1. GENERAL

This booklet contains all the necessary information which WJEC *registered centres will need in order to submit entries for WJEC qualifications, and covers all examinations types and all examination series during the 2011/2012 cycle. A complete list of the qualifications and series involved is given on pages 1 and 2.

Entry fees and other charges relating to all examination entries submitted during 2011/2012 are listed in appendix 2.

A comprehensive list of entry codes is also included in this booklet as appendix 1. Most centres will import these codes into their internal centre MIS system when the examinations base data is downloaded from the WJEC website. Centres are however strongly advised to familiarise themselves with the coding information in appendix 1, and also the GCE and GCSE Unit Directories which contain important supplementary guidance which cannot be found in the basedata.

In addition to the entry regulations contained in this booklet, centres are also referred to the JCQ publication “General Regulations for Approved Centres” published annually in September.

NB - *Registered centres: Examination entries can only be accepted from institutions which have formally registered as an examination centre with WJEC. If your centre wishes to submit entries and is not yet registered as a centre, please contact the entries section at WJEC ([email protected]) for a copy of the official application form. This form, duly completed must be returned to WJEC no less than three months prior to the relevant entry deadline.

2. PRELIMINARY ENTRIES

For some examinations, WJEC requires advance notification of the likely candidate numbers to be entered some months before the final entry deadlines. This information allows us to ensure that question papers are printed in adequate numbers and most importantly, that early release materials – coursework information, teacher guidance etc can be issued.

Preliminary Entries are required for the following examinations and must be submitted by the dates indicated

Preliminary entries can be submitted in one of two ways: (a) Online via the WJEC’s secure website: this is the simplest and quickest method as the procedures have been streamlined in

order to make the process as user friendly as possible. The system will prompt centres with the actual candidate numbers entered in the previous series and will ask for these to be confirmed or amended. Only in cases where the entry will vary by more than 10% is any amendment required.

(b) If for any reason the online method cannot be used, manual forms can be downloaded from the Entries page of the main WJEC

website. These then need to be completed and returned to WJEC by the dates listed above.

NB – If your centre does not submit any preliminary entries, or if you do not include preliminary numbers for any subject for which you then go on to submit final entries, you may not receive all the required assessment materials and/or examinations stationery. If you are in any doubt about whether candidates will be entered for any specific subject/option, you are advised to include a small notional amount (e.g. 5) to ensure that appropriate materials are despatched to you.

3. FINAL ENTRIES: DATES & DEADLINES

Centres are urged to submit entries as soon as possible as this will aid in the efficient processing of the data and will maximise the time available for checking and verification. Final deadlines for each examination series and the dates from which late entry fees are payable are as follows:

4. FINAL ENTRIES: METHODS OF ENTRY Entries for the examinations series included in this booklet may be submitted in either of the following formats: A. Electronic Data Interchange (EDI) – See Section 6; (NB – centres who are unable to use EDI may upload entry files via the

WJEC secure website provided that these fully comply with the agreed JCQ entry formats. If in any doubt please contact WJEC ICT helpdesk for advice).

B. Online Entries via WJEC Secure Website – See Section 7.

Method A will require centres to import the relevant exam series basedata from the WJEC secure website into the centre MIS. Further information about basedata is provided in Section 8.

Method B involves the individual inputting of entry details for each candidate directly into the software on the secure website. It is thus

only suitable for centres which do not have an MIS, or are submitting only small numbers of entries.

Any centres which are unable to use any of these electronic entry methods should contact the Entries Section for manual entry forms. These must be completed and returned to WJEC by the deadlines listed in section 3.

5. PROVISION OF ENTRY DETAILS The notes in this section apply to all entry methods

5.1 Centre Details

The five digit centre number should be inserted in the field provided.

5.2 Candidates Status

When compiling candidate entries, it is necessary to distinguish between internal candidates (i.e. those on the full or part time roll of the institution) and private candidates (i.e. those who are not students at the institution, but for whom the institution is providing examination accommodation and/or assessing and authenticating coursework/controlled assessments).

If submitting entries by the WJEC secure website or EDI, private candidates must be identified by inserting 'P' in position 3, Candidate Status. Please refer to the "Formats for the Exchange of Examination Related Data, Version 14," for further guidance. This will ensure that the results for these candidates are excluded from the centre's examination statistics.

If submitting entries on manual forms, please indicate any private candidates by inserting the letter 'E' before the candidates examination number on the entry form. WJEC will then ensure that these are "flagged" as private entries and the results for these candidates excluded from the centres examination statistics.

5.3 Candidates Numbering

5.3.1 Centres are requested to allocate a candidate number to each candidate. For each candidate a unique four-figure number

within the range 0001 to 9999 must be used. (The number 0000 must not be used.)

