HEREBY DECREES
the establishment, for the academic year 2016/2017, of the II level Interuniversitiy Master in “Global
Regulation of Markets” at the Department of Legal Sciences of the Faculty of Law of “Sapienza”
University. The Master is conducted in collaboration with the “LUISS Libera Università degli Studi Sociali
Guido Carli” University.
1 – Aims
The Master’s aim is to provide graduate students with the proper preparation for completing and improving
their knowledge of the subjects relating to public administration and public regulation of global economy.
It also aims at providing candidates with the adequate preparation to face public competitions for
recruitment within Public Administrations, Universities, EU and International Institutions. Furthermore, the
Master provides managers and officers of private and public bodies with the opportunity to revise, improve
and qualify their professional tools and skills. Lastly, the Master is intended for everyone wishing to work
in the sector of public regulation of global economy, for instance within institutions concerned with
globalization and non-governmental organizations.
The teaching activities include a series of lectures on the fundamental topics of public regulation from an
economic, ethical and legal viewpoint (some of them will be particularly devoted to economic public law)
as well as a series of seminars and conferences to discuss issues of particular interest.
2 – Organization of the teaching activities
English is the official language of the Master. Some lectures, conferences and seminars as well as some
practical activities may be held in other languages.
Teaching activities are held twice a week and take place at “Sapienza” University and at “LUISS Guido
Carli” University, from February 2017 to December 2017.
1500 hours of total attendance are scheduled. 300 hours at least shall be dedicated to frontal lessons and
250 hours to the preparation of the final exam.
Lectures are dived into a series of modules. Each module will analyze particular topics with the aim of
developing specific professional profiles. The teaching activities of the Master include frontal lectures on
general and specific topics for each of the modules described above; lectures analyzing case law;
conferences and seminars.
Find below the number of credits attributed to each module.
TEACHING ACTIVITIES
Module 1 – History and theories of economic regulation
Contents:
Module 1 will examine the historical development of economic regulation, chiefly the phase starting from
the end of XIX century. Particular attention will be devoted to the new role of private law sources within
the frame of economic regulation and to the emergence of a new “lex mercatoria”.

Module 2 – Public regulation and competition in the current phase of globalization

Module 2 will first focus the main characteristics of public regulation in the present phase of globalization,
particularly: a) the necessity to justify regulation; b) the reduction of discretionary powers; c) the impact of
antitrust regulation on the general frame of economic regulation; d) the emergence of a global economic
law.
As for competition, the main features of antitrust law will be considered, chiefly: a) cartel prohibition; b)
prohibition of monopoly and abuse of dominant position; c) prohibition of takeovers and mergers limiting
competition; d) differences between antitrust systems (USA and Europe); e) the emergence of antitrust law
in countries traditionally not familiar with the model of market economy (such as China); f) attempts to
harmonize the antitrust discipline at global level.

Module 3 - Free movement of goods and services
Contents:
Module 3 will deal with: a) global liberalization of goods and services; b) the actual means adopted by the
European Union to reduce barriers to trade; c) the free trade regime adopted by the World Trade
Organization (WTO); d) restrictions to free trade to protect relevant public interests (eg., protection of
human health or environment).

Module 4 - Transnational contracts
Contents:
Module 4 will deal with the legal systems and tools of private law which contribute to global economic
regulation (e.g., so-called “private government”). Particular attention will be paid to: a) the diffusion of
transnational contracts (e.g., in the financial and commercial sectors); b) the emergence of a new lex
mercatoria; c) the role of the new sources of international commercial law in the drafting of transnational
contracts, negotiation and dispute resolution (such as the “Unidroit Convention”).

Module 5 – Financial markets regulation
Contents:
Module 5 will investigate the main characteristics of financial markets regulation in the age of
globalization. Standards and non-binding practices will be analysed, mainly the instructions issued by: a)
the Basel Committee; b) the International Monetary Fund (IMF); c) the World Bank; e) the European
Union. Particular attention will be paid to the causes and effects of the present global financial crisis
through the examination of the proposals and remedies of the Financial Stability Board and of the
European Union.

