Next Problem: How do you allocate mititgation?
o Should it be based on the countrys 1990 levels?
o As for the US, thats not possible. US offers 17%
reductions of that of their 2005 GHG emissions, bringing
them back to their 1990 level. Virtually, this is 50% of theircurrent emissions.
EU demand for big reduction; they have strong green groups;
they are willing to reduce 20-30% of their 1990 rates
Annex I parties of the COP in the 1990 Convention
Developing countries who contributed the most emissions
#1 emitter now: China; they overtook the US in 2008

Highest emitter, but they are still poor per capita; but they are
significantly reducing poverty rates in the macro level.
Per capita emission is still very small compared to that of the US

How can parties agree to allocate mititgation
Cancun Agreement
All go
Failed: agreement on allocation of mitigation of emission
Agreements now will serve beyond 2050, because of our inaction
in the last 20 years , the earths fate is only determined until 2050. Our
only action in the meantime is to cope and adopt to climate change.
CC- a common but differentiated responsibilities (argument of thedeveloping countries)
Developing will participate and help CC, but developed countries
must act more and contribute more
10-15 years to reduce emission, another 5-10 years impact the
atmosphere