5.3.2 Centres should use the same four-figure candidate number when entering a candidate for any examinations offered by any of the other Awarding Bodies or Groups.

5.3.3 All candidates entered for “unitised” examinations also require a Unique Candidate Identifier (UCI) number. This number is allocated when a candidate’s first unit entry is submitted and is used by the awarding body to identify candidates when unit results are aggregated together to produce an overall grade. It is absolutely vital therefore that the same UCI is used for ALL examination sessions AND for the cash-in entry. If your centre is entering candidates who have previously sat units at other centres, the correct UCI should be obtained from the original centre.

A UCI is made up as follows:

5.3.4 From 2009 Unique Learner Numbers (ULN) are mandatory for all centres wishing to use WJEC qualifications in order to contribute to the award of any Diploma.

5.4 Candidate Personal Details 5.4.1 Candidate Number Enter the candidate number you have allocated in the field provided. 5.4.2 Unique Candidate Identifier (UCI) The unique 13 character candidate identifier must be included. Entries received without the UCI will not be accepted. For EDI

entries, the full 13 digit number must be included on the entry and amendments file. For manual entries, centres which are unable to generate the full 13 digit number are advised that an online check digit generator is available on the WJEC website http://www.wjec.co.uk/uci Alternatively, for manual entries where the first 12 digits of the UCI only are submitted, WJEC will generate the missing check digit.

5.4.3 Unique Learner Number (ULN) Unique Learner numbers are allocated by the Learner Registration Service and are required only for those subjects/units which

are intended to contribute to Diploma awards in England, but will also in future be required for the Welsh Baccalaureate Qualification. More information about ULNs can be found on the Learning Records Service (LRS) website - http://www.learningrecordsservice.org.uk

5.4.4 Candidate Name Enter each candidate's name, surname(s) first, then a colon and then the forename or initials. e.g. SMITH: PATRICIA ANN PORTER-BROWN: J S PETER DE LA ROSA: THOMAS

Where the surname always appears as the first word(s) of the name, a colon should follow the complete name. e.g. TANG PO HENG:

Names of up to 40 characters, counting the colon, any hyphen or apostrophe, rounded brackets, (open and close), full

stop and each space as a separate character, can be accepted in full. Please ensure that the full legal name is used in every examination series. The name, date of birth and the UCI will be

used to track candidates in unitised examinations. N.B. Should the need to abbreviate a candidate's name to meet the maximum allowance of 40 characters create

difficulties for any of your candidates, special arrangements can be made, on application to the Examining Board, to record their full names on certificates only.

5.4.5 Sex Enter M for a male candidate, F for a female candidate.

5.4.6 Date of birth Enter the date of birth of each candidate numerically e.g. for 12 April 1996 enter

12 04 96

N.B. An entry without a specific date of birth cannot be accepted.

Identical candidate details, i.e. name and date of birth, should be used across all examination levels and series, and all awarding bodies for the same candidate.

5.5 Subject/Unit Entries 5.5.1 The entry for each subject/unit is recorded by means of a six digit entry code. Each code is made up of a four digit subject/unit

code and a two digit option code. A full list of all entry codes for 2011/2012 is given in appendix 1. 5.5.2 For each candidate, the full six digit code for each subject to be taken should be inserted in the appropriate fields. 5.5.3 Subjects taken through the medium of Welsh

For all subjects, at all levels, taken through the medium of Welsh, the full six digit code should be inserted. The first zero of the option code should be replaced with a 'W' e.g. to enter A/AS Biology BY1 through the medium of Welsh, the code will be 1071W1. The exception to this rule is for Legacy GCSE, e.g. to enter GCSE Legacy Science Biology 1 Foundation Tier through the medium of Welsh, the code will be W23501.

5.5.4 Forbidden Combinations

Before making an entry for a particular subject, reference should be made to the document "Examination Provision 2012" which gives details of prohibited combinations of subjects.

5.6 Unitised Subjects 5.6.1 General The majority of WJEC qualifications are now “unitised” in nature – i.e. candidates take a number of separate units, usually across different

examination series in order to complete the award. All GCE specifications and many of the new GCSE specifications are unitised, as are the new Principal Learning qualifications. For all these subjects two separate types of entry are required:

(a) Unit Entry: A separate entry must be made for each individual unit attempted by candidates. This requirement applies not only to

the formal "written examination" units, but also those related to coursework or other centre based elements. (Centres frequently overlook the coursework units when making entries and this can lead to major difficulties when results are issued).

(b) Cash-in Entry: When candidates wish to obtain an overall subject award for any unitised subject, a separate "cash in" entry is also

required. The cash-in code required should be entered alongside the individual unit entries. If a candidate has completed all the required units for a subject award but does not submit a cash in entry, he/she may either:

enter for the subject award at a subsequent series, provided the specification is still available. WITH THE EXCEPTION OF GCSE

UNITISED SUBJECTS - WHEN SUBMITTING THE CASH IN CODE, THE COMPULSORY 40% TERMINAL REQUIREMENT MUST ALSO BE INCLUDED.

