Before start of the meeting, Brig SS Sidhu, Dy GOC, Station Commander took the oath of allegiance under section 17 of the Cantonments Act, 2006 as President Cantonment Board,Ambala.

1. Circular Agenda :To note the following circular agenda:-

a) Dated 04.12.2017 for approving the declaring of Cantonment Board area as open defecation free.

b) Dated 04.12.2017 for approving the draft Election Programme for the Casual Election of Ward No. VII.

c) Dated 29.12.2017 for approving to install vehicle tracking system to track garbage vehicles.

d) Dated 29.12.2017 for approving to install feedback monitoring system on the community /public toilets of Cantonment Board Ambala.

e) Dated 29.12.2017 for approving to organize a contest for Swachh Puruskar Award for schools falling within the municipal limits of Ambala Cantonment.

f) Dated 17.01.2018 for approving to use EVMs for Casual Election to Ward No.VII of Cantonment Board Ambala and tentative expenditure of Rs. 3.00 lac.

RESOLUTION NO. 1: Noted. Elected members requested that their complaints for road, sanitation, street light or any other problems be disposed off at the earliest and they be informed accordingly. CEO assured that their suggestion shall be looked into and a mechanism shall be devised, at the earliest, to monitor and process the grievances.

2. GENERAL REVISION OF PAY OF CANTONMENT BOARD EMPLOYEES : GRANT OF REVISION OF PAY SCALE AND REVISED DEARNESS ALLOWANCE W.E.F. 01.01.2016 AS PER VII TH PAY COMMISSION:

To consider the matter regarding Revision of Pay and Grant of Assured Career Progression Scales to the employees of Cantonment Board, Ambala w.e.f. 01.01.2016 at par with the employees of the State Govt. of Haryana in accordance with the Haryana Govt. Finance Department notification No.1/20/2016(RP)-5PR(FD) dated 28.10.2016 for revision of Pay and Notification No.1/20/2016(ACP)-5PR(FD) dated 28.10.2016 for granting the Ist, IInd and IIIrd Assured Career Progression Pay Scale on completing 08,16 & 24 years of regular satisfactory service and also to consider the Grant of Dearness Allowances as detail given below on the Revised Pay to the Cantonment Board employees at par with the employees of the State Govt. in view of the Haryana govt. finance Department Notifications.

As per clause 7 of the Memorandum of Settlement, the Cantonment Board employees are entitled for the same Pay scales at par with the State Govt. in which the Cantonment Board is situated.

Due to revision of pay scales and dearness allowance w.e.f 01.01.2016 the approximate financial implications will comes to Rs. 3.10 crore (including arrear w.e.f. 01.01.2016 ) out of which a sum of Rs. 1.80 crore will be recovered from the Local Military Authorities under the Conservancy agreement. The provision of the same has already been provided in the Budget Estimates for the year 2017-18(Revised) and 2018-2019 (Original).

The sanction of the GOC-in-Chief, WC is required for the implementation of above said notifications.

The relevant file is placed on the table with all relevant notifications and orders of Govt.

RESOILUTION NO. 2: Considered and approved to grant revision of Pay Scale and revised dearness allowance w.e.f. 01.01.2016 to the Cantonment Board employees at par with the employees of State Govt. Haryana as per VIIth pay Commission. Further resolved that the proposal be forwarded to higher authorities for sanction.

3. GRANT OF DEARNESS RELIEF TO PENSIONERS/FAMILY PENSIONERS:

To consider the matter of grant of Dearness Relief to Pensioners/Family Pensioners of the Cantonment Board, Ambala in view of Govt. of Haryana, Deptt of Finance Notification No.4/1/2017-2FR/33164 dated 23.11.2017 has revised the dearness relief @ 5% of the basic pension/family pension to their pensioner/ family pensioners.

The Cantonment Board Pensioners are also entitled to get the Dearness Relief at par with the State Govt. Pensioners as per DG DE letter No.25/51/L&C/72/PC dated 11.11.1982 and as per PD DE WC letter No.15/396/Cantt/DE dated 09.09.2009 the same shall be applicable to the Cantt. Board pensioners.

