This refers to the ECC amendment application for the U.P. Sewerage SystemExpansion Project located in U.P. Campus, Barangay UP Campus, QuezonCity.

After satisfying the requirements in the said application, this Office has decidedto amend the ECC to include the upgrading of the U.P. Sewerage System.

With the issuance of this amended ECC, you are expected to implement themeasures presented in the Environmental Performance Report andManagement Plan (EPRMP) intended to protect and mitigate the project'sadverse impacts on community health, welfare and the environment.Environmental considerations shall be incorporated in all phases and aspectsof the project. You may proceed with project implementation after securing allthe necessary permits from other pertinent government agencies. This Officewill be monitoring the project periodically to ensure your compliance withstipulations cited in the attached ECC.

Annex A

I. CONDITIONS

ENVIRONMENTAL MANAGEMENT

All commitments, mitigating measures and monitoring requirements, containedin the Environmental Performance Report and Management Plan for the U.P.SEWERAGE SYSTEM PROJECT particularly in the EnvironmentalManagement Plan/ Environmental Monitoring Plan, including any modificationsand/or additional information as approved by the EMB-NCR, shall beinstituted to minimize any adverse impact of the project to the environmentthroughout its implementation, which shall include among others to wit:

1. Implement a Comprehensive Social Development Program (SDP) andsubmit a separate report together with the Compliance MonitoringReport (CMR) to the EMB-NCR on a semi-annual basis for the proposedproject;

2. That planting of native tree species/ornamental plants shall beundertaken to mitigate greenhouse gas (GHG) emissions of the projectin line with the DENR's thrust for GHG emissions reduction programsand National Greening Program;

3. Submit a plan which shall include rehabilitation measures/clean-up,remediation of areas affected by the project and proposed alternativeprojects in the area, to the EMB-NCR at least 30 days prior to theproject's abandonment;

GENERAL CONDITIONS

4. The operations shall conform to the applicable provisions of thefollowing environmental laws, and other relevant policies, rules andregulations;a. RA 6969 (Toxic Substances and Hazardous and Nuclear Wastes

Control Act of 1990);b. RA 8749 (Philippine Clean Air Act of 1999);c. RA 9003 (Ecological Solid Waste Management Act of 2000); and,d. RA 9275 (Philippine Clean Water Act of 2004);

5. Creation of an Environmental Unit (EU) within sixty (60) days fromissuance of this Certificate that shall competently handle theenvironment-related aspects of the project. In addition to the monitoringrequirements as specified in the Environmental ManagementPlan/Environmental Monitoring Plan, the EU shall have the followingresponsibilities:a. Monitor actual project impacts vis-i-vis the predicted impacts and

management measures in the EPRMP;b. Recommend revisions to the EMP/EMoP, whenever necessary

subject to the approval of EMB-NCR;c. Ensure that data gathered during monitoring activities are properly

documented, assessed, evaluated and reported to EMB-NCR inaccordance with the standard formats; and,

d. Ensure that monitoring and submissions of reports to EMB-NCRare carried out as required;

6. That the project proponent shall allow EMB-NCR persondel withmission/ travel order to monitor ccmphance with conditions andrestrictions stated herein;

7. No activities shall be undertaken other than what were stipukated in theEPRMP. Should there be any expansion of the project beyond theproject description or any change in the activity or transfer of locationshall be subject to a new Environmental Impact Assessment; and,

8. In case of transfer of ownership, the new owner shall within thirty (30)days from such change apply for the amendment of this ECC,

For the assistance of the Proponent and the Government agencies concerned inthe management of the Project and for better coordination in mitigation of the impactsof the Project on its surrounding areas and the environment, and by way ofrecommendation, forwarding these recommendations to the parties and authoritiesconcerned for appropriate action.
