OVERVIEW

This report is for Engineering Services activities for August/September 2015. Please note that references to the August/September 2015 reporting period cover the period 15 August 2015 to 18 September 2015. Significant items in this period include:

The micro-surfacing component of the Road Resurfacing Project for 2015 / 2016 is now complete, with

good outcomes achieved on the 91 urban roads resurfaced. The contracts for asphalt and rejuvenation works have been awarded. Preparation works are well advanced.

The Malcomson St/Greenfields project is progressing well and on scheduled for completion prior to the Christmas trade period.

The tenders for the Penn Street and Juliet Street intersection updated have closed and are under review. These works will provide a safer outcome for vehicles and pedestrians in this area.

The Emergency Management and SES teams are continuing to focus on preparedness for the upcoming cyclone season with Get Ready week on the 12th to 18th October and SES week from the 19th to 25th October.

CIVIL PROJECTS

Program

 

Comments

The period saw good progress on projects with the weather being conducive to road works. The overall program expenditure is approx. $7M and at this stage is on target. Specific details of projects follows:

Malcomson Greenfields – The most recent works included pavement stabilisation and concrete path construction. Asphalt works and median island works are still to be completed. Works are progressing on the new signals and the gantry is currently being manufactured. The project is approximately 1 month ahead of schedule. Extensive community engagement has occurred with good responses received from the adjacent stakeholders. These recent works were undertaken at night to minimise disruptions to businesses. The general response has been positive.

Heaths Road Soccer fields – final asphalt works and general tidy up are remaining. Overall the project is on budget however it is slightly behind original completion date. This delay was primarily due to the wet weather experienced early in the project.

Penn/Juliet intersection – tenders have now closed and Council officers are evaluating tenders to select a preferred tenderer. Some minor service relocations works will occur during the September school holidays with the main road works not due to commence until November.

Emergency Services drainage at Beaconsfield – earthworks excavation has been undertaken and the crew is preparing for the pouring of the concrete base for the culverts and the open channel. It should be noted that as part of the cross department approach this crews is trialling crushed glass as a bedding material under the concrete. The general area is low-lying and poor material exists. This has required some additional excavation works.

Jubilee Park – Stage 2 of the Jubilee Park improvement has commenced. This is a Parks project and Civil Projects is assisting in the delivery process. Underground drainage works are complete and concrete pathways are due to occur late September.

Shakespeare St culvert replacement – work has commenced on the replacement of deteriorating culverts under Shakespeare Street (near Gable Street). The design involves replacement of the culverts with a bridge structure. Works are only in the early stages with the crew setting up bund walls and procuring equipment.

During the next period it is expected that crews will commence on paving and sealing works on an 800m section of Mount Martin Road (from the Geeberga Buthurra intersection) and widening and overlay on a section of the Geeeberga Buthurra Road near Chidgeys Road.

CIVIL OPERATIONS

Sealed Council Road Maintenance

Comments

Sealed road maintenance activities have continued during the period with repairs and maintenance being completed as identified in our defect inspections or as requested by a client.

Line markers have completed re-mark works in the South and East Mackay areas and have now started works in the North Mackay area while on day shift. They have also completed programmed night shift re-mark works in the Mackay City Heart area.

The sealed road resurfacing programme is well advanced with the micro-surfacing works now complete. Asphalt and rejuvenation works contracts have been awarded.

Unsealed Council Road Maintenance

Comments

Formation grading is in progress in all areas across the region as per the programme of works developed from the condition assessment inspection schedule and client requests.

Improved maintenance techniques are continuing to be monitored and evaluated as part of our project to provide best value for money outcomes including longer times between grading visits.

A culvert on Old Bowen Coach Road has been replaced due to major deterioration of the culvert foundations (see photos).

Street Cleaning

Comments

The new contract for street cleaning in the City Centre has been awarded to CQ Ramp Cleaning with commencement on 1st October. There will be a seamless transition to the new contract as CQ Ramp Cleaning is the current contract cleaner.

All other street cleaning activities are progressing as per the schedule of sweeping or specific client requests.

Open Drainage Maintenance

Comments

Both the Northside and Southside teams have caught up with the drains mowing programme. This provides an opportunity for the crews to work on maintenance of tide gates, end structures, trash racks and other stormwater quality improvement devices.