The relevant file with relevant notification is placed on the table.

RESOLUTION NO. 5 : Considered and approved to grant revised Grade Pay as mentioned in agenda side. Further resolved that the proposal be forwarded to higher authorities for sanction.6. REFUND OF SECURITY AMOUNT IN RESPECT OF SHOP NO. 11, BHAGAT SINGH MARKET, AMBALA CANTT.

To consider the application dated 25.11.2017 from Sh. Harsimran Singh, licensee of shop No.11, Bhagat Singh market, Ambala Cantt regarding refund of security amount deposited by him at the time of auction of the said shop by Cantt. Board for a period of five years w.e.f. 23.10.2017 to 22.10.2022 vide letter dated 25.11.2017, Sh. Harsimran Singh has requested that he wants to surrender the shop and hand over the possession to Cantonment Board. As per clause 16 of the agreement, licensee can also terminate the license agreement after serving 03 month notice and handing over peaceful vacant possession and clearing all dues standing against said shop towards license till the date of handing over peaceful possession of the shop. The vacant possession of the said shop has been handed over on 25.11.2017 to Cantonment Board Ambala. The applicant has further requested to refund the balance security amount after deducting the license fee as well as service tax/GST payable by him upto 25.11.2017. He has also requested to wave off the three month notice period.

It is further mentioned that the licensee had deposited Rs.91000/- as security amount into Cantt. Fund Account. License fee of Rs.10012/- plus Rs.1802/- (service tax/GST) amounting to a total of Rs.11814/-.is outstanding against the shop upto 25.11.2017, hence the balance amount of security of Rs.79186/- will have to be refunded to the licensee after adjusting the license fee.

RESOLUTION NO. 6: Considered and approved that the balance amount of security be refunded by recovering the balance amount of license fee and taxes.

7. REFUND OF SECURITY AMOUNT IN RESPECT OF SHOP NO. 13, BHAGAT SINGH MARKET, AMBALA CANTT.

To consider letter dated 27.11.2017 received from Sh. Pardeep Kumar licensee of shop No.13, Bhagat Singh market, Ambala Cantt regarding refund of security amount deposited by him at the time of auction of said shop by Cantt. Board for a period of five years w.e.f. 20.04.2016 to 19.04.2021. Vide letter dated 27.11.2017, Sh. Pardeep Kumar has requested that he wants to surrender the shop and hand over the possession to Cantonment Board. As per clause 16 of the agreement, licensee can also terminate the license agreement after serving 03 month notice and handing over peaceful vacant possession and clearing all dues standing against said shop towards license till the date of handing over peaceful possession of the shop. The vacant possession of the said shop has been handed over on 27.11.2017 to Cantonment Board Ambala. The applicant has further requested to refund the balance amount of security after deducting the license fee as well as service tax/GST payable by him upto 27.11.2017. He has also requested to waive off the three month notice period.

It is further mentioned that the licensee had deposited Rs.135000/- as security amount into Cantt. Fund Account. License fee of Rs.25650/- and Rs.4617/- towards GST (totaling Rs.30267/-) is outstanding against the shop upto 27.11.2017, hence the balance amount of security of Rs.104733/- will have to be refunded to the licensee after adjusting the license fee.

The relevant file is placed on the table.

RESOLUTION NO. 7: Considered and approved that the balance amount of security be refunded by recovering the balance amount of license fee and taxes.

8. REFUND OF SECURITY AMOUNT IN RESPECT OF SHOP NO. 16, BHAGAT SINGH MARKET, AMBALA CANTT.

To consider letter dated 07.12.2017 received from Sh. Raj Kumar Grover licensee of shop No.16, Bhagat Singh Market, Ambala Cantt. regarding refund of security amount deposited

by him at the time of auction of said shop by Cantt. Board for a period of five years w.e.f. 20.11.2015 to 19.11.2020. Vide letter dated 07.12.2017, Sh. Raj Kumar Grover has requested that he wants to surrender the shop and hand over the possession to Cantonment Board. As per clause 16 of the agreement, licensee can also terminate the license agreement after serving 03 month notice and handing over peaceful vacant possession and clearing all dues standing against said shop towards license till the date of handing over peaceful possession of the shop. The vacant possession of the said shop has been handed over on 07.12.2017 to Cantonment Board Ambala. The applicant has further requested to refund the balance amount of security after deducting the license fee as well as GST payable by him upto 07.12.2017. He has also requested to waive off the three month notice period.

