Fourth Semi -Annual Environmental Safeguards Implementation Report
of the Karnataka State Highways Improvement Project with financial
Assistance from the Asian Development Bank- Report for the Period
upto Dec-2014 (updated up to April 30th
2015)

Introduction:
The Karnataka Public Works Department (KPWD) through the Government of
India has received financial assistance from the Asian Development Bank (ADB) for
Capacity Building of Karnataka Road Sector. Under this assistance, the KPWD through
its wing ‘Karnataka State Highways Improvement Project’ (KSHIP) has taken up
upgradation for 615 kms of existing State Highways (SH) in the State of Karnataka. The
Upgradation works include strengthening and widening of the existing State Highways
(SH) from single/intermittent lane to Two Lane Carriage Way with paved/un-paved
Shoulder. The project falls under the categroy ‘B’ as per the ADB Safeguard Policy
Statement 2009 (SPS 2009). Accordingly, Initial Environmental Examination Reports
(IEER) including Environmental Management Plan (EMP) were prepared for each sub-
project road and approval of the ADB has been received. The IEERs & EMPs have been
uploaded in KSHIP web site.
Status of Upgradation Work
The upgradation work is being carried through civil contract service. It is envisaged to
implement the project in Nine Road contracts and Four Rail Over Bridges (ROBs) .All the
nine road packages were awarded in January 2012. The ROBs are awarded in Dec
2013/Sept2014. Three contracts (AEP3, AEP6 and AEP9) were subsequently terminated
in July/Oct 2014 owing to poor progress and fresh tenders invited by splitting into seven
sub- packages (AEP3A &AEP3B, AEP6A & AEP6B and AEP9A, AEP9B & AEP 9C).
Works In the remaining six road contracts works in AEP2 and AEP 4 & AEP8 are almost
complete and in progress in three packages viz AEP1, AEP5 and AEP 7.
Contractors in all four RoBs have been mobilised and work is under progress and in
various stages.
The Road and RoB contracts are being supervised by M/s. SMEC International Pvt
ltd Australia.
Details of Roads and RoBs contrtact are given in the table below.

Status of EMP Implementation
The KSHIP has obtained requisite prior environmental clearance in Nov.
2008, Oct.2009 and Jan.2011 from State Environmental Impact Assessment

Authority and consent for establishment in july 2008 and Jan 2010 from the
Karnataka State Pollution Control Board for the sub project roads. The
details are given in Annex ure1.
Contractors of Road package and ROB have obtained all requisite permissions from
District Commissioner and KSPCB and Dept of Mines and Geology for quarrying and
establishing Crusher, Hot Mix Batching plant WMM plant Ready Mix Concrete Batching
Plant, DG sets Initially due to ban on crushing operations in the state owing to a writ
pertition case pending in the court of law there was some delay in obtaining these
licenses. However, the matter is settled in the court of law and almost all permissions
are in place. Details of statutory Permissions and licenses for establishing plants and
equipments by these contractors given in Annexure 2
The CSACA consultant has submitted MPR for the month of April 2015. The EMP
implementation Status as reported by the CSC for the ongoing works is given
below.