The high profile/priority areas are continuing to be maintained at a higher level of service, in coordination with the Parks mowing teams.

In regards to the special works, contractors have undertaken vegetation/tree management works in the Racecourse and No Man’s Drains. Council has worked with QR in removing the silt build up in the culverts in Connors and Farrelley’s Roads area (see photos). A long arm excavator is being sourced to further the de-silting/re-profiling works.

Bridge Maintenance

Comments

Routine maintenance activities and inspections are continuing.

Pre-planning and preparation is in progress for rehabilitation works at McDonalds Creek bridge on Chelman’s Road, Eungella and on Mark Road bridge, Gargett. Work on Chelman’s Road bridge is scheduled to commence in mid-October.

Boat Ramp Maintenance

Comments

Contractor bi-monthly boat ramp cleaning is continuing. The new boat ramp cleaning contract has been awarded to Mackay Office Cleaning with commencement on 1st October.

Surface cleaning at Rocky Dam Creek and Constant Creek is particularly challenging due to the regular build-up of mud/silt.

Improvements to drainage of the wash down area at Victor Creek Boat Ramp have been completed (see photos).

TECHNICAL SERVICES

Development and design of Projects within Capital Works Program (CWP) for 2013/2014, 2014/2015 ,2015/2016 and 2016/2017.

Development of 20 Year Capital Works Program relating to roads and drainage infrastructure for inclusion in and generation of Long Term Financial Plan. Draft submissions completed for preparation of Long Term Financial Forecast.

Discussions with service providers to streamline design and construction processes. Extend assessment to track actual unit rates to build history for future estimates following implementation of

Department of Transport and Main Roads (TMR) specifications and estimates. Incorporation of risk allocation into estimates process.

Office calculations for upgrade of DCDB between Walkerston and Marian commenced.

Australian Height Datum (AHD)

Third order levels for old permanent survey marks east of Sydney St have been added to DNRM's survey control database.

Highlights - Alfred St/Peel St Standard Traverse Mark With the roundabout construction at the Alfred and Peel St intersection the survey section was required to ensure

one of Mackay's original permanent survey marks was kept safe.

The Standard Traverse was a survey completed in April 1899 by surveyor Bernard Dupuy to establish the alignment of Mackay's streets. Dupuy placed survey marks - brass rods in concrete - at all of the intersections in the Mackay CBD area as part of this survey. Surveyors connected to the standard traverse marks on subsequent surveys so the standard traverse marks are very important survey marks for surveyors establishing the locations of property boundaries in the CBD area today.

Members of the survey section went out to Alfred St and Peel St to dig up the standard traverse mark and inform the construction crew of its existence. The construction crew were able to pour the roundabout concrete around the standard traverse mark which means it will continue to be used by surveyors for many years to come.

Capital Works Program (CWP)

109 of the 110 Design Projects in the 2010/2011 Capital Works Program have been completed (99%). The Project remaining is design works only associated with the reconstruction of Archibald from Connors to Milton and is delayed by confirmation of land acquisitions and proposed future Realignment Notice issues associated with the Milton/Archibald intersection.

113 of 114 Design Projects in the 2011/2012 Capital Works Program have been completed to date (99%). Project remaining is Milton Street Construction (Farrellys to East Boundary).

96 of 98 Design Projects in the 2012/2013 Capital Works Program have been completed to date (98%). Projects remaining are the Archibald Street/Central Park Drive intersection design only and the completion of floodway extensions on Gakowskis Road.

87 of 88 Design Projects in the 2013/2014 Capital Works Program have been completed to date (98%). Project remaining is the East Boundary Road reconstruction.

61 of 65 Design Projects in the 2014/2015 Capital Works Program have been completed to date (94%). 66 of 74 Design Projects in the 2015/2016 Capital Works Program have been completed to date (89%). 10 of 70 Design Projects in the 2016/17 Capital Works Program have ben completed to date (14%) Those outstanding require land acquisitions, valuations and input from service authorities which are delaying completion of the design. Landscape Issues

Concluded investigations into possible redesign of standard plan for CBD footpath pavements. Recommendation that 40mm depth paver unit (similar to “Urbanstone” units used CCRP) be adopted in lieu of current tile. Preliminary recommendations/report completed for E&CI Program Managers discussion and Council review.

