Screening services

For exploration and development projects in new areas, an initial review of the environmental sensitivities is often appropriate for understanding any issues that may arise. RSK’s EIA professionals are experienced at such screening reviews and bring their understanding of clients’ operations and of the context of future studies, surveys and EIA processes to such projects.

Marine ecological services and surveys

RSK has considerable experience of designing and managing marine surveys in shallow coastal and offshore areas. This work has included baseline surveys; post-activity surveys such as exploration well monitoring; and baseline and monitoring surveys as part of the EIA process. We normally design, manage and implement the surveys in conjunction with local specialist subcontractors to maximise the use of local expertise and ensure sufficient levels of local participation, which is often a regulatory requirement.

Licensing round application support

Research, assessments and background information on environmental sensitivities and constraints are available from RSK to support its clients’ licensing round applications.

EIA

We provide multidisciplinary EIAs managed by in-house technical specialists. Our early integration of engineering solutions aims to design out any environmental impacts at an early stage. PON 15 and Oil Pollution Prevention and Control (OPPC)

RSK has considerable experience of preparing permit applications, and negotiating and obtaining consents and permits. We have excellent contacts and working relationships with the environmental management team and the inspectorate personnel at the UK Department for Energy & Climate Change. A core team of RSK specialists uses the most up-to-date version of the European Oilfield Speciality Chemicals Association chemical hazard assessment and risk management (CHARM) model to understand these applications. RSK has successfully obtained OPPC and PON 15 B, C, D and F permits on behalf of clients.

Integrated pollution prevention and control (IPPC) and European Union Emissions Trading Scheme (EU ETS)

RSK will ensure that your IPPC and EU ETS permits set realistic emission caps; your best available technique (BAT) appraisals are robust and comprehensive; and your monitoring strategy meets

regulatory requirements yet is consistent with your business objectives. We have wide experience of PPC permit applications and related services, including carbon footprinting studies, energy audits, energy-efficiency benchmarking studies and emissions-trading-related projects. EHS management systems

Eni UK, office EHS support: Eni required its office management systems to be revised and improved to reflect its status as a leading producer in the UK oil and gas sector. The areas of office EHS management covered were the office EHS risk and aspects register; fire risk assessment and compliance with fire regulations; an assessment of office waste management and Eni’s waste contractor (best environmental practice and regulatory); and an assessment of Eni’s office maintenance management contractor. The review and revision was executed through remote assessment, streamlining and drafting of Eni’s documents, and a visit by RSK’s consultants to Eni’s London offices.

AGR Petroleum, EHS secondment: An RSK consultant on part-time secondment provided support to AGR Petroleum’s EHS team. The scope of work involved assisting with the EHS management of AGR’s operations, including developing EHS management system bridging documents and emergency response documents; coordinating emergency response exercises; managing environmental permitting, spill plans and other EHS requirements; and liaising with AGR’s clients (operators) and engineers with respect to EHS requirements.

Regulatory and corporate compliance assurance

TAQA Bratani, internal environmental compliance audit programme: RSK conducted offshore environmental audits for TAQA Bratani on two of its installations in the North Sea. These audits were used to show that the chemical permit management system was compliant with regulations, robust and fit for purpose, and to generate a report that could be used to demonstrate to stakeholders, including the regulator, that the system has been independently assessed.

Eni Hewett, integrity review: Eni required a review, sufficient for licensee responsibilities, of the structures and asset integrity matters concerning the offshore structures and pipelines of the Hewett field. The was for Eni to satisfy itself that the duty holder (Petrofac) was following good practice and was regulatory compliant in these aspects. This is required to give confidence that major accident hazards are being controlled; longer term matters are being taken into account; and end-of-field activities are being focused on in all duty holder activities. The review focused on the management arrangements for asset and structural integrity, and was carried out in the context of the predicted life of the field (end of field then estimated to be 2013/2014) and the handover of terminal operations

to Perenco in July 2011. The emphasis of the review was on the offshore infrastructure and facilities including pipelines.

EHS and structural due diligence

Due diligence audits: RSK has wide experience of due diligence work, including

a health, safety, security and environmental (HSSE) due diligence audit and establishing an HSSE data room for the mergers and acquisitions section of a major oil and gas company

assisting a client’s due diligence management team on major divestment and acquisition activities, including the assessment of chemical manufacturing sites; retail and refinery sites; and active gas and oil production assets, both on- and offshore.

RSK has provided extensive support across Northern Europe, the former Soviet Union and West Africa.

Bespoke and commercial EHS training

TAQA Bratani, environmental training: RSK provided training to TAQA Bratani staff on offshore environmental legislation and the permitting process. Training was also given on the additional guidance issued by the Department of Energy and Climate Change in 2011 on oil pollution and emergency response plans, PON 15s and environmental management systems, procedures and audits.

