SECTION A – PROPOSAL INSTRUCTIONS

The Offeror shall submit its best-offer proposal for the Works in accordance with Scope of Work provided

under Section C and shall contain:

1. Proposal Cover Letter signed by a person authorized to sign on behalf of the Offeror.

Use the template in Appendix B.

2. Relevant Technical Experience – Tower Climbing: Offeror should list a minimum of

three (3) tower climbing projects that best illustrate your construction experience

relevant to this RFP and have been satisfactorily completed within the past 3 years in

Afghanistan. Use the form provided in Appendix C (1).

Project summary sheets should be submitted for the listed projects using the forms provided

in Appendix C (2).

3. Quality of Work/Conformance to Specifications: Offeror should provide evidence

that they have successfully met technical requirements on three (3) projects in Afghanistan

within the past 3 years. The offeror must submit letters from prior client(s) with the clients

contact information stating all quality requirements of the project have been achieved. If the

offeror has failed to meet technical requirements on any project, they shall not be

considered qualified to perform on this project. (No form provided)

4. Performance to Project Schedule: Offeror should provide evidence that they have

successfully met schedule requirements on three (3) projects in Afghanistan within the past

3 years. The Offerors must submit letters from prior client(s) stating that their performance

was in accordance with contract requirements. If the Offeror has failed to meet schedule

requirements on any project, without excusable delays, they shall not be considered

qualified to perform on this project. (No form provided)

5. Priced Bill of Quantities: Offeror shall use the Bid Price Quotation form provided in

Appendix D. The quantity and unit prices shall include all materials, labor, supervision,

quality assurance, transport, security, insurance, overhead, profit, risk and other obligations,

and all other incidentals necessary for the completion of the work.

6. Lower Tier Subcontracting Plan: Offeror should disclose, if it plans to subcontract, the

name of any lower tier subcontractor which is defined as a firm Offeror anticipates

subcontracting out any portion of the works. The specific percentage of work anticipated to

be subcontracted must be disclosed. Use the form provided in Appendix E.

7. Proposal Checklist: Offeror should also include a completed copy of the proposal

checklist in the sealed envelope as provided in Appendix F.

The hard copy of the Offerors’ proposal shall be placed in a sealed envelope and shall be clearly marked

“RFP#ESP-2017-042 Tower Climbing Inspection Services”, and “TO BE OPENED ONLY BY MEMBER(S)

OF THE EVALUATION COMMITTEE.” Tetra Tech/ESP may choose not to evaluate an

unresponsive bid.

Offerors are required to examine all instructions and the specifications contained in this Request for

Proposal. “FAILURE TO DO SO WILL BE AT THE OFFEROR'S RISK.”

The completion and submission to Tetra Tech/ESP of the above item will constitute a Proposal and will

indicate the Offeror’s agreement to the terms and conditions in this RFP and in any attachments hereto.

SECTION B - TYPE OF AWARD

B.1 The award will be a Firm Fixed Unit Price subcontract.

SECTION C – SCOPE OF WORKS

General:

The subcontractor shall be responsible for tower damage physical climbing inspection and damage repair

physical climbing verification inspection, on transmission line lattice towers, height up to 50 meters, between

Arghandi, Sayadabad and Ghazni Substations. The damaged tower inspections will be carried out for

minimum of 12 towers and the damage repair verification inspection will be carried out for minimum of 30

towers. The subcontractor has to submit the RFQ per item quantity.

Site Inspection Preliminary Work:

Client (Tetra Tech ESP) will provide tower damage inspection schedule after a day when contract is

awarded.

Client (Tetra Tech ESP) will provide tower repair verification inspection conceptual schedule after

repair work is completed by transmission line project contractor KEC.

Client (Tetra Tech ESP) will provide field inspection checklists to the subcontractor after a day, the

contract is awarded.

Client (Tetra Tech ESP) will provide one day office inspection training to the subcontractor after the

contract is awarded.

The subcontractor should do the tower damage inspection under supervision of Tetra Tech ESP on-

site inspector, in presence of DABS and KEC representatives.

The subcontractor should do the tower repair inspection under supervision of Tetra Tech ESP on-site

inspector, in presence of DABS and KEC representatives.

The subcontractor will assist Tetra Tech ESP site inspector in physical verification of KEC invoices

for tower damages repair.

The subcontractor shall accept activities time change to the tower damage repair schedule by Tetra

Tech ESP.

Equipment Inspection/Acceptance Requirements:

Calibrated torque wrenches required for torque checking shall be presented to Tetra Tech designated

Supervising Project Manager for his/her inspection and acceptance prior to issuance of a Notice to

Proceed;

All required tools and equipment including HSE equipment for climbing, and communications shall

be listed and presented to Tetra Tech’s designated Supervising Project Manager for his/her review and

acceptance prior to use at site.

Project Personnel Requirements:

At least two climbing inspector required for tower damage inspection and tower damage repair

verification climbing inspection

Qualifications/CVs of SUBCONTRACTOR’S climbing and supervisory inspection personnel shall be

submitted to Tetra Tech’s designated Supervising Project Manager for his/her review and acceptance;

The SUBCONTRACTOR’S personnel should reflect and maintain working knowledge of safety rules

applicable to transmission line tower climbing and the ability to apply them while performing

inspections.

The SUBCONTRACTOR shall be responsible for their staff site transportation and food allowances.

Main Duties and Responsibilities:

To physically check tower structure (member) for any damage by climbing the tower.

To physically check tower hardware fitting for any damages by climbing the tower.