Ongoing Contract Administration advice and services on CCRP.

EMERGENCY MANAGEMENT

Overview

Community Education

Emergency Management staff gave an Emergency Preparedness and Awareness Presentation to 97 Year Six students at Fitzgerald State Primary School on the 28 August 2015. As a part of the term three units of study students have to create an Emergency Plan for their household and look at what evacuation zone they are in.

Preparations for Cyclone Saturday have commenced. This year the event is scheduled for the 24 October 2015 at Caneland Central between 9am and 1pm.

Get Ready Week will be held 12 - 18 October with SES Week the 19 - 25 October 2015. The Emergency Management 20kva trailer mounted generators were deployed to assist power supply needs with

the Twilight Concert in the CBD and for the Marilyn Wallman Park opening. Both generators will be serviced in September ready for the upcoming storm season.

Advice was received from the Office of the Deputy Premier that Get Ready Funding for the 2015/16 period has been increased to $48,916 for approved community preparedness and resilience building activities.

Exercises

Nil exercises undertaken this month. Planning for the October Local Disaster Management Exercise has commenced.

Operations

Sarina Grass Fire, 18 September 2015, Cattle King Control (5km South of Sarina). Grass fire was burning in inaccessible country and posed no risk to property. Large smoke haze affected areas of Sarina and Mackay. Queensland Rural Fire Service (QRFS) requested a grader through Council to assist with establishing and maintaining fire containment lines.

Planning - Mackay Local Disaster Management Plan and Operational Plans

Emergency Management staff have taken part in the Local Disaster Management Plan Assessment with the Executive Officer of Mackay District Disaster Management Group as a part of the annual review.

The Inspector General of Emergency Management has released the final reports for the Flood Review of the Callide Dam Operations, Review of Local Government’s Emergency Warning Capability, Review of State Agency Integration at a Local and District Level and Review of Cyclone and Storm Tide Sheltering Arrangements. Each of the reports are being reviewed and assessed by the Emergency Management team to establish what lessons were learnt and how to adopt these lessons as a part of our continuous improvement within our Local Disaster Management Plans and Sub-Plans.

Projects/Mitigation Strategies

The Coastal Hazards Adaption Plan Stage 1 Draft is currently being peer reviewed and will be released in the coming months.

The CBD Flood Study recommendations were tabled at Council’s Meeting on the 9 September 2015. Bureau of Meteorology technical staff recently visited all of the Pioneer River Catchment Rainfall and River Height

Stations to conduct the annual calibration and pre-season preventative maintenance in readiness for the upcoming storm season. A report will be issued by the BoM regarding the maintenance undertaken and findings.

Emergency Management Capital Projects & Facility Upgrades

Works continue on the SES ICT upgrades to bring state of the art technology to all of the groups within the Mackay Regional SES Unit.

Works to upgrade the Emergency Management trailers is being assessed by Procurement and Plant to increase the weight carrying ability and provide all round electric brakes.

As a part of the NBN rollout and the cancellation of copper wire services, work is currently underway for the Local Disaster Coordination Centre telephone system, to ensure operational capability is maintained.

General

A meeting with State QFES representatives to discuss the Public Cyclone Operations and Planning for the 2015/16 Storm Season was conducted 2 September 2015. Discussed was the operational preparedness of the Northern Beaches Public Cyclone Shelter for the upcoming season with various State agencies, LGAQ and Council Officers. Also discussed were lessons learnt from the Livingstone Regional Council Tropical Cyclone Marcia event with a view to adopting the lessons learnt and recommendations to our plans.

A meeting is scheduled to discuss Sunwater Emergency Action Plans for dams operated within the Mackay Region on the 28 September 2015.

The Anne Leadbeater OAM Recovery Workshop, 29 September 2015. Inspector General of Emergency Management will hold a Disaster Management Standards Workshop on the 30

September 2015. The Annual Pre Cyclone and Storm Season Workshop scheduled for the 5 November 2015. Previous Local Disaster Management Meeting was held on 3 August 2015. The meeting scheduled for the 31 August

2015 has been postponed until the 12 October 2015.