5.6.2 Candidate name/date of birth

It is important that the name and date of birth used for each candidate is precisely the same for all examination sessions. Problems frequently occur where centres use variations of a candidate’s name (e.g. an additional middle name) or an alternative spelling.

5.6.3 Combination of Units

Centres are urged to check carefully that every candidate is entered for the correct combination of units. For example, a candidate cashing in Advanced Level Geography - code 3201 01 must have completed all four units – 1201 01, 1202 01, 1203 01 and 1204 01.

5.6.4 GCSE Terminal requirements Centres are reminded that for the new GCSE unitised specifications (being taught from September 2009), candidates must be entered for at least 40% of the total assessment in the terminal session (i.e. the exam session in which the award is cashed in).

6. SUBMISSION OF ENTRIES – METHOD A (ELECTRONIC DATA INTERCHANGE) 6.1 Centres using this method of entry must: • follow the relevant instructions given in Section 5. • submit their entries by the closing dates given in Section 3.

6.2 Centres are particularly encouraged to use this method of entry as it will save administrative effort at both the centre and WJEC. Most centre administration packages can easily connect to EDI systems.

6.3 Centres using this method of entry should already have registered with one of the approved EDI carriers. 6.4 Centres requiring more information about EDI entries can ring the EDI helpline on 029 20 265168. 6.5 The formats are defined in the booklet "Formats for the Exchange of Examination Related Data (Version 14, September, 2011)."

This document is available to download from the Joint Council website at www.jcq.org.uk WJEC do not require backup printouts if the EDI entry method is used.

6.6 For all files sent via EDI, the unique 13 character candidate identifier (UCI) is compulsory. 7. SUBMISSION OF ENTRIES – METHOD B (ONLINE ENTRIES VIA WJEC SECURE WEBSITE)

7.1 Centres are advised that entries (and amendments) can be made online using the WJEC Secure Website - www.wjecservices.co.uk Centres using this method of entry must:

• follow the relevant instructions given in Section 5. • submit their entries by the closing dates given in Section 3.

7.2 This system is aimed particularly at centres which have traditionally submitted entries for WJEC using manual entry/amendment

forms. Centres with no other means of submitting entries or amendments electronically are encouraged to use this method of entry as it will save administrative effort at both the centre and WJEC.

7.3 Centres using this method of entry should already have registered with WJEC as a user of the Secure Website. If your centre

has not yet registered as a user of the Secure Website you can do this by sending an email to [email protected] It is important to state your centre number, centre name, contact name and preferred email address for communications in order to facilitate your registration.

7.4 A detailed user guide to the Online Entries system is available to download from the WJEC Secure Website.

7.5 Centres requiring more information about using the Online Entries can ring the Secure Website helpline on 029 2026 5168.

7.6 Using the Online Entries system, the Examinations Officer can enter all the candidate and subject details for your centre into the system. Following the submission of the completed entries and subject information, the Walled Garden on the Secure Website will be updated with all relevant candidate and subject information.

7.7 After submission of the online entry, further amendments may be made to candidate or subject details using the same Online

Entries system. 7.8 To enter a candidate through the medium of Welsh, click on the Welsh button next to the relevant subject where available, or

select the appropriate Welsh option. 7.9 When compiling candidate entries, it is necessary to distinguish between internal candidates (i.e. those on full or part time roll of

the institution) and private candidates (those who are not students at the institution, but for whom the institution is providing examination accommodation and/or assessing and authenticating coursework). Select Yes or No from the drop-down box for External/Private Candidate.

8. BASEDATA

Centres submitting entries via Method A (EDI) will first need to download the base data for the relevant series from the main WJEC website - http://www.wjec.co.uk/basedata

Base data contains all the necessary information for the various specifications that the WJEC offers. Essentially it provides details of

how each subject breaks down into its constituent parts - e.g. options, components, papers, maximum marks, exam dates, fees etc.

It is essential that for each examination level and series, centres use the latest version of base data available. Base data for all unitised examinations will contain information on both units and cash-in codes.

9. SPECIFIC INSTRUCTIONS FOR QUALIFICATIONS REQUIRING REGISTRATION Certain WJEC qualifications involve a separate registration procedure, in addition to the submission of subject/unit and cash in entries

as outlined in sections 5.5 & 5.6. 9.1 Principal Learning All candidates embarking on Principal Learning courses are required to register for the specification and level being studied at

the commencement of the course. For all candidates intending to submit unit entries in the January 2012 series, registration must be made by 21 October 2011. For all other candidates beginning courses in September 2011, registrations must be submitted by 15 November 2011. A fee will be levied at registration which will cover a single entry for each unit within the specification and the aggregation “cash in” entry. Additional fees will be levied for second and subsequent attempts at each unit. (Further details relating to fees can be found in appendix 2).

