Deliberate and Act on a Resolution Nominating a Director(s) to Serve on the 2020-2021Board of Directors for the Hill County Appraisal District for a Two- Year Term.City Manager Frank Johnson said each participating entity in the Hill County Appraisal DistrictHCAD) may nominate one candidate for each of the five positions on the HCAD Board of
Directors. Included in the Council' s packet was a letter dated September 16, 2019 from Mike
McKibben, Chief Appraiser of HCAD which detailed board member eligibility and qualifications.For information purposes, also included in the council packets: On the " Hill County Appraisal
District Calculation of Votes for the 2020- 2021 Board of Directors", the City of Hillsboro' sg 2018 Tax Levy" was $ 3, 936, 147 with " Votes Percentage" at 7. 2393 and the " Votes Number" at
362. Votes are calculated using 2018 levies and budget percentages are allocated using 2019levies.] Members serve 2- year terms beginning on Jan. 1 of even numbered years. Each voting
entity may nominate one candidate for each position to be filled up to a total of five nominees.

The nominations must be made in an open meeting. According to the letter the nomination sheetshould be returned to Mike McKibben' s office no later than Oct. 29, 2019.
Councilmember Skelton made a motion to nominate Edith Omberg to serve on the Hill CountyAppraisal District Board of Directors. Second by Councilmember Robinson. The resolution wasapproved nominating Edith Omberg to serve on the Hill County Appraisal District Board ofDirectors.

Hold a Public Hearing, First Reading and Deliberate on an Ordinance Adopting andImplementing a Gross Receipt Tax on the Conduct of Bingo, As Authorized by the TexasOccupations Code.
Finance Director Melissa Boyle explained that the Texas Occupations Code Sec. 2001. 502
requires a licensed authorized organization conducting a bingo game to collect from a person whowins a cash bingo prize of more than $ 5 a fee in the amount of 5% of the amount or value of the
prize. Texas Occupations Code Sec. 2001. 503 entitles municipalities that imposed a gross receiptstax on the conduct of bingo to 50% of the fee collected on a prize awarded at a bingo conducted in
the municipality. With the Passing of H.B. 914, enacted by the 86th Texas Legislature, in order tocontinue to receive a share of bingo prize fees after January 1, 2020 the City of Hillsboro mustaffirmatively vote to do so and notify the Texas Lottery Commission of that decision beforeNovember 1, 2019. Local governments will no longer receive their bingo tax from the TexasLottery Commission at the end of each fiscal year. Instead, licensed organizations conductingbingo within the City of Hillsboro will be responsible for sending 50% of the fee collected to the
City on a quarterly basis. It was noted that the tax typically generates around $ 30, 000 - and this L.amount is what was budgeted in 2020.
With no further questions or comments from the Councilmembers, the Mayor opened the PublicHearing at 6: 08 p.m. and no one spoke for or against the proposed ordinance. The Public Hearingwas closed at 6: 09 p. m. and the Mayor declared the first reading of the ordinance completed. Thefinal reading on the ordinance will be held at the October 15, 2019 Council meeting.Proposed Ordinance No. 02019- 10- 12
Deliberate and Act on a Resolution Regarding a Request to Close Various Streets for thePurpose of Holding the " Elm Street Halloween" Event on October 31, 2019.Downtown shop owners, Patricia Mosqueda and Dana Farias were present to make thepresentation. Per Ms. Mosqueda, " Elm Street Halloween" is a trunk or treat, ( trick or treating)event for children on Halloween - Thursday, October 31, 2019. Businesses on Elm Street from
Frenkie' s Restaurant to Main Street Florist will be participating with Halloween decorations,specials, some food and drinks and the streets will be lined with decorated automobiles so thechildren can enjoy the trunk or treat festivities. East Elm Street will be closed at the alley west ofBusiness Supply and the intersection of Elm and Church Streets and just past the Citizen' s Bankeast parking lot over to Main Street Florist. All closures will be after 5: 15 p.m. on Thursday,October 31St
and will be reopened by 7: 30 p. m. on October 31stOn motion by Councilmember Robinson and second by Councilmember Fleming the resolutionwas approved.

Deliberate and Act on a Resolution to Adopt Updated Economic Development Incentive
Policies.
Economic Development Administrator Art Mann said by reference to the Texas Tax Code,Chapter 312 and 380, the City was required to adopt a resolution providing for tax abatementswithin a reinvestment zone and adopting guidelines and criteria for tax abatements. Mr. Mannnoted that the Hillsboro Economic Development Corporation Board of Directors had updated the
Economic Development Incentive Policies as required by state law. The City of Hillsboro' sEconomic Development Incentive Policy incorporated in the proposed resolution would guide anyreinvestment zone, abatement agreements and/ or 380 agreements over the next two years
according to Mr. Mann.On motion by Councilmember Fleming and second by Councilmember Lloyd the resolution wasapproved.

Deliberate and Act on a Resolution Appointing Members to Various Standing Boards,Commissions and Committees.
City Secretary Karen Warren presented the applications for positions on the standing boards,commissions and committees. The terms for appointees expired last month and members
continue to serve until new appointees are prepared to fill the positions. Ms. Warren pointed out
that all applications received through the September 16th deadline were included in the Council
packets. It was noted that new appointees are required to be trained on the Open Meetings and
Public Information Acts before they can be seated on a board. Ms. Warren called for nominationsfrom Councilmembers stating that the vote adopting a resolution appointing the nominees wouldbe called for after all selections were completed.
Ms. Warren noted that the nominees with an (*) in front of their names requested a waiver of term
limits from Council. 02014- 11- 06 — Sec. 1. 1003 ( g) Appointment and Terms — Appointees are
limited to a maximum of 3 consecutive full ( 2 year) terms on the same committee. Board
members or City Council may request a waiver of term limits. Waiver by the City Council willbe for one full two year term.
Airport Board— Terms to expire in 2021 — 3 positions
Nominees: Larry Perryman, Chase Yankie and Randy Carter
Hillsboro Economic Development Corporation— Terms to expire 2021 — 3 positions.
Nominees: Billy Don Curbo, Kennie Nowlin and Bill Siddons III
Hillsboro Historic Preservation Commission - Terms to expire in 2021 — 3 positions.
Nominees: * Roberta Helton, * Russell Keelin, and Scott Hunt
Roberta Helton and Russell Keelin Herring were granted a first waiver of term limits fromCouncil.

Hear and Deliberate on City Manager' s Report on:a. Street Improvements — Work is currently underway on North Church Street from
Franklin Street to the City Cemetery as the Street Department prepares the street for
the asphalt overlay. The preparation part should be completed by Thursday and thepaving contractor will be here on Monday of next week to start on the asphalt overlay.
b. Main Street— Cotton Pickin' Fair was a success as the vendors were happy with theirsales and indicated that they will return, the musical lineup was good and the midwaygames were enjoyed by all.
c. Community Appearance — The contractor doing the mowing and weedeating in thedowntown area, along Corsicana Highway, and in the McDonald Street area continuesto mow and trim and, the extra weedeating along the sidewalks on Corsicana Highwayhas made a notable difference.