Overview

Local Controller

The Mackay Regional SES Unit has been attempting to get sign off on its Vertical Rescue system at Finch Hatton’s Wheel of Fire for approximately Ten years. This month QFES sent assessors from Brisbane to complete the final assessment and sign off. Feedback so far is that they were impressed with the system itself and the professional behaviour and technical ability of the MRU volunteers. This is a testament to the Deputy Controller Mirani Area Mike Sarich and his consistent dedicated work to the rescue and safety of those people using this part of our region.

MRU Deputy Controller (Acting) completed the Queensland Police Service, Search and Rescue Coordinators course. This is the second time that an MRU volunteer has had access to this course. The MRU had the first member in Queensland attend this course in 2013. This successful participation has led to QPS opening this training to volunteers around the state.

During this reporting period there has been a total 313 hours devoted to Operations, 1806 hours to Training, 119 hours to Administration tasks, 498 hours to Maintenance and 298 hours given by volunteers to Community Education.

2015/2016 - SES Budget Report

The 2015/16 SES Budget as at the 31 August 2015 was on track.

Issues / Challenges

Midge point has had several volunteers away on long trips this year reducing training opportunities at this group. Training will resume to normal levels at the end of October.

Neighbouring Units have requested training support. The MRU must be mindful of the workloads of its volunteer trainers and ensure that the MRU’s training needs are met as a priority.

Activations for the month

29 August, Twenty-four Volunteers participated in the Raft Race Day in the Pioneer River

31 August, Eight volunteers were activated by QPS to conduct a forensic search at the Gooseponds for a weapon used in a serious crime

5 September, Nineteen volunteers conducted a secondary search at the previous site as the August forensic search.

Major Training Events & Exercises

19 August, Fifteen volunteers from Mackay, Calen, Mirani and Sarina completed computer training in the QFES SES job management system “TAMS”.

24 – 28 August, the MRU provided training facilities for the regional QPS search and Rescue Coordinators course.

30 August, Six volunteers participated in a QPS Search and Rescue exercise at Rowallen Scout Park.

5 September, Twelve volunteers participated in the certification demonstration of the Vertical Rescue system for the Wheel of Fire Finch Hatton.

Public Safety/Community Education

29 August, Six volunteers assisted in Public Safety for the Lantern Parade at the Blue Water Quay.

30 August, Seven volunteers assisted with Public Safety for the Beach to Garden fun run at the Botanical Gardens.

1 September, Five volunteers participated in a Media Promotion at the request of the Mackay Regional Council for September’s Great Northern Clean up.

6 September, Thirteen volunteers participated in Dad’s Day Out in Mirani.

13 September, Ten volunteers and One Flood Boat participated in the Great Northern Clean up.

13 September, Four volunteer completed community education at the Bunnings Sausage Sizzle.

SES Facilities Situation Report

Armstrongs Beach:

Site planning for extensions at the Armstrong Beach Head Quarters are being conducted in consultation with the local Group Executive.

Campwin Beach:

Quotes for the provision of a 70sqm concrete hardstand between the kitchenette and training facility have been obtained. Further consultation will be undertaken with the Campwin Beach SES group prior to works commencing.

Calen:

An on-site inspection was undertaken on the 28 August 2015 with EM staff, SES, Rural Fire and QFES to identify possible locations for a Calen Rural Fire Shed adjacent the Calen Council and SES Depot. The office space within the new training donga has been officially handed over to Calen SES Group and the existing office accommodation in the storage facility will be demolished to allow additional storage space. Discussions are being undertaken regarding the provision of a kitchenette within the new training facility.

Koumala:

Pest control and termite prevention works were carried out on the 1 September 2015.

Mackay:

Further discussions regarding the staged implementation of the Ness St SES Facility upgrade are ongoing. Proposal Plans for stage 1, being the Boat Storage Facility, are currently being assessed.

Midge Point:

Quotes are being finalised for the erection of a cover between the training and operational buildings. On completion this will complete Midge Point works.

Mirani:

Plans are being made in consultation with the Group Executive for a possible future relocation of the Mirani HQ

Sarina:

Further adjustments are being made as the Sarina Volunteers work out how best the new HQ will work during training and activations.