9.2 WBQ It is a requirement of the Welsh Baccalaureate Qualification that candidates embarking on the course in September 2011 must

register with WJEC. Candidates who have already registered previously need not register again, unless they have completed a diploma at one level and are progressing to a different level.

Each registration must include candidate personal details (name date of birth, sex) Unique Candidate Identifier (UCI) and the

code for the relevant Diploma level. Centres are strongly encouraged to submit registration details electronically - either by EDI or via the WJEC’s secure website.

Registration details must be submitted for every candidate embarking on the WBQ. Centres are also expected to use the new Unique Learner Number (ULN) that is now being made available for use in Wales in all EDI files submitted that may be used for aggregation of the WBQ.

The final date for receipt of WBQ registrations is 31 October 2011.

10. FEEDBACK DOCUMENTATION AND AMENDMENTS TO THE ENTRIES 10.1 As soon as possible after the entries have been received, the following will be sent to centres: (a) Centre Statement of Entry giving the candidates entered for each of the subjects listed on the entry forms; (b) Candidate Statement of Entry for each candidate (provided on request only via WJEC secure website). These lists will enable any errors made at the entry stage to be corrected.

10.2 For unitised qualifications, additional documentation will be provided in order to help with the checking process

(a) Complete list of all cash-in entries submitted for the respective series. Centres are requested to make certain that all

candidates who are expecting a final aggregated award in that series are included on the list. ANY CANDIDATE NOT LISTED WILL ONLY RECEIVE RESULTS FOR THE INDIVIDUAL UNITS WHICH HAVE BEEN ENTERED – NOT A FINAL AGGREGATED GRADE.

(b) Certification Warning Report. This will be issued in cases where WJECs records indicate that cash-in candidates will not

have the requisite number of units for the relevant award. (c) Missing cash-in list. This will be issued to highlight any candidates which will have the requisite number of units available

for an aggregated award but no cash in entry has been received.

All the entry feedback documentation provided should be checked and the necessary corrections made in the manner outlined below.

10.3 Submission of Amendments by EDI Centres are encouraged to submit amendments via EDI using the Joint Council standard format for amendments. It is vital

however that EDI files submitted contain details of candidates to be amended and additional candidates only. EDI files which contain a resubmission of the entire centre's entry cannot be accepted.

10.4 Submission of Amendments Online via WJEC Secure Website Centres which submit their initial entries through the WJEC Secure Website can also submit amendments in this way. Centres

which use EDI for the main entries however must continue to use EDI for all entry/amendment transactions.

11. DATA PROTECTION It is essential that Awarding Bodies collect personal information about examination candidates, e.g. names and dates of birth. Awarding Bodies also hold details of candidates achievements for the issue of certificates. Access to this information is strictly controlled, but is shared within the education and training community when this is appropriate. For example, centres receive details of their candidates’ examination results, and details of the achievements of university applicants are supplied to UCAS. Awarding Bodies are also required to supply Local Education Authorities and Central Government and their agencies with data for statistical analysis. The Awarding Bodies also supply candidate data and results to a central qualifications database which acts as a common repository of results data. The WJEC has also set up a separate database (for Welsh centres only), in order to provide statistical data to central and local government in Wales and to match data for the Welsh Baccalaureate Qualification. Awarding Bodies do not provide information to organisations involved in direct marketing or similar ventures. Awarding Bodies are registered with the information Commissioner, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF. Data protection information can be viewed on www.dataprotection.gov.uk. Awarding Bodies abide by the eight Data Protection principles, and require that all those who supply or use data also adhere to these principles. Centres are expected to take care both in the collection of data for transmission to Awarding Bodies and in the dissemination of data from Awarding Bodies. The following guidance is offered. • Candidates should be aware that their personal details are being given to the Awarding Body. This is particularly important

where candidates themselves are not completing forms. In most cases the information is supplied from school, or college computer systems, and candidates may not be aware that their details are being passed on.

• Centres should exercise care when releasing personal information supplied by the Awarding Body. This information is intended

for centres’ internal use only. Information a centre has obtained from the Awarding Bodies must not be used for marketing purposes or any other purpose which could be reasonably objected to by a candidate.

• Centres should be appropriately registered with the Information Commissioner. Candidates have a right of access to the data Awarding Bodies hold about them. In general parents and others do not have the right of access under the Data Protection Act, so all applications must come from the candidate. Under the Data Protection Act, all access requests should be responded to within 40 days. However, this requirement does not apply if it would require us to release examination results before the normal publication date. In such cases the request will be actioned after the examination results have been published. There is a charge for providing details following a subject access request.