Module 6 - Regulation of electronic communications
Contents:
Module 6 will analyze: a) the liberalization of the electronic communications sector, which has limited
monopolies worldwide and has led to the privatization of public enterprises; b) the role of national and
supranational regulatory authorities; c) the impact of the opening of the Electronic Communications
Market on customers in terms of reduction of prices and better quality of the products; d) the so called
“technological convergence” and the necessity of a horizontal regulation covering all the networks and
services of electronic communications; e) “neutrality” of the network.

Module 7 - Energy regulation and environmental regulation
Contents:
Module 7 will focus on: a) the process of liberalization which has interested the sector of electricity and
gas, with specific attention to the recent adoption of the so-called “third energy package”; b) the role of
Energy Regulatory Authorities; c) the relationship between energy regulation and environmental
regulation, with special reference to global warming; d) policies and legal tools adopted by public powers
to tackle the main environmental risks (see Clean Air Act of 1970; Kyoto Protocol; Action Plan for Energy
Efficiency of the EU Commission COM(2006); the new rules after Copenhagen Conference).

Module 8 - Regulation in the food and pharmaceutical sector
Contents:
Module 8 will analyze the “global governance” for the regulation of the food sector, particularly: a)
protection and guarantees accorded to “global consumers”; b) food security; c) food safety; d) the
relationship between the international free movement of food products and local traditions and cultures.

Module 9 - Ethics and regulation
Contents:
Module 9 will analyze the fundamental issue of the relationship between ethics and economics, stressing
the necessity to adopt an anthropological approach which considers economic facts from an ethic viewpoint
(business ethic). The following topics will be dealt with: a) Who will guard the guards?; b) the relationship
between politics and administration; c) the relationship between politics and enterprises (with specific
attention to the problem of the institutional independence and the conflict of interests); d) the relationship
between politics and interest groups (through the analysis of lobbying activities); e) prevention of
corruption.

CREDITS FOR THE FINAL TEST: 10
TOTAL CREDITS: 60
Attendants’ learning level will be verified at the end of each module through written and/or oral exams.
Marks are out of 30. A minimum score of 18/30 is needed in order to pass the exam.
Candidates will not be able to do the exam of each module if they have not passed the exam of the previous
one. Apart from exceptional cases, candidates will be able to repeat an exam only in the session for the
exams of the next modules.
Candidates attending the teaching activities indicated above will achieve 60 credits to be added to the
credits already assigned to the course attended to access the Master.
Lectures will start within the end of February 2017 and will finish within December 2017. The academic
activities will end in January 2018.
The teaching activities will take place in Rome at the Faculty of Law of “Sapienza” University, Piazzale
Aldo Moro 5.
The plan of lectures will be communicated at the beginning of the course.

Full-time attendance is compulsory and it will be checked at the beginning of each lecture (signatures will
be gathered). Absence for more than 25% of the total amount of hours scheduled will lead to the
impossibility for the candidate to obtain the degree.
In case of non-attendance, poor profit or any kind of misbehavior, the Scientific Board can decide for the
suspension or the exclusion of the participant. In such cases fees will not be refunded.
Stages will be organized for the best candidates on the basis of the availability of firms, public and private
bodies, and companies in agreement with the University. Stage activities will not be counted to reach the
total amount of 60 credits necessary to obtain the Master degree and shall take place not later than 18
months after the end of the Master.
3 – Length of the master and number of participants
The Master lasts one year.
Admission is limited: the maximum number of participants is fixed at 40 (forty) students; the minimum,
necessary to activate the Master, is fixed at 10 (ten) students.
4 - Admission requirements