It is further mentioned that the licensee had deposited Rs.181000/- as security amount into Cantt. Fund Account. License fee of Rs.94724/- and Rs.17050/- towards GST (totaling of Rs.111774/-) is outstanding against the shop upto 07.12.2017, hence the balance amount of security of Rs.69226/- will have to be refunded to the licensee after adjusting the license fee.

RESOLUTION NO. 8: Considered and approved that the balance amount of security be refunded by recovering the balance amount of license fee and taxes.

9. OCCUPANCY RIGHT SHOP NO. LG-B-22, AMBA COMMERCIAL COMPLEX, STAFF ROAD, AMBALA CANTT:

To consider the application dt. 04.10.2017 Smt. Poonam Jain W/o Sh. Ashok Kumar Jain, R/o H.No.46, Satsang Vihar, Kardhan Road, Ambala Cantt. for the transfer of occupancy rights of Shop No. LG-B-22, Amba Commercial Complex, Staff Road, Ambala Cantt, she wants to transfer the occupancy rights of the said shop to Sh. Mahesh Kumar Mittal S/o Sh. Rameshwar Dass R/o H.No.1689/1,Kaith Majri Ambala City. She has submitted the affidavit duly attested by the Notary Public in this regard, Sh. Mahesh Kumar Mittal S/o Sh. Rameshwar Dass have also given an affidavit duly attested by the Notary Public that he want to purchase the occupancy rights from Smt. Poonam Jain W/o Sh. Ashok Kumar Jain, R/o H.No.46, Satsang Vihar, Kardhan Road, Ambala Cantt, the party has cleared all the dues upto 31.01.2018.

As per the lease agreement dated 28.06.2004 (Clause 10 ), transfer fee of 30% of the cost is chargeable if the transfer of rights takes place within 11 to 20 years. As the cost of the shop is Rs.3,00,000, a sum of Rs.90,000/- is payable as transfer fee.

The application alongwith other relevant papers is placed on the table.

RESOLUTION NO. 9: Considered and approved to transfer the occupancy rights from Smt. Poonam Jain W/o Sh. Ashok Kumar Jain, R/o H.No.46, Satsang Vihar, Kardhan Road, Ambala Cantt. to Sh. Mahesh Kumar Mittal S/o Sh. Rameshwar Dass R/o H.No.1689/1,Kaith Majri Ambala City for the remaining period of the agreement, on the

10. PAYMENT OF HONORARIUM : PREPARATION OF ELECTORAL ROLLS .

RESOLUTION NO. 19. Considered . Col. Bahuguna raised two observations regarding status of land involved and electric cables/high tension wires that require shifting. The CEO apprised the Board that the land involved in the project is class ‘C’ as per GLR and already the proposal for shifting of wires has been taken up with GE (Utility). GE (Utility) has already submitted estimates for shifting of the same and the work can be carried out as deposit work or executed through a contractor. Col Dalal raised a point of existing parkings and gates on the said road and near the Raina Auditorium. CEO apprised that all such open areas, parking, gates etc. have already been incorporated in the design plan. All the Elected Members expressed their satisfaction with the project. However, on request of the nominated members the matter was deferred till the next Board Meeting.

