Oil for Development Program
The Oil for Development (OfD) programme was launched by the Norwegian Government in 2005. The operative goal of the programme is "economically, environmentally and socially responsible management of petroleum resources which safeguards the needs of future generations".
My organization is the Norwegian Environment Agency, EPA is our counterpart in the environmental management.
Ultimately this process is about how to establish structures which are sound in relation to petroleum management
We have contributed on such processes among other in Uganda, East Timor, Ghana, Sudan and Zambia.

Commercial and open source software - challengesOpen Source software as part of development cooperation is not a matter of principle.
Choosing software in development cooperation projects is about finding good software tools to help you do the job.
Commercial software has a place – as long as it does not compromise long term goals
Both Uganda and Tanzania has told us how commercial software could be problematic
Some arguments
It costs money«Lock in» to proprietary standardsCommercial software was there first – but does this mean we have to use it now?
Availability of consultantsLicenses only available for short periods making the receiver dependent of the software. And with no further funding developed solutions are not available any more.
