1.0 INTRODUCTION
Jefferson County Recycling Facility (JCRF) has completed construction of the parking
addition construction project located in White Hall, Arkansas, see vicinity map, Figure 1. The
construction project used tire derived aggregate (TDA) as fill material.
The parking addition construction project was designed and permitted by Pollution
Management, Inc. (PMI) of Little Rock, Arkansas. The design of the parking addition was
submitted to Arkansas Department of Environmental Quality (ADEQ) for approval. ADEQ
approved the design and issued permit number 0013-SWTP-R1 for the construction project.
JCRF used local county equipment and staff for the construction project, and contracted with
Anderson Engineering Consultants, Inc. of Little Rock, Arkansas for the laboratory and onsite
testing.
PMI provided full time on-site construction observation during the construction of the
project. PMI provided Quality Assurance/Quality Control (QA/QC) for the installation of the
soil and TDA fill material. Anderson Engineering Consultants, Inc. provided QA/QC for the
construction parking addition.
2.0 SUMMARY OF CONSTRUCTION
The general sequence of construction and a description of the design components from
the ground up are as follows:
a. Perform laboratory testing of soil and TDA to obtain Proctor Curve;
b. Install erosion and sedimentation controls around the area to be disturbed and around soil stockpile areas;
c. Strip topsoil and stockpile onsite; d. Excavated remaining soil and stockpile on site separately;

e. Place Type B TDA and compact in place using a maximum of 300 mm lifts; f. Maintain 3H:1V slope along the west, south, and eastern perimeters of the disturbed
area; g. Place and compact lifts until 3 meter thickness of TDA is achieved; h. Cover the TDA with a geotextile and a minimum of 0.5 meters of soil and compact; i. Place BAB in parking area; j. Revegetate all disturbed areas not receiving BAB; k. Maintain erosion and sedimentation controls until final stabilization is achieved;
3.0 SUMMARY OF FINAL SITE VISIT
The parking addition was constructed according to the design plans and specifications.
The onsite materials met the requirements of the design specifications. The final site visit by
PMI personnel occurred on October 11, 2013, at which time, JCRF had completed placing and
compacting all fill material. BAB was placed in the area immediately after all grading activities
were complete. All disturbed surfaces not receiving BAB will be revegetated. All erosion and
sedimentation controls will be maintained until final stabilization is achieved. Listed below in
Table I is the amount of tires used to created the TD A fill material.
