Current situation
• European manufacturing costs: 40% on raw materials + 10% on
energy and water vs 20% on labour
• Only 29% of European SMEs have introduced measures for
saving energy or raw materials (vs 46% of large enterprises).
• Only 4% of EU SMEs have a comprehensive energy efficiency
system in place (vs 19% for large enterprises)
• BUT SMEs represent 99% of businesses, 66% of jobs and +50%
of private added value in Europe
-> competitiviness gap and survival thread

EU strategy
• Current strategy promoting Resource Efficiency and Circular
Economy
• Integrated with the EU2020 Lisboa agenda to build smart,
sustainable and inclusive growth for Europe
• Investing heavily on R&D (FP8 = Horizon2020)
• Connected with other international initiatives: OECD (GG), UNIDO
(SI), UNEP (GE)…
• Existing policies currently being revised by the new commission ->
uncertainties about the circular economy package

• One of the seventh Europe 2020 flagship initiatives
• Leaded by DG Environment
• Potential ressources saving of €630 billion per year
Initiative linked with:
• 2020 energy package (energy efficiency and climate change)

Innovation Partnerships) on water, raw materials, building, smart
cities, Agriculture
• Resource efficiency platform (high level supervising board…)

1. Increase competitiveness and sustainability-> European Resource
Efficiency Excellence Centre and eco-innovation observatory
2. Green entrepreneurship -> seed fundings for green start up,
Knowledge Innovation Center (KIC)
3. New business opportunities (circular economy): Re-manufacturing,
repair, maintenance, recycling, clean technologies…
4. Access to the markets -> SBA charter and EcoAp
5. Governance and participation: European Innovation Platform,
Eurobarometer on 'SMEs, resource efficiency and green markets’

Mediterranean initiatives
• MED-Test (UNIDO): Technical support to improve eco-efficiency (now
part of SWITCH-Med)
• RE-SCP (BERD – UfM): Financial and technical support to increase
resource efficiency and Sustainable Consumption and Production
(SCP)
• Switch Med (UNEP): Promotion of SCP and Green entrepreneuships in
the Med (training, monitoring,..)
• Horizon 2020 (EC-UfM): Depollution of the Mediterranean through
Capacity building, Statistics /data management and Green
infrastructures.

What is eco-innovation?
• New products / services ofering lower environmental impact and
higher social benefits
• Eliminate waste or close loops (reuse)
• Integrate the life cycle thinking about the global impact / benefits
• Low or high tech based (patents or traditional knowledge based)
• Linear or radical/disruptive innovation
• Promote change of business models: services instead of
ownership (chemical leasing), co-production (DIY), open
innovation (crowd sourcing), dematerialisation (on-line),
collaborative / sharing economy (Social car…)

What is eco-efficiency?
• Analyse the whole supply/value chain to improve material
productivity and reduce waste / pollution
• Focus on internal proceses (manufacturing…) within but also
outside the company (suppliers…)
• Integrate the whole life cycle of the products/services (production,
packaging, use…)
• Based on Environmental Management Systems (EMAS, ISO…)
• Include a cultural change in the company (awareness and
commitment of employees and owners)
• Promote dialogue with stakeholders (trade unions, NGOs, policy
makers,…)
