Pavillion for All

Pavilion for All is a design competition for a landmark pavilion in one of Europe’s biggest regeneration projects, Brent Cross Town.

WHO CAN ENTER?

The free-to-enter Pavilion for All competition is open to all UK-based qualified architects. Up-and-coming practices and teams able to demonstrate their strong commitment to whole-life carbon design and equality, diversity and inclusion (EDI) are encouraged to apply.

TIPS FOR ENTERING

The competition seeks four outstanding concept designs for a new sports and active play pavilion at the heart of Clitterhouse Playing Fields, a key part of the emerging Brent Cross Town.

to an unrivalled multi-sports and active play provision which will promote health and wellbeing and bring together people of all ages and backgrounds. The pavilion should also support a wider vision for the 18ha Clitterhouse Playing Fields to become an inclusive home for women’s sport in north London.

The playing fields have a rich history, having once been part of the medieval Clitterhouse Manor and containing farm buildings at the south-western entrance which survived Second World War bombing. Another part of the open space also contained a temporary emergency allotment where the local community grew food during this period.

Following regeneration, the playing fields will host varied sport and play facilities, a new network of walking and cycle paths, designated places for picnics and gatherings, and extensive space to enjoy nature and support biodiversity.

Given the ambitions of the wider Brent Cross Town development, including becoming a net zero town by 2030 and adhering to the UN Sustainable Development Goals, the design should also meet the highest environmental and whole-life carbon design criteria. Therefore, entries should consider some or all of the following factors:

a. Use of natural or plant-based materials such as stone, rammed earth, clay, structural timber, straw, hemp, mycelium etc

b. Use of reclaimed/recycled material

c. Use of low-carbon alternatives to conventional steel, concrete etc

d. Overall performance in terms of whole-life carbon and/or regenerative design

e. Contribution to the playing fields as a natural habitat and biodiverse ecological corridor

f. Ability to communicate the above principles to its users

WHERE WILL THE PAVILION BE SITUATED AND WHAT ARE ITS REQUIREMENTS?

Architects are encouraged to consider the optimal location for the building within Clitterhouse Playing Fields. However, the pavilion should be central and visible from all entrances, providing sheltered views across the site and well integrated into the site’s sloping topography.

The maximum GIA for the pavilion is 1,000m2 (as the playing fields are designated Metropolitan Open Land). The facilities required for the pavilion are as follows:

• Café: 150–250m2

• Team changing rooms: 4-6 (approx 25m2 each)

• Flexible space: to be used for activities that support sport such as physiotherapy, team briefings, teaching rooms for sporting partners and teams

• Sports reception and payment desk

• Storage: to include lockers, sports equipment store, waste store, cleaning products store

• Public toilets provision for the whole park

In terms of height, the pavilion needs to be sensitive to the existing residential context and avoid overlooking neighbouring homes.

WHAT IS THE CONSTRUCTION BUDGET?

The construction budget for the pavilion is £2.5 million to £3 million, including fit out of all changing, toilet and storage facilities.

WHO IS BEHIND THE COMPETITION AND HOW WILL IT BE JUDGED?

The competition is being run by the joint venture delivering Brent Cross Town, Argent Related and Barnet Council, in association with the AJ. Judges will be announced shortly and will include representatives from Argent Related and Barnet Council as well as external design experts. The panel will be chaired by AJ managing editor Will Hurst.

Competition timeline

STAGE 1: SELECTION OF THE LONGLIST

After the closing date of 16 November 2021, the judges will select the best 10 entries, who will then be informed and will feature in the AJ in print and online. All longlisted practices/teams will be expected to present their ideas and their practice approach to the judging panel in London on Thursday 25 November. No further design work is required prior to attending interviews.

STAGE 2: SELECTION OF THE SHORTLIST

On Thursday 25 November or shortly thereafter, the judging panel will select the four finalists who will then be informed and will be the subject of further coverage in the AJ in print and online, concluding the AJ’s involvement in the competition. These four will be paid honorariums of £3,000 (+VAT) each.

WHAT HAPPENS AFTER THE COMPETITION?

In December, the four finalists will be asked to work up their designs further, working closely with Argent Related and Barnet Council and the joint venture’s existing consultants. The four will also visit the site and meet members of the local community. Some of the information shared with the finalists is at a confidential stage so they will be asked to sign non-disclosure agreements relating to this. A winner is expected to be selected before the end of the month. The design process will commence in January 2022, with a planning application for the pavilion submitted in late spring 2022.

TERMS AND CONDITIONS

a. The criteria for judging submissions will include: creativity and originality; response to the brief; commitment to sustainable design and equality, diversity and inclusion; feasibility; and response to the context of Clitterhouse Playing Fields and Brent Cross Town.

b. The judges’ decision is final.

c. The applications and the personal data included in applications will be shared with jury and competition partners as part of this competition process but will not be used by EMAP for marketing purposes.

d. The ownership of Copyright of the design will be in accordance with the Copyright, Designs and Patents Act 1988, that is Copyright rests with the author of the submitted design.

e. All designs remain the intellectual property of the designer. However, when built the winning design will be the property of the joint venture (Argent Related and Barnet Council).

f. If your practice/collaboration is appointed to deliver the project it will need to have the following insurance: Employers Liability, Professional Indemnity, Public Liability.

g. All stakeholders of the project will make efforts to ensure wide media coverage.

h. The AJ, Argent Related and Barnet Council reserve the right to use images from the submissions for promotional purposes in press, social media and publications. All endeavours will be made to ensure accurate accreditation.