To physically check ACSR hardware fitting for any damages by climbing the tower.

To verify the damage repairs by climbing the tower for KEC invoice process.

Deliverables:

Tower damaged structure (member) Inspection Report for each tower shall be submitted in the format

accepted by Tetra Tech ESP.

Tower damaged repair verification Inspection Report for each tower shall be submitted in the format

accepted by Tetra Tech ESP.

Final Report which is to include a summary, of towers inspection and repair verification.

Submit inspection report on daily base.

Submission of high quality photo capturing. The photo shall include the tower number and member

manufacturing number, date and time stamp.

Please refer to “Appendix A Transmission Line Route Map”, attached.

SECTION D – INSPECTION AND ACCEPTANCE

D.1 Workmanship, Quality Control, and Superintendence

In accordance with FAR Clause 52.236-6 “Superintendence by the Contractor” (APR 1984), at all times

during performance of the Subcontract and until the Works are completed and accepted, the Offeror shall

have on the work site a competent Site Supervisor who is approved and accepted by Tetra Tech/ESP. The

Site Supervisor will have authority to act on behalf of the Offeror.

The Offeror is expected to produce Works which conform in quality and accuracy of detail to the

contractual standards, drawings, and specifications. The Subcontractor shall institute a quality control system

and provide, dependent on the project scope and as agreed with Tetra Tech/ESP, experienced staff such as,

but not limited to, managers, engineers, foremen, surveyors, materials technicians and other technical staff,

together with all transport, instruments and equipment, to ensure adequate supervision and execution of the

Works at all times.

The cost of all supervision and process control, including testing, if required, so carried out by the

Subcontractor shall be deemed to be included in the rates tendered for the related items of work.

D.2 Quality Assurance

Upon award, the Successful Offeror shall institute an appropriate inspection system set forth in a quality

assurance plan. The plan shall include checklists of duties to be carried out, ensuring these duties are carried

out by the supervisory staff and senior employees, and carrying out weekly inspections to determine

whether the various services are being performed according to the Subcontract.

The Subcontractor shall correct and improve promptly any shortcomings and substandard conditions noted

during inspection. The Subcontractor shall bring any conditions beyond the responsibility of the

Subcontractor to the attention of the Tetra Tech/ESP Project Manager.

SECTION E – SPECIAL CONTRACT REQUIREMENTS

E.1. Executive Order on Terrorism Financing

U.S. Executive Orders and U.S. law prohibits transactions with, and the provision of resources and support

to, individuals and organizations associated with terrorism. It is the legal responsibility of the Offeror to

ensure compliance with these Executive Orders and laws.

E.2 Communications with USAID and Other Agencies

All of the Offeror’s written or oral communications with or to USAID, ministries relative to the proposed

Works must be through or with the authorization of Tetra Tech/ESP.

E.3 English Language Requirement

All designs, work plans, reports and other deliverables shall be provided in English. The successful Offeror

shall have a minimum of one English speaking representative on site at all times when work is in progress.

E.4 Tax Withholding

Pursuant to the provisions of the Government of Afghanistan Income Tax Law 2009, Article 72, effective

March 2009, Tetra Tech/ESP is required to withhold income tax at the prescribed rates at the time of

making payment to the legal or natural person(s) providing supplies, materials, construction and services

under contract, including purchase order procurements, for transactions of AFN 500,000 and above.

E.4.1 Withholding Rate

The prescribed rate of income tax withholding is 2% of the gross purchase amount for contractors/vendors

who have a valid business license to operate under Government of Afghanistan; and 7% of the gross

purchase amount for contractors/vendors not registered with Afghanistan Investment Support Agency

(AISA) and conduct business without a license or contrary to approved by-law.

E.4.2 Remittance of Tax and Certificate of Withholding

As the tax withholding entity, Tetra Tech/ESP is required to remit the income tax amount withheld directly

to the Ministry of Finance designated account by the 10th day of the month following the transaction.

Tetra Tech/ESP will issue an income tax withholding certificate to the contractor/vendor listing the gross

payment, the amount of income tax withheld and the net contract payment along with a copy of the

payment form and deposit receipt for transfer made to the designated Ministry of Finance account.

E.5 National Security Screening (Non-US Party Vetting):

Please note in an effort to protect National Security Interests and because Tetra Tech/ESP is the steward of

USAID/US Government funding we are required by USAID/Afghanistan to take appropriate steps to ensure

that neither USAID funds nor USAID funded activities inadvertently or otherwise provide support to

terrorist or criminal groups.

In an effort to cooperate fully with USAID requirements, you should complete, if applicable, the USAID

Partner Information Form and provide a copy of your valid AISA license, and for the key individual identified

on the form a copy of his/her Tazkira and/or passport.

SECTION F – EVALUATION CRITERIA

It is intended that this project shall be awarded to the Lowest Priced, Technically Qualified Offeror. To be

considered Technically Qualified, Offerors must achieve a minimum score of 40_ out of 60_when evaluated

against the technical criteria stipulated below.

1. Technical Evaluation Criteria (60 Points)

1.1 Relevant Technical Experience - Tower Climbing 40 Points

Tetra Tech/ESP will evaluate the offeror’s relevant technical experience in accordance with the list

of three (3) tower climbing projects that have been satisfactorily completed within the past 3 years

in Afghanistan.

1.2 Proposed Project Implementation Schedule 20 Points

Tetra Tech/ESP will evaluate the offeror’s proposed project implementation schedule for its

feasibility and conformance with the scope of work and requirements.