Management of permits and consents process

TAQA Bratani, environmental adviser secondment: RSK seconded a consultant on a part-time basis to provide support and advice to various operations and projects, including platform drilling, well campaigns with mobile drilling units and intervention programmes. The RSK consultant’s principal responsibility was to oversee the permits and consents process, thus ensuring all required permits were in place. The consultant coordinated additional external consultants; managed the required reporting; liaised with contractors and the regulators, and provided day-to-day support for the engineers in the department during the planning process and operations.

Talisman, environmental adviser secondment: RSK provided a seconded consultant on a part-time basis to support the environmental team in coordinating all permit renewals and variations: OPPC triennial reviews, PON 15D triennial reviews, renewals of PON 15s, PPC and EU ETS (permit management focal point).

Marine ecological services and surveys

Shell E&P Ireland Ltd, Corrib field offshore EIA: RSK performed the EIA for the Corrib gas field development, including the export pipeline, in 2000 and 2001. We designed the baseline survey of the area, which included extensive drilling mud sampling, and, later, several offshore, nearshore and intertidal studies to inform both the environmental impact statement and the subsequent environmental submission required by Shell.

In 2007, we carried out a wide-ranging intertidal survey to assist in determining an alternative pipeline route and designed and undertook an offshore survey of the field, the export pipeline route and a nearshore area where the discharge pipeline from the Corrib terminal will be located. Later work included designing surveys for the outfall area and a full assessment of Corrib field.

Preparation of licensing round application support

ExxonMobil (Esso North Sea), licence block application: Esso contracted RSK to produce environmental background information to support its 23rd Offshore Licensing Round application for 20 exploration blocks in the central North Sea. We worked within tight time constraints to supply information that satisfied the requirements of the regulators and fitted into the structure of the bid being made by Esso. The information included outline assessments of the potential sensitive habitats within these areas.

Esso’s bid for the blocks was successful, and RSK assisted Esso with the PONs required for the exploration drilling programme in the first of these blocks.

Environmental impact statements

Venture Production, Amanda gas field EIA: The EIA for the Amanda development, which is close to a biogenic reef, was produced by RSK. The environmental impact statement needed to specifically assess the impacts that the proposed work might have on this highly sensitive area. The mitigation measures and the main features of the specific oil spill contingency plan produced for the field were incorporated into Venture’s HSSE management system. The Amanda and the adjacent Agatha field developments, for which the effects were also assessed by RSK, were approved.

Bord Gáis Éireann, second gas interconnector project: RSK managed the EIA process and compiled the environmental impact statement documents in support of the second gas interconnector project linking Ireland to Scotland. Three separate statements covered the Scottish landfall, the Irish landfall and the subsea sections. Public exhibitions were held in both countries to disseminate information about the proposals.

Decommissioning

BP decommissioning team, environmental adviser: An RSK environmental adviser was seconded to the BP North Sea decommissioning team to help in developing decommissioning programmes. One of the main tasks was to produce the environmental statement for Don field decommissioning work and the PON 5 Section 2 environmental assessments for 11 exploration and appraisal wells.

Stakeholder engagement

Shell E&P Ireland Ltd and project predecessors, Corrib field offshore: RSK was commissioned to undertake a series of EIAs for gas production and processing for the Corrib natural gas field off the west coast of Ireland. Throughout the Corrib project, we worked closely with the project team in its negotiations with various stakeholders. This involved setting up and running public exhibitions and workshops, and face-to-face meetings with non-governmental organisations, local pressure groups (such as the fishing community) and individual landowners.

Schlumberger, literature: RSK’s communication services team regularly writes and publishes documents that aim to inform and influence oil and gas companies, governments and non-governmental organisations. One example is a 40-page booklet produced to describe the impact of Schlumberger’s presence in Algeria on the country and its oil and gas business.

Assessment of energy use and gaseous emissions

BG Group, greenhouse gas emission (GHG) and BAT services: RSK provides various GHG emission and BAT support services to BG Group in support of its enhanced GHG management programme. These have included

compiling and reviewing GHG data and reduction opportunities to ensure legal compliance, and identifying significant potential to reduce a company’s carbon footprint in a cost-efficient manner

Centrica, IPPC permit applications: RSK assisted Centrica Energy to meet the requirements of PPC legislation. Our work included carrying out PPC applications for Centrica Energy’s power stations, gas refineries and offshore platforms; ensuring that the PPC permit and the EU ETS permit set realistic emission caps; conducting comprehensive BAT appraisals; and implementing a robust monitoring strategy that met regulatory requirements and was consistent with business objectives.