To consider the subcommittee report dated 28.08.2017. The subcommittee was constituted by the Board vide CBR No. 40 dt. 20.02.2017 comprising Sh. Ajay kumar, Sh. Virender Kumar & Col. Rajinder. The first meeting of the subcommittee was called on 23.03.2017, but only Sh. Ajay kumar & Sh. Virender kumar attended the meeting & Col. Rajinder did not attend the meeting. Later Station cell vide letter no. 070/4/CB/17 dt. 31.03.2017 requested to replace the name of Col. Rajinder kumar with Major NL odoyo GE (South) the matter was placed before the Board in its meeting held on 29.05.2017 and the Board vide its CBR No. 09 dt. 29.05.2017 has resolved that “Considered and resolved. Maj. Dipanker Gogoi, GE (South) is replaced as committee member in place of Col Rajinder Kumar. Sh Virender Kumar, MCB requested the PCB to fix a time limit for committee to give recommendation, as a lot of time has already elapsed. Sh. Ajay Kumar further mentioned that LMA had, in the past already agreed to transfer equivalent land to Cantonment Board but the entire process has been hindered by the withdrawal of recommendation by station cell. PCB assured the member that the proposal for reclassification shall be processed at the earliest and time limit will be set after

committee holds its first meeting. Further resolved that meeting of the subcommittee be conducted and submit its report before the Board at the earliest”. The meeting was again called on 23.08.2017 vide this office letter No. ACB/AE/B&R/2017/1136 dt. 18.08.2017 but again Sh. Ajay Kumar (Vice President) & Sh. Virender Kumar attended the meeting and Maj.Dipanker Gogoi was absent.

The Committee Member assembled at Cantonment Board Office on 23.08.2017 at 1100 am. Sh Dipanker Gogoi - GE South did not attend the said meeting. Therefore, the meeting started at 1130AM and both the members went through the file and related documents and discussed the possibility and feasibility of land exchange in lieu of 8.445 acres of land encroached by the Armed forces. The committee is of the view that the army authorities are delaying the matter without any reason by way of changing member. Further, committee is of the view that the A1 land located near civil area or Bungalow area such as resumed Bungalows No. 63,55,42,32 and 117A (Details are listed below) which are located in area where army installation/infrastructure is less may be allotted to the Cantonment Board. As the land encroached by the army for FOL depot at GT road (Delhi Road) at the entrance of Ambala Cantonment is very precious and prime location where any commercial centre/ revenue generating assets can be developed. Therefore, it is recommended that either land of resumed bungalow be allotted by the army authorities in lieu of class ‘C’ land encroached or the land encroached by the LMA be got vacated.(8.445acres).

34. PROVISION OF DENTAL WARD AND OPD IN C.B. DISPENSARY-CUM POLY CLINIC.

To consider and approve the office report regarding open Dental OPD in C.B. Dispensary cum poly clinic by provisioning appropriate infrastructure and by engaging a dentist on honorarium basis. This office has completed the necessary ground work for the same. It is proposed that a pre-fabricated Porta cabin dimension 10’x 20’ be placed in the premises of dispensary which shall house the Dental OPD alongwith small waiting area. The estimated cost will come to Rs. 5.00 lac for infrastructure (as per approved rates and availability on the GeM Portal) and Rs. 4.00 lac for purchase of dental chair and other contingencies. The Budget provision for the same has already been approved in the Budget Estimates for the year 2017-18 revised.

The office has checked for availability of Porta Cabins on Gem Portal.

35. PROVISION OF SMART CLASSES IN CANTONMENT BOARD SCHOOLS

To consider the office report and comparative statement of complete Smart classes for Cantonment Board schools through Gem portal as specified digital teaching device, with wall mounted lockable enclosure, Central controller with system on/off, PC, Projector on/off, volume controls Keys, External PC Input, VGA Input etc, Visualizer, Interactive Board, projector with arm short throw with HCL Digi school classroom content @ GEM recommended amounting to Rs.1,92,000/- of M/s Nova Integrated Teaching System. In this regard the comparative statement from the Gem portal is placed, the GeM recommend firm rates is comparatively competitive in the same specifications of digital teaching device and reasonable being lower than tender called and specification is also comparatively better. The estimated cost will comes to Rs.10,00,000/- for 05 Nos. of supply, installation and commissioning of smart classes with HCL contents in Cantonment Board Schools. It can be extended after going though the performance of the project. The budget estimate for the same has already been approved in head G(1) b for the financial year 2017-18(R) and 2018-19 (O).