Salient of EMP Implementation Status of KSHIP during the
reporting period
• Statutory Environmneal Clearnces (EC) have been obtained by KSHIP for
the entire project from the state wing of Ministry of Environent and Forests -
SEIAA and the Consent for Establishment (CFE) from KSPCB. The details are
furnished in Annexure 1.
• Statutory Permits and licenses from District Revenue Administration and
Department of Mines and Geology and KSPCB required for establishing and
operation of Quarry , Crusher, Hot Mix Plant, Wet Mix Macadam plant, Ready
Mix Concrete Plant, DG Set and other plant and machineries have been obtained
by contractors Details are furnished in Annexure 2.
• Tree Cutting for road side trees coming under the widening is almost
completed. Out of 27,490 nos of road-side trees identified in 615 kms of
project roads 24,047 have been cut. About 3394 no. of trees saved by minor
changes in the alignment. Action is initiated to remove balance 49 trees.
Status of Tree cutting is given in Annexure 3.
• Avenue Plantation program has been initiated by KSHIP with the help from
Karnataka Forest Department. Planatation is planned for 270 kms of sub
project roads being implemented under AEP1 , AEP 2, AEP 4, AEP 5, AEP 7
and AEP 8 contracts. In 2014 monsoon 19 kms project road has been
provided with avenue planation. During 2015 monsoon about 200 kms road
length is planned for plantation. Remaining 51 kms will be covered during
May 2016 monsoon. In the reamining 345 kms (615-270) of sub project
roads under AEP 3, AEP 6 and AEP 9 where contracts have been terminated a
separate plantation program will be prepared after new contracts are signed
and mobilsied. Details of avenue plantation program are given in Annexure
4.
• Forest Land is envisaged in four links viz., 21 C, 42B, 57A and 21F for road
widening purpose. In link 21C the acquisition process is over. In the
remaining three links acquistion process is in progress. The details are
furnished in Annexure 5.

• Archeological Survey of India (ASI) permissions are required for two
monunmentas of archoelogical importance in link 42B and link 21E and F.
Permission from ASI Regional office South Bangalore has been obtained for
Musafir Khana/Honda located in 42 B under AEP6. In 21E & 21F permission is
awaited for group of temples under AEP 9 . Details furnished in Annexure 6.
• Solid Noise Barriers have been constructed by KSHIP in all sub project
roads for abatement of noise during construction and operations at
environmentally sensitive locations such as government schools, hospitals
and offices. Under this program out of a total of 248 locations solide noise
barriers have been constructed at 236 locations. Details furnished in
Annexure 7.
• Road Side Water Bodies under Environmental Enhancement programme
has been taken up. Four Water bodies in links 42B, 27D ,31B and 27B have
been taken up for improvement of which work has been completed in three
water bodies (42B,27D,31B). In link 27B improvement work is in progress.
Details furnished in Annexure 8.
• Environment and Safety Engineers have been appointed by the
Contractors. Details furnished in Annexure 9.
• Orientation Training on Environment Health and Safety was conducted
in April 2014 to Contractors’ Personnel. Various topics on EMP were
covered including a special session on procedures involved for obtaining
statutory permissions such as crusher, quarry, HMP, DG set and Wet Mix
Macadam plant and Ready Mix Concerte plant etc Details furnished in
Annexure 10.
• Independent Environmental (Pollution) Monitoring is being carriedd by
PIU for Ambient Air quality, Noise, Water and Soil in the project area.
Monitoring is being done since Jan 2012 for four years on quarterly basis
covering three seasons of the year ie,, winter, premonsson and post
monsoon seasons. Samples are collectd from on site locations such as
viiage/habitations, schools hospitals, government establishment which are
likely to be affected from construction activities and off site locations such as
crusher, quarry, campsite etc. M/s. Sneha Test House Bangalore an NABL Lab
appointed for this assingment have so far completed monitoring of all the

trhee quarters for the 1st (2012) 2nd (2013) and 3rd (2014) years and 1st
quarter of the 4th (2015) year . Resulsts and recommendations of the
consultants are being communicated to CSC and contractors to take remedial
measures. Details are furnished in Annexure 11.
• Borrow Areas are identified in non- agricultural land for embankment fill
and sub-grade construction. The exhausted borrow areas are re-habilitated
as per the requirement of land owners. The details are furnished in
Annexure 12.
• Health check-ups for contractors’ workers were conducted in AEP 6, AEP 7,
AEP 8 and AEP 9 during reporting period.
• Public Consultations were held during March 2015. Status of Public
Consultation is furnnished in Annexure 13.
• Grievance Redressal is being regularly conducted in project roads.
Complaints on dust, safety, contractors’ vehilce speed etc. are referred to
contractors through CSC to ensure redress of the grievance to the satisfaction
of complainant. The details are provided in Annexure 14.
• HIV /AIDS Awareness /Training programs were held in AEP 7 & AEP 8
during reporting period