4.1 - Admission of foreign students
Graduate students from foreign Universities can apply to the Master providing their title is deemed
culturally coherent by the Scientific Board to be admitted to the courses and/or as a result of bilateral
agreements of cooperation and mobility between Universities.
Candidates with an academic title who have acquired abroad an academic title equivalent for duration and
content to the required Italian academic title must submit, by the deadline date, the following documents:
-A copy of the legalization of the Italian translation of the degree certificate and a declaration of value
(“dichiarazione di valore”) released by the Italian Diplomatic Representation in the country where the
degree was obtained, which proves the validity of their title. Said declaration is necessary to evaluate if
the candidate can be admitted to the master.
-The declaration of value (“dichiarazione di valore”) must contain the following information:
1. the candidate’s personal data; 2. Giuridical nature of the issuing institution; 3. Access requirements for
the concluded course (number of school years); 4. Name and legal lenght of the course and general
commitment required to the students (credits and hours) 5. Indication of the study cycle (1st or 2
nd cycle); 6.
Indication to the academic carreer level to which the obtained title gives access (specify if it gives access to
2nd
cycle/Master Degree or to 3rd
cycle/PHD).
In the absence of the above mentioned information, the declaration of value is not valid. Foreign students
without a University degree cannot be admitted under condition of obtaining the title before the
application deadline has expired. They must have already obtained the academic degree before applying.
Or
- A copy of the Supplement Diploma issued by a European University that releases that certificate.
4.2 – Conditionally admitted students
Final-year students from Sapienza University can be admitted to the Master under the condition that they
promptly communicate the degree attainment within 31 January 2017.
Final-year students from other Italian Universities shall communicate the degree attainment within 31
January 2017.
Conditionally admitted students will not benefit from any reduction/facilitation (granted on the basis of the
admission assessment).
4.3 – Admission of students as auditors
Candidates with degree obtained under the conditions laid down in art. 2 of the present notice, willing to
improve their knowledge of particular topics and enrich their professional skills, can be admitted as
auditors. They will attend only the modules they choose (at least for 20 credits). At the end of the selected
modules, they will be granted an attendance certificate signed by the Director of the Master.
Candidates admitted as auditors shall pay a fee based on the number of credits for each selected module.
That amount will be calculated by dividing the total fee for the Master, divided by the total 60 credits and
multiplied for the credits acquired. The auditor will not pay the admission fee nor the final exam fee. The
total amount shall be paid in a single solution within the terms established by the Director of the Master.
The auditor will obtain a certificate signed by the Master Director.

5 – Incompatibility
Applicants are not allowed to attend other courses, of whatever nature, of Italian or foreign Universities
and Institutions. There is no incompatibility with High Formation Courses (see art. 9 of the “Manifesto
Generale degli Studi”, a.a. 2016/2017 of Sapienza University of Rome).
6 – Access to the Master
Candidates applying to the Master shall follow the instructions indicated below.
6.1 – Registration to the University Information System (INFOSTUD)
Registration to the University Information System (INFOSTUD) is necessary to apply to the Master.
Instructions can be found on INFOSTUD web page www.uniroma1.it/studenti/infostud.
After completing the on-line registration, the system will give a registration number (“matricola”),
which shall be indicated in the application form.
Former students from Sapienza University do not need a new registration. They should be in possession of
their own registration number, which they shall indicate in the application form.

6.2 – Participation fee and stamp tax
Candidates applying to the Master shall pay a fee amounting to € 51,00 (€ 35,00 University fee + € 16,00
stamp tax payed on-line). Payment can be done on line at
https://onlineretail.unicredit.it/ibx/web/public/universityTaxes.jsp?url=confirm&univ=sapienza&action=pa
g or in any branch of the UNICREDIT – BANCA DI ROMA all over the national territory, within the
deadline indicated in this notice.
Payment can be done using the personalized form which can be printed through the university informative
system - INFOSTUD (http://www.uniroma1.it/studenti). Once there, select:

Afer having printed the module the payment must be made at the Unicredit Bank, by any means mentioned
at the webpage http://www.uniroma1.it/didattica/tasse/pagamenti
If the minimum number of applicants is not reached and no selection is performed, only said fee of € 35,00
will be refunded, after written communication from the Director of the Master has been sent to the
competent sector of the University.
6.3 – Application procedure
Application can be submitted on plain paper using the form attached to this notice (annex 1), along with the
following documents:
signed and clearly readable copy of a valid identity document (I.C. - Passport);
copy of the tax code;

copy of the receipt of the participation fee;
copy of the degree certificate, including list of exams and marks, or, alternatively, a self-certification in
accordance to Presidential Decree no. 445 of 28.12.2000 stating that copy of the degree certificate will
be subsequently transmitted;
copy of the “Declaration of value” (“Dichiarazione di valore”) for students who have obtained the
degree abroad;
curriculum vitae et studiorum;
authorization to treatment of personal data (annex 3);
any other title or certificate which can be assessed for the merit ranking.
The application form must be signed by the candidate.
Incomplete application forms will not be accepted.
The application form together with the documents listed above shall be sent by registered mail or hand
delivery by the 31st of January 2017 at the following address: Director of the Master Prof. Marco
D’Alberti, University of Rome “La Sapienza”, Faculty of Law, Section of Public Law, P.le Aldo Moro 5 -
00185 Rome.
In the case of applications submitted via mail, the date taken into consideration for the validity of the
application is the one proved by the stamp put by the University Administration at the time of the
delivery and not the sending day. The candidate who choose that way of submission assumes the risk of a
late delivery.
Hand delivery of the application can be performed in the following days and hours:

Applications submitted after the deadline indicated in this notice (31 January 2017) will not be
accepted.
7 – Selection procedure: times and modality
Admission to the master is conditioned by a previous assessment of the academic degree in order to verify
the validity of the title in respect of the level of the Master and of the degree classes.
Candidates without the appropriate degree will not be admitted. A “Declaration of value” is necessary in
case of degree obtained abroad to prove the validity of the title. Requisites for the admission to the Master

must be possessed before the application deadline has expired. The “Declaration of value” must be attached
to the application form.
Candidates will undergo a selection, consisting of an interview, to verify general knowledge and skills. The
interview will focus on the candidate’s titles and experiences and will also test his/her English knowledge.
The selection will take place on the 7th
of February 2017, at 9.00 a.m. at the Faculty of Law of Sapienza
University, Department of Legal Sciences, Piazzale Aldo Moro, 5, 00185 Roma.
The selection test will be evaluated by a Commission composed of three professors of the Master,
appointed by the Scientific Board.
The results will be published at the end of the selection. Candidates will be ranked in descending order
according to the mark obtained.
Such classification, approved by the Scientific Board, will be published in the news section of the Master
website (www.globalregulation.uniroma1.it) and in the website of Sapienza University
(http://www.uniroma1.it/didattica/offerta-formativa/master) at least 20 days earlier than the first deadline
for the fee payment specified in the following paragraph.
The publication has official value and is addressed to all the interested candidates. No personal
communication will be sent.
8 – Modality of the registration to the Master
Only candidates who have passed the selection test will be able to continue their registration to the Master.
Registration to the Master is performed only after candidates have paid the registration fee amounting to
€ 5.000,00 (fivethousand).
The registration fee can be paid:
in a single solution;
in two installments: the first of € 2.500,00 before 28 February 2017 and the second one of € 2.500,00
before 31 May 2017.
Payment shall be done using the payment form which can be printed through INFOSTUD website
http://www.uniroma1.it/studenti using the personal registration number and password. Instructions to be
followed:

After having printed the payment document, the payment can be done in any branch of the UNICREDIT –
BANCA DI ROMA all over the national territory as specified in the webpage
http://www.uniroma1.it/didattica/tasse/pagamenti.
Candidates that will duly pay the registration fee within the terms indicated in the present notice will be
regularly registered and insured.
Candidates that will not be able to complete the registration before the deadline has expired will not be
admitted. A delayed registration can be admitted only under the authorization of the Director of the Master

and after the registration of the candidates that have regularly paid. A non-authorized delay in the payment
may be a cause of exclusion to the course, at the discretion of the Director.
Delay in payment will result in an extra fee for the amount of € 65,00 per each single installment. Whereas
the payment is performed 60 days after the deadline indicated in this notice, the extra fee for the
delay will amount to € 130,00 per each single installment.
The form, including the extra fee for the delayed payment, will be prepared by the competent Sector after
written authorization of the Director of the Master.
Final-year students admitted conditionally shall pay the registration fee after they have obtained the degree
without any extra fee.
The registration fee will be refunded only and exclusively if the Master will not be activated.
Candidates shall submit formal request to the Director of the Master.
8 – Funds and/or scholarships
Whereas the Master obtains appropriate funds from public or private bodies, those might be used in order
to partially or totally pay the amount of the registration fee according to the results of the selection test and
following the merit ranking established by the Scientific Board.
If the student has a personal sponsor or employer who will pay for the Master for the student, the procedure
shall be approved by the Director of the Master. Payments shall be done in one solution by the second
deadline above mentioned. Payments made after the deadline will be charged as following.
9 – Mobility
Passage or transfer from a Master course to another is not allowed.
10 – Waiver
Candidates admitted to the Master who subsequently decide to renounce shall give written communication
to the Director of the Master. The registration fees will not be refunded.
13 – Fee for the final exam
Before and in order to take the final exam, candidates shall pay a fee of € 75,00 using the downloadable
form from the website http://www.uniroma1.it/studenti, by inserting the personal registration number and
password. Instructions to be followed:
MASTER – ESAME FINALE - inserire il codice del corso 27679- PROSEGUI - STAMPA. Please
notice that the payment document contains a date which for the bank payment is equivalent to the deadline
date.
After having printed the module, payment shall be made at a Unicredit Bank, following the instructions at
http://www.uniroma1.it/didattica/tasse/pagamenti.
14 - AlmaLaurea survey
Before taking the final exam, the student must compulsorily fill the AlmaLaurea survey, with the following
procedure.
The student who does not have a CV in the AlmaLaurea database must register on the webpage:
https://www.almalaurea.it/lau/registrazione/
The student who already have a CV in the AlmaLaurea database must add the Master title to his/her
profile, on the page AlmaGo! (section “studenti e laureati”), following this procedure:
Log in with his/her data;
Click on Aggiungi un titolo di studio;

Follow the procedure Inserisci titolo;
Select Prossimo al conseguimento del titolo;
Select the course location and the University of the course;
Select the data of the course and proceed.
In order to fill the final survey, after adding the title, going back at the AlmaGo! Page and in the section
“my titles” click on the icon “Compila il questionario” next to the course title.
After filling the survey it is necessary to print the receipt which must be given to the Administration of the
Master before the final exam.

12 – Final Degree
At the end of the course candidates will undergo a final test to attain the degree. They will discuss a thesis
on one of the topics analyzed during the course. The final test will take place within January 2018.
In order to be admitted to the final test, candidates must: have attended the Master; have achieved the
necessary number of credits; have regularly paid the admission fee and the tax for the final exam.
The thesis will be discussed before a Commission. Marks for the final thesis are expressed out of 110 with
66/110 as the minimum mark to obtain the degree. With unanimous vote the Commission can agree to add
cum laude.
The Master degree is granted by “Sapienza” University of Rome in collaboration with “LUISS Guido
Carli” University after the regular position of the candidate has been verified.
The final mark is not indicated in the degree certificate. Only “full marks and honors” (“magna cum
laude”) will be indicated. The degree certificate will be given by the Director of the Master.

Interuniversitary Master in Global Regulation of Markets entails, in addition to the treatment of
