 and Appendix 2.”

The Contractor is required to fulfill the obligations of the contract.

46. The binding Contract No. “ADB-106 (Lot-I), Section 8, Part B - Special Provisions” depict following “The Contractor shall (a) establish an operational system for managing environmental impacts, (b) carry out all of the monitoring and mitigation measures set forth in the IEE/EMP attached here to as Appendix 1, and (c) allocate the budget to ensure that such measures are carried out”. More particularly, the contractor shall comply with the measures and requirements set forth in the IEE” 47. The Contractor is required to fulfill the obligations of the contract.

3.2 Environmental Clearances

48. In accordance with Punjab Environmental Protection Act 1997, for every developmental project, obtaining of environmental approval namely “No Objection Certificate (NOC)” from Punjab Environment Protection Agency (Punjab EPA) is mandatory prior to construction. Environmental Approval for this project was sorted by NTDC and is attached as Appendix E.

49. The Contractors has no or limited environmental staff in their team, therefore, various plans to be submitted by the contractors are still pending. The site-specific EMPs are also not prepared and approved from NTDC.

50. The quarterly environmental monitoring reports are not submitted to field offices of Punjab EPA as per requirement of environmental approval.

3.3 Contractor’s Trainings for Capacity Building

51. No training plan was prepared by NTDC or Contractor’s senior management for its construction staff on capacity building for fulfilling environmental obligations, implementation of EMP and NOC conditions, develop training plans for construction staff, develop environmental monitoring reports and record keeping and submission to ESIC in NTDC.

3.4 Site Visits for Environmental Monitoring

52. The field visit by FMC for this report was the first one since the start of the Project in which Contractor performance on environmental obligations was evaluated. Future visits will be planned frequently in consultation with NTDC for continuous monitoring of ongoing activities.

4. CORRECTIVE ACTION PLANS

53. In order to build the Contractor’s capacity, NTDC has developed following Corrective Action Plans (CAPs). The CAPs will be strictly implemented and monitored by NTDC with the assistance of FMC. FMC will provide monthly progress to NTDC on each aspect of the CAP.

4.1 Development of Environmental Programs

54. NTDC has developed a comprehensive plan for Contractors capacity development. Program aspects are identified and discussed in Table 4.1 with institutional responsibility and an implementation schedule.

4.2 Environmental Training Program

55. The contractors’ personnel, will receive training to maintain awareness of relevant environmental and social aspects, impacts and risks associated with the Project and corresponding controls. Environmental training will help to ensure that the requirements of the IEE and EMMP, and NOC are clearly understood and followed by all project personnel in the course of the Project.
